3 1.0 INTRODUCTION 1.1 This report results from a Combined Stage 1 and 2 Road Safety Audit carried out on the Proposed Highway Improvements at the A4 London Road, from the M4 Motorway at Junction 5, to the Sutton Lane traffic signal junction, Slough, Berkshire, at the request of the Client/Design Organisation, Slough Borough Council, Department of Customer and Community Services, St. Martin s Place, 51 Bath Road, Slough, SL1 3UF. 1.2 The scheme proposals comprise the modification of existing kerblines at the existing traffic signal controlled pedestrian crossing facility, the removal of the existing bus laybys along the northern and southern kerblines to be replaced with on-carriageway bus stop facilities, the introduction of two east bound vehicular traffic lanes, amendments to an existing traffic separation island adjacent to the existing petrol filling station and, the removal of the existing right turn facility for the petrol filling station. In addition, carriageway and footway resurfacing is proposed, together with new carriageway markings. 1.3 The Audit Team membership was as follows : Adriano B. Cappella (Audit Team Leader) IEng, FIHE Director, Acorns Projects Limited Sarah Taylor (Audit Team Member) IEng, AMICE, FIHE Associate Consultant, Acorns Projects Limited 1.4 The Audit took place at the Eaton Bray office of Acorns Projects Limited during October The Audit was undertaken in accordance with the Audit Brief contained in the Slough Borough Council to Acorns Projects Limited dated the 24 th September The Audit comprised an examination of the drawings provided by the Client/Design Organisation and, are listed in Annex A. 1.5 The drawings consisted of the general arrangement, statutory undertakers plant, site clearance, drainage, earthworks, pavements, footways, lining and signs and, lining setting out. Copies of the scheme drawings at both A3 and A4 size were provided for the Audit Team s use. Road traffic accident data, vehicular traffic flow data, pedestrian flow data and, pedal cycle flow data has not been supplied for the purposes of this Combined Stage 1 and 2 Road Safety Audit. 4 1.6 A visit to the site was undertaken during the morning of the 4 th October 2013 by both Audit Team Members together. During the morning site visit, the weather was mild and slightly cloudy and, the existing carriageway surface was mainly dry. Vehicular traffic conditions at the time of the morning site visit were observed to be light to moderate on occasions. A reasonable number of pedestrians and four pedal cyclists were observed during the morning site visit. 1.7 The terms of reference of the Audit are as described in HD 19/03. The Audit Team has examined and reported only on the road safety implications of the scheme as presented and, has not examined or verified the compliance of the designs to any other criteria. 1.8 No Departures from Design Standards have been reported by the Design Organisation. 1.9 All Problems and Recommendations are referenced to the design drawings and the locations have been indicated on the A4 plan supplied for use by the Audit Team in Annex B Issues identified and observations made during this Combined Stage 1 and 2 Road Safety Audit and site inspection which the Terms of Reference exclude from this report, but which the Audit Team wishes to draw to the attention of the Audit Project Sponsor (i.e. the Local Highway Authority, Slough Borough Council), will be set out in a separate letter. These issues could include maintenance items and operational issues. The Audit Team has not identified any issues during this Combined Stage 1 and 2 Road Safety Audit and site inspection that are considered to be outside the Terms of Reference. Version 1.0 Page 4
5 2.0 ITEMS RAISED AT THIS COMBINED STAGE 1 AND 2 AUDIT 2.1 GENERAL PROBLEM Locations 1 & 2 (Drawing No. SBC/T/IT/00198/000/01 Rev A) Summary - Potential surface water ponding could impact upon the operational safety of the traffic signal controlled pedestrian crossing facility. The scheme drawings indicate that the width of the existing traffic signal controlled pedestrian crossing facility will be increased by removing the existing northern and southern kerb line build outs. The northern and southern channel lines will therefore align with the channel lines of the remainder of the A4 London Road. Whilst the scheme drawings indicate that levels within the existing channel lines and therefore the gradients are reasonably minimal, there does not appear to be any additional surface water drainage provision along the revised northern and southern channel lines adjacent to the existing traffic signal controlled pedestrian crossing facility. Concern arises that surface water ponding could take place and, subsequently present a slip or trip hazard for pedestrians during wet and subsequent cold/freezing weather conditions, with the resultant potential risk that personal injury could be sustained by pedestrians. RECOMMENDATION The existing surface water drainage provision relative to the existing falls and gradients of the northern and southern channel lines should be confirmed as adequate and suitable. It may prove necessary to install additional new road gullies in order to adequately capture surface water in the area of the revised layout of the existing traffic signal controlled pedestrian crossing facility PROBLEM Location 3 (Drawing No. SBC/T/IT/00198/000/01 Rev A) Summary - No provision for a traffic signal maintenance engineer to stop in immediate proximity to the existing traffic signal controlled pedestrian crossing facility. Version 1.0 Page 5
6 The scheme proposals do not appear to include the provision of a traffic signal maintenance engineer s layby or hardstanding area for the existing traffic signal controlled pedestrian crossing facility. It will be important to ensure that adequate and suitable facilities are provided for the safety and benefit of site operatives and, whilst highway improvements are being undertaken along this length of the A4 London Road, the scheme proposals present an opportunity presents to provide such a facility. RECOMMENDATION Provide a traffic signal maintenance engineer s layby or hardstanding area within the northern verge area in proximity to the existing traffic signal controlled pedestrian crossing facility. The layby or hardstanding area should be sited clear of the traffic lanes, traffic signal poles and signal heads and the existing footway. 2.2 LOCAL ALIGNMENT PROBLEM Location 4 (Drawing No. SBC/T/IT/00198/000/01 Rev A) Summary - The proposed removal of the west bound bus layby and the introduction of the two east bound vehicular traffic lanes could result in west bound vehicular traffic overtaking stationary buses directly into the path of potentially fast moving east bound vehicles, which could result in an increased risk of offside to offside vehicular conflicts occurring. The scheme proposals indicate that the existing bus layby along the southern kerbline of the A4 London Road will be removed and placed on the carriageway within a 33 metre long bus cage. The west bound bus stop will be sited directly opposite the east bound on-carriageway bus stop. The scheme proposals also indicate that the east bound vehicular traffic lane provision will be increased from the existing one lane to two. In the event that the northern kerbline on-carriageway bus stop is occupied by stationary buses, east bound vehicles will be able to overtake in relative safety by utilising lane two. However, for west bound vehicular traffic, in order to overtake a stationary bus at the southern kerbline bus stop, a driver will have to encroach into lane two of the east bound carriageway. Concern arises that this overtaking manoeuvre may be executed into the path of faster moving east bound vehicles in lane two, whereby there could be an increased risk of head on or offside to offside vehicular conflicts occurring. 7 RECOMMENDATION Whilst the overall scheme objectives are fully acknowledged by the Audit Team, it is Recommended that under these circumstances, the existing bus lay along the southern kerbline serving west bound bus movements should be retained PROBLEM Location 5 (Drawing No. SBC/T/IT/00198/000/01 Rev A) Summary - The proposed removal of the existing right turn facility for the petrol filling station and the introduction of the two east bound vehicular traffic lanes could result in an increased risk of nose to tail shunt type accidents occurring for west bound vehicular traffic. The scheme proposals indicate that the existing sub-standard right run facility for the petrol filling station will be removed and replaced with an additional east bound vehicular traffic lane. Having passed through the Sutton Lane traffic signal junction and merged as two lanes become one, in order to gain access to the petrol filling station forecourt, west bound vehicles will have to hold up all following west bound vehicles, especially if lanes one and two of the east bound A4 London Road are occupied with moving vehicles. As a consequence, concern arises that the proposed layout and the loss of the existing right turn facility will result in an increased risk of west bound vehicles being involved in nose to tail shunt type accidents. RECOMMENDATION For an appropriate and suitable length leading up to the access point of the petrol filling station, a high skid resistant carriageway surface course should be installed, in order to mitigate the potential nose to tail shunt type accident identified. Alternatively, a prohibition on right turns into the petrol filling station could be implemented as west bound vehicular traffic would always have the option to u-turn at the M4 Junction 5 interchange roundabout if necessary. 2.3 JUNCTIONS No Problems identified in this category at this Combined Stage 1 and 2 Audit. 8 2.4 NON MOTORISED USER PROVISION PROBLEM Location 6 (Drawing No. SBC/T/IT/00198/000/01 Rev A) Summary - Proposed layout changes of the existing traffic signal controlled pedestrian crossing facility could result in a very slight detriment to pedestrian safety. The scheme drawings indicate that the width of the existing traffic signal controlled pedestrian crossing facility will be increased by removing the existing northern and southern kerb line build outs. Whilst the widening may be considered only marginal, this in effect will increase a pedestrians exposure time to east bound and west bound vehicular traffic, which could result in a very slight operational detriment to pedestrian safety. RECOMMENDATION The existing timings should be reviewed for the traffic signal controlled pedestrian crossing facility, as a pedestrians green signal period may need to be increased accordingly. 2.5 ROAD SIGNS, CARRIAGEWAY MARKINGS & STREET LIGHTING PROBLEM Location - General (Drawing No. SBC/T/IT/00198/000/01 Rev A) Summary - Enhancing the conspicuity of the proposed highway improvements, the revised layout of the traffic signal controlled pedestrian crossing facility and, the wider carriageway areas during the hours of darkness. Street Lighting improvement proposals have not been submitted for this Combined Stage 1 and 2 Road Safety Audit. Concern arises that a new and comprehensive system of street lighting will need to be installed to suit the proposed highway improvements scheme. Version 1.0 Page 8
9 RECOMMENDATION Prior to the construction stage of the project, give careful consideration to the provision of an improved or enhanced Street Lighting installation that may be required to suit the proposed highway improvements and, to enhance the operational safety of the overall scheme proposals during the hours of darkness.
