2 SMART PLAN OVERVIEW Th Stratgic Miami Ara Rapid Transit (SMART) Plan is a bold infrastructur invstmnt program of projcts that will significantly improv transportation mobility, provid a world-class transit systm that will support conomic growth and comptitivnss in th global arna. Miami is a global hub rprsnting not only th Gatway of th Amrica s, but also th nation s southast capital for intrnational fright and cargo, as wll as th numbr on passngr cruis port in th world. Miami- Dad County is th most populous county in Florida, rprsnting 2.7 million rsidnts, and th Miami Urbanizd Ara is th 4 th most populous in th U.S. with ovr 5.5 million popl. Miami-Dad Mayor Carlos A. Gimnz, along with th Miami-Dad Transportation Planning Organization (TPO) Govrning Board, has dclard th advancmnt of th SMART Plan as th top priority for Miami-Dad County, which is strongly supportd by public and privat sctor partnrs, rsidnts, and othr lctd officials. Th SMART Plan rprsnts a vision for our rgion that is both stratgic and far-raching, crating a systm of multipl transportation options by lvraging xisting infrastructur, and intgrating tchnology at th highst lvls. Th plan is comprhnsiv, proactiv, and supports th futur population and mploymnt growth anticipatd in our rgion. I-95 Congstion Miami, Florida Th Fdral Highway Administration (FHWA) stimats th annual cost of congstion to motorists in urban aras is approximatly $7 billion. 3 Th SMART Plan will xpand transit options in Miami-Dad County along six (6) critical corridors that ar linkd to local, rgional, national, and global conomic markts, as highlightd blow. Anothr critical componnt of th SMART Plan will b a ntwork of Exprss Buss, known as Bus Exprss Rapid Transit (BERT), which will connct th SMART rapid transit corridors on limitd accss facilitis, promoting th activ xpansion of South Florida s Exprss Lans ntwork with th implmntation of six (6) idntifid BERT xprss lan concpts. This innovativ approach ffctivly xpands th rach of transit in Miami-Dad County and byond. Bach Corridor: Highst tourist dmand in rgion with major mploymnt cntrs. East-Wst Corridor: Havist commutr travl for intrnational, stat and local businsss. Kndall Corridor: On of th most congstd artrial roadways with th highst dmand. North Corridor: Ky rgional mobility linkag for accss to jobs, stadium and ducational facilitis. Northast Corridor: High transit dmand and part of a critical rgional corridor strtching to Palm Bach County. South Corridor: Exprincing th fastst population growth in Miami-Dad County. How many Floridians will bnfit from th SMART Plan? An stimatd 1.7 million popl liv within a 2 mil radius of th SMART Plan alignmnts, rprsnting approximatly 63% of th most populous county in Florida. In 2002, Miami-Dad votrs approvd a half pnny sals surtax to dmonstrat a local commitmnt to mass-transit xpansion. This local commitmnt dmonstrats th dsir and ddication from Miami- Dad County to sk and implmnt altrnativ transportation mthods from all lvls of th community. This ddicatd funding sourc is availabl to match Stat and Fdral funds for th implmntation of this Plan. It is anticipatd that th ovrall cost of th SMART Plan is approximatly $3.6 billion. Bach Corridor Th Bach Corridor (formally known as Bay Link) is an important connction btwn th mainland and Miami Bach. It will intgrat with othr xisting and proposd transit srvics on both sids of Biscayn Bay. A vital link btwn two ky conomic ngins, Miami Intrnational Airport (MIA) and PortMiami, this SMART Plan corridor will improv conditions in th ara and srv anticipatd growth. Mtrorail currntly provids a dirct connction btwn MIA and Downtown Miami. This SMART Plan corridor will provid th final link to dstinations most frquntd by millions of visitors ach yar. Additionally, this will also srv th surrounding ntrtainmnt and commrcial sctors for local rsidnts and mploys travling across th Bay or conncting from outsid th ara. Providing a transit altrnativ nar Miami Bach will hlp locals and visitors with thir travl nds during pak travl tims and spcial vnts. Important considration will also b takn to coordinat futur transit improvmnts with major dvlopmnt now occurring in Downtown Miami. E ast-wst Corridor Th East-Wst Corridor runs mostly along Stat Road 836 (Dolphin Exprssway), which contains numrous businsss that ar critical to th local conomy, including offic parks, warhouss, and industrial activity. Th Dolphin Exprssway and othr nighboring ast-wst corridors, such as Flaglr Strt and SW 8th Strt, connct dirctly to Downtown Miami. Ths ar som of th most havily travld and congstd roadways in Miami-Dad County. A rapid transit srvic along this corridor will provid an important link btwn major rgional, stat, and intrnational activity cntrs, such as th Miami Intrmodal Cntr (MIC), MIA, and Florida Intrnational Univrsity (FIU), with its annual nrollmnt of mor than 50,000 studnts. Othr transit upgrads narby ar currntly bing advancd by th Miami- Dad TPO and partnr agncis as part of th ffort to prioritiz public transportation in th rgion. Nw multimodal transit trminals and Park-and-Rids, known as th Dolphin Station and Panthr Station, ar plannd and/or undrway at th wstrn nd of th corridor. Kndall Corridor Th Kndall Corridor is an important connction btwn th County s wstrn rsidntial aras and mploymnt cntrs, shopping aras, major xprssways, and Mtrorail stations furthr to th ast. Kndall Driv is a havily travld roadway by a sizabl portion of th population. As a rsult, it xprincs high lvls of traffic congstion. A rapid transit link along Kndall Driv will provid altrnativ options for travling th corridor and conncting to othr prmium transit srvics such as Mtrorail. Th Miami-Dad TPO is planning for othr infrastructur improvmnts such as Park-and-Rid facilitis that will supplmnt a rapid transit rout. Ths Park-and-Rid locations and multimodal transit trminals will provid mor opportunitis for connctions btwn surrounding nighborhoods and othr parts of th County. This corridor is an xampl of how land us is intgrally tid to transportation, and how stratgic improvmnts can rsult in ffctiv mobility options in aras with autoorintd dvlopmnt pattrns. 7 All About th Smart Corridors North Corridor Th North Corridor runs along NW 27th Avnu, xtnding from th MIC at MIA to NW 215th Strt, nar th Miami-Dad/Broward County lin. This roadway is a ky componnt of th transportation systm, bcaus it is on of th fw continuous northsouth artrial corridors in Miami-Dad County. It srvs as a gatway to th cntral part of th South Florida rgion to th north. This corridor is also rip for potntial infill and rdvlopmnt opportunitis, such as transit orintd dvlopmnts (TOD), which would b furthr supportd by a nw rapid transit srvic. Th Miami-Dad TPO has prioritizd funding for implmnting a nw transit trminal and Park-and-Rid facility at th northrn nd of this corridor. This Park-and-Rid, known as Unity Station, will b locatd nar th Broward County lin at NW 215th Strt and th Florida s Turnpik. Th Miami-Dad TPO is also coordinating with th Broward MPO to dtrmin potntial options for xtnding this futur srvic furthr north in ordr to crat a truly rgional rapid transit rout. Northast Corridor Th Northast Corridor is a rgional connction that links Miami-Dad County with nighbors to th north via th Florida East Coast (FEC) Railway. Th corridor is currntly usd only for fright traffic, but multipl dvlopmnt plans ar plannd to transform this corridor for passngr srvic ovr th nxt fw yars. Th MiamiCntral Station dvlopmnt, currntly undr construction in Downtown Miami, will vntually srv as th trminus station for multipl nw passngr rail srvics along this corridor. All Aboard Florida s intrcity Brightlin srvic will connct th major downtown aras btwn Miami and Orlando. Additionally, th South Florida Rgional Transportation Authority (SFRTA) is planning to xpand its Tri-Rail srvic to provid on-sat rids to MiamiCntral Station. Th TPO has bn working with SFRTA and th Florida Dpartmnt of Transportation (FDOT) to conduct th ncssary planning fforts rlatd to this srvic. Ths includ working with local communitis to nsur station locations ar intgratd with surrounding land uss and dvlopmnt. South Dad Transitway Th South Dad Transitway (formrly known as South Link) is a 20-mil xclusiv busway that oprats local and limitd stop Mtrobus srvic btwn th Dadland South Mtrorail Station and Florida City. Thr ar currntly 30 Mtrobus stations and six Parkand-Rid facilitis along this corridor. Rcnt projctions indicat that th southrn portion of Miami-Dad County will xprinc approximatly 50 prcnt incras in population and 65 prcnt incras in mploymnt by 2040, which rprsnts th highst growth rat in th County. Communitis in this ara ar growing, and as a rsult, will xprinc an incrasing dmand for transportation infrastructur and srvics.
