1 CITY OF CAMPBELL PARKS & RECREATION COMMISSION CAMPBELL, CALIFORNIA August 2, 2017 MINUTES The Parks and Recreation Commission convened in regular session on Wednesday, August 2, 2017, at 6:00 pm, in the picnic area at Edith Morley Park, 615 Campbell Technology Parkway, Campbell, California. ROLL CALL PRESENT: Doherty, Ishibashi, Walker, Mitchell, Fidrych (arrived at 6:15) Absent: Gibson and Davidson (excused) STAFF: Recreation and Community Services Director Maurantonio, Parks Supervisor Huppe, City Engineer Amy Olay, Recording Secretary Joy Francois APPROVAL OF MINUTES: MSC: Doherty/Ishibashi to approve the minutes of the June 7, 2017 Parks and Recreation Commission meeting. AYES: Doherty, Mitchell, Walker, Ishibashi NOES: None ABSTAIN: None Oral Requests: None. New Business: A. Tour of Edith Morley Park and Community Garden this was moved to the end of the meeting. City Engineer Amy Olay reported that staff is working on several Parks improvement projects. The following discussion summarizes the status of each project: B. San Tomas Aquino Creek Trail Improvement At the June 20 th Council meeting, staff recommended to the Council to approve the trail alignment for the San Tomas Aquino Creek Trail between Westmont Avenue and Virginia Avenue and to direct staff to proceed with the design of Segment 1 from Westmont Avenue to McCoy Avenue. After much deliberation, the Council instructed staff to re-evaluate the trail alignment, to focus on feasibility of the pedestrian bridge, and then to return to the Council with an updated budget. C. Campbell Community Center Play Area and Adult Exercise Equipment At the July 18 th Council meeting, staff recommended to the City Council to approve the conceptual design of the Play Area and authorize the Public Works Director to execute a consultant services contract amendment with SSA Landscape Architects for the design and preparation of plans and specs.

2 August 2, Page 2 of 5 Council deliberated over the cost of the project, why public funds are used to construct a project that would predominantly serve the schools at the Community Center, and the need for another park and at the Community Center. After the deliberation, Council approved staff recommendations. Preparation of plans and specs is starting now and will be brought back to Council for approval in the fall. Construction is scheduled for the spring and summer of A Request for Qualifications (RFQ) was issued for replacement of the adult exercise equipment adjacent to the Community Center track. Six responses were evaluated and TriActive America was selected to be the equipment provider. Staff is preparing plans and specs for the replacement project. New equipment will be similar in nature to the equipment being replaced, with the exception that several fully accessible exercise stations will be provided. This project will be advertised for bid in the fall and constructed in early There was discussion about shading the exercise equipment. There is not enough funding at the moment but that could be added at a later date. D. Jack Fischer Park Playground Update Construction is complete and the park was re-opened July 1 st. There is one minor safety deficiency for which a temporary mitigation was implemented to allow the park to re-open just prior to the Fourth of July weekend. A permanent solution has been identified. Staff is working with the contractor on scheduling the fix. Impact to the playground for the fix will be limited to closure of one slide on the 5-12 play equipment for up to 4-hours. E. Campbell Park Playground Update On July 20 th, staff met with three designated members of the PRC to kick-off the Campbell Park Improvement project. It was a good discussion thank you to commissioners Gibson, Doherty and Ishibashi. At the meeting, discussions touched on project goals and constraints, potential alternatives and the public outreach process and to target the many diverse user groups at the park. Staff will begin a public outreach campaign that will do just that. This effort is expected to continue for several months. John D Morgan (Budd Side) The FY 17/18 CIP funds the design and reconstruction of the playgrounds. This could include a new play structure and new surface treatments. Staff will begin the public outreach and conceptual design later this year. The specific scope of work will be identified through the public outreach process.

3 August 2, Page 3 of 5 John D Morgan Park (Rincon Side) The FY17/18 CIP funds the demolition and replacement of the Spring Rocker for children ages 2-5, ground panels and surfacing. These improvements were identified by the Certified Playground Safety Inspector as immediate safety deficiencies at this park. Staff is currently preparing plans and specs for improvements to mitigate these deficiencies and expects to advertise for bid in early fall and construct the improvements later this year. Potential Council Study Session With the upcoming parks projects and hearing the questions from Council, staff is considering a potential study session on parks and play lots in the September/October timeframe. Chair Walker opened the meeting for public comment. Marilyn Clough is a member of the Campbell AARP chapter. They would like to have a picnic here on Tuesday but the parking is an issue. She thinks the West Valley Construction people are parking in front of the park and that just leaves the 3 hour spaces open and that s a long walk for the elderly. Another attendee stated she has seen a van pull up around 4:30 or 5 and drop off a lot of construction people who then get in the parked cars and leave. Director Maurantonio will look into this matter. Public comment was closed. Committee Reports: Parks and Creek Trail: Commissioner Doherty stated that Jack Fischer Park looks great. She has noticed some aging equipment at John D. Morgan Park. The water feature is working again at John D. Morgan Park. Trees: No new business to report. Director Maurantonio said the homeowners that the subcommittee had met with have withdrawn their tree removal application. Special Events: No report. Staff Reports: A. General Plan Monthly Update Director Maurantonio reported there was a GPAC meeting on Monday, July 31 talking about land use. Director Capurso attended. The next meeting is scheduled for August 28 and all department heads will be in attendance to talk about City facilities. The meeting will be at OCBH at 6 p.m. The consultant will be updating Council in the next month or two. She will make sure to let the Commissioners know when that is scheduled.

4 August 2, Page 4 of 5 Parks: Public Works Parks Supervisor Huppe A contractor has been hired to repair the corral fences at Edith Morley Park. Phase 2 will be to repair the not so urgent fences. In Phase 3 volunteers will do staining. Now that we are out of a 7 year drought, a lot of the corrals are missing plants. Staff is making up a native plant list to repopulate the corrals and will do some planting in November. There is a volunteer project involving special needs children and their parents. They are going around Morley Park to sand all the wood furniture and then do a coat of paint or stain. This Saturday the volunteer project will be on Pollard Rd., at Abbott and Miller, which is part of Fischer Park, planting trees, removing grass on the park strip and putting down sheet mulching, then a layer of mulch and topping that off with red mulch. The JDM water feature is on. Staff will be replacing the concrete bollards in the turnaround on the Rincon side of JDM. Staff has been quite busy installing fibar at Fischer Park, Stojanovich Park, Campbell Park and John D. Morgan Park and using the nice red wood chips for the planter areas. Recreation and Community Services: Director Maurantonio Summer Concerts going great! Excellent attendance and music. Thank you to the Commissioners who have volunteered and those who are scheduled for an upcoming concert. Tomorrow night will be the Crocodiles and the last concert will be August 10 th with Sage. Movie Night Big success! Offered in collaboration with Community Christian Church. First move night had approximately 360 attendees. The next movie night is Friday, August 4 th (Tangled) and the last movie night will be Friday, August 18 th (Trolls). Summer Camps, Swim lessons and skateboarding camp are going extremely well. Hundreds of campers are at JDM each day. Fridays at 12:15 p.m. are camp sing-a-longs. You are welcome to attend. If you d like a tour of our summer programs please let me know and I can arrange something for next week. Council provided comments on the Aquatic Facility Audit at the June 20 th Study Session. Thank you to Commissioner Doherty for attending. The Council understands the issues with the pool and appreciates having time to figure out how to address it. Police Report Information only. Good of the Game Commissioner Ishibashi said you can tell a lot about someone s character by observing them when they don t know you are there. He saw Director Maurantonio picking up trash at the Community Center at 7 a.m. so kudos to her. Also his daughter is in summer camp and she loves it. Commissioner Doherty said all 3 of her grandkids are taking swim lessons at the Community Center and they love it. Staff does a great job. Commissioner Walker has noticed some animals on the Creek Trail turtles and beavers.

5 August 2, Page 5 of 5 Commissioner Mitchell stated her daughter, who is in middle school, was excited that Jack Fischer Park opened. Commissioner Fidrych apologized for arriving late; his plane was late in landing. His son will be joining the Bull Frogs at summer camp at JDM next week.
