INTRODUCTION 1.1 In rcnt yars, th traffic fow of China civi aviation has bn incrasing at an avrag annua rat of 11 prcnt, and air transport is showing a strong dvopmnt momntum. With th rapid dvopmnt of nationa traffic voum, China s airports and airspac systm ar undr incrasing prssur, which ads to frqunt fight days. Viwing th ovra trnds of th rationship btwn China s traffic fow and days, th prcntag of on-tim fights continuousy dcrasd with th incras of fight voum sinc Th way of rducing fight days and aviating th ngativ impact has bcom th focus of China civi aviation. 1.2 ATFM is th main mthod for rducing day, incrasing airspac avaiabiity, and improving ATC opration fficincy. CAAC ATMB has attachd mor importanc to ATFM and obtaind som achivmnts with many yars ffort. Ths wi b rspctivy introducd from svra aspcts as foows: 2. DISCUSSION Organizationa Structur of ATFM 2.1 CAAC ATMB had priminary stabishd its civi aviation ATFM organizationa structur which is composd of thr vs: nationa v, rgiona v, and trmina v. Th rsponsibiitis of th nationa v ar born by Oprations Managmnt Cntr of ATMB. Construction progrss of CDM systm in China 2.4 In 2013, 23 airports with annua passngr throughput ovr 100,000,00 movmnts incuding Bijing Capita Intrnationa Airport had dpoyd CDM systm. In 2014, CAAC ATMB formuatd syabus, training program and taching matria, organizd 300 pop sparatd 10 batchs arning th ATFM training cours, dvopd many ATFM prsonn, and aid a soid foundation for CAAC ATFM. 4

5 ATFM/SG/4 WP/18 Working pan 2.8 Th fforts to ay a good foundation for oprationa fights wi b aunchd by managing nationwid fight pan and fight dynamic information cntraizd procssing, buiding up two mutua backup nationwid fight pan procssing cntrs, and raizing th EOBT managmnt and air rout managmnt. 2.9 Compt th opration program, th thory and agorithm of dcision-making, th mchanism of coordination and vauation, tc Nationa v CDM-ATFM systm.cdm concpt has bn introducd into th construction of ATFM systm at nationa v to achiv progrss and coaborativ adjustmnt of nationa fight pan, to monitor nationa air traffic status in ra tim, to anayz and prdict th dmand/capacity on airspac and airports, and to notify nationa air traffic imbaancs (svr ovrbaanc probms) in tim. This systm comprhnsivy rsovs th trans-rgiona probms through th impmntation of coaborativ ATFM initiativs such as GDP, CR, and MIT. 5
