20 Steps taken to expedite projects Regular monitoring of Contracts at various levels Progress reviews at the level of Chairman, NHAI, Secretary (RT&H) and Minister (RT&H). Nodal Officers appointed by State Governments for resolving problems. Committee of Secretaries constituted under Cabinet Secretary to address inter-ministerial and Centre-State issues. The procedure of issue of land acquisition notifications simplified. To expedite the construction of ROBs, an officer of the Railways posted to NHAI to coordinate with Ministry of Railways. Action taken against non-performing contractors. Steps taken to improve cash flow problems of contractors by granting interest bearing discretionary advance at the request of contractor, release of retention money against bank guarantee of equal amount, deferment of recovery of advances (on interest basis) and relaxation in minimum Interim Payment Certificate (IPC) amount.
21 Objective To make visible difference in the Road Programme Plan to target completion of 35,000 km of 7,000 km per year (20 km per day) during next five years ( ) Presently only 6,500 km is in progress To achieve the target, works of about 20,000 km should be in progress at any point of time Work Plan formulated by NHAI for awarding 12,000 km each during and This will provide connectivity to 400 districts in the country and 300 most populous cities in the country Projects worth Rs. 3 lakh crore to be taken up during to 70 % on BOT (Toll)

23 SPECIAL ACCELERATED ROAD DEVELOPMENT PROGRAMME FOR NORTH EAST REGION (SARDP NE) Major Initiative covering 9,940 km Programme in 2 Phases for completion by Presently Phase A for 2,796 km under implementation 2,039 km NHs 757 km State Roads Cost estimate for Phase A Rs. 19,827 crore 1,580 km of roads at an estimated cost of Rs. 5,565 crore approved for execution 724 km NH to be improved by NHAI Balance 492 km approved in-principle Arunachal Pradesh Package approved involving roads of 2,319 km length - 1,472 km is NHs & 847 km is State/GS/Strategic roads-estimated Cost Rs. 12,513 crore. Phase B involves 2 laning of 4,825 km of NHs and 2-laning/ improvements of State roads Phase B is approved only for DPR preparation and investment decision is yet to be taken by the Government 23
24 Special Programme for Development of Roads in the Left Wing Extremism (LWE) affected areas Approved in Feb 2009 Involves development of about 1,202 km of NHs and 4,363 km of state Roads in LWE affected areas as a special project. Estimated to cost - Rs. 7,300 crore. The projects covers 33 districts in 8 states namely in Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa and Uttar Pradesh. Technical and financial sanction for all identified NHs & State Road Projects would be as per stipulated procedure for NHs works. Approved Outlay for Rs. 500 crore.
25 NHDP-Phase-IV and other Non-NHDP BOT projects for improvement of NH to 2-lane standards NHDP-IV-A approved in July, 2008 for up-gradation of 5,000 km of NHs to 2-lane with paved shoulders for a total estimated cost of Rs. 6,950 crore on BOT (Toll) and BOT (Annuity) basis. Target for completion of NHDP-IV A- Dec, Programme for award of about 7,000 km to 2-lane with paved shoulders put up on the Ministry s website. Feasibility studies proposals invited for 47 nos. of projects for a total of 6,157 km (35 nos. under NHDP-IV for 4,559 km & 12 nos. under Non-NHDP for 1,598 km). Feasibility studies awarded for 29 projects for a total length of 5,021 km. Programme being implemented through State PWDs / NHAI / State Govt. Undertakings / directly by the Ministry.

28 Development of NHs which are not covered under any of the programmes The 11 th Plan envisages accelerated efforts to bring NH Network to a minimum of 2-lane standard within the next 10 years and removing existing deficiencies, etc. The Ministry has formulated a proposal for taking up a specific programme to improve the remaining 17,055 km of NHs and complete it in 5 years in phased manner commencing from year to year Out of the balance length of 17,055 km of NHs -the total length of single / intermediate lane (SL / IL) is about 8,800 km. The balance 8,255 km length of NHs are having various types of deficiencies such as missing links, weak 2-lane pavements etc.
29 Development NHs which are not covered under any of the development programmes Contd.. Estimated fund requirement for the programme Rs. 40,900 crore. Proposed funding arrangement Rs. 10,000 ~ Rs. 15,000 crore by securing World Bank loan. Rs. 30,900 crore from budgetary allocation. Planning Commission has been requested to consider enhancing the outlay under NH(O) for year by Rs. 2,965 crore to enable taking up this programme.
30 Formulation of the Master Plan for the National Expressway Network The objective is to prepare a National Expressway Network for the horizon year Consultancy Services awarded in December, Draft Project Report recommending for a total Expressway Network of about 17,650 km received in July 2009 hoisted in the Ministry s Website. State Govts. were requested on to offer their views, if any, within 2 weeks. Final Report duly considering the States viewpoints to be widely deliberated before finalization. Report expected to be finalized by October,
31 Road Safety Issues Road Accidents during ,79,216 no. of road accidents 1,14,444 persons killed 80% of road accidents attributed to driver fault Awareness campaigns through electronic / print media as well as by involving NGOs being taken by the Ministry 2-day Refresher Training being imparted by Ministry to the drivers of heavy vehicles through reputed institutions/ngos; 1,92,218 drivers trained during 10 th Plan ( ) 11 th Plan ( ) target is to train about 3 lakh drivers
32 Road Safety Issues Contd.. Trauma Care Services Earlier, M/o RT&H was providing ambulances/cranes to States and NGOs for immediate transportation of road accident victims to nearest Trauma centres and evacuation of accident sites. M/o Health & Family Welfare formulated a new scheme for upgradation of Trauma Care facilities on NHs Envisages establishment of Integrated Network of Trauma Care Centres along GQ, NS-EW corridors of NHs by upgrading Trauma Care facilities in 140 State Govt. Hospitals 20 Hospitals to be upgraded to Level-I Trauma Centres equipped to provide highest level of Trauma Care having super specialty facilities 40 Hospitals to be upgraded to Level-II Trauma Centres which are primarily Medical Colleges where physicians, surgeons, orthopedics, anesthetists will be available on call; average distance of these trauma centres to be about 300 km 80 Hospitals to be upgraded to Level-III Trauma Centres which are primarily District Hospitals to provide initial evaluation and stabilization of Trauma patients; these centres to be available at every km
33 Road Safety Issues Contd.. Setting up of a National Road Safety and Traffic Management Board M/o RT&H is in process setting up the Board through an Act of Parliament The Board to Act as a dedicated and independent Agency to oversee road safety activities in the country The Board to have powers to recommend standards for designing, construction and maintenance of NHs To recommend safety standards of Motor Vehicles Issue guidelines on various road safety issues such as Trauma Care Services To improve data collection system on road safety and other issues concerning road safety The proposed Act also provides enabling provisions for creation of similar Boards at the State level
