6 Silver Line Phase 2 Garages Innovation Center 2,070 spaces; Cost: $52 M; 62% complete Pedestrian and bicycle amenities Real estate exchange and development agreement with Rocks Engineering Integration with the overall site with the private development Shared infrastructure design and construction for the garage, retail, residential and office development The overall partnership project includes the design and construction of roads, stormwater management, plaza, and other amenities for the 15-acre Transit Oriented Development 6

8 Adjacent Roadway Improvements As part of the Silver Line project numerous intersections and roadways will be improved: Reston Town Center Station Sunrise Valley Drive and Reston Parkway Sunrise Valley Drive and Edmund Halley Drive Sunset Hills Road and the future Reston Town Center Station, Herndon Station Sunrise Valley Drive and Fairfax County Parkway, and Sunrise Valley Drive and the Herndon-Monroe Park-and-Ride Lot/Herndon Metrorail Station Innovation Center Station Innovation Avenue Sunrise Valley Drive Carta Way Extension 8

12 Transit Service Adjustments Fairfax Connector service reconfigured as part the Silver Phase 1 implementation. Tysons Circulator service implemented; RIBS revised Service reoriented to feed Wiehle-Reston East Station $4 million in new service (annually) added Increased frequencies Service to new areas Additional late night and weekend service Additional service changes will be implemented with Phase 2 Outreach efforts beginning in Fall 2018 Service concepts to be refined during 2019 Herndon bus garage renovation nearly complete Anticipate new service and more frequent service to all three new Fairfax County stations 12
13 Improvements to Route 28 Northern Virginia Transportation Authority allocated funding to multiple projects in the Route 28 corridor with HB 2313 revenues FY 2014 priorities included two construction projects on Route 28 Widen from 6 to 8 Lanes SB (Dulles Toll Road to Route 50) completed Widen from 6 to 8 Lanes NB (McLearen Road to Dulles Toll Road) completed FY priorities included design funds for widening Route 28 from the Prince William line to New Braddock Road. Design, environmental and traffic work underway Additional funding approved on 6/14 Design build procurement to begin in late 2018 Other projects in Loudoun and Prince William Cos. 13
14 Improvements to Route 28 Remaining segment in Fairfax County north of Route 50. NVTA did not allocate funding to this project in their FY 2018 to FY 2023 program County staff will be submitting the project to the Commonwealth s SmartScale funding competition on August 1,
15 Reston Transportation Projects Since February 2014: Network analysis/prioritization completed Board adopted Funding Plan Board adopted a Comprehensive Plan realignment of Sunset Hills Road Route 7 widening (Reston to Tysons) design-build contract scheduled to be awarded on July 17 Soapstone Connector (Sunset Hills to Sunrise Valley Drive) Preliminary engineering underway Environment document nearly complete Historical assessment underway Board approved $500,000 for Sunrise Valley/Fairfax County Parkway intersection improvements - W&OD Bridge over Wiehle advancing to land acquisition by end of
16 Innovation Transportation Project Davis Drive/Rock Hill Road Extension New crossing of the Dulles Toll Road from Center for Innovative Technology to Sunrise Valley Drive 4 lanes + bike and pedestrian facilities Estimated cost: $100 M Fairfax and Loudoun have each approved $500,000 for preliminary engineering VDOT advancing preliminary engineering NVTA approved an additional $20 M for this project on June 14 Fairfax County requesting an additional $30 M through Smart Scale 16
17 I-66 Express Lanes VDOT awarded a design-build contract to Express Mobility Partners Two express lanes in each direction (Gainesville to Beltway) Construction Underway Early Deliverable: I-66/Route 28 Interchange Eliminate four traffic signals on Route 28 north of Route 29 Significantly enhance access to Dulles Airport from the south Target Date: 2020 Remainder of the project due to be completed in
18 I-66 Construction Mitigation Inside the Beltway and Outside the Beltway Route 699 (Government Center to Foggy Bottom) Implemented in December 2017 Ridership has grown from 130 per day to 305 per day, continues to increase NVTC has approved funding for Route 698 (Vienna Metrorail Station to Pentagon) Implementation plan and timing being developed Outside the Beltway Fairfax Connector Bus Fare Buy Down began May 5, 2018 All feeder routes to the Vienna Metrorail Station now $1 VDOT offering vanpool and telework incentives; County providing commuter assistance. 18
19 Future I-66 Transit Service A portion of tolls collected will support future transit service in the I- 66 corridor. Funding for additional transit service during construction Upfront capital funding for on-going service: $36.5 million On-going annual operating funding beginning in 2023 Inflationary increases; Funding continuing through 2046 Both PRTC and Fairfax Connector will be adding service Fairfax Connector service additions planned: Centreville - Tysons Centreville - Wahington DC Fairfax Center - Washington DC Westfields - Vienna Stringfellow - Vienna Stringfellow - Mark Center via Pentagon 19
