1 Safety and Airspace Regulation Group 13 May 2014 Policy Statement STANDARD INSTRUMENT DEPARTURE TRUNCATION POLICY 1 Introduction 1.1 This Policy Statement (PS) is intended to provide guidance to ANSPs on action required to truncate existing conventional, and certain RNAV1 1 Standard Instrument Departure (SID) procedures where a sponsor of a SID, or the associated ANSP determines environmental benefits can be achieved by reducing the length of a SID. This should alleviate aircraft operators flight planning for unnecessary fuel uplift when departing airports with current lengthy SIDs. 2 Background 2.1 Many SIDs within the UK FIR are lengthy in their design and terminate at a typically low altitude restriction. It is believed establishment of lengthy SIDs have previously been associated with a variety of reasons including ATC tactical planning, reduced workload on the RT, and direct routings to significant waypoints on departure routes to name but a few. 2.2 Fuel uplift planning has become more critical in recent years, and whilst continuing to comply with National Operating Rules (Fuel Policy) e.g. EU.1.255, it has become clear that some airline operators take into account the full length and final end altitude of a SID whilst others do not. This results in unnecessary fuel carriage when aircraft are routinely climbed to a FL well above the SID (e.g. a SID of 70 NM ending at 5000ft). With the exception of recent new SID designs constrained by existing ATM tactical requirements, SIDs have been designed like this from their inception and were no doubt predicated upon the performance profiles of the aircraft in operation at the time and ATM requirements of the ANSP. 3 Overview 3.1 This policy provides change sponsors with guidance in Annex A on how to initiate truncation of existing SIDs 1 where there is no change to the existing track over the ground. Whilst a change to a SID falls under the remit of CAP the guidance detailed in this PS is compatible with the requirements of CAP 725 regarding the airspace change process. 4 Scope 4.1 This document outlines when a proposal for a SID Truncation may be submitted and details the submission requirements. 1 Truncation of RNAV1 SIDs is limited to Gatwick and Birmingham RNAV1 SIDs first introduced during 2013/14 and requires SARG IFP endorsement. New RNAV1 SIDs approved after issuance of this PS should address truncation issues and not require subsequent change. 2 Introduction paragraph vii sub paragraph c). AL1 dated 9 May 2014

2 5 CAP 725 Requirements 5.1 As there is no change to track over the ground and vertical profiles, this policy applies when the end section of a SID is replaced by an RNAV ATS route for that portion of the SID which is truncated, or where a SID is aligned with an existing ATS route and simply revised to terminate earlier than its existing termination point, and connectivity is retained with the existing ATS route. Therefore, an abbreviated proposal submission as outlined in Annex A may be submitted to the SARG for approval. 6 CAP 778 Requirements 6.1 There are no changes to CAP778 requirements. This PS will be incorporated into CAP 778 at the earliest opportunity. 6.2 The use of 5LNCs should be limited to the essential required as 5LNC resource is scarce. Consideration should be given to the possibility of withdrawing any 5LNCs to offset the establishment of new positions. 7 CAP 785 Requirements 7.1 There is no need for a formal design proposal to be submitted by an Approved Procedure Designer providing the truncation only results in the removal of straight line segments at the end section of a SID which, other than the truncation, does not involve any change in design of the SID and replacement ATS routes. Any new waypoints and track and distance between waypoints must be checked for navigation infrastructure coverage 3 and be verified by SARG prior to formal approval. Notwithstanding the above, sponsors should also provide confirmation that the retained portion of the truncated SID remains fit for purpose. If this is not the case, further action is to be determined on a case by case basis. 8 Framework Briefing Requirements 8.1 There is no specific requirement for a formal Framework Briefing unless a sponsor wishes to discuss issues face to face with staff from SARG Airspace. Initial requests may be made by e mail to confirm that a SID Truncation request may be submitted in accordance with Annex A. 9 Impact on NPRs 9.1 Sponsors must confirm there is no impact to NPRs. 10 Impact on Adjacent SIDs 10.1 Sponsors must confirm that truncating a SID will have no impact on the vertical profile of adjacent SIDs from other airports. 11 Environmental Analysis Requirements for a SID Truncation Request 11.1 Details of the estimated fuel saving is the only environmental requirement to be included. 12 Consultation Requirements 12.1 A SID truncation request must include evidence to indicate that the appropriate airport operator, the airport ANSP and appropriate Area Control Centre (ACC) have agreed to the 3 DEMETR is appropriate for DME/DME procedures.

3 change and that appropriate adaptation and flight planning requirements have been considered and changes can be accommodated on the AIRAC date required. 13 Change Proposal Submission Requirements Guidance on the SID truncation submission requirements is detailed in Annex A. Requests for the SID truncations should be submitted to SARG Airspace using the template in Appendix 1 to Annex A Should a sponsor wish to propose an RNAV/RNP 4 replication of a Truncated SID, the guidance in the SARG (DAP) PBN SID Replication Policy Statement 5 is to be followed. Annex: A. Guidance on SID Truncation Submission Process. 4 Applications for RNP SIDs may be submitted following the introduction of design criteria in DOC (

4 ANNEX A TO SARG POLICY STATEMENT SID TRUNCATION POLICY DATED 13 May 2014 GUIDANCE ON SID TRUNCATION SUBMISSION PROCESS 1. SIDs may only be truncated after the final altitude/level attainment point is first reached and terrain clearance remains assured with the establishment of any ATS routes incorporated to replace the truncated section, and where there is an excessive track distance from airport of departure to the SID end position. Sponsors are to ensure that truncating a SID will have no impact on the vertical profile of adjacent SIDs from other airports. If sponsors wish to truncate a SID prior to the final end altitude, or when a truncation would affect the lateral profile, a full SID re-design is required; in this case, standard procedures for SID designs in CAP 778 and CAP 785 apply. 2. Sponsors are to submit an initial request by to SARG Airspace (airspace@caa.co.uk) to outline intentions and to confirm with SARG that this submission request may be used. 3. SARG Airspace will confirm that the process is acceptable. 4. Proposals to truncate SIDs are to have joint sponsorship from the ANSP and the Airport associated with the SID. 5. The sponsor is to provide details in the template outlined in Appendix 1 which should include the following detail: JUSTIFICATION 6. Justification in Appendix 1 paragraph 5 is to state why the SID truncation proposal is being submitted. 7. A confirmation statement is required to confirm that there is no change to track over the ground, no change to vertical profiles, no change to NPRs and no effect on adjacent SIDs. OPERATIONAL BENEFITS 8. The sponsor must include details of the potential benefits to be realised e.g. the SID will now be wholly contained within controlled airspace as a result of the truncation. SID TRUNCATION CHANGE REQUIREMENTS 9. A request for a new SID designator, any new associated 5-Letter Name Codes (5LNCs) and ATS route designators (if applicable), are to be included with this request (5LNCs should be reserved beforehand using the normal ICARD process) (5LNC / ATS Route Designator policy link : For details concerning reservation of ATS Route Designators via the ICAO EUR/NAT Region coordinator in Paris, see Section 2 of the Policy Statement. 10. The following details are required for the revised truncated SID: - Revised SID designator (see SID Designator policy link below): - The position at which the SID will be truncated. This should also be indicated on the existing SID Chart and attached as an Attachment 1 for subsequent UK AIP amendment (clearly annotated PDF copies of existing charts are acceptable).

5 Note: If approved, SARG will advise the sponsor to submit this chart to AIS using the Formal Change Request to the UK AIP. - When a new waypoint is required, a validation check of co-ordinates is required in accordance with the SARG Policy Statement: ; this validation request is to be submitted with the SID Truncation application. - If the truncation is at a newly established position, the new 5LNC of the truncation point or, if appropriate, the established position at the truncation point, will become the new SID designator. The SID designator is to be confirmed with SARG. - Changes to associated distance to truncation point from previous waypoint; details are to be indicated on the AIP chart to be amended (comments in Adobe PDFs are acceptable). Note: sponsors must confirm appropriate navaid infrastructure is available to support the revised SID termination position. - Confirmation of revised RCF procedures if appropriate. - Confirmation that any interacting ATS routes / procedures are not affected. The remaining portion of the existing SID subjected to truncation (from the truncation position) to the original termination position will become the new ATS route if there is no existing ATS route established. 11. The following details are required for a new ATS Route: - An appropriate ATS Route designator assigned to the route (note above requirement to reserve the route designator). - New ATS route details in the format of AIP (i.e. the complete AIP amendment) are to be attached to the request. SARG REGULATORY APPROVAL 12. On receipt of the truncation submission proposal, SARG Airspace will verify truncation position co-ordinates (if not at existing waypoint), verify remaining track and distance associated with the new ATS route and check navaid infrastructure. 13. Once verification is complete, SARG Airspace will provide regulatory approval to the sponsor and advise that an AIS change request may be submitted to AIS. This will include a copy of the completed application form. 14. The sponsor is to copy the AIS change request to the appropriate SARG Case Officer. EXAMPLES OF EXISTING CANDIDATE SIDs 15. To illustrate candidate SIDs which meet the requirements of this SID Truncation policy the following examples are described below: -- HON SID from Manchester Airport where it is proposed to truncate the SID at SANBA. -- DVR SID from Heathrow Airport where it is proposed to truncate the SID at DET. In both examples, the truncated SID would terminate at the altitude of the currently specified SID and the remaining portion of the SID would be designated as an ATS route, e.g. the truncated HON SID would terminate at SANBA and be renamed a SANBA SID after which point the old SID portion would be re-designated as an ATS route from SANBA to HON. Sponsors are reminded to de-conflict new designators with other procedures. SARG will confirm designators when issuing approval.

7 3. ATS Route Details Submit details for New ATS Route in AIP Format at Attachment 2. Brief details of route to be included here i.e.: Start and end position. Confirmation ATS route is fully contained in controlled airspace and terrain clearance is assured. In the interests of avoiding duplication, precise amendment for the AIP amendment is included as Attachment 2 (sponsor to provide). 4. Operational and (if applicable) Environmental Benefits. Benefits (insert details below). 5. Justification. 6. Sponsor Confirmation Statement As sponsor/co-sponsor I/we* confirm that that there is no change to track over the ground, no change to vertical profiles, no change to NPRs and no effect on adjacent SIDs. * Delete as appropriate. When complete, please return with supporting maps attached to airspace@caa.co.uk.
