1 OFFICE OF THE CITY MANAGER July 22, 2016 TO: FROM: SUBJECT: Honorable Mayor and City Council Alan Tandy, City Manager AT General Information Notable Items On August 2, the Bakersfield Police Department will hold National Night Out at the Bakersfield College. National Night Out is a free event that encourages the community to support local anti-crime programs. For more information, please see the attached flyer. There will be an item on next week s Board of Supervisors agenda to consider placing a sales tax measure on November 2016 ballot. The joint request from the Sheriff and County Fire Chief is for a one cent sales tax to be levied on transactions within the unincorporated areas of the County to mitigate for the budget cuts the County is considering. The report indicates that the funds would be used for public safety purposes in the unincorporated areas of the County and would be distributed among the Sheriff s Office, Kern County Fire Department, Probation Department, District Attorney s Office and Public Defender s Office. At this point, purchases made within the incorporated areas of the County, including the City of Bakersfield, will not be subject to the measure, should it be placed on the ballot and approved. As this is a dedicated sales tax, it will require 2/3rd voter approval to pass. Our staff will continue to monitor the discussions. The controller for Planz Spray Park has been installed and is now operational! The hours will remain the same as other Spray Parks: 1:00 5:00 p.m., seven days a week through Labor Day. The City has received many requests for this Spray Park and is happy to see it open. The Jehovah s Witnesses Watchtower Conventions return to the Rabobank Arena for the next four weekends, beginning today. This is the largest group that meets in Bakersfield and local hotels and restaurants will be busy. This year, the group increased the number of its Bakersfield conventions from six to seven. The dates of the remaining events are July 22-24, July 29-31, August 5-7, and August

2 Page 2 General Information July 22, 2016 Members of the Bakersfield Police Department s Explorer Post #521 joined more than 3,000 other Law Enforcement Explorers from across the United States at the 2016 National Law Enforcement Exploring Conference held in Flagstaff, AZ. Twelve BPD Explorers competed in 6 team scenarios, including White Collar Crime, Bomb Threat, Crime Scene Search, Traffic Accident Investigation, Arrest and Search, and Crime Prevention. Each team competed against nearly 100 other teams from across the United States for each scenario. A team from the BPD Explorer Post #521 was awarded 5th place for Crime Prevention. We congratulate the Explorer Post and thank the Post Officer Advisors for their work and dedication. As many are aware, a collaborative was formed with VOICED, GET Bus and the City of Bakersfield to improve access ramps at bus stops throughout the City. VOICED assists in the identification of locations, GET Bus provides funding and the City uses its staff members and other resources to install the access ramps. This has been a great community partnership that the City has been happy to be a part of. Last Friday, the Independent Living Center of Kern County held an open house to educate people on the Americans with Disabilities Act. Staff was at the event to obtain citizen feedback as we further identify bus stops and other areas throughout the City that are in need of access ramps.

3 Page 3 General Information July 22, 2016 Traffic and other Road Advisories Nighttime Ramp Closures Planned State Route 99 to Eastbound State Route 58 Connector Ramps Ming Avenue On-ramp to Southbound State Route 99 The northbound and southbound State Route 99 to eastbound State Route 58 connector ramps are scheduled to be closed during nighttime hours on Monday, July 25, between the hours of 9 p.m. and 5 a.m. The closures are needed to allow for pavement removal and replacement. Motorists traveling northbound on State Route 99 will be detoured to Brundage Lane and can enter eastbound State Route 58 at Union Avenue. Southbound motorists will be directed to the Stockdale Highway exit and can enter eastbound State Route 58 from Real Road. The Ming Avenue on-ramp to southbound State Route 99 will also be closed for paving work on Monday, July 25, between the hours of 9 p.m. and 5 a.m. Motorists can access southbound State Route 99 from either Real Road or White Lane while the closure is in place. Expect Delays at State Route 178 and Alfred Harrell Highway/Comanche Drive Electrical work conducted within the State Route 178 and Alfred Harrell Highway/Comanche Drive intersection will cause short delays next week, July Work is expected to be underway between the hours of 8 a.m. and 4 p.m.

4 Page 4 General Information July 22, 2016 Flagging personnel will need to stop traffic intermittently, affecting all directions of travel at the intersection. Motorists can expect delays of up to 10 minutes while this work is underway. Crews also plan to survey below-surface conditions along State Route 178 for several hundred feet east and west of the intersection. The coring operations will also be conducted next week and will take place between the hours of 8 a.m. and 4 p.m. State Route 204 Southbound Full Closure Between State Route 99 and F Street Caltrans will conduct a full closure on southbound State Route 204 between State Route 99 and F Street for bridge maintenance. The closure will occur from Friday, July 22, at 8:00 p.m. through Monday, July 25 at 5:00 a.m. A posted detour will be available through this area. 7 BAKERSFIELD POLICE MEMORANDUM TO: FROM: ALAN TANDY, CITY MANAGER GREG WILLIAMSON, CHIEF OF POLICE By: Assistant Chief Lyle Martin DATE: July19, 2016 SUBJECT: Meet with the Best Western Hill House Council Referral No. 717 Councilmember Maxwell requested that Police Department staff and him meet with the Best Western Plus Hill House to discuss criminal activities in the area. Council Member Maxwell s request was assigned to the Operations Division for follow-up. The Best Western Hill House located at 700 Truxtun Avenue is a multi-unit hotel comprised of three separate buildings with three individual parking lots. The issues at the Hill House were first addressed last year in Staff has met with the general manager multiple times regarding vehicle burglaries and vandalism in the west parking lot during night time hours; the majority of the issues are occurring in that location. On June 10 th, staff met again with Mr. Zala and provided suggestions to improve the property such as fencing, repair of the existing video surveillance system and sensor lighting. Officers have been conducting and documenting routine patrol efforts. The manager, Mr. Zala, was also provided with the assigned area officer s cell number for direct contact. In addition, staff assisted Mr. Zala in obtaining property information from the County Recorder s office and advised him to follow-up with the City Building Department to address some of the suggested improvements. Staff met with Mr. Zala and Council Member Maxwell on July 12 th to discuss suggestions regarding the property and develop a potential plan to improve the area. A follow-up meeting has been scheduled for the month of August and officers will continue extra patrol in the area. GSW/vrf
