INTRODUCTION This documnt is a living, working road map that dscribs in dtail th tasks to b accomplishd ovr th nxt fiv yars to implmnt ffctiv rcration dvlopd sit managmnt in th contxt of a complt forst-wid rcration program. This plan will b usd to guid all rcration dvlopd sit invstmnts, including th capital improvmnt program, minor construction, partnrships, and annual oprations and maintnanc. Th monitoring plan, togthr with rquird annual accomplishmnt rporting, constituts th Forst rport card for this activity. Although w rfr to it as a Fiv-yar plan (bginning in 2006) w actually bgan this procss in 2004 and hav bn taking som of th plannd actions during th compltion of this plan. So in ffct this is a svn-yar plan. This action plan is th nd rsult of th national Rcration Sit Facility Mastr Plan (RS-FMP) procss. Th Bridgr-Tton National Forst was on of four forsts that pilotd th RS-FMP procss for th Forst Srvic bginning in spring Implmntation of this plan will nabl th Bridgr-Tton National Forst to provid sustainabl quality rcration opportunitis, rsponsivly, fficintly, and in a proactiv mannr. Financial information availabl in 2004 showd that th Bridgr-Tton Forst could afford to oprat all xisting dvlopd sits to som lvl of quality. Funds information includd in th action plan and supporting documnts rprsnt a snapshot of conditions as of Sinc thn th Rcration Enhancmnt Act and othr changs in funding and rvnu hav changd th scnario, and forst-wid ovrhad costs ar shifting, pointing out th valu of annual monitoring of this plan. It is also worth noting that numrous fficincy masurs hav alrady bn takn in rgard to dvlopd rcration on th forst, prior to this action plan. Som of th prmiss on which this action plan is basd includ th following: Our ovrall stratgy is to maintain a balancd program and b as fficint as possibl with dvlopd rcration so w can also accomplish our targts in disprsd rcration and spcial uss. Dvlopd rcration is only on part of th ovrall program, and on th BTNF a rlativly small part of th program. Rcration us trnds suggst that for most popl visiting dvlopd sits is not th primary rason thy com to th forst. NVUM data from 2002 shows that only about 12% of forst visitors ar using rcration sits such as campgrounds. This is consistnt with th forst nich that offrs primarily a disprsd rcration xprinc. Howvr, dvlopd rcration sits ar costly to oprat and maintain, so dvlopd rcration taks mor of th ovrall budgt than w would lik. In spit of nw rvnu sourcs w know that budgts in gnral ar not incrasing whil th numbr of indirct costs w must hlp fund is incrasing. W can t kp raising usr fs at campgrounds to compnsat for this. W can t offr vry amnity visitors dsir; instad our focus is on downsizing infrastructur and rducing srvics. Watr systms offr an xampl with incrasing watr quality standards for ths systms and our lgal liability for thos that do not mt standards, w can t kp invsting in systms at rcration sits that will nvr gnrat nough rvnu to captur th invstmnt costs. Dfrrd maintnanc rmains a major concrn forst-wid. W nd to dvlop a stratgy using all mans availabl to rduc this backlog. Just bcaus a dvlopd sit isn t paying for itslf dosn t man w won t continu to offr th srvic. W will b as fficint as possibl but som sits that currntly don t gnrat much rvnu do mt th forst nich and public nd; furthr, som low-ranking sits in our invntory may only rquir som modst invstmnt to bttr mt th nich or gnrat rvnu. Som of our small, isolatd campgrounds ar usd in liu of disprsd sits, allowing us to concntrat campsit clan-up and othr oprations, so thr is som fficincy in having ths sits opn. In othr parts of th forst, small rcration sits offr food storag structurs to hlp popl kp attractants away from bars. Th prsnc of ths structurs ncourags us of th sits, maks popl fl safr, and rducs th ffort w must mak to patrol and clan up disprsd camps.

BRIEF DESCRIPTION OF PROCESS Th purpos of this plan is to display th actions ndd ovr th nxt svral yars to bring th Forst s rcration infrastructur into alignmnt with th rsourcs availabl to oprat and maintain it to standard, as wll as rduc th backlog of dfrrd maintnanc. Th fundamntal prmis of th plan is to crat an invntory which is sustainabl and flxibl nough to b adaptd annually to any changs in availabl rsourcs. Th plan is dsignd to mt th following objctivs: Oprat and maintain sits to standard with th availabl rvnu stram. Rduc dfrrd maintnanc by 20% ovr th fiv-yar lif of th plan. Focus availabl rsourcs on sits or srvics which conform most closly to th Forst Rcration Program Nich. Maintain and nhanc customr satisfaction with availabl dvlopd rcration sits. FOREST RECREATION NICHE Wildlands, Wildlif, and Wid Vistas Sttings, Spcial Placs, and Valus Th Bridgr-Tton National Forst is a larg part of th Gratr Yllowston rgion, and it contains som of th most pristin aras within it. A third of th forst is in classifid wildrnss or Wildrnss Study Aras; anothr forty prcnt is backcountry that is vry bit as wild. Othr parts of th forst hav major rcration corridors, roads that giv accss to th backcountry and disprsd roadsid camping, and popular rivrs for floating and fishing that attract grat numbrs of visitors. Finally, th BTNF offrs som world-class rcration dstinations, som of which ar rsorts and som of which ar managd by th forst. Ths tnd to b th most dvlopd parts of th forst, but vn ths ar rustic in apparanc and architctur, blnding into th natural surroundings. Wild lands includ not only th thr wildrnsss on th forst but primitiv backcountry, OHV routs, and low-standard forst roads that giv accss to disprsd activitis. Rsorts and outfittr srvics srv local, rgional, national, and intrnational visitors, many of whom ar intrstd in larning about and apprciating th natural stting of th forst. Th forst has numrous opportunitis for wildlif viwing, hunting, fishing, and sits of uniqu gologic intrst. Natural amnitis of th forst ar vital to th conomy of narby communitis. 3

Part of this may b du to th formula that dos not count dcommissiond sits. In any cas w will nd to dvlop a forst stratgy for rducing ths costs by much mor. 6

Our ability to manag th rstroom at Cach Crk trailhad yar-round (nar Jackson) is rstrictd by lack of funds. This is not a f sit and w hav no plans to convrt it to on, but in ordr to rduc costs w ar considring closur of th rstroom during th wintr. W may b abl to lav it opn if w can ngotiat a cooprating agrmnt with th county or anothr ntity. This is still bing discussd. Any chang proposd as part of this action plan will b xplaind to public and prcdd by plnty of notic so popl ar not takn by surpris. It isn t accptabl to simply say that budgts ar dclining so w hav to clos sits instad w nd a good communications plan for implmnting this plan. G.
