3 Wisconsin Stat Airport Systm Plan Introduction Airports, aviation and aviation-rlatd industris play a significant rol in th conomic succss of Wisconsin communitis. To nsur full participation in th world conomy, Wisconsin has dvlopd an advancd intrconnctd systm of highway, air, rail and watr travl that can tak popl and goods from on city to any dstination in th world. Kping th ntir transportation systm in good oprating condition for all mods ovr th nxt 21 yars rquirs a st of action plans. This rport focuss on just on of ths plans, th Wisconsin Stat Airport Systm Plan Th Wisconsin Stat Airport Systm Plan 2020 provids a framwork for th prsrvation and nhancmnt of a systm of public-us airports adquat to mt th currnt and futur aviation nds of th Stat of Wisconsin. Plan Purpos and Scop This plan dtrmins th numbr, location and typ of aviation facilitis rquird to adquatly srv th stat s aviation nds ovr a 21-yar planning priod, 2000 through Th plan dfins th Stat Airport Systm and stablishs th currnt and futur rol of ach airport in th systm. Th plan also forcasts th lvl of public invstmnt rquird to: upgrad substandard faturs of th systm such as th widning of xisting runways and taxiways to mt fdral and stat standards; prsrv th airport systm in th futur such as th rplacmnt of xisting pavmnts and lighting systms to mt fdral and stat standards; and, nhanc th systm in th futur such as th construction of runway xtnsions and nw runways in ordr to mt forcast incrass in aviation dmand. This plan is usd by WisDOT s Burau of Aronautics to pr-qualify airport improvmnt projcts submittd by airport sponsors for funding considration. If a proposd airport projct is not in conformanc with th plan, th sponsor will nd to satisfactorily dmonstrat how th proposd projct mts th planning and dsign guidlins stablishd by th plan. If this is don, th plan will b amndd accordingly. This plan also provids a long-rang prspctiv for public-sctor invstmnt dcisions. Unlik th Stat Trunk Highway Systm, WisDOT dos not own any of th airports comprising th Stat Airport Systm and dos not initiat airport improvmnt projcts. Airport ownrs initiat projcts by submitting funding rqusts to ithr th Burau of Aronautics or to th Fdral Aviation Administration (FAA). Consquntly, th implmntation of a systm plan rquirs a continuing partnrship btwn WisDOT and airport ownrs. Th Fiv-Yar Airport Improvmnt Program, prpard and updatd annually by th Burau of Aronautics, is a product of this partnrship and is th primary mchanism for implmnting th statwid and rgional systm plans. Th prparation of this plan was coordinatd with th prparation of th Rgional Airport Systm

4 Wisconsin Stat Airport Systm Plan Plan for Southastrn Wisconsin: Th rgional plan was prpard by th staff of th Southastrn Wisconsin Rgional Planning Commission (SEWRPC) and was formally adoptd by th Commission in Dcmbr Th rgional plan diffrs from th statwid plan in two important rspcts. First, th horizon yar for th rgional plan is 2010, whras th horizon yar for th stat plan is Scond, th rgional plan is mor dtaild than th statwid plan. Th findings and rcommndations containd in SEWRPC s rgional plan ar consistnt with th findings and rcommndations of this plan. Th Stat Airport Systm At th outst of th planning procss, th Stat Airport Systm was dfind to b 100 of Wisconsin s 143 public-us airports. At that tim, 93 of Wisconsin s public-us airports wr ownd by a public body (i.., county, city, villag or town). Ths airports wr automatically includd in th Stat Airport Systm. Two privatly-ownd, public-us airports with strong municipal tis -- Boscobl and Sauk Prairi -- wr also includd in th Stat Airport Systm. At th outst of th planning procss, th City of Boscobl was activly pursuing th acquisition of th Boscobl Airport and th Villag of Sauk City was lasing th runway of th privatly-ownd Sauk Prairi Airport. Fiv othr privatly-ownd, public-us airports wr also includd in th Stat Airport Systm bcaus thy providd gnral aviation rlif to narby airports with commrcial air srvic. Th airports in this catgory wr: Mory (Middlton) and Blackhawk (Cottag Grov) in Dan County; John H. Battn (Racin) and Sylvania (Sturtvant)in Racin County; and, Capitol Driv (Brookfild) in Wauksha County. During th cours of th planning procss, two of th svn privatly-ownd airports includd in th Stat Airport Systm wr acquird by public bodis. In Jun 1998, th City of Boscobl purchasd th Boscobl Airport and, in Dcmbr 1998, th City of Middlton purchasd Mory Airport. Thus, as of January 2000, th Stat Airport Systm is comprisd of 95 publicly-ownd, public-us airports and 5 privatly-ownd, public us airports. All airports includd in th systm ar ligibl for stat airport improvmnt grants and 83 ar ligibl for fdral grants as wll. Th locations of th airports comprising th Stat Airport Systm rlativ to Wisconsin s countis ar graphically shown in Figur 1. Although 43 of Wisconsin s public-us airports wr not includd in th Stat Airport Systm whn th systm was initially dfind, ths privatly-ownd airports also mak a positiv contribution to Wisconsin s aviation systm and srv important aviation nds. In addition, thr ar a numbr of airports locatd in adjacnt stats which dirctly srv Wisconsin aviation nds and which, in som cass, ar jointly ownd by a Wisconsin local unit of govrnmnt.

In ordr to distinguish btwn airports usd by fastr and havir, small gnral aviation aircraft and thos usd by slowr and lightr, small gnral aviation aircraft, th Basic Utility classification was dividd into two catgoris, Basic Utility-A and Basic Utility-B. Th Gnral Utility catgory was not altrd. Th Transport classification was xpandd to Transport/Corporat in ordr to account for corporat aircraft having prformanc charactristics similar to th turboprop or turbojt aircraft opratd by rgional and commutr airlins. Th Air Carrir catgory was broadnd to includ airports with air cargo srvic and bcam Air Carrir/Air Cargo. Th rsultant classification schm is dfind as follows. Air Carrir/Cargo (AC/C) airports ar dsignd to accommodat virtually all aircraft up to and, in som cass, including, wid body jts and larg military transports. Airports in this catgory ar usually rfrncd by th typ of air carrir srvic bing providd. Short-haul air carrir airports srv schduld, nonstop, airlin markts and routs of lss than 500 mils. Short-haul air carrirs typically us aircraft wighing lss than 60,000 pounds. In Wisconsin, short-haul air carrir airports normally hav a primary runway lngth of 6,500 to 7,800 ft. Mdium-haul air carrir airports srv schduld, nonstop, airlin markts and routs of btwn 500 and 1,500 mils. Mdium-haul air carrirs typically us aircraft wighing 60,000 to 300,000 pounds. In Wisconsin, mdium-haul air carrir airports normally hav a primary runway lngth of 7,800 to 8,800 ft. Long-haul air carrir airports srv schduld, nonstop, airlin markts and routs of ovr 1,500 mils. Long-haul air carrirs typically us wid-bodid jt aircraft wighing mor than 300,000 pounds. In Wisconsin, long-haul air carrir airports normally hav a primary runway lngth of 8,800 to 9,800 ft. Ths aircraft gnrally hav a gross takoff wight of lss than 60,000 pounds, with approach spds blow 141 knots and wingspans of lss than 118 ft. In Wisconsin, airports in this catgory normally hav a primary runway lngth of 4,800 to 6,800 ft. Gnral Utility (GU) airports ar intndd to srv virtually all small gnral aviation singl and twin-ngin aircraft, both piston and turboprop, with a maximum takoff wight of 12,500 pounds or lss. Ths aircraft gnrally hav approach spds blow 121 knots and wingspans of lss than 79 ft. Typically, ths aircraft ar usd for businss and chartr flying and for prsonal rasons. In Wisconsin, airports in this catgory normally hav a primary runway lngth of 3,900 to 4,800 ft.

7 Wisconsin Stat Airport Systm Plan Basic Utility (BU) airports ar intndd to srv all small singl-ngin piston aircraft and many of th smallr twin-ngin piston aircraft with a gross takoff wight of 12,500 pounds or lss. Ths aircraft typically sat from two to six popl and ar now commonly usd for businss and som chartr flying as wll as a wid varity of activitis including rcrational and sport flying, training, and crop dusting. In Wisconsin, airports in this catgory normally hav a primary runway lngth of 2,800 to 3,900 ft. Basic Utility-B (BU-B) airports ar dsignd to accommodat aircraft of lss than 12,500 pounds gross wight, with approach spds blow 121 knots and wingspans of lss than 49 ft. Such aircraft can b ithr singl-ngin or twin-ngin piston. Basic Utility-A (BU-A) airports ar dsignd to accommodat aircraft of lss than 6,000 pounds gross wight, with approach spds blow 91 knots and wingspans of lss than 49 ft. Such aircraft ar typically singl-ngin piston. Th only diffrnc btwn an airport classifid as Transport/Corporat and an airport classifid as Short-haul Air Carrir is th absnc or prsnc of commrcial passngr air srvic. Airport Classifications Using th abov dscribd classification schm, th rol of ach of th 100 airports includd in th systm was stablishd for bas yar Th classification procss took into account xisting conditions and plannd nar-trm improvmnts as containd in airport mastr plans and/or airport layout plans. Th futur rol of ach airport in th systm was dtrmind through th application of th airport classification schm to forcast conditions. This procss yildd forcast changs in th classifications of thr airports btwn 2010 and Chtk Municipal-Southworth and Crandon Municipal airports wr projctd to mov from Basic Utility-A to Basic Utility-B. Th Nillsvill Municipal Airport was also forcast to mov from Basic Utility-B to Gnral Utility. Subsqunt to th prparation of th forcast airport classifications dscribd abov, th Burau of Aronautics, using th sam classification critria dvlopd for this plan and dscribd abov, officially rclassifid fiv airports. During 1997, th Boscobl Airport was rclassifid from Basic Utility-B to Gnral Utility, th Iowa County Airport from Basic Utility-B to Transport/Corporat, and th Prairi du Chin Airport from Gnral Utility to Transport/Corporat. In 1998, th Waupaca Municipal Airport was rclassifid from Gnral Utility to Transport/Corporat. In 1999, th Madlin Island Airport was rclassifid from Basic Utility-B to Gnral Utility. Th classification of ach airport in th Stat Airport Systm for bas yar 1995 and for forcast yars 2000, 2010 and 2020 ar shown in Attachmnt #1. Th numbr of airports in ach classification catgory for this st of yars is summarizd in Tabl 1. For both Attachmnt #1 and Tabl 1, th classifications forcast for 2000, 2010 and 2020 rflct th rclassification actions takn by th Burau of Aronautics subsqunt to th prparation of th original st of forcasts. Som of ths aircraft could vry wll bcom critical aircraft 1 for spcific airports and ncssitat th rclassification of thos airports. This will b particularly tru at airports whr corporat aviation is introducd or xpandd. Whil it is rcognizd that this is likly to happn, it is vry difficult to prdict whr it will happn. This is why th numbr of airports in th Transport/Corporat catgory was not forcast to incras btwn 2000 and Usd in airport dsign, th aircraft which controls on or mor dsign itms such as runway lngth, latral sparation, tc., for a particular airport. Th sam aircraft may not b critical to all dsign itms.

Sinc fdral drgulation of th airlin industry in 1979, airlins hav had th frdom to dcid which airports thy will srv, th lvl of srvic thy will provid, and th fars thy will charg. A continuation of this drgulatd nvironmnt throughout th 21-yar planning priod was assumd. Subsidizd commrcial air passngr srvic dos not xist in Wisconsin and non has bn assumd for th futur. Schduld commrcial air passngr srvic is providd at 12 airports in Wisconsin and has bn projctd to continu at thos and only at thos airports throughout th planning priod. Nin airports in adjacnt stats also srv th Wisconsin dmand for commrcial air passngr srvic. Th gographic locations of th airports srving Wisconsin s commrcial air travl markt ar shown in Figur 4. Nin Wisconsin airports hav commrcial air passngr srvic on a yar-round basis -- Austin Straubl Intrnational (Grn Bay); Cntral Wisconsin (Mosin); Chippwa Vally Rgional (Eau Clair); Dan County Rgional (Madison); Gnral Mitchll Intrnational (Milwauk); La Cross Municipal; Outagami County (Applton); Rhinlandr-Onida County; and, Wittman Rgional (Oshkosh). Gnral Mitchll Intrnational Airport (GMIA) is Wisconsin s dominant air carrir airport handling about 60 prcnt of th stat s air carrir passngrs. Th airports with sasonal srvic ar Door County Chrryland (Sturgon Bay), Eagl Rivr Union, and Lakland/Nobl F. L Mmorial (Minocqua). Bcaus th srvic providd is sasonal, ths thr airports ar classifid as Transport/Corporat rathr than Air Carrir/Cargo. Th airports in adjacnt stats srving th Wisconsin air travl markt ar: O Har Intrnational, Midway, and Gratr Rockford in Illinois; Dubuqu Rgional in Iowa; Minnapolis-St. Paul Intrnational and Duluth Intrnational in Minnsota; Gogbic County, Twin County (Marintt/Mnomin ) and Ford Airport locatd in Michigan s Uppr Pninsula and srving Forst, Flornc and Marintt countis. Embddd in th forcasts is an undrlying assumption that an adquat supply of air srvic with pricing and srvic lvl conditions similar to thos occurring in th bas yar will continu throughout th planning priod. In forcast yar 2000, GMIA s nplanmnts account for 63 prcnt of that projctd for th ntir stat. In forcast yar 2020, GMIA s shar of th statwid total bcoms 69 prcnt. Th forcasts of nplanmnts wr convrtd into forcasts of air carrir oprations using th rsults of an xtnsiv rviw of likly changs in aircraft sating capacitis, srvic frquncis and load factors (passngrs dividd by availabl sats). Th consultant tam concludd that forcast nplanmnt growth at Wisconsin s commrcial air carrir airports can b accommodatd with modst incrass in srvic frquncis and in aircraft sating capacitis. Th consultant tam s forcasts of air carrir oprations ar prsntd in Tabl 3. Commrcial air carrir oprations ar forcast to incras during th planning priod for all but two of Wisconsin s air carrir airports. Contractd fdr srvics ar providd from th following airports: Baraboo-Wisconsin Dlls, Chippwa Vally Rgional (Eau Clair), Iowa County (Minral Point), La Cross Municipal, Mnomoni Municipal-Scor Fild, Rhinlandr-Onida County, and Ric Lak Rgional-Carl s Fild. Aviation is clarly a significant contributor to th conomic vitality of Wisconsin communitis and th stat as a whol. This program funds all 72 gnral aviation airports in th stat that ar ligibl for fdral aid. As a rsult, th significanc of rlivr dsignation now only bnfits privatly-ownd airports by qualifying thm to rciv fdral aid for improvmnts. Although th Stat Airport Systm Plan rcommnds rlivr dsignation for 3 Southastrn Wisconsin airports (Burlington, East Troy and Sylvania), th bnfit of this dsignation applis only to Sylvania sinc it would qualify th airport to rciv fdral funding for improvmnts. If th ownrs of Sylvania indicat an intrst in pursuing th rlivr dsignation, th Dpartmnt will support th rqust. Burlington and East Troy ar publicly-ownd airports and ar alrady ligibl for fdral funds. Consquntly, a rlivr dsignation would not hav any impact on th currnt opration or funding ligibility of ths airports. A dtaild analysis of th nd for an additional rlivr airport for th Dan County Rgional Airport (DCRA) was undrtakn as part of this planning ffort. Basd on this analysis, th Burau of Aronautics rqustd that th FAA dsignat Blackhawk Fild (Cottag Grov) as a rlivr to DCRA. This rqust was formally approvd by th FAA in January Blackhawk Airfild srvs th astrn portion of th Madison mtropolitan ara. Rcommndd Modifications to th NPIAS To b ligibl for fdral funds, an airport must b includd in th National Plan of Intgratd Airport Systms (NPIAS) which is publishd by th FAA vry two yars. Th primary objctiv of th NPIAS is to provid th public with rasonabl accss to a saf and adquat national systm of public-us airports. Th NPIAS taks into account th divrs nds of communitis and th various sgmnts of aviation and coordinats plannd airport dvlopmnt with plans for air traffic, approach and navigational aids, and othr componnts of th national air transportation systm. Th NPIAS is formulatd in conjunction with stat and rgional airport systm plans. Basd on th analysis conductd for this planning ffort, WisDOT would support th following NPIAS modification: Dsignat Burlington Municipal and East Troy Municipal as Rlivr airports to Gnral Mitchll Intrnational Airport.
