Minutes of Previous Meeting Agreed 2. Matters Arising S. Essam updated the committee with regard to the progress of Brackley Lane repairs and adoption. The road repairs have now been completed. The white lines are still to be undertaken, delayed due to poor weather conditions and the addition of salt on the roads which can affect the paint. Once complete the Section 228 will be progressed in which Brackley Lane will be formally adopted. It was confirmed that the rights of way for Brackley Lane will give those exiting Calvert Green right or way to those over any landfill traffic. Most of the directional signage has now been removed with the exception of the one currently situated on the Tingwick by-pass. 3. Site Report A. Rafferty provided the following site report: a. Site Operation The current tipping area continues to be within Pit 4 with the valley between pit 4 and 5 being partially filled. The valley will be completely filled in accordance with the planning pre-approved contours when the stability buttress has been completed Page 1 of 6

2 Rail deliveries of spoil continue to arrive on site up to 3 times a day Monday- Friday with one occasional Saturday train. Site will be open for Saturday catch-ups on the 4 th April (following on from Good Friday). b. Engineering Works The final section of the capping which was delayed form last year due to poor weather conditions has been completed with additional restoration spoils being placed where required. Further capping of the site in the current active area is likely to commence in the summer with approximately another 45,000m2 to be placed. c. Gas/Leachate D. Smith submitted the following information Gas Pipe work Improvements: All upgrades of the pipe work that were expected in 2014 have been completed. There is an ongoing decommissioning programme of gas wells in line with FCC s overtip schedule, and where feasible gas wells are cut down below the capping medium and extracted on via buried pipes to maximise gas capture As part of the restoration of the site, gas carrier lines are being buried leaving only the well heads prominent above these areas in accordance with the site s restoration plan. Drilling The 25 gas wells that were scheduled in 2014 that were delayed due to the poor weather conditions will be drilled in May time and connected into the gas collection system. As the site continues to be filled additional gas wells will be drilled as required Works going forward: In-line with FCC s work through the pit 4/5 valley we will drill and install pipe as appropriate Leachate P. Alvarez provided the following information; Approval has been sought for leachate drilling of replacement wells on site from the EA. Once this has been received drilling of 3 wells will occur Page 2 of 6

3 The site continues to work towards 100% compliance with regard to leachate levels as measure against the site s permit requirements. The EA have given until end of 2015 for site to be fully compliant. In order to achieve this and take into account any recharge which occurs due to rainfall and continued input of waste into site, it has been calculated that a minimum of 3,500m3 is be removed on a monthly basis. 4 4. Gas Compound Developments No major breakdowns had occurred since last meeting. No major issues have been reported Engine 8 has returned following on form an overhaul and is installed 5. Environment Agency Update L. Greenwood provided the following EA update; We continue to undertake regular compliance assessment of Calvert Landfill. Historically we have undertaken site inspections every 4-6 weeks, however due to the improved compliance the site inspections are now every 6-8 weeks. Compared with other landfills this is still high however this is due to the size of the site rather than lack of environmental breaches. Site continues to report all of their monitoring results in accordance with the site s permit requirements 6. Any Other Business It was confirmed that the security posted at the Brackley Lane entrance has now ceased. FCC will be installing bollards at the front of the gate to prevent drivers forcefully pushing the gates open to allow access to the site. Mr Essam requested that these bollards collapse towards the site rather than into Brackley Lane The planning for the office move has now officially been withdrawn. The footpath leading form the fields adjacent to Infinis compound appears to be signposted showing access through the field. If this is the case then the gate/stile needs to be repaired. Ms Rafferty agreed to are view and repair as required. A request was given to add the web page link to Calvert s page on these minutes for easy reference. The contractors involved in installation of the green sub-station just inside the landfill gates have been noted as to be making excessive noise. A request by Mr Gaskin was received for them to be more respectful to the local residents, Ms Rafferty agreed to speak to them. An apology was given by Ms Rafferty with regard to the noise noted by some residents. Originally it was thought that the loud bangs heard was originating form off site, however after further investigation it was found that in fact that these bangs were as a result of the onsite contractor involved in controlling birds on site. 5 This contractor has now been spoken to and the use of all rockets on site have been stopped Greatmoor EfW Update 11 th December th March 2015 It was discussed that there should be signage to the EfW to help prevent drivers trying to access the site via Brackley Lane or assist in preventing them getting lost. Mr Essam confirmed that signage was never considered as a requirement as part of the planning. Ms Macpherson agreed to write to Bucks CC to assist the residents in their request for the installation of signage on the A41 helping to direct traffic to the facility.
