Box Prescott, AZ Dedicated to the Education of the Onsite Wastewater Industry and the Public First Flush Volume 5, Issue 1 January March 2011 Charter Member Reduces Involvement Lowell Fagen, one of the chartering members of AzOWRA and a realtor at Red Arrow Real Estate in Prescott, announced his semi-retirement at the Annual Meeting in January. Lowell was instrumental in creating two of our mainstay educational programs the Real Estate Agent Continuing Education Class and the Homeowners Education Program. Lowell has played a key role in the organization since its conception. In 2005, Mr. Fagen and Edwin Swanson, ADEQ (retired), developed the Real Estate Agent Continuing Education class. Sponsored by Westford College in Glendale and Sun City, Arizona, and approved by the Arizona Department of Real Estate (ADRE) this class offers realtors from across Arizona to receive continuing education hours and keep updated on the changes with the Arizona Department of Environmental Quality (ADEQ) Notice of Transfer program associated with properties that have an onsite wastewater treatment system. This program has evolved into an AzOWRA pre-conference program held in conjunction with the AzOWRA Education Conference and Exhibition presented biennially in June. The Homeowners Education Program was developed in 2009 when the City of Prescott proposed connecting some 400 properties into the city wastewater system at a projected cost in excess of $40,000 to be paid by the affected property owners. They objected to the proposal. Among the conclusions made by the task force created to explore the situation was that homeowner education about the proper septic system care and operation was desperately needed. Lowell worked directly with town officials to come up with a program to meet these needs. He and other AzOWRA committee members developed a two-hour program to educate homeowners on how to maintain and operate their systems properly. He was very instrumental in the development of an Arizona oriented Homeowner s Operation and Maintenance Manual and finding sponsorship for publication so that the manual can be handed out free of charge to all attendees. This program has been presented to other areas of Yavapai and Coconino Counties and can be presented anywhere in Arizona. Lowell still remains a member of AzOWRA but his active involvement will be sorely missed. Lowell- thank you for your years of dedication to AzOWRA. 2 Change to Meeting Schedule Board of Directors meetings will be held on a quarterly basis with the next meeting scheduled for March 21 at 1:00 PM. AzOWRA s new President, Lou Brown, implemented a proposal initially made last year by then President, Richard Bartholomew, to change the frequency of Board of Directors meetings with the support of the Board of Directors. The meetings had been occurring on a monthly basis for the past several years. With this change it is hoped that board members can more easily participate in the development of AzOWRA. Members are always welcome to join these meetings. Meetings are held by conference call with the exception of the board meeting held in conjunction with the conference which will be held in Tucson, June 9 and 10, Please contact Kathy Mills, Secretary, at kmills@millseng.com for call in 2011 Educational Conference Scheduled The will be held in Tucson at the Radisson Suites Tucson on June 9 and 10. On June 8 there will be an all-day NAWT recertification course and a three-hour Real Estate agent continuing education course on selling properties with septic systems and the Transfer of Ownership requirements. The main theme of the conference will be Water Sustainability. We will get into what that means, how is it allowed to be implemented in Arizona and how you can get a piece of it.
