1 Update of MDX Open Road Tolling Citizens Transportation Advisory Committee September 11, 2013
2 About MDX MDX is an agency of the state created by the State Legislature and the County Commission to assure that all tolls collected on the MDX system stayed in Miami-Dade County and are invested locally. MDX maintains, operates and improves the following expressways: SR 112/Airport Expressway SR 836/Dolphin Expressway SR 874/Don Shula Expressway SR 878/Snapper Creek Expressway SR 924/Gratigny Expressway MDX is governed by a 13 Board of Directors, appointed by the Governor and the County Commission. The FDOT Secretary for District 6 is also a member of the board.
3 How MDX Funds Projects MDX primary source of revenue is the toll collected on its five expressways. MDX does not receive federal funds or the State Transportation Trust fund. It does not receive any gas tax, property tax, impact fees or county transit tax. Only tolls collected on its expressways are used to fund maintenance, improvements and expansion of MDX s system. MDX borrows money by selling bonds and uses toll revenue as collateral, similar to a home mortgage loan where collateral secures the loan until fully paid in approximately a 30 year period.

8 Overview of Open Road Tolling (ORT) In 2006, the MDX board approved an Open Road Tolling Master Plan to change toll collection to an all-electronic system on its five expressways. SR 924/Gratigny Expressway, SR 874/Don Shula Expressway and SR 878/Snapper Creek Expressway were converted to all-electronic in In the summer of 2014, the SR 112/Airport Expressway and SR 836/Dolphin Expressway will also go through a conversion to an all-electronic toll collection. These changes will allow MDX to keep up with the current demand while planning and funding future needed improvements. MDX s goal is to make the commute for users safer and more efficient, while making payment of tolls fair and equitable.
9 Overview of Open Road Tolling (ORT) On March 19 th, 2013, after 5 Public Reviews and a Public Hearing, the MDX Board approved a new Toll Rate for SR 836 of $0.70 per mainline gantry and $0.30 per ramp gantry SR 112 of $0.35 per mainline gantry. On April 30 th, 2013 during the regular monthly MDX Board meeting, a motion was made to take to the public for review and input a lower proposed Toll Rate for SR 836 of $0.60 per mainline gantry. On June 18 th, 2013, a second Public Hearing took place and the MDX Board approved the $0.70 per mainline gantry.

28 What happens if we do nothing Congestion occurs when there are more cars than the road can handle, which results on slower moving traffic, longer travel time, and more fuel consumption. MDX moves approximately1,000,000 users each day. Studies from Texas Transportation Institute, which measures congestion yearly in the United States, in 2011 ranked Miami #1 in congestion in Florida and #11 in the nation in Facts for Miami-Dade County in 2011: Congestion created 47 hours of delay per traveler per year Congestion created a waste in fuel of 25 gallons per traveler per year This equates to approximately $993 of extra cost to each auto commuter per year. If improvements are not made to meet future traffic demands, (MDX traffic to increase by 25% in 2020), the cost of congestion will also go up proportionately for every traveler.
