2 Acceptable activities when cnducted by anther grup The fllwing activities are nt allwed fr general grup activities and utings unless cnducted by anther business r rganizatin, allwing the University f Minnesta t transfer sme f the risk. The adult in charge f the event must cntact the business r rganizatin well in advance f the 4-H prgram, activity r uting t learn f and acquire any frms, waivers r ther infrmatin. If a release f liability is required by the spnsring grup, share the frm/waiver with the family fr their review and signature. The spnsring grup is transferring sme f their risk t the participant/family. If there is a facility use agreement required by the spnsring grup fllw University prcedures. Trained instructrs must present a safety training with all participants. 4-H members are required t wear prtective and safety gear at all times while participating, if apprpriate. Acceptable activities t be cnducted by anther grup: Acceptable activities as part f a 4-H prject The fllwing activities invlve varius types f mtrized vehicles and equipment and are NOT allwed fr general grup activities, but 4-H members MAY PARTICIPATE in them when they are part f a 4-H prject r cmmunity service activity. Assess the risk, prvide suitable safety training and ensure cntrls are in place t reduce r eliminate the ptential fr injuries, risks and hazards. Bnfires - see campfires fr acceptable 4-H activities. The DNR recmmendatin determines the decisin which must be fllwed. Water parks White water rafting Zip lines ATV's (all-terrain vehicles) May be used as the basis f a 4-H ATV prject r fr rebuilding r refurbishing the ATV r engine. Cannt be utilized fr recreatinal use except as part f the 4-H ATV prject.

3 4-H members enrlled in the 4-H ATV prject must participate in the ATV safety training and instructin prgram and fllw the regulatins f the State f Minnesta fr yuth peratrs. ATV safety training shuld be crdinated thrughh cunty 4-H Extensin emplyee. A trained instructrr must be present at all times. ATV peratrs (bth 4-H members and Minnesta 4-H Vlunteers) are required t wear apprved helmets and as a gd safety practice and shuld always wear eye prtectin. Passengers are nt allwed n ATV's. G carts May be used as the basis f a 4-H prject such as shp r small engines. Cannt be ridden at any time during a 4-H activity r uting, except as a part f the judging prcess. G carts are an acceptable activity when cnducted by anther grup. Mtrcycles and snwmbiles May be used as the basis f a 4-H prject fr rebuilding r refurbishing the mtrcycle, snwmbile r engine. May be used fr demnstrat tin purpses fr safety educatin. Cannt be ridden at any time during a 4-H activity r uting, except as a part f the judging prcess. May be used as a methd f transprtatin by a licensed driver t and frm a 4-H activity. The mtrcycle/snwmbile cannt be used t give rides r have thers sit r climb n it at a 4-H activity r uting. Mtrbats Cannt be used fr a 4-H activity r uting fr water skiing r tubing. Mtrbats, pntns r fishing bats may be used fr leisure r educatinal prgram purpses such as fishing r water mnitring. The driver f the bat must be a Minnesta 4-H Vlunteer 21 years f age r lder and must wear a persnall flatatin device. Insurance fr the bat fllws the wner. Each passenger n the bat must wear a persnal flatatin device. The number f passengers must nt exceed the bat's limitatin. Befre participating in this activity, please read safety when bating. Tiller 4-H members must be 16 years f agee r lder in rder t perate a push tiller. Push & riding lawnmwers 4-H members must be 12 years f agee r lder t be allwed t use a push mwer r 16 years r lder t perate a riding mwer. Always wear eye and hearing prtectin, lng pants and shes thatt cver the entire ft. Lawn mwers must have alll safety features enabled. An adult must be present when yuth perate a lawn mwer. 4 Tractrs May be the basis f a 4-H prject fr rebuilding r refurbishing purpses. May be started r driven during the judging prcess r as a part f the 4- H Tractr Driving Cntest. May be used t pull a flat during a parade. 4-H members must wear a shirt, lng pants and shes that cver the entire ft while perating the tractr. N passengers are allwed n the tractr. Acceptable activities Campfires Outdr activities/utings ften invlve campfires. Ensure they are safely built and maintained. Hayrides Check t make sure campfires are allwed in the camping area. Build the fire within an existing fire ring. Sticks shuld be n lnger than a frearm and n wider arund than a wrist. Keep the fire small, n higher than 18". Keep a pt f water nearby and never leave the campfire unattended. Burn all wd t ash and pur water ver the fire and stir with a stick when the fire is ut t ensure the fire is "ut cld". Yu shuld feel cmfrtable putting yur hand in the ash since it is cld. Additinal campfire infrmatin can be fund at Safety Tips fr Campfires and Campfire Safety. Hayrides are a fun, team building activity that 4-H members may therwise nt experience, but due t the ptential fr injury, safety practices are essential. Injuries that ccur with hayride accidents are usually quite significant because f the number f peple invlved and the size and weight f the equipment. Peplee can fall ff as wagns rll easily n inclines/ /declines r when hitting unseen hles. Expectatins if participating in a hayride. Driver must be a Minnesta 4-H Vlunteer 21 years f age r lder with a valid driver's license. Identify wh is driving the vehicle. 4-H members: Will nt hang legs ver the side f thee wagn. Must sit n hay bales r attached benches. Will nt jump ff a mving hayrack/wagn. Cannt push ther participants ff the wagn. Ensure the driver, hsts and riders are infrmed f the rules. Hayrack r wagn must be pulled by an apprpriate vehicle (tractr r pickup) nt a lawn tractr r ATV. Identify wh is prviding the hay rack. Identify the rute fr the hayride. N ther wagns r equipment can bee attached t the hayrack/wagn.

5 Befre participating in a hayride activity, please read Hayride Safety. Parades Preparing flats and participating in parades can be a fun way t prmte 4-H, but there are risks assciated with these activities. Take apprpriate precautins t prevent injuries. A flat must be twed by a vehiclee (car, truck, ff rad vehicle r tractr) in a parade. It must be driven by a Minnesta 4-H Vlunteer 21 years f age r lder, with a valid driver's license. The twing vehicle must be insured and all insurance fllws the twing vehicle. T distribute candy r ther items during a parade, 4-H members r adults must walk alngside the flat t hand itemss t peplee watching the parade. Items cannt be thrwn by 4-H members frm the flat r a hrse. 4-H members riding a flat r walking alngg side cannt: Jump n r ff a mving flat. Spray water r ther fluids at spectatrs. Have legs hangingg ver side f the flat. Dgs r ther animals must be n a leash r haltered and kept at a distance frm spectatrs. Hrses in parades. The hrse must be ridden by a 4-H member r Minnesta 4-H Vlunteer. Friends r yuth wh are nt members f 4-H may nt ride a hrse in a parade representi ng 4-H. 4-H members and Minnesta 4-H Vlunteers must wear a helmet as representative f 4-H. Only ne persn may be n a hrse; n duble riders. The hrse must be cntrlled thrughh the use f a bridle and reins. The Clverbud plicy applies. Recreatinal activities and team sprtss Activities such as biking, running r walking and sprting activities such as sftball, kickball and vlleyball are a part f many cunty r club prgrams. Sprtsmanship and teamwrk are imprtant factrs when cnducting thesee types f activities. Biking, running and walking Biking, running, and walking can be incrprated int a 4-H prgram withut much pre-planning. If a 4-H club r cunty prgram chses t spnsr a running r biking event t the public t prmte healthy living and/r as a fundraiser, additinal planning is required. Emergency persnnel must be n hand. It is recmmended that the lcal Emergency Management Services Team be ntified and be n site in the event f illness r injury. Cntact the lcal fficials fr event permissin and rute infrmatin s rads can be blcked ff frm traffic during the event.

6 The rute shuld be safe frm hazards and in a prtected area free frm traffic, hles, and freign bstacles. The rute must be prperly marked t prevent any runners r cyclists frm veering ff f the curse. The curse shuld be wide enugh fr runners and bicyclistss t pass each ther. At running events there shuld be ne water statin apprximately every 1.5 miles. At biking events all participants mustt wear prperly fitted headgear. Befre participatin ng in r hsting a biking event, please read Kids and Bicycle Safety. Fr any activities pen t the public, an Event Participatin Agreement Cmplete Waiver and Release must bee signed. Team sprts Team events r grup sprting activities such as sftball, kickball, brmball and vlleyball are a part ff many cunty r club prgrams. T help ensure the health and safety f 4-H members learn hw t prevent, recgnize and respnd t a ptential cncussin. A 4-H member wh shws symptms f a cncussin shuld be remved frm the activity. Becme familiar with the cncussin plicy f the Minnesta State High Schl League Cncussin n guidelines. Snw activities Activities in the winter prvide many great pprtunities fr 4-H clubs. Nte that special activities insurance must be taken ut fr the events indicatedd by *** as these events are NOT cvered by AIL Annual Grup Accident insurance. Check the prhibited list fr winter activities that are nt acceptable. Ice fishing Befre participatin ng in winter ice fishing, check the safety f the ice by cntacting the lcal DNR t determinee the thickness f the ice. (Example: supprts walking) Never risk walking n ice withut determining its thickness and ability t supprt peple and/r vehicles. Fishing equipment must be available t all 4-H members. Only adults can use an ice auger. Only adults can transprt a fish huse. If using a vehicle r ff rad mtrized vehicle, 4-H members mayy nt drive r ride n the ff rad mtrized vehiclee while it is transprting the fish huse. Befre participatin ng in this activity, please read Safety When Ice Fishing. Skiing - crss cuntry Equipment must be the prper fit fr height/weight f the 4-H member. Only ski n apprved trails. Always stay with the grup. Befre participatin ng in this activity, please read Safety When Crss Cuntry Skiing. Skiing dwnhill*** and snwbarding***

7 Fr safety reasns, new skiers and snwbarders must take the lessn that is given by facility staff. Safety helmets and gear: Skiers are encuraged t wear safety helmets. Helmets and prper prtective gear is required fr snwbarding. 4-H members either need t bring a helmet r rent ne frm the facility. Ensure equipment is the prper fit fr height/weight f the 4-H member. Make sure all 4-H members fllw thee buddy system and n 4-H member skis r snwbard ds alne. Befre participatin ng in this activity: Skiers need t read Skier Safetyy Tips. Snwbarders need t read Snwbard Safety Tips. Sledding/tubing*** Ensure the sledding hill is free frm traffic, trees, and freign bstacles. It is NOT permitted fr 4-H members t d the fllwing: g head first, in tandem, using chains, r tying tubes tgether r be pulled behind a mtrized vehicle. Befre participatin ng in this activity, please read Safety Tips fr Sledding. Water activities A variety f water activities may be a part f 4-H prgramming and each can ffer unique learning pprtunities. Check the prhibited list fr water activities that are nt acceptable. Fishing Yuth wh are 16 years f age and lder must have a fishing license in the State f Minnesta. All anglers, swimmers and nn-swimm mers alike, must wear a prperly fitting persnal flatatin device at all times - n the bat, n the dck, r n the shre. Befre participatin ng in fishing please read Fishing Safety Tips. If fishing frm a bat pleasee read the safe bating checklist. Caneing/kayaking/sailbating Each persn abard the bat must wear a prperly fitted persnal flatatin device. Inexperienced baters shuld nt take a cane/ /kayak/sailbat ut until they have undergne training frm an apprpriately experienced instructr. Befre any caneing/kayaking/sail bating excursin read Cane & Kayak Safety Tips. Swimming Hst rganized swimming activities at cmmercial and/r public facilities r beaches that have Red Crss certified lifeguards. Hmewners are accepting riskk when hsting swimming parties at their hme. The U f M will nt accept risk fr private swimming parties.

8 If n lifeguards are present (public facilities, camp, etc) 4-H plicy requires at least tw Red Crss certified lifeguards be present at any activity that invlves swimming. Attendees that are yung, nn-swimm mers, and pr swimmers shuld always wear a prperly fitted persnal flatatin device. Befre swimming in rivers/streams, cntact the DNR fr infrmatin n water levels and speed f the current t determine if swimming is acceptable. Swimming in pits/ /quarries and as well as rpe swings ver water are prhibited activities due t unknwn elements such as currents, depth f pits and quarries, drp ffs in lakes r rcks and hidden dangers. Water ballns Water ballns and water fights are nly acceptable when used in a team r leadership activity at a camp, day camp r 4-H event. Cnsider the risk t 4-H members. 4-H members wh have a latex allergy r wh may get hit in the face r eyes. Injuries frm slipping and falling. Extra change f clthing nt available, leading t chills and ptential illness. Damage t prgram r persnal electrnic equipment. If water ballns are used the debris must be cleaned up and dispsed f prperly because f the danger t animals. These activities must be held in a lcatin where the public is nt at risk.
