2 Introduction Welcome to the Texas Skies District Camporee 2014! Our theme for this year is The Big Country. This emphasizes on the western traditions of Native Americans and Cowboys. El Rancho Cima River Camp is celebrating its 60th anniversary and we think its a perfect location to hold our first class camporee. Our program will work with the Scouts to improve their Scout skills and teamwork. These events might be a competition but we also aim to educate Scouts on new and fun Scout skills as well as giving them skills they will have for the rest of their lives. Location El Rancho Cima, Cockrell River Camp 5800 Ranch Road 32 Fischer, TX Registration Procedures Online Registration: Go to for online registration. If someone has not previously entered information into DoubleKnot about each attending individual, be prepared to enter: Name, Address, Phone, and Birthdate. In addition, for this event we need each individual s School Grade, Patrol Name, Role at Camporee (Adult, Scout, Day Staff, Core Staff). After reading the home page, click REGISTER at bottom. Choose SIGN-IN if you have used DoubleKnot before or CREATE NEW USER PROFILE if not. Select a group to associate with this registration if you represent multiple organizations and click CONTINUE Fill in the Group s Main Contact info and click CONTINUE Add New Participants by either clicking on the + sign next to their name on the left, if they have previously been entered into DoubleKnot. Or, click on the ADD NEW PARTICIPANT button below the row of icons that show your progress. Update or enter the relevant information for each individual on the Add New Participant screen. This is where you select the role of the participant as Adult, Boy Scout, Core Staff (by invitation) or Day Staff (with Scoutmaster permission). Repeat to add all of the participants. You can edit a participant information later by clicking the icon next to their name. After all of the names have been added, click the TEXAS SKIES DISTRICT 2014 CAMPOREE link in the FORMS column and add the requested info (Troop #, School Grade, Patrol Name, Number of Nights Camping). Repeat for each attendee. For adults, enter N/A for School Grade and Adult for Patrol Name.

Registration Fee Structure: $25 per Scout $5 Adults: $10 Late Fee for walk-ins Staff Registration Fee Structure: $25 per Core Staff (by invitation): Staff shirt, patch, eating with Camporee Staff $15 per Day Staff includes Staff shirt, eating/camping with Troop. 4 Camping Logistics Campsite Assignments: Campsites will be assigned upon arrival. There will be a master map of campsite assignments at check-in. If there are space limitations we may ask small Troops to share campsites, bathrooms and pavilions, if the site has them. Water and restroom facilities are in or near each campsite. Arrival at Camp: Check in will open at 7:00 PM on Friday Drive into the camp and follow all road signs and the traffic flow map in Appendix. Collect a Vehicle Permit at Camp Director s Residence and place it phone number-side up on your dashboard. Maps are in Appendix Parking and Vehicles: All passengers must be in seats with seat belts inside the vehicle. No passengers in backs of trucks or on trailers. Respect the directions provided by the volunteers who are directing traffic. Traffic will flow clockwise on the loop shown on the map. NON-YELLOW permitted vehicles can be in campsite only for unloading and must be out of the camping area 60 min. after entry. The sooner you unload, the closer you get to park. All NON-YELLOW permitted vehicles must be out of the camp area by 11 PM PINK permits must park in the lots at the top of Cardiac Hill after unloading. Each Troop will be issued one BLUE vehicle permit that can stay in the parking area at the base of Cardiac Hill as a shuttle for other drivers on Friday night and Sunday morning. Late arrivals (after 11 PM) must leave vehicles in parking lot until 6:00 AM on Saturday and hike to campsite. No driving in camp between 11 PM Friday and 6 AM Saturday or after 8 AM on Saturday Only YELLOW permitted staff vehicles can be on the road on Saturday Trailers with an attached vehicle (GREEN permit) must stay at campsite until check out Check In: Check-in is at the Camp Director s Residence. Check In will open at 7 PM, Friday, February 28th, 2014 Check In closes at 11 PM Scoutmaster or Senior Patrol Leader needs to check-in for Troop upon arrival Check In Items: o Medical Forms (Part A) names and emergency contact info, current health conditions, immunization record, current medications listed; and

5 o o o o (Part B) signatures. (see mr.aspx). A copy (both sides) of your health insurance card is also needed. Incomplete Health forms will not be accepted. Medications will be managed by the Troop.) Payment will be by credit card online, Troop Roster, All must be registered Boy Scouts or Leaders. This is not a family campout. All adult leaders must be YPT trained List of Scouts who are present for the OA Callout Ceremony List of Scouts who are present for the OA Brotherhood Ceremony Leaders Meeting: We will use the Patrol Method to communicate information so Scoutmasters and SPLs must attend a Patrol Leader Conference (PLC) at the Campfire Ring at 10:30PM. This will finalize updates on Camporee schedule and rules. Medical: Medical forms/insurance Cards for all attendees, Scout AND Scouter must be turned in during check-in Troops are responsible for all medications 24-HR first aid station staffed by an EMT or Nurse at the Health Lodge at the top of Cardiac Hill Local emergency services will be notified that a large-scale Scouting event will be taking place over the weekend Medical forms will be returned at the end of camp The most common medical problem at camp is dehydration. Please carry a water bottle at all times and drink plenty of water to stay hydrated. Weather and Emergencies All Troops must be fully prepared for the weather conditions typical for this time of the year. It will rain, shine, be sunny, and cold all in the same weekend. Please bring enough clothing to be as comfortable as possible. If severe weather or a camp-wide emergency occurs 3 blasts on an air horn will indicate that ONE adult leader from each Troop should meet at the WL Davis Building for instructions. In some cases some or all of the activities may be suspended for safety reasons during periods of severe weather. Alcohol and Tobacco: Alcoholic beverages are not permitted at Scouting functions or on Sam Houston Area Council property. Anyone found possessing or consuming alcoholic beverages will be required to leave the site immediately. Tobacco products should be used with discretion out of the sight and smell of Scouts

6 Cell Phones Due to Youth Protection considerations, Scouts should not have cell phones with photo capability at camp. Adults should exercise discretion in their use of electronic devices. Water: El Rancho Cima Cockrell River Camp has a readily available water supply. Each Troop should provide containers for transporting and containing water. Remember, each Troop will need a 5 gallon bucket of water for the fire pits. Each attendee should bring a personal water bottle, canteen, metal cup, etc. for use during the program sessions. There will be water stations throughout the camp. Fire Policy: Only in designated fire rings subject to County fire bans No liquid fuels You do not need to bring you own wood. There is adequate wood at camp. Constant supervision with at least one full 5 gallon bucket of water nearby Avoid large bonfires. Keep fire contained and flames to less than 2 feet above the ground. Fire must be completely out (cool to the touch) before leaving the campsite or going to sleep. Cooking Fires: Cooking fires built of charcoal should be contained within the campsite fire ring or within an elevated container. No holes should be dug for fires. Metal garbage can lids, barrel bottoms, or the camp-supplied fire pits should be used to contain the charcoal fires. No other fires on ground. NO LIQUID CHARCOAL STARTERS ARE TO BE USED! SAM HOUSTON AREA COUNCIL POLICY PROHIBITS USE OF LIQUID FUELS!! During a Fire Ban, fires of charcoal are generally allowed within the fire ring for cooking only. LP fueled stoves are acceptable. Specific requirements for cooking during a fire ban will be discussed during the Patrol Leader Conference on Friday evening. Lanterns and Stoves: Propane-fueled lanterns and stoves may be used. Liquid-fueled equipment using fuels such as Coleman fuel, kerosene, or white gas are SPECIFICALLY PROHIBITED BY SAM HOUSTON AREA COUNCIL POLICY. There should NEVER be any open flames in a tent. Tent light should be provided where necessary by flashlight or battery powered lanterns. Site Security: Seek permission to enter another Troop s campsite before entering. Damages Any damage to SHAC Property, Staff area tents, equipment, or other items will be the financial responsibility of the Troop.

7 Ditching of tents: No ditching (trenching) of tents will be allowed. Trees Attendees are not to cut down or cut branches from any live trees. There are many trees that provide shade and protection. Please be careful of these trees and do everything you can to protect them for your future enjoyment. ANY SCOUTS FOUND DAMAGING OR DEFACING ANY TREES WILL BE ASKED TO LEAVE THIS EVENT. Flashlights at Camporee Campfire Scouts are encouraged to restrict use of flashlights at the campfire on Saturday night. Assembly: Saturday will begin with morning assembly at 8:00 AM. We recommend a fast breakfast on Saturday to ensure your Patrols are ready to go at 8:00 Campsite Inspection: Troops are encouraged to keep their campsites clean and neat. Patrol method should be evidenced in organization of Patrol sites within the Troop site. Troops are also encouraged to demonstrate Scouting Skills through construction of a campsite gateway or other camp gadget that displays Troop pride and Scouting spirit. Campsite inspections will be conducted during the morning or afternoon program period, and top Troops will be recognized. See appendix for Troop Campsite Inspection Scorecard. Garbage Disposal: No trash left in campsites after check-out Carry trash home, take it to the trash compactor/dumpster near the upper parking area or place garbage bags on roadside for disposal Check Out (Business Office): Upon successful Campsite inspection the SPL will receive a Camporee Evaluation form that must be filled out and exchanged for the Camporee patches and medical forms o We will specifically look for litter, damage and clean bathrooms Obtain Troop medical forms from Business Office. Submit a completed Camporee Evaluation form in order to claim your Camporee patches Troops staying until Sunday are asked to delay departure until after Interfaith chapel service at 9:30 AM (A Scout is Reverent)

8 Program Overview Summary: 1. Adult Training 2. Patrol Challenge 3. Special Events 4. Assemblies, Campfires and OA events We will begin the weekend with a Friday evening gathering with music, games and refreshments. Saturday morning, we will have a camp-wide assembly and flag ceremony, and the rest of the morning will be filled with fun and excitement of Patrol Challenge. In the afternoon, we will be showcasing some fun Special Events. Saturday evening will feature a campfire, followed by the traditional OA Callout Ceremony and a Brotherhood Ceremony. There will be a movie shown after the campfire. Camporee Schedule: Refer to Schedule in Appendix Adult Training Scoutmaster/Assistant Scoutmaster-Specific Training (8:30 a.m. 4 p.m. at WL Davis with 30 minutes for lunch) Classroom YPT (2-hr) (8:30 a.m. at Camp Director Residence) Merit Badge Counselor (2-hr) (1 p.m. at Camp Director Residence) Leave No Trace (3-hr) (8:30 a.m. at WL Davis Pavilion) Angler Education (4-hr) (8:30 a.m. at water s edge, fishing gear not required) You won t be held to it but in order to allocate the right resources to the right places, please tell us who will be attending which training by filling out the form at: AuaY/viewform Morning Patrol Challenges (8:30 Noon): Patrol challenge is an inter-patrol competition, and this year it will consist of 10 challenge events located throughout El Rancho Cima. Patrols will use a map to navigate to the different events, and complete challenges to earn as many points as they can. Patrols will move at their own pace to complete as many challenge events as possible in time available. They will have to trade off longer waiting times at easier or more fun skills for shorter waiting times at more difficult or less fun skills in order to earn maximum points. Scouts may wear their Field (Class A s) or Activity uniform (Class B s) but all shirts should be Scouting in nature. Scouts should have knowledge of pioneering, orienteering, first aid, and fire building skills as required for Tenderfoot, Second Class & First Class. Inter-Patrol competition Intended to teach new skills as well as test their knowledge There are 2 divisions of activities o Division 1 is for 7 th grade and up Scouts o Division 2 is for 5 th and 6 th grade Scouts

9 Activities will be announced on arrival Patrol Challenge Equipment: Patrols should carry the following gear with them Patrol Flag 2 Compasses First Aid Kit- Including bandages for sprains Fire building materials provided by camp except flint and steel Scout Handbook Notebook and pen Water bottle and rain gear (each Scout) Afternoon Fun Stations (1:00 4:00): For all ages and abilities Emphasis on fun Hold Harmless agreements must be signed before camp (in the back of this packet) Stations will be announced at morning assembly Patrol Challenge (Morning 8:30 Noon) There will be two tracks or divisions. One for 5th/6th graders and another for 7th grade and above. Both will be the same topics but the higher grades will be more challenging. First Aid: Knots/Lashings: Fire Building: Team Building: OA Education: Skills Challenge: Orienteering: Strong Man: Scout Trivia: Scout Advancement Knowledge: Special Events (Afternoon 1:00 4:00) Zip Line (at Iron Wheel Mesa): Must be 13-½ yrs old Potentially long wait times and cannot be afraid of heights. Must use C.O.P.E. course to access the zip line tower. Signed Permission/Hold Harmless that will be collected. Bring extra signed copies if you want to ride horses or climb too. 11 Native American Village: Tomahawk throwing OA information Regalia Trading Post: Open on Friday night and all Saturday Patrol Cook Off: Each Patrol should plan on hosting a Camporee Day Staff member for Saturday supper which means they should buy enough food and have spare eating utensils You must send two or more Scouts to retrieve the Staff member for dinner from Campfire Ring at 5:00 PM. The Day Staff member will pay $3 for their share of the meal The Day Staff member will grade the Patrol using the Patrol Flag and Uniform Inspection Scorecards in the Appendix The Day Staff member will grade the meal using the Dinner and Meal Preparation Scorecard in the Appendix Scoutmaster Cook Off: Only Scoutmasters can compete Bring one serving that could be split sampled by several judges. Breakfast, Lunch, Dinner or Dessert Turn in is at the Quartermaster behind the Business office between 4 pm - 5 pm on Saturday Extra points for presentation - western theme, table decorations, etc Campfire: One of the highlights of the weekend is the Saturday Night Show, which includes songs, skits, awards and a slideshow of weekend highlights. At Campfire Ring Starts at 6:15 PM, be there early so you don t miss anything and get the best seats. Adults may want to bring chairs. Adults are encouraged to submit photos for the slideshow by 4 p.m. at business office. Skits - tryouts between 3-4 PM at Campfire Ring OA Call-Out Ceremony: Following the main show, we will also have the traditional OA Callout ceremony, to recognize those youth and adults from the District who have been elected to the OA. OA staff have a list of elected candidates and during the day will seek to confirm that they are at camp so they can be called

12 Scoutmasters should encourage elected candidates to attend Camporee to be called out. Many Troops choose to let the candidates be surprised when their names are called. In consideration of the benefits to be derived, after carefully considering the risk involved, and in view of the fact that the Sam Houston Area Council Boy Scouts of America is a not-for-profit organization. RELEASE AND INDEMNIFICATION I hereby release and waive any and all claims that I may have against Boy Scouts of America, Sam Houston Area Council Boy Scouts of America, and Scouting s chartered organization and any of their affiliates, agents, servants, employees, officers, directors and volunteers during use of the above listed programs.and have given consent for myself or my child to participate in these activities. In case of an emergency involving me or my child, I understand that every effort will be made to contact the individual listed as the emergency contact person. In the event that this person cannot be reached, permission is hereby given to the medical provider selected by the adult leader in charge to secure proper treatment, including hospitalization, anesthesia, surgery, or injections of medication for me or my child. Medical providers are authorized to disclose to the adult in charge examination findings, test results, and

16 treatment provided for purposes of medical evaluation of the participant, follow-up and communication with the participant's parents or guardian, and/or determination of the participant's ability to continue in the program activities.
