2 Four Laning of Farakka Raiganj Section of NH -34 from Km to Km in the State of West Bengal under NHDP phase III on Design, Build, Finance, Operate 1.1. Summary of Progress February, 2017 Let us introduce our Project for the Four Laning of Farakka to Raiganj section of the NH 34, in a nutshell. The total length of the project is Km from Km to Km with total cost of INR million. Project Appointed Date was 03 rd February 2011 and the initial scheduled date of completion of construction was 01 st August 2013 (with 910 days construction period). The Cumulative physical progress, as on 31 st January 2017, is 85.01%, against scheduled progress of 100%. Financial progress is 92.05% up to December Whereas total expenditure till date is INR million, including withdrawal from the escrow account there is a delay of 1186 days of the Scheduled Four Lane Date till October This delay is primarily due to unavailability of land and shortage of resources and poor mobilization by the concessionaire on site in the last few months. Total progress achieved for the DBM layer, is nearly 83 km (Four lane), with 17 Km (Four lane) pending across the entire stretch. The Concessionaire has been given PCOD certificate on 19 th October There is 8.34 Km provision of service road in Concession Agreement. Land acquisitions have been totally completed but yet there are some encroachments not cleared within the ROW and effecting development of 4 laning work almost 4.9Kms which also affecting the utility shifting work. Now, Kms of the Project Highway is encumbrance free and available for construction. Current Issues & Recommended Actions by IE: 1. Slow Progress of Structures and By-pass: The Concessionaire has just initiated the discontinued construction activity at Malda By-pass. Resulting to the progress of structures (especially, ROB) and earthwork at Malda by-pass (overall) is slow. But, the current progress is satisfactory. Recommendation: The Concessionaire should improve the rate of work with all resources at all available fronts. As per the present rate of progress vis-à-vis comparing the revised work programme submitted by the Concessionaire the scheduled completion of the Project Highway may be further delayed by 6 months. Monthly Progress Report - 61 (up to February 2017) Page 2

The Independent Engineer has submitted 04 numbers proposals related to the Reduction in Scope, to the Authority Critical Issues & Action Log Though initially, the slow rate of land acquisition had affected the overall progress of the Project to some extent, but at present the land acquisition for the Project Highway has totally been completed. The delay in utility shifting works of the Project Highway also being contributed to the delay of progress of the Project Highway to greater extent. As the Authority has handed over the ROW with all the encroachments and Utility. In spite of 100% land acquisition being processed, there were scopes for progress which the Concessionaire has not been exploited. If these been properly exploited earlier, the Project could have been achieved the COD by now. The utility shifting works (Electric pole and Water pipe line) on the part of the Concessionaire is still pending in the section of Ch to Ch of the Project Highway. The IE has nothing pending regarding source approval and review of Design-Drawing and co-operated the Concessionaire to the best for early completion of the project Highway.
