PROCT OVRVIW Th Capit District Transportation Committ (CDTC) is th dsignatd Mtropolitan Planning Organization (MPO) for Albany, Rnsslar, Saratoga, and Schnctady countis, xcpt th Morau and Villag of South Glns Fls in Saratoga County. As a fdrly mandatd agncy, CDTC srvs as a forum for carrying out a comprhnsiv and cooprativ rgion transportation planning procss. CDTC is rsponsibl, with th Nw York Stat Dpartmnt of Transportation (NYSDOT) and th Capit District Transportation Authority (CDTA), for producing a long-rang rgion transportation plan that mts th soci, nvironmnt, conomic, and travl nds of th rgion. CDTC is so rsponsibl for a Transportation Improvmnt Program (TIP) which assigns fdr transportation funds to spcific projcts. CDTC involvs and informs th public on transportation planning dcisions. Th implmntation of CDTC s transportation plan is carrid out by CDTC s mmbr agncis. Th DB Program Updat/nvironmnt ustic (Task 1.66 in CDTC's Unifid Planning Work Program) routinly includs an ffort by CDTC to prform a rviw of nvironmnt ustic () issus, as wll as to implmnt a standard procdur for including nvironmnt ustic in th planning procss. Th Capit District Transportation Committ (CDTC) has undrtakn this anysis on nvironmnt ustic to vuat rcnt and futur transportation planning projcts and programs within th four-county Capit Rgion of Nw York (Albany, Rnsslar, Schnctady and Saratoga Countis, xcpt th Morau and th Villag of South Glns Fls). Th go of this anysis is to nsur that both th pos and ngativ impacts of transportation planning conductd by CDTC and its mmbr agncis ar fairly distributd and that dfind nvironmnt ustic populations do not bar disproportionatly high and advrs ffcts. This connction is mad through (a) adoptd principls guiding planning and invstmnt; (b) th strong budgtary componnt of th plan; (c) a strong linkag btwn planning products and TIP candidat projcts and (d) a high lvl of coopration among partis in assmbling th plan.
