2 Scoutmasters, Senior Patrol Leaders, Patrol Leaders and Crew Presidents and Advisors, We are very excited about our 100 th Anniversary Camporee and hope you will be joining us. Here is your manual for the 2017 Monmouth Council's 100 th Anniversary Pumpkin Chuckin Carnival Camporee. The theme is based around the general season of Fall and 100 years with Monmouth Council. It will be held at Quail Hill Scout Reservation from Friday, October 6 th, through Sunday, October 8 th. You will have the opportunity to invite your Webelos Patrol(s) to come and camp with you. Troops will be assigned camping areas. Size will depend on the number of participants. We will be camping in the back area of Quail Hill, past the Shooting Pavilion at the bottom of the hill. Trailers will not be allowed to go to your camping area. Please plan accordingly. Please do not arrive before 5:00 p.m. on Friday, as camping areas will not be available until then. To register for the Fall Camporee, please go to Tentaroo and register. The following are the registration fees for every Scout and Scouter participating in the 2017 Camporee. Early Bird Registration until September 1, $25 per person, Registration from September 2- October 5, $30 per person, Walk-Ins are $35 per person. No exceptions! Substitutions are permitted. Please make sure that your roster reflects all Scouts and Adults attending the Camporee. Wristbands will be issued at check-in for all attendees (Scouts and Adults). The fee includes camping, event patch, and admission to the carnival which includes unlimited rides and the concert Saturday night. An extra fee at the Carnival will be for the games of chance or any food you would like to purchase. An Events Schedule with times that is specific to your troop for the morning stations will also be given at check-in. If you register your troop after September 18th or walk in on Oct 6 th we will do our best to work your troop in the events rotation schedule, but it s not guaranteed. The activities will consist of multiple stations and a rotation schedule will be passed out at registration for the main events in order for the Scouts to be able to participate in all of the activities throughout the morning and early afternoon. On Saturday, we will have Food Trucks available. You can purchase lunch or dinner from them or plan to cook in your camping area. The Carnival will be open from 10:00 am 8:00pm. Everyone is welcome to attend! The carnival is open to the cub scouts, their friends and family and the public from 12:00 8:00 pm. Starting at 9:00 pm there will be a Concert (more info on that will be forthcoming). Parking for the weekend will be very limited. PLEASE carpool. Please download the Parking Pass from the webpage and print your information on it. Once you enter Quail Hill, you will need to put this on your dashboard. The dress for the weekend must be weather appropriate, so please pack accordingly. Sturdy boots are highly recommended. NO open toed shoes will be allowed. We want this weekend to be fun for the Scouts! The code of conduct for the weekend is the Scout Oath and Law. If everyone follows these principles, the weekend will run smoothly and everyone will have a chance to participate in all of the activities. So come out and join us for a weekend of great fun!!! 4 Event Official Rules Catapults a. Patrols must be able to carry it to launch site; assistance can be provided, if necessary b. Height limit 72 c. Pumpkins provided by council d. Trophies awarded based on distance 1 st, 2 nd, 3 r d place Watch us chunk, throw, fling, shoot, hurl, chuck, lob, and let fly hundreds of pumpkins. The scout patrols will be launching their catapult. Registration is required to ensure we have enough pumpkins. Scouts Official Rules (materials by scout team and pumpkins provided council) Pumpkins provided by council Best of 3 launches for the maximum distance (trophies awarded to 1 st, 2 nd & 3 rd place) Scouts should use a basic designed catapult such Trebuchet, Torsion, Ballista, Mangone. Catapults must be cocked manually by the Scouts, no winches will be permitted. Machine shall consist of springs, cords, rubber, dead weights, or other mechanical means of creating a stored energy (no air pistons, compressors, power air, etc.). The important factor is the counter balance weight cannot exceed 75 lbs. This is for safety. Max height = 70" Projectile weight = 1 to 3 pound pumpkins Pumpkins cannot be modified, carved, or filled and must be natural council supplies all pumpkins for this event Participants: For every 10 scouts the unit registers, they will be eligible to enter one catapult (example: 38 Scouts up to 3 catapults entered). Troop/Patrol group participation is required. An adult mentor is permitted to assist in the construction only when and if necessary. It is recommended to pre-assemble prior to bringing to camp so that you can make sure the catapult functions correctly. Scouts must be able to carry or pull the catapult to the launching area.

5 General Rules for Catapults Height of catapult including throwing arm fully extended (the un-cocked height, straight up in the air) may not exceed limit. The sling is not included in the height Also as state above, a cocking mechanism can also exceed the height limit. No digging into the ground is allowed (like a pit for the counterweight to fall further). You may use the ground to stake the catapult to prevent rocking. Ropes, wires or straps are also allowed and are not included in the total weight. This is encouraged again for safety reasons. There is no advantage given to catapult that are under weight or under height. Safety All catapults must have a safety device (like a C-clamp) to stop the throwing arm from firing prematurely during loading of the projectile. Another excellent safety device is a support which can be placed directly under the counterweight, preventing it from falling. The safety committee will determine if the trebuchet is safe. If the trebuchet is deemed not safe, the safety committee will make every effort to help the team make it safe, time permitting. Once the counterweight is lifted, the catapult is dangerous. Be careful not to put hands, feet or any body part in the potential path of the throwing arm or counterweight. Put the safety on immediately after the counterweight is lifted (before loading the sling, etc.)! All catapults will be inspected before firing and must pass the inspection to fire. Two Patrol Flags are required: Teams must bring two flags to add to the visual spectacle. One flag will be placed by the team's catapult. The other flag will be placed at the team's best throw. This will allow spectators to see who is winning during the three launches.

6 Activities Fire Starting Challenge - Scouts will have 5 mins to start a fire with a bow drill, pump drill or hand drill provided and made by each Scout. Once the fire has been created they must burn through a string to stop the timer. All kindling and combustibles must be provided by the Scout. All fire starting instruments must be hand powered by the Scout. We will award 1 st, 2nd and 3rd place trophies for this event. Tomahawk Throwing Description Each Scout will be taught how to throw a tomahawk and given a chance to practice throwing it. After the Scout has had a chance to practice, he will throw three "hawks" for his score. The target is a cross-sectional area of a log from 18" to 24" in diameter (as big as the local area is able to provide). The target will be set upon a tripod to help to support the log and to steady the log when the tomahawk hits it. Objective Give each Scout an opportunity to learn to throw tomahawks. Allow each Scout a chance to practice throwing the tomahawks (practice throws may be limited by the time available). Each Scout will then be given an opportunity to throw three tomahawks for a score. The scoring will be based on accuracy. Playing cards will be tacked to the target and each Scout will be awarded points for each card hit and how many hawks he sticks. While each Scout will get a score for bragging rights, this is a fun event and no champion will be named. Rules 1. Keep tomahawks secured in safe place when not in use. 2. The staff member demonstrates how to throw a "hawk." 3. The activity leader breaks the patrol up into pairs (using the buddy system). He then gives a demonstration of what they are to do and how to do it. He assigns each pair a station. A triple may be required for odd numbered patrols. 4. The leader directs throwing so that safety rules are observed. 5. One Scout throws the "hawks" while the other Scout watches from a safe position. The staff member points out ways for the Scout to improve after each throw. 6. The Scout who threw the "hawks" retrieves the "hawks and places them in the secure holder." 7. The Scout who did not throw stands at the throwing line while the Scout who threw retrieves the "hawk." 8. The next Scout then takes his turn. 9. Only one set of "hawks" (three "hawks" in a set) is used per throwing space (target). 10. Anyone not observing the safety rules must wait outside the area for his patrol to finish.

7 Event Official Rules Archery Description Each Scout patrol will receive a small lecture on Art of Archery and why people from all walks of life and almost every size and ability can participate. They will be told that Archery has been shown to be effective in helping young people experience success. After the lecture each Scout will learn the Quail Hill Range Safety rules and be taught how to safely inspect and then to shoot the Bow and Arrow. After the Instructors lecture each Scout will shoot one practice round and then a final scoring round. There will be at the completion at the end of the day 1st, 2nd and 3rd place. Archery Awards to the Scouts with the highest scores. Objective Each Scout will be told at the beginning of the lecture that Archery is Safe Archery, Archery is Fun and repeat as one loud voice. They will learn how to safely use the Quail Hill Archery Range and its Safety Rules and how to properly use their Archery equipment. They will be taught the names of the bow and arrow parts and how to inspect equipment for safety. How to use a Bow Stringer to properly string and unstring a bow after each use and then safely store away in a storage area. The Instructors will help each Scout determine their Dominant or Master Eye. They will be taught to shoot with both eyes open. With both eyes open an archer will have better depth perception, better peripheral vision and improved balance. Each Scout will be taught how to make and use a String Bow. This will help to determine personal draw length, bow hand, and string hand placement. The String Bow will improve their form and helps to avoid having the student judge performance by where the arrow hits the target during the beginning states of learning the art of Archery. They will take home their own string bow and can practice their form at home working on shot technique and developing repeatable form. Each Scout will then be taught how to shoot a Bow and Arrow and taught the 11 steps to Archery Success Stance, Nock Arrow, Drawing Hand Set, Bow Hand Set, Pre-Draw, Draw, Anchor, Aim, Shot Set-Up, Release: Remember the Bow String, Follow Through/Reflect Remember the Bow String. They will then proceed to shoot a 5 arrow practice round. They will be taught how to score their arrows and pull them out of target and carry them in a safe manner and walk back to the shooting line. They will then shoot a 5 arrow scoring round and score their arrows and all cards will be handed back to the instructors. Rules 1- Keep Bows and Arrows secured in a safe place when not in use 2. - The Instructors will show range safety and how to shoot a bow and arrow in a safe manner 3 - The arrow will always point down range. 4- Dry Avoidance -We only shoot a bow with an arrow on the rest 5- The instructors will demonstrate Archery Range Safety Rules. These must be obeyed at all times when shooting the Bow. 6- Each Scout will shoot 5 arrows and then place his bow behind the shooting line.then when command is given retrieve his arrows. No bows are to be touched until the command is given by the Instructor. 7- All scouts will obey the safety rules, if not we will remove the Scouts shooting privileges and have them wait outside the area for his patrol to finish.

8 Rules and Regulations Camp Code: Roster: Wristbands: The Scout Oath and Law will be the law of the camp. The Troop roster must be completed and turned in at Check-in. Please make additional copies as needed. Any Webelos Scout that is a guest of the Troop must be on the Troop Roster. Must be worn at all times. Security: Only scouts and scouters that have the correct wristband will be able to get by Security to enter the Camping Area. The public will not be allowed in the Camping area. Fire: Generators: Cooking Fuel: Pressurized Fuels: Use of Water: Tent Ditching: Garbage: Tobacco/Alcohol: Early Arrivals: Check-In: Check-Out: Fire rings or half barrels only will be permitted. If you need a half barrel, stand and 2 water buckets, please obtain them from the trailer near Scout Lodge. Generators are not allowed for unit's use. Use wood, charcoal, or pressurized as fuel in preparation of meals. In the interest of conservation, charcoal is recommended and encouraged. The use of either high or low-pressure lanterns or stoves must be in accordance with current council policy. Water sources are only for filling water containers. They are not to be used for personal hygiene, washing or rinsing dishes, or washing clothes. Proper pitching avoids ditching. Digging ditches around tents is strictly prohibited. Each unit must take their trash home with them when they leave. No person under the age of 18 is allowed to use tobacco products. All adult smokers are encouraged to refrain from smoking around the Scouts during the weekend. Alcohol is strictly prohibited. Those persons not on staff that arrive prior to 5:00 pm will be asked to wait. One adult leader will need to stop in at Lass Lodge and obtain the unit's registration packet. Will start at 10 am. You will need to go to Scout Lodge and a Camporee staff member will go to your camping area. Your area must be clean of all sticks, stones, etc. Once your

9 area has been cleared, you will be given the event patches for your unit and you can depart. Patches: Gateways: All Faith's Service: Buddy System: Toilets: First Aid: Trading Post: Trash: Early Departures: Prohibited: All paid registrants will receive an Event Patch. Other patches will be available at the Trading Post. Check them out. Other Camporee merchandise will be available too. No gateways are allowed at this Camporee. Due to the tight spaces there will not be room. The Camporee will have 1 service on Sunday morning at the All Faith's Chapel. Benches are available, do not bring your own chair. If anyone is interested in speaking or participating in the service, please send an to wweiss4@gmail.com. ALL should observe the Buddy System at all times during this event. The guidelines found in The Guide to Safe Scouting are the rules of the Camporee and must be strictly enforced by the Leaders. The Scout Oath and Law are an important part of every Scouting activity. Leadership starts with YOU. Lead your unit appropriately. Portable toilets will be provided for everyone to use. Please keep them clean. Medics will be on hand. Any issues please check in at Lass Lodge. In Lass Lodge will be open during the Camporee. Please bring your own trash bags. All trash can be put in the dumpster located in the lower parking lot from Lawrence Lodge (close to the main entrance) or you can take home your trash. Units needing an early departure on Sunday should make prior arrangements at check-in. Sheath knives, alcohol, fireworks, fire-arms, and non-medically prescribed drugs are strictly prohibited. LEAVE NO TRACE!

10 Important For Your Scouts Safety (& Yours) HEALTH FORMS All Staff members need to have a current (2012) Health Form with sections A & B filled out and signed, and turned in with their staff applications. UNIT LEADERS Be sure EVERY Scout and adult has a current BSA Medical Form. Keep copies in Troop binder. Check the forms before leaving on every outing. Don t just assume that they are all there Have the Troop leader bring the binder. PRESCRIPTION MEDICATION On all outings, have an Adult take charge of ALL youth medications (in original containers), keep secured, and dispense as prescribed.
