The City recently learned it will receive three grants totaling $132,450 from the Kern Council of Governments for bicycle-related projects and activities, including: o Bicycle Lanes and Routes (Bakersfield College Area) $107,450 This grant includes installing 1.04 miles of Class II bicycle lanes and 7.87 miles of Class III bicycle routes around Bakersfield College. Collectively, the bicycle lanes and routes nearly complete the bicycle transportation network within the Bakersfield College area according to the City s Bicycle Transportation Plan. Also, the proposed improvements provide new routes and substantially close gaps adjacent to the Kern River Parkway. Attached is a map of the funded bicycle lanes and routes. o Bicycle Parking Racks $15,000 This grant includes purchasing and installing bicycle parking racks at various locations throughout Bakersfield. The bicycle parking racks may include the current decorative (bicycle-shaped) racks found in the downtown area. Additional styles may be considered as well. o Bicycle Education and Outreach $10,000 The grant includes partnering with Bike Bakersfield to conduct several community outreach and educational events to increase bicycle and pedestrian safety awareness and promote the benefits of bicycling for health and transportation. The events include safety lectures, interactive bicycle skills courses, bicycle repair stations, and helmet fitting lessons. Events can be tailored for youth and/or adults and may be held at parks, community centers, or schools.

2 Page 2 General Information October 14, 2016 Congratulations to the winners of the 2016 Excellence in Action Award, Extra Mile Award, and the S.T.A.R. Award for their outstanding service to the City of Bakersfield. We thank Mayor Hall and the Council for publicly recognizing these employees efforts. I will be on vacation beginning Tuesday, October 25 th, through Wednesday, November 9 th. Chris Huot will be in charge during my absence and will handle the Council meeting of November 2 nd. The City Manager s Office has my contact information should that be necessary. Also, I will not be here the day after the election so an early congratulations to all the winners! Reports Streets Division work schedule for the week of October 17 th Recreation and Parks Monthly Report (September 2016) Event Notifications Event calendar for the Rabobank Arena Theater and Convention Center On October 15 th (10:00 a.m. to 1:00 p.m.) you are invited the Howl-O-Ween Festival at the Bakersfield Animal Care Center (201 S. Mt. Vernon Ave.) Activities include pumpkin painting for kids, dog presentations, pet contests, and end with a pet parade.

3 Page 3 General Information October 14, 2016 On October 15 th (12:00 noon to 3:00 p.m.) the Bakersfield Police Department will be holding an East Side Community Meeting at Dr. Martin Luther King, Jr. Park (1000 S. Owens Street). Have you ever wondered how you would react in police scenarios? Come try out our simulator to find out. Join us for a day of fun, education, and community involvement with the Bomb Squad, K-9 Unit, SWAT Team, Traffic Division, and other police department staff members. This meeting will focus on issues and concerns in the East Bakersfield Zones. On October 22 nd (5:00 p.m. to 8:00 p.m.) the Bakersfield Police Department and the Bakersfield Fire Department will be competing against one another in a charity basketball game. The event will take place in South High School s main gym and will include performances by South High cheerleaders, the Rebelettes, and South High s STEP team. There will be snacks and games for all ages, and is MC d by local radio DJ, Danny Brown.

10 Department of Recreation and Parks September 2016 Monthly Report Page 3 Silver Creek Community Center Total Attendance: o Overall attendance was 200 as compared to last year of 467. o There was one (1) rental for the month. o Decrease in attendance is due to eliminating the After School Program during budget cuts. Total Revenue: $ Saunders Recreational Facility Total Attendance: o Overall attendance was 692 as compared to last year of 648. o There were zero rentals for the month. Hockey Program: 33 Registered Participants / Total Attendance: 132 Soccer Program: 14 Teams / Total Attendance: 560 Total Revenue: $684 Aquatics Overall Aquatic Attendance: Total attendance for Aquatics was 2,955 which was a 33.9% decrease compared to September 2015 figure of 4,468. This decrease was due to the reduction in the Aquatics budget which eliminated pool parties and the move of the Bakersfield Swim Academy rental to Seven Oaks Pool. With the new slide construction and closure of McMurtrey for November and December, Bakersfield Swim Academy decided to keep their team practices at Seven Oaks Pool. McMurtrey Aquatic Center: Monthly attendance at the McMurtrey Aquatic Center was 2,535 compared to last year s 3, Mile Club: The 100 Mile Lap Swim Club is currently made up of 401 active members that swam 14, miles this month. The club has swum a combined total of 164,420 miles. Silver Creek Pool: The Elementary & Jr High Swim Program started September 6 th at Silver Creek Pool. There are 18 participants learning the four competitive strokes and techniques for competitive swimming. The program meets Tuesdays, Wednesdays, and Thursdays each week. Swimmers are practicing for the 2016 Championship Meet held October 8th at Bakersfield College. Total attendance at Silver Creek Pool for the month of September was 420. Make A Splash Program: Make A Splash drowning prevention program staff conducted a Parent CPR with AED, First Aid, and Water Safety Training to 9 adults on September 10 th. Staff has been working on the 1 st Quarter Report highlighting the 525 $5 discounted swim lessons taught in July and August. o Donation Total: $ We enhance the quality of life through a variety of programs, parks, and partnerships.

11 Department of Recreation and Parks September 2016 Monthly Report Page 4 Athletics Total Attendance: o Athletic Programming: Adult Softball Adult, Youth, Fitness and Adaptive Programs total attendance for the month of September was 19,818 as compared to last year s total of 23,653. The 16% decrease in attendance can be attributed to the Fall Softball League schedule late start due to the large number of rainouts during the spring. The Fall Softball League began with evaluation games on September 19 th. The League consists of 156 teams divided into 26 Divisions (16 Men s & 10 Coed). Softball Tournaments Mesa Marin Sports Complex hosted an ASA Tournament on September 10 th. Eight teams participated in the tournament. Mesa Marin Sports Complex hosted a Special Olympics Fundraising Tournament on September 25 th. Ten teams participated in the tournament. Kidz Love Soccer Kidz Love Soccer program was held at Silver Creek Park on Tuesday s and at Pin Oak Park on Saturday s. The program introduces children ages 2-10 years old to the fundamentals of soccer. A typical session experience includes age appropriate activities, skill demonstrations, fun games and instructional scrimmages. Adaptive Programming: League of Dreams Basketball The Opening Day Celebration was held on Sunday, September 18 th. The League started on Sunday, September 25 th with 212 athletes participating. 276 Angel volunteers are helping to make this year s program a success. Donation Total: $5, Dr. Martin Luther King, Jr. Community Center Total Attendance: o Overall attendance for the month was 3,180 as opposed to last year s total of 4,730. Attendance at the center was down 32% from last September due to the basketball gym being closed for reconstruction. o Basketball Gym Closure The gym was closed to the public on September 6, 2016 to allow for the gym to undergo some renovations to the pain, tile and new flooring. Scheduled to reopen in late November. o Donation Total: $1, We enhance the quality of life through a variety of programs, parks, and partnerships.

12 Department of Recreation and Parks September 2016 Monthly Report Page 5 PARKS Fairfax Road Staff worked overtime to trim and remove weeds on hillside to create a fire break on 9/24/16. Work requested by adjacent homeowner. Maxicom Section Weill Park - on 9/13/16 Fire damage destroyed all electrical components and once that is repaired a full audit of irrigation layout will occur. o Waste Water - On 9/26/16 this weather station was checked, serviced and found to be functioning properly. o Kern River Parkway On 9/26/16, this weather station was checked, serviced and found to be functioning properly. o Wilderness Park - On 9/28/16 an irrigation schedule was created, activated and is now running with the Maxi Com system. o Kroll Park - On 9/30/16 an irrigation schedule was created, activated and is now running with the Maxi Com system. Mesa Marin Electrical conduit/wires which supply power to parking lot and new dog park were damaged due to excavation of Phase II. Electrical conduit was re-located and power was restored to parking lot on 9/23/16. Mill House MLK Mobile Restrooms New chain link cover for A/C enclosure was installed by San Joaquin Fence Co. on 9/23/16. Staff trimmed and removed weeds inside the community garden on 9/13/16. Staff delivered and set up three (3) Mobile restrooms and one (1) ticket booth for the Beach Boys concert. The following day staff dismantled, cleaned and returned them back to storage. Staff Delivered and set up three (3) mobile restrooms to The Park at River Walk for the Gospel Fest event. The following day staff dismantled, cleaned and returned them back to storage. State Farm Sports Village Staff installed additional cable fencing at the north side parking lot to prevent further vandalism. Kern Turf tech installed a new flow sensor pump on 9/13/16. Tree Maintenance Staff trimmed trees at Calle Los Camichines due to the trees blocking street security lights. Staff mass pruned Johnson Road between Ride and Reina. Staff removed approximately four (4) tons of green waste from this site. Staff removed seven (7) Palm trees and four (4) miscellaneous trees inside a PG&E easement located East of Kettlebury between Laborough and Bellows. 13 Weed Abatement Westside Parkway Department of Recreation and Parks September 2016 Monthly Report Page 6 Staff trimmed trees on the South/East corner of Coffee and Stockdale so that the red light cameras were not obstructed. Contractor, Weed Solutions, performed weed abatement at the following locations: Rudal Road on 9/7/16. Royal Coach Circle on 9/5/16.
