4 Recent Decisions/Approvals October 21, 2015: The region s Transportation Planning Board passed the Constrained Long Range Plan, which includes both the I-66 Outside and Inside the Beltway projects. December 3, 2015: The Northern Virginia Transportation Commission passed Resolution #2291 authorizing the Executive Director to Sign the I-66 Multimodal Project Framework Agreement December 9, 2015: CTB approved the Transform I-66 Inside the Beltway proposal February 10, 2016: Governor McAuliffe announces an agreement to move forward on a plan to reduce congestion on I-66 inside the beltway by widening a four mile stretch from the Dulles Connector Road to Ballston (separate project) 4

5 How the Tolling Works Hours of Operations: Eastbound: 5:30 AM 9:30 AM Westbound: 3:00 PM 7:00 PM All other times there is not an HOV or Toll restriction HOV 2+ toll free in 2017, HOV 3+ toll free in 2020 All vehicles using the lanes during tolling periods must have an E-ZPass or E-ZPass Flex, if they are HOV, mounted in vehicle. 5

9 Typical Pricing Sign Layout Toll Price Signs Toll prices will be displayed on electronic pricing signs Drivers will see two pricing signs before each entry point Signs will show the total price for up to three destinations. Drivers will lock in their toll price for their destination at the first pricing sign Toll prices may be adjusted as often as every five minutes based on real-time traffic conditions Signs may display pricing information prior to tolling period 9

16 How Toll Revenue Will Be Used Toll revenue can only be used for components selected by the Northern Virginia Transportation Commission that will: Benefit toll paying users of I-66 inside the Beltway Move more people through the corridor Submitted by a jurisdiction in Planning District 8 Implemented within 5 years Eligible components include: Enhanced bus service Vanpool and carpool improvements Metrorail improvements Roadway improvements on parallel routes Park and ride lots Roadway operational improvements Transportation systems management 16

17 Initial Multimodal Program Milestones Key Milestones Dates Develop prioritization criteria and Call for Components application materials Ongoing Brief all eligible applicants February 2016 Approve prioritization criteria, Call for Components, and notice of Public Hearing March 2016 Approve draft list of projects, hold public hearing, approve final list April to June 2016 Submit initial multimodal program for CTB approval June 2016 Execute standard project agreements July 2016 Target for implementation Summer

18 Eastbound Widening Project Widening of I-66 eastbound from two to three lanes between the Dulles Connector Road to Fairfax Drive-Exit 71 (approximately 4 miles) Requires preparation of an Environmental Assessment pursuant to NEPA Will require analysis for Sound Walls Tolling will continue through construction Constructed expected to begin Early 2018 New lane expected to open early
