4 of 4-lane divided carriageway facility of Tambaram Tindivanam Section of NH45 (Km 28/ to 2/), Tindivanam to Ulundurpet Section of NH-45 (VI-A) (Km 2/ to 92/25), Ulundurpet Padalur Section of NH-45 (VI-B) (Km 92/25 to 285/) and Padalur Trichy Section of NH-45 (VI-C) (Km 285/ to 325/) in August EXECUTIVE SUMMARY The Government of India through National Highways Authority of India had been contemplating to enhance the traffic capacity and safety of goods and passenger traffic on the selected heavy traffic density corridors in India and had identified one such stretch of Road in Tamil Nadu i.e. existing 2 lane highway of NH-45 between Chennai Dindigul. A joint venture of Indu Projects Ltd., of Hyderabad, Navayuga Engineering Company Ltd of Hyderabad and Abhisekh Developers of Bangalore won the concession through the competitive bidding process of NHAI in February 26. Subsequently the JV formed a SPV in the name of Indu Navayuga Infra Projects Pvt. Ltd., which entered into a Concession agreement with NHAI on 3 th May 26. The Package VI-C between km & km i.e. between Padalur and Trichy and the project is allotted to Indu Navayuga Infra Projects Private Limited on BOT basis. INIPPL, the Concessionaire Company had broadly divided the project into 2 major packages to simplify the execution process. These 2 packages are framed under separate EPC contracts and these EPC contracts were handed over to Indu Projects Ltd. and Navayuga Engineering Company Ltd. as per the broad scope of works described below. Package-A: Consists of all road works including earth works, pavement works, cross drainage works, road furniture s and bus stops. This package was entrusted to M/s Indu Projects Ltd. Package-B: Consists of all structural works including Major bridges, Minor bridges, flyovers, rail over bridges and road under bridges. It also includes approach filling and reinforced earth walls / retaining walls. This package was entrusted to M/s Navayuga Engineering Company Ltd. PLUS Expressways Berhad, Malaysia took 49% of shares and entered as a partner on 2st January 2. PLUS has also agreed to take 74% of shares after 3 years of COD as per Concession Agreement. 3

At areas where the works are in progress, signboards are displayed, safety cones are placed as per IRC codes. Warning sign fixed along the road. Reflective tape is fixed around the working area wherever required. Regular monitoring is carried out in the entire stretch 6.3.Highway Traffic Management System In order to have a better control over the movement of traffic, a state of art HTMS is set up. The components of HTMS are. a. Emergency Call Boxes b. Variable Message Sign Boards c. CCTV d. Automatic Traffic Counter cum Classifier e. Metrological data Station f. Power Supply System Other than this following ground support also provided. a. Ambulance - No. b. Highway Patrol vehicle 2 Nos. with Highway Patrolling team. c. Crane - No Lighting system The following lighting facilities were provided in the entire stretch of Package :VI-C for reducing the frequent accident and help the road users. a. Street Lights 54 Nos. b. Flood lights 4 Nos. c. Tube Lights provided in the PUP 2 Nos. d. Solar Lights erected on the median 26 Nos. e. High mast lights provided in the important junctions 8 locations total 72 fittings. f. Solar Blinkers provided in important median Openings 5 locations fittings Median Plantations, Avenue Plantations & Landscaping We have appointed M/s.AB Construction for maintaining the Median Plantations provided in the entire stretch. They are watering the plants at regular interval with a frequency of alternate day and providing manure to the plantations once in three months. The median plantations help as lighting barrier for opposite moving vehicle in night times and aesthetic look in day time Route Operations 8

Their main activities are; a. Patrolling the Highway b. Managing the Incidents/Accidents c. Implementation of lane closure procedure d. Calling for Assistance, Medical or Tow services. e. Co-ordination with the HTMS control center. f. Interacting with the local agencies like Police, Fire Brigade, Trauma care Hospital etc. g. Protecting the assets on the Project Highway h. Reporting of damages on the road/assets i. Encroachment control & removal One tow away crane provided as per concession agreement and stationed at Toll Plaza for removing the accident vehicles & cleaning the carriageway. One Ambulance duly equipped with the first aid medical equipment and a Para Medical Officer is stationed at Toll Plaza Other Amenities a. Truck Parking Facilities : Truck parking facilities with restaurant and toilets at km The restaurant has functioning smoothly from April 2. We had provided additional bore well to avoid the scarcity of water in the Truck Lay by. b. Water Kiosk and Dust Bin at Bus Passenger Shelters: 3 Nos. of Bus passenger shelters were provided in the entire stretch. Water kiosk and dustbin also provided in the bus passenger shelters for helping the bus passenger and road user. Pedestrian Facilities : In order to facilitate pedestrian to cross the road without any hindrance, pedestrian crossings have been provided with Zebra crossing painting, marking and lighting/solar lighting provision/solar Blinker. Rumbling strips are made in the important junctions with thermoplastic road marking paint for avoiding the accident as per the instruction of NHAI and District Administration. Ordinary road studs/cat eyes were provided throughout the stretch on the road marking. The solar studs help the road user in the night hours/rainy season/ heavy fog time.

Accident victims have been rescued through ERP (Emergency Response Protocol), intimating to the nearest police and ambulances and in coordination with hospitals. All project facilities like wayside amenities, truck lay byes including attending repairs to illumination, landscaping, water supply, drainage, waste disposal system, litterbins, and toilets have been maintained properly. Round the clock patrolling is being done for surveillance of the ROW in respect of the Project / Project Facilities. Maintenance of illuminations Toll plazas, Truck lay byes, Rest rooms, Bus shelters, Major junctions is in progress. Maintenance of bus bays, truck lay byes, rest rooms, toll plazas, toll plaza buildings, etc is in progress. Replacing of dead / missing plants, watering, manuring, etc. in progress for median / avenue plantation. Repair to the damaged portions of lined drains is in progress. Cleaning of vents of culverts and bridges is in progress. Encroachments are being removed periodically at service roads and ROW areas. Cleaning of lined drains and toe drains are in progress. Guard post fixing and painting is in progress in high embankment. Rectification of earthen shoulder is in progress. Trimming median plants in median is in progress. Replacement of damaged pedestrian grills is in progress. Cutting and trimming of grass and weeds in the median and ROW is in progress. Replacing of missed / damaged cluster boards, sign boards, etc. is in progress. Numbering and replacing of missed / damaged HM / KM stones are in progress.

The concessionaire has been instructed to engage the expert and submit the report at the earliest. Necessary field test conducted and the opinion of the road experts will be obtained and action taken accordingly. The concessionaire is instructed to submit the report not later than BBD and Roughness test were conducted in July-23 and renewal of riding surface was done for 3.3 Km. Similar BBD test have been completed in September 24 and roughness test will be conducted in before Based on the test results, remedial measures will be taken up. Hence separate field study is not found necessary. Report on remedial measures may be submitted. A professor of Civil Engineering from IIT Chennai along with Engineers of M/s. Velcity Consulting Engineers are expected to inspect the bridge on..24. On receipt of their Technical opinion the report will be sent. Report not yet submitted. The concessionaire has instructed to obtain and submit the report of the consulting engineer before For all the major, minor bridge and culverts, close inspection has to be carried out. Though inspection has to be carried out for following.. Stage of bearing 2. stage of expansion joint Action is being taken to study the condition of bearing. Ms. Bainyas, Bangalore the consulting specialists for bridge has been addressed to visit the bridge and given their opinion. The concessionaire is instructed to submit the report not later than M/s. Velcity Engineers have been requested to depute an expert to study the bearing position and offer technical opinion. Action will be taken on receipt of the technical opinion. Report may be submitted.
