Summary of Progress January, 18 The National Highways Authority of India (NHAI) has entered into concession Agreement with the Concessionaire, M/s Farakka-Raiganj Highways Limited for Four Laning of Farakka to Raiganj section of the NH 34, from Km to Km in the State of West Bengal. The total length of the project is Km from Km to Km with total cost of INR million. Project Appointed Date was 03 rd February 2011 and the initial scheduled date of completion of construction was 01 st August 2013 (with 910 days construction period). The Cumulative physical progress, as on 31 st January 2018, is 89.65%, against scheduled progress of 100%. Financial progress is 95.02% up to December Whereas total expenditure up to December 2017 is INR million, there is a delay of 1644 days of the Scheduled Four Lane Date till 31 st January According to the IE s assessment the Concessionaire is trailing behind their monthly financial expenditures for the month of January 2018 by Approx. Rs Crore. This gap is primarily due to shortage of resources and poor mobilization by the Concessionaire. Total progress achieved for the DBM layer, is nearly km (Four lane), with Km (Four lane) pending across the entire stretch. The Concessionaire has been given PCOD certificate on 19 th October 2016, for a length of Km. As per the recent revised work programme submitted by the Concessionaire, the completion of their balance Work, expected by 31 st March 2018.Now as per the present progress of the project Highway, the Concessionaire trailing behind for at about three to four month. There is a provision of 8.34 Km service road in the Concession Agreement. Land acquisitions have been totally completed but yet there are only Km of encroachments, not cleared within the ROW which affecting a length of 0.70 Km, both the development of 4 laning as well as utility shifting work. Now, Kms of the Project Highway is encumbrance free and available for construction. Monthly Progress Report - 72 (up to January 18) Page 2

Slow Progress: The Progress of work is very slow as compared to revised work programme submitted, by the Concessionaire as well as available fronts. Recommendation: The Concessionaire must have to resume their Overall works with top geared efficiency and to lock the gradual slippage, from completing of the Project by 31 st March 2018, as scheduled, by the latest revised work programme. 2. Repair and Maintenance work in PCOD Stretch: The Progress of work is very slow as compared to schedule submitted by the Concessionaire for Final repair works for the severe pavement deformation work for a combination of stretches with an approximate cumulative length of about 10 km. Recommendation: The Concessionaire must have to increase their rate of progress of the works tremendously, to complete the maintenance work as scheduled by 31 st March On the Basis of Independent Engineer recommendation, damage charge issued to the Concessionaire as per the Provision of Article 17.8 of the Concession Agreement with affect from 05th May Monthly Progress Report - 72 (up to January 18) Page 3

ROB : i) Km : (Super Structure work and obligatory span assembly and erection work is in Progress). E. Culverts: Total no. of Culverts are 89 Nos : (Totally completed (BHS) 82 nos. and construction activities are in progress for 7 nos. 3. Status of Change of Scope Proposals : Concessionaire has submitted 10 numbers of Change of Scope proposals and Change of scope order has been accorded for 01 no, principal approvals have been accorded for 03 no, 06 nos have been recommended by the IE which is pending at the Authority end. Total Amount pending for COS approval is Crore. The Independent Engineer has submitted 05 numbers proposals related to the Negative Change of Scope, to the Authority Critical Issues & Action Log Though initially, the slow rate of land acquisition had affected the overall progress of the Project to some extent, but at present the land acquisition for the Project Highway has totally been completed. The delay in utility shifting works of the Project Highway also being contributed to the delay of progress of the Project Highway to greater extent. In spite of 100% land acquisition being done, the Concessionaire s Progress is not up to the mark. If these have been properly exploited earlier, the Project could have been achieved the COD earlier. There are nothing pending with the IE, regarding source approvals and review of Design-Drawings and co-operated the Concessionaire to the best for the early completion of the Project Highway. 7 Four Laning of Farakka-Raiganj Section of NH -34 from Km to Km in the State of West Bengal under NHDP phase III on Design, Build, Finance, Operate Obligations & Constrains of the Authority: At about 0.65 Km of encroachments are yet to be removed with the help of local Authority which is affecting the Project Highway at about 1.00 Km for Construction work Obligations of the Independent Engineer: The Independent Engineer has always discharged it s duties and functions substantially in accordance with the Terms of Reference.
