3 WELCOME TO THE 2018 PIA NORTH QUEENSLAND REGIONAL PLANNNG SYMPOSIUM As the Australian population creeps closer to the predicted 40 million people, our great regional cities will become even more important to our national economy. Regional cities play an important role in providing the highest order community and commercial services for their region, including health and education facilities and often have diverse economic bases. Regional cities will continue to have significant growth in their economy, population and cultural status. Planning, new development and infrastructure investment are part of this evolution. The increasing sustainability of our cities and the protection of its natural assets will be key hallmarks to their growth and development. Development, including buildings, streets and public spaces need to be well-designed and contribute to the creation of exceptional places within the city. High-quality public spaces need to be created to optimise community interaction. Cities are acknowledging that as their population grows their makeup is changing. Couple only households are becoming the dominant force. Planning and development is recognising this shift with housing growth evolving and a focus on creating compact cities, structured around a network of activity centres becoming an emphasis. Overtime, key infill locations in regional cities will evolve from being more than shopping centres to become great places to live, work, access services and recreate. New infill residential development will underpin these changes in our regional cities residential growth. All these changes should see public and active (walking and cycling) transport networks, overtime become sustainable and enhanced. If you are interested in shaping cities, I invite you to attend the 2018 PIA North Queensland Regional Planning Symposium. This event is for the makers of cities. The event brings together some of the biggest leaders in creating successful urban environments. The event is powerfully different and provides the property and urban development industry insights into how to create relevant, urban environments that make people want to stay. We will look at the missing middle, with regards to built form and density (3 to 6 storey residential and mixed use environments). The program will also look at why it pays to invest in the neighborhood and consult with the community. To bring home the event we will do a site tour of the new Townsville Stadium and celebrate the year with PIA Christmas Drinks. PIA is looking forward to seeing you in Townsville!

6 INTRODUCING YOUR GUEST SPEAKERS Mark Carter MPIA General Manager RPS Townsville and Technical Director for Planning in North Queensland Commencing his Planning career more than 12 years ago, Mark has worked in Brisbane, the Whitsundays, and has been based in Townsville for the past 8 years. With experience across a variety of urban development, resources and infrastructure projects, Mark has been a lead planning consultant on many of the region s most iconic developments. He is heavily involved in the growth of Queensland s renewable energy sector, leading multi-disciplinary consultant teams on an ever-growing list of large-scale solar projects in the state s Central and North. From site investigation/due diligence, to development approvals and compliance, RPS provides a range of services to support these projects, including planning, environmental assessments and approvals, surveying, mapping, urban design and landscape architecture. Jennifer Roughan MPIA (Fellow) Director Planning Ethos Urban Jennifer is a Fellow of the Planning Institute of Australia. She has over 30 years of experience in strategic planning and its implementation in policy documents and statutory planning schemes. Her experience in private sector development and as an expert witness makes her strongly attuned to how planning policy works at a practical level. Jennifer is on PIA Qld s education committee and provides planning related training through the Local Governmental Association of Queensland.

7 Paul Cohen Coordinator of Development Services Cairns Regional Council Paul has been with Cairns for 13 years in a range of town planning roles, working on assessment of major development projects through to undertaking master planning for community infrastructure projects. Paul has a passion for unlocking potential in people and has been giving guidance to his teams on improving the mindset on approaching development assessment processes to facilitating good planning and development outcomes for Council and the Cairns community. He is particularly interested right now in finding ways to unlock opportunities within our planning framework. Brett Brogan General Manager Future Cities Townsville City Council Brett joined Townsville City Council in April 2018, as General Manager of the Future Cities team. Brett has held executive positions across a broad range of infrastructure, planning and logistics. Prior to joining Townsville City Council, Brett was employed as General Manager Infrastructure, Investment and Contracts with Northern Territory Government, where he was responsible for the design and delivery of new public infrastructure including the Territory s first new hospital in 40 years and the promotion of private investment through strategic partnership opportunities, including the ongoing development of the Darwin City Deal and conceptualising the Alice Springs Revitalisation project. Brett has a proven ability to lead and deliver on multiple major projects in both urban and remote settings and within critical timeframes. Brett is leading his team at Townsville City Council to the successful delivery of City Deals and Townsville 2020 projects, as well as driving the Economic Development Corporation.

8 Malcolm Holz Development Manager Design Innovation Economic Development Queensland Malcolm Holz has over 30 years professional practice in a range of urban planning, design and development -related roles, working primarily within property development companies in Queensland. Malcolm is a qualified urban planner and designer, and holds a doctorate in creative industries. Malcolm is leading a range of building and urban design initiatives and innovations on projects and places of various scales on behalf of Economic Development Queensland (EDQ) where EDQ is designer and developer. Peter Honeycombe B.Bus, FAICD, FAIM Managing Director Honeycombes Property Group Peter Honeycombe began his career with global real estate agent, Jones Lang LaSalle s Brisbane office in 1987 in commercial new project advisor, specialising in CBD developments. Peter then worked in Townsville with Jones Lang on several tourism and commercial projects before launching the development arm of the family real estate firm of Honeycombes Property Group in During the last 28 years Honeycombes have developed more than 50 projects across Queensland with a gross value of more than $1.5 Billion. The company s largest single stage project, Coorparoo Square, a $265M mixed-use project, was completed in January this year. Peter holds a Bachelor of Business degree with a Major in Marketing. Peter served six years as a Director on the Board of the Real Estate Institute of Queensland and 3 years as a Qld Trustee for CEDA. He is accredited with the Institute of Valuers and Land Economists and is a Fellow of the Australian Institute of Management and the Australian Institute of Company Directors. Peter is also a licensed open commercial builder and real estate agent and an accredited Project Manager. For 8 years, Peter was a Director of the publicly listed Mackay Permanent Building Society Limited. In 2005 Peter was awarded the Australian Institute of Management s Queensland Business Person of the Year. Peter is currently a Director of The College of Nations, a not for profit training and global humanitarian group associated with Youth With A Mission. He is also a Director of Townsville Enterprise Limited, Townsville s peak marketing and economic development body.

9 Malcolm Middleton OAM LFRAIA Queensland Government Architect Office of the Government Architect Department of Housing and Public Works Malcolm was appointed as Queensland s Government Architect in July He undertakes design reviews for projects across many areas of government and chairs the Queensland Urban Design and Places Panel. Prior to his appointment as Government Architect he had been a private practitioner for almost thirty years. He pioneered the Q Design work and engagement and has utilised this important policy work to provide more consistent design assessment processes through the new regional plan and the State Code 24 (Urban Design trigger). In 2017 he was appointed to the Prime Ministers Official Residences Advisory Committee providing guidance for the Lodge and Kirribilli House. Malcolm has an honours degree in Architecture from the University of Sydney a Masters in Urban Design from QUT and is a Life Fellow of the Australian Institute of Architects.
