3 Welcome Welcome The NEMBC extends a warm welcome to its 2010 conference speakers, workshop presenters, distinguished guests and conference participants. This year Australia s ethnic and multicultural community broadcasters celebrate the th anniversary their national peak body, the National Ethnic and Multicultural Broadcasters Council (NEMBC). We are especially pleased to welcome you to join in our celebrations on this occasion, as we meet together to look at both the history and future ethnic community radio the voice multicultural Australia and the road ahead. All conference participants are warmly invited to attend the conference reception on Friday evening. The reception will be held at the Reception Room the ACT Legislative Assembly, which is across the square from the conference venue. The evening will be opened by John Hargreaves MLA and will be an opportunity to meet with committee members, local Canberra multicultural broadcasters and other conference participants. The ficial conference opening will feature distinguished guests from Federal and ACT Parliaments, the Department Broadband, Communications and Digital Economy and the Embassy Argentina, as well as representatives from the community broadcasting sector, Canberra s multilingual community radio stations and the ACT multicultural community. The plenary session on Saturday morning will explore the role ethnic community radio and the road ahead for multicultural broadcasting. Keynote speakers include Dr. Stepan Kerkyasharian AM, who as well as being the chair and CEO the NSW Community Relations Commission, has an involvement with ethnic community radio stretching back over 30. The second keynote speaker, Pino Migliorino, is the Chair FECCA Australia s peak multicultural community organisation. Pino will be looking at the impact immigration and population trends on multicultural policies, services and broadcasting. The plenary will also feature a panel hosted by NEMBC committee representatives looking at how the sector and can move forward and plan for its future, followed by questions and answers from the floor. The afternoon will feature two workshop sessions with workshops covering diverse subjects including: digital technology, community radio funding, training needs, ethnic music initiatives, cultural and linguistic maintenance and development, and a review s constitution. As a special feature the day and part s th anniversary celebrations, Executive Committee will be presenting a number certificates recognition to broadcasters who have made outstanding and sustained contributions to the multilingual and multicultural community broadcasting sector. The gala dinner will be held on Saturday night at The Restaurant at Canberra Institute Technology (please see the details and map on page 8). The night will feature a Bollywood performance, traditional Thai dancing, and s annual awards ceremony for excellence in ethnic community broadcasting. This year s awards include a special Tony Manicaros Award $2,000 to commemorate the NEMBC s th anniversary. The NEMBC Annual General Meeting will be held on Sunday morning. Please make sure your membership fees are paid and voting delegates appointed prior to the day. There is no election committee members this year, however a number other issues and changes to the constitution will be voted on. There is a feedback form in the conference bag and we would appreciate if you fill it out and return them to the conference organisers. Your feedback is valuable and assistance for future conference planning and ensuring is meeting your needs. 7 Keynote Speakers Dr. Stepan Kerkyasharian AM Chairperson and Chief Executive Officer, NSW Community Relations Commission Dr Kerkyasharian was born in Cyprus Armenian background and migrated to Australia in Dr Kerkyasharian established the Armenian radio program on Radio Station 2EA in June He was appointed a member the State Ethnic Public Broadcasting Advisory Committee and later as Manager Radio Station 2EA. In 1980 he was appointed as Head SBS Radio and became a major catalyst in the establishment and pressional development SBS radio. In 1989 he was appointed as Chairman the Ethnic Affairs Commission New South Wales now the Community Relations Commission. Since September 2003 he has also served as President the Anti-Discrimination Board. Dr Kerkyasharian has previously served on the ABC s Independent Complaints Review Panel, the NSW Board Studies, the NSW Geographical Names Board and the Australian Medical Council Appeals Committee. In October 1980 he was a member the management team headed by the late Bruce Gyngell which established and launched SBS Television. He was a member a working party which reviewed SBS Radio in 1982 and worked very closely with the Aboriginal and Indigenous community during the early stages the establishment broadcasting stations by them. He was made a Member the Order Australia in 1992 and, in May 1990, he received the Gold Cross in the Order Merit Poland. In 1995 he was made a Fellow the University Technology Sydney. In September 2000 he was awarded the Olympic Order for his contribution to the Sydney 2000 Olympics. In June 2007 The University Sydney conferred the degree Doctor Letters (honoris causa) on Dr Kerkyasharian. Pino Migliorino Chairperson, Federation Ethnic Communities Councils Australia Pino Migliorino is the Chairperson the Federation Ethnic Communities Councils Australia bringing over 30 involvement with and expertise in immigration and multicultural affairs. Pressionally Pino leads Cultural Perspectives and CIRCA Research and is a recognised expert in researching and communicating with diverse cultural and linguistic audiences. Pino held a number important sectoral positions including Principal Policy Officer, NSW Ethnic Affairs Commission, NSW Regional Coordinator, Office Multicultural Affairs, and Executive Officer, Ethnic Communities Council NSW. Outside his employment prile, Pino has over two decades involvement in community affairs including welfare, ethnic affairs, the arts and the Italian community. Pino has been widely published in the multicultural area, has a BA from the University Sydney, a Diploma Education from the Sydney Institute Education, is a Qualified Practising Market Researcher (QPMR), and is a member the Public Relations Institute Australia. 8 Workshop Presenters Darce Cassidy Council Member, 3ZZZ Melbourne Ethnic Community Radio Darce Cassidy has worked in television and radio since Working initially in ABC current affairs (Four Corners) he later held several senior management roles at the ABC. He retired from the ABC as Manger for South Australia in While working for the ABC he became involved in the early days community radio, delivering the first training courses for 3CR in Later, with the Box Hill College TAFE, he delivered the first training course for SBS Radio in Melbourne. In the early 1980s he joined the Advisory Committee for the new Media Studies course at RMIT. During , still at the ABC, he was engaged as part-time as Lecturer in Media Studies at RMIT to deliver a course in broadcasting law and policy. Over the Darce has served on the board three community stations - 3CR, 5DDD and 3ZZZ. Karim Degal Oromo Program, 3ZZZ Melbourne Karim Degal is an Oromo youth broadcasting on 3ZZZ in Melbourne. Karim is an active youth member his community serving previously as a president with the Melbourne Oromo Youth Association in Melbourne and also a youth representative to council at radio 3ZZZ. Karim has a love for radio and the performing arts and is a very active member within his community promoting culture, identity and creativity. Community involvement has been a major part Karim s life from primary school up until now and will continue to be a major part his life. Karim is now an elected executive member on the Australian Oromo Community Association In Victoria Inc serving as a public relations ficer. Karim enjoys music, cooking, Victorian architecture and long drives on the weekend with his friend and family. Chris Johnson Manager, Australian Music Radio Airplay Project (AMRAP) Chris Johnson has worked in the music industry for over ten as a sound engineer, radio maker and new-media developer. Chris was the station manager Edge Radio in Tasmania, which he successfully managed over its first five. Chris was on the national Digital Radio Standing Committee, supporting community broadcaster s transition into the digital radio age. He is on the Arts Tasmania panel, allocating state government grants and loans to Tasmanian artists, and on the Music Council Australia, a 50-member national peak music organisation for Australia. Chris is a qualified audio technician, bachelor journalism graduate, and skilled new media strategist. He won the Career Achievement category at the 2006 Tasmanian Young Achiever awards. He is now the manager Amrap The Australian Music Radio Airplay Project. He was appointed to manage Amrap in late October 2008 when the project was revitalised with funding. He is developing the service to suit the changing needs the music and media industries and places a high priority on getting music to broadcasters and stations that matches their tastes and interests. 9 Workshop Presenters Tai Sullivan Kirribati Broadcaster, 1CMS Canberra Multicultural Radio Tai was born in the Kiribati islands in Adopted at the age 4 by a white-australian family, she settled in Canberra where she was raised with her adoptive brother and sister. Tai didn t know much about her Kirribati cultural heritage and wasn t told much about it. Joining the Pacific Island Youth Network helped quite a bit in learning about her Pacific Island culture. She began doing radio programs in 2005, first with 2XX and now with CMS. Dr. Mandy Scott Education Advisor, Canberra Multicultural Forum Through her writings and work over a number with various local organisations, including the Canberra Multicultural Community Forum and the ACT Bilingual Education Alliance, Mandy has tried to raise awareness the many advantages learning and maintaining community languages - within the ethnic communities themselves as well as the wider community. Mandy has helped to arrange workshops and social activities to give practical support to families raising children in more than one language, and has also worked with the ACT Ethnic Schools Association to raise the educational status and public prile ethnic schools in Canberra. Mandy has a PhD in Linguistics, and is a Visiting fellow at the Australian National University and an Adjunct Lecturer at the University Canberra. Nikhil Wable Radio Manpasand (Hindi Program), 1CMS Canberra Nikhil presents the Hindi language Indian program on CMS community radio FM He was born in India and brought up in Australia. He studied Information Management and IT at the University Canberra. He is a library pressional and works at the National Library Australia as a cataloguer. Interestingly, prior to broadcasting in Hindi his only exposure to the language was through watching Indian films. His mother tongue is Marathi, another Indian language. He is a keen music lover and in his spare time also does volunteer work for the migrant population. NEMBC National Conference 2010
