He served on the City Council from and was the founder of the Greater Bakersfield Development Corporation. We express our condolences to his family. This past week the Bakersfield Police Department staff met with community members in the North Zone to promote the recently implemented community policing concepts. The meeting was a success, with an estimated 500 people in attendance. Future meetings will be held at the following locations and will begin at 6:00 p.m. For your convenience, we have included ward numbers in relationship to the new Police deployment zones and community meetings. o Central Zone, Wards 2, 3, 4, 5 & 6: April 16 th - Thursday, from 6:00-8:00 p.m. at West High School, 1200 New Stine Rd. o South Zone, Wards 5, 6 & 7: April 7 th - Tuesday from 6:00-8:00 p.m. at Stonecreek Junior High School, 8000 Akers Rd. o Hill Zone, Wards 2 & 3: April 30 th - Thursday from 6:00-8:00 p.m. at Stella Hills School, 3800 Jewett Ave. o Metro Zone, Wards 1 & 2: April 9 th - Thursday 6:00-8:00 p.m. at Larry E. Atlanta Rhythm Section will kick off the 2015 Park at River Walk Concert Series at Bright House Networks Amphitheatre tonight. Individual show tickets are $15 or you can purchase tickets to all series shows for $60. Other shows in the series include Beatles VS Stones, Average White Band and Firefall! Bakersfield Mobile, the City s smartphone reporting application, continues to be very popular. Since it launched in early July 2014, over 1800 service requests have been submitted to City Departments via the app. Graffiti abatement continues to
2 GeneralInformation March 27, 2015 Page 2 be the most frequent request, accounting for 50 percent of all requests made through the app. The app can be downloaded for free by searching for Bakersfield Mobile in all major smartphone app stores. More information can also be found on the City s web site, at The California Department of Water Resources published its March 24 th Water Supply Forecast for the Kern River. As anticipated, the forecast has been reduced as a result of the ongoing drought. The normal average year is 465,000 acre-feet of water. The recent forecast was 84 percent below the average at 75,000 acre feet. Below are some of the Recreation and Parks activities that will take place over the next couple of weeks. o Martin Luther King Day Camp, from Monday, March 30 th to April 3 rd noon - 5:00 p.m. Lunch will be provided. This is a free event to keep the kids busy during spring break. There will be fun activities, sports, games, arts and crafts. o Spring Break Day Camp from Monday, March 30 th to April 6 th 7:00 a.m. 6:00 p.m. at the Silver Creek Community Center; a daily fee of $100 will be charged for a full day and $63 for half day campers. o o Underwater Eggstravaganza at McMurtrey Aquatic Center, Saturday, March 28th at 11:00 a.m. It s for ages 12 and under; $5.00/person. It includes an egg hunt, open swim, goodie bags, pictures with the Easter Bunny and water safety tips. Springtime Egg Hunt at Martin Luther King Park, Saturday, April 4 th beginning at 10:30 a.m. There will be a free egg hunt with over 5,000 eggs and lots of prizes, games, face painting and live music. 3 CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: FROM: Alan Tandy, City Manager Nick Fidler, Public Works Director DATE: March 27, 2015 SUBJECT: Long-Term Traffic Study for 21st and 24th Streets Referral No. 497 Councilmember Maxwell requested that staff perform a long-term (perhaps six months) study of traffic volume and speeds along 21st and 24th Streets. He further requested that staff look into the possibility of using devices with digital speed displays to perform the study. This is a follow up response to the initial response dated July 2, Public Works has collected vehicle speed and volume data for 21 st Street as requested: Location (for both directions) Date Ave Speed (mph) Volume (vpd) 21st Street between Oak and Cedar Apr st Street between Cedar and F St Apr st Street between Oak and Cedar Aug st Street between Oak and Cedar Oct st Street between Cedar and F St Oct st Street between Oak and Cedar Mar st Street between Cedar and F St Mar The studies were conducted for multiple days to provide data of vehicles throughout the day for various days of the week. The data was collected by placing tube counters across the roadway between Oak Street and Cedar Street and a second location between Cedar Street and F Street. As shown in the table, the volume and speed of the vehicles remained fairly consistent. There was a slight volume decrease in the recent March study. Due to an equipment issue, speed data did not record for the March study so an additional study has been scheduled. The posted speed limit on 21 st Street is 35 mph which was established per an Engineering and Traffic Survey (ETS) in accordance to the California Vehicle Code. 4 A similar study was conducted on 24 th Street in March of 2015 for each direction. The tube counter was placed near Spruce Street which is located in the middle of this segment where vehicles would be traveling at their highest speed. Our findings are summarized in the table below: Ave Speed Location Date (mph) Volume (vpd) 24 th Street Westbound Mar , th Street Eastbound Mar , th Street Total Volume = 50,772 vehicles/day The posted speed limit on 24 th Street is 40 mph which was established many years ago by Caltrans. The latest ETS was conducted by the City in July 2011 and it confirmed the established posted speed limit is appropriate. The data did show a fair number of westbound vehicles were exceeding the posted speed limit. In summary, Public Works will continue to monitor both 21 st Street and 24th Street volumes and speeds. The speed data information will be provided to the Bakersfield Police Department to help them with speed limit enforcement on the roadways.
