It is imperative that the Community continue to support Assistant City Attorney Jerry Threet in everyway needed by him to continue this court battle against the violence this club has brought to our neighborhood for over two years. I hope everyone is enjoying Wonderland and taking part in this amazing artists/community project to express the feeling and beauty of our neighborhood. This month long event is designed not only for artistic expression but to create a sense of value about where we live and work and develop a feeling that the Tenderloin is and can be special. Isabel Auerbach ed a very important reminder regarding Halloween Safety in the Child Injury Prevention Newsletter for October 009. I thought it important to share it with everyone. Adults need to supervise children who are out trick-or-treating. Child pedestrian deaths happen 4 times more on Halloween than any other night of the year. Half of these deaths happen because children cross in the middle of the block, often darting out between parked cars. Further, drivers are more likely to be drunk on Halloween than on New Year s Eve. Falls (as is the case the rest of the year) are the leading cause of injury. Children should not let their ghost or princess costumes drag on the ground and should carry a flashlight to see possible tripping hazards or, better yet, go out earlier when it s still light or go to community

2 parties. Eye injuries and burns also increase on Halloween. Face paint is safer than masks. Also remember swords and other weapons should be soft. For a Halloween safety tip sheet from SF Safe, go to has initiated a Muni Safety Plan targeting the 5 Fulton line on McAllister, Balboa line on Turk Street and 8 Geary Line inbound on O Farrell Street. It is hoped that an increased officer presence on these buses will deter crime and promote public confidence. Over the past week, your Officers at Tenderloin Station assisted people with medical, emotional and mental problems. A number of these people were suicidal. In many instances, those seeking to end their lives are just reaching out for someone to care and listen to their hurt. As I sometimes do in this paragraph, I cite a particular unusual attempt at suicide to give you an idea of some of the problems that our officers are asked to deal with. Earlier in this week a woman off her medication was very despondent and experiencing fits of crying claiming she wanted to die. Your Officers approached her very tenderly and began a dialogue with her in which they learned that she was trying to kill herself by drinking Brut Fragrance until she died. She was taken to the psych ward though she did not go gently. In the last month two residents in the Tenderloin have committed suicide by hanging. Please refer to this Newsletter s Community Announcements section for detailed information on Text-a-Tip. Also please see the below announcement on San Francisco SAFE s first ever 5K Fun Run/Walk for SAFEty event. On a last note, effective November 4, 009 I will be transferred to Field Operations Bureau as a Night Supervising Captain, Tenderloin District s new Commanding Officer will be the soon to be promoted Captain Dominic Celaya, who I feel very confident will ably serve this community. 3 July, While patrolling the area of Ellis and Jones streets, officers Herbert (star #40) and Dudy (#64) heard gunshots. They immediately advised dispatch, and within moments, every on-duty officer in the Tenderloin district responded to assist. Officers located the gunshot victim and began rendering aid to the person, who happened to be loitering near the intersection of Ellis and Jones at :46 a.m. The firearm was also located, where it had been hidden behind a cardboard box. Officers also located a witness, who was able to identify the shooter. Not long after, the suspect was arrested. Excellent work. July 4 -- Officers Burke (#) and Toomey (#86) responded to a call for assistance from two San Francisco Patrol Special officers, who were face-to-face with a man brandishing a black stick or baton-like weapon in the way batter readies himself for a pitch. During an ensuing struggle, the suspect lunged for the service weapon of one of the Patrol Special officers. With the help of officers Burke and Toomey, who were quick to the scene, the suspect was arrested. Unsolved Cases From the files of P.S.A.Rick Greathouse Robbery Force Used October, 009 Edition Case Number # On 0//009 at approximately 0 hours, Officer Suguitan #48 was working the front counter at Tenderloin Station when she was approached by a victim, who reported that he had just been robbed. The victim had been walking southbound on Leavenworth St. towards Eddy St. when he was approached by 6 unknown suspects. One of the suspects pushed the victim, causing him to fall to the ground. After all 6 unknown suspects delivered numerous kicks to the victim s face and body, suspect # proceeded to take $60 in U.S. currency and a cell phone out of one of the victim s pockets. The suspects fled the scene of the crime in an unknown direction and the victim ran to Tenderloin Station. The victim in this case refused medical attention for his visible injuries, which included swelling to his right cheekbone. Officers Herbert #40, Dudy #64 and Marin #6 searched the area for the 6 suspects to no avail. The victim was only able to supply suspect information on of the 6 suspects. Suspect # was described as being a black male, 0-0 years of age, and 6 00 with black hair. He was last seen wearing a brown beanie and a plaid jacket. Suspect # was described as being a black male, 0-0 years of age, 5 06 and was last seen wearing a gray sweatshirt and was sporting a fro hairstyle.

4 Suspect # was described as being a black male, 0-0 years of age and was last seen wearing a gray hooded sweatshirt with a black jacket over it. Anyone with information about any type of case should call at (45) Arrests Log On 0/4/09 Off Moylan #49 of the plain clothes car unit received information regarding a youth with a gun in the area of Ellis/Jones St. Next to Turk/Taylor St this corner is the most violent in the entire Tenderloin District if not all of San Francisco. Somehow the youth recognized Off Moylan and he took off running east on Ellis St to south on Taylor St. The youth entered the parking lot on Eddy and Taylor St. where he discarded a loaded gun under a parked car. The youth then jumped the fence of the parking lot and ran east on Eddy St and almost escaped except for the alert response of Off Moylan who chased down the youth and arrested him at 56 Mason St. Off Moylan recovered the gun. Case # On 0/4/09 Off Nguyen #99 responded to Neiman Marcus regarding a shoplifter. The shoplifter attempted to purchase several items on another persons Neiman Marcus Card. Store Security placed her under arrest. In her pocket were the name, social security card number, and all other personal information. Another reminder to protect your identity. Case # On 0/5/09 Off Celis #68 responded to 00 blk of Leavenworth St regarding vandalism. This location gives out free food every day to those in need. This person became enraged when they ran out of free sandwiches, he began to destroy the doorway and attack the workers. The victim followed the suspect and flagged down and Off Celis. They then arrested the man. Case # On 0/6/09 Off Hart # and responded to 46 Turk St regarding a hot prowl burglary. The two victims detained the suspect who was attempting to leave the apartment with a backpack. The Officers went to the basement and discovered the windows broken and personal belongings scattered everywhere. The Officers arrested the suspect and returned all the property to the victims. A good arrest because of great response time by all of the Officers involved On 0/6/09 felony narcotic arrests were made in the Tenderloin District. 4

5 On 0//09 Off Sullivan #5 and Off Ciriaco #48 responded to 55 Cyril Magnin St regarding a domestic violence. The witness told the Officers that he observed the suspect slap the victim in the face twice, grab her cane and hit her over the head with it. The Officers arrested the suspect and called an ambulance for the victim On 0/8/09 Off Linares #560 and Off Lyons #48 observed a physical fight on the corner of Eddy/Jones St. The Officers observed the two punching each other in the face. One fell to the ground and the other began to kick her when she was on the ground. Off Lyons and Linares ran out of the car and separated the two and arrested the suspect On 0/9/09 Off Lederer #45 Off Cole #5 responded to 55 Mason St regarding a physical fight in progress. The Officers gained entry inside the apartment and noticed the victim had a laceration to her face that was bleeding. An ambulance was called to treat the victim s injuries. The victim stated that her boyfriend became upset over the television and punched her in the face while holding scissors. This blow caused the laceration. The victim told the Officers that he then turned her over and continued to punch her in the back of the head three times. The Officers then arrested the suspect On 0/0/09 5 felony narcotic arrests were made in the Tenderloin District. On 0/0/09 Off Cole #5 and Off Lederer #45 when they observed a male lying on the sidewalk. They approached him and offered him homeless services. Off Cole noticed that he was wearing a GPS monitoring device. The Officers detained him for further investigation. A computer check revealed he was an active sex registrant that had failed to register. He was arrested On 0/0/09 Off Vong #0 noticed a car weaving in and out of traffic. Off Vong conducted a traffic stop and detained the suspect. Off Vong conducted some field sobriety tests and determined the driver to be driving under the influence of alcohol. For more information and to register please visit our website at The San Francisco Police Department has implement Text-a-Tip on August 0, 009. Texta-Tip is a Web-based program allowing citizens to report criminal activity or to supply crimerelated information through texting from their cell phones. Studies indicate that teenagers and young adults text more often than they talk on their cell phones, and this program is aimed at getting this demographic more involved in reporting crime. To report information, the tipster enters either TIP4or 844 in the "To" field and the keyword SFPD in the text field, followed by the message. (Complete instructions follow.) Through computers with Internet capability, SFPD Operations personnel will view all tips received 4/ and evaluate each one. If the tip is of an emergency nature, personnel will forward it immediately to the Department of Emergency Management for officer dispatch. They will forward all other tips for assignment to the appropriate investigative bureau or district station. Investigative units will have an Internet-capable computer at their disposal and will be able to text back and forth with the tipster based on a randomly assigned ID number that the system provided by Citizen Observer, Inc., supplies. The ID number is wholly confidential and is maintained in the companyâ s server. Unless the tipster wishes to supply personal information, all the tips remain anonymous. The Department's telephone Confidential Tip Line, , remains in place as an alternative way for citizens to report criminal activity or to provide information regarding a criminal investigation. For more information, please contact: Public Affairs Office Be on the Lookout BIKE SAFETY: Please teach your children that they must follow the road rules when riding there bikes. Each year there are children that are injured or killed because they are riding on the wrong side of the street, they fail to stop at stop signs, or they fail to follow some other rules of the road. Make sure that they are wearing their bike helmets. It s not only the safe way to ride but it is the law.

8 WALKING TO SCHOOL: Plan the route your children are going to take if they are walking to school. It is important to try to minimize the number of streets they have to cross. Keep the route as simple as possible. If you have the time do a dry run with your kids so they feel comfortable when the time comes to do it on their own. If at all possible, make sure the kids do not walk alone. If there are other children in the neighborhood walking to school it s a good idea that everyone walks together. STRANGER SAFETY: Teach your children not to talk to strangers. They should not accept presents or rides from them. Also, be sure to pick a family password. This word should be used if someone different is picking them up from school, sports or other locations. It should be a different word like pepperoni pizza. That way no one else will be able to guess it. AFTER SCHOOL SAFETY: If the kids are alone after school for a short time make sure that they follow some basic guidelines: ** They should keep the doors locked at all times. ** They should never tell someone on the phone that there are no adults at home. Teach them to say that you can t come to the phone right now. ** Post a list of emergency phone numbers near the phone. ** Have them call you at work or on your cell phone as soon as they get home. ** Set up rules on what kind of food they can fix. Younger children should never use the stove without adult supervision. ** Be sure to set up guidelines on who they can have over (if anyone) and what they are allowed to do. Fraud Alert!!! Remember: If it looks to good to be true It probably is a scam! We highly recommend organizing a SAFE Business Crime Watch program in your area. SAFE also offers customized security audits for any business in San Francisco, as well as violence prevention and loss prevention trainings for management and employees. Crime Prevention Through Environmental Design (CPTED) principles are applied during site assessments. Commercial establishments that are open between :00 A.M. and 6:00 A.M. should not hesitate to call the police if they see suspicious vehicles or suspicious people loitering around their businesses. 8

9 Owners of these businesses should consider having multiple employees working during late hours. Some establishments are locking all entrance doors late at night, forcing customers to knock on doors, allowing employees to make decisions on allowing entrance. The San Francisco Police Department is increasing patrols around commercial establishments open during the early morning hours.
