1 TO: FROM: SUBJECT: OFFICE OF THE CITY MANAGER Honorable Mayor and City Council Alan Tandy, City Manager AT General Information May 19, 2017 Notable Items: This past Wednesday the State Route 178 Widening Project Ribbon Cutting Ceremony was held with Councilmembers Gonzales, Smith, Weir and Mayor Goh in attendance. We are grateful for all those who played a role in this important project. Those litigants appealing the Superior Court s decision that the Recirculated EIR for the 24th Street Widening Project appropriately addresses the requirements of CEQA have submitted their opening written arguments to the appellate court in Fresno. The City will be submitting a response. Given the appellate court s congested schedule, there is a strong possibility that the appeal will not be heard before the end of the year. Because the litigants failed in their attempt to stop the project while the appeal was being decided, the project continues to move forward with the demolition of the homes purchased for the project nearly completed in preparation for construction.

2 General Information May 19, 2017 Page 2 This week the City held multiple events for National Police Week. Yesterday, the Bakersfield Police Department honored police officers who have died in the line of duty during a special memorial ceremony in front of the Police Department Memorial. Thank you to all those who participated in these events and our Officers. The Federal Reserve Bank of Chicago created the Peer City Identification Tool that allows the City of Bakersfield to identify other cities that are experiencing similar trends and challenges in relation to equity, resilience, outlook, and housing. You can view this information online at or by viewing the attachment. You are invited to attend the reopening ceremony for the new slides at the McMurtrey Aquatic Center that will be held on Friday, May 26 th at 1:00 p.m. The slides will open to the public on Memorial Day, May 29 th. Attached is a map of road closures that will occur in downtown Bakersfield for the Cruizin- 4-Charity event that will take place today from 5:30 p.m. to 9:00 p.m. and Saturday, May 20 th from 5:00 a.m. to 5:00 p.m. The Bakersfield Police Department and event volunteers will be present at intersections to help guide traffic to the appropriate detours. Traffic Updates Nighttime Lane and Ramp Closures on State Route 58 Motorists traveling on State Route 58 during nighttime hours should anticipate lane and ramp closures as wall construction continues between State Route 99 and Cottonwood Road. On Sunday, May 21 st, nighttime closures are planned for the two outside lanes along eastbound State Route 58 from Union Avenue to Cottonwood Road. The eastbound Union Avenue off-ramp is also scheduled to be closed each night, Sunday through Thursday. These lane and ramp closures are expected to be in effect between

3 General Information May 19, 2017 Page 3 the hours of 9 p.m. and 5 a.m. This construction and the potential for nighttime closures will continue for several months. The concert event, produced by the family of fallen Bakersfield police officer David Nelson, will feature a return performance by local Bakersfield musician Josh Aigner and will also feature a number of other rising Southern California country music stars. ADMINISTRATION State Farm Sports Village (phase 3) Corrections are being made to the playground surfacing. Public Works is investigating why power was cutoff to the irrigation pumps. Electrical and Playground contractors are delaying progress of landscape contractor. Once power and playground issues are resolved, a revised scheduled will be issued. Mesa Marin Sports Complex (phase 2) Streets Staff are still working on finishing the main sidewalk. Kern Sprinkler will be starting to install the mainline and the rest of the work east of the main sidewalk. Wall Repairs: In Progress: 1. N/W corner of White Ln & Mountain Vista. 2. 17 Department of Recreation and Parks April 2017 Monthly Report Page 3 April 16: April 22: Central Park, Bakersfield Sikh Parade 10,000 Guests The Park at River Walk, Cystic Fibrosis Walk/Run 400 Guests April 29: The Park at River Walk, Bakersfield Sikh Women Run/Walk 300 Guests Total Attendance: 32,722 Reservations/Special Events Silver Creek Community Center Total Attendance: o Overall attendance was 334 as compared to last year of 458. The reduction in attendance was attributed to the cancellation of the After School Program. o There were a total of five (5) rentals for the month of April. Saunders Recreational Facility Total Attendance: o Overall attendance was 904 as compared to last year of 1,268. o There were four (4) rentals for the month of April. Hockey Program: 36 Registered Participants / Total Attendance: 144 Soccer Program: 12 Registered Teams / Total Attendance: 560 AQUATICS Total attendance for Aquatic programs was 11,230 compared to last year s 15,599. This 28% drop was due to Spring Break falling in April this year which significantly decreased the number of KHSD Swim Teams practicing at McMurtrey. Also a swim meet had to be canceled due to weather. McMurtrey Aquatic Center: Monthly attendance at the McMurtrey Aquatic Center was 5,951 compared to last year s 8,418. This 29.3% decrease was attributed to a reduction in KHSD Swim Team attendance during Spring Break. 100 Mile Club: The 100 Mile Lap Swim Club is currently made up of 402 active members that swam 14, miles this month. The club has swum a combined total of 169,361 miles. Waterpark Lifeguard & Water Safety Instructor Courses: A Waterpark Lifeguard class was conducted during Spring Break. There were 40 participants who passed the course and received their certifications. Jefferson Pool: Foothill and Mira Monte High School s Swim Teams attendance at Jefferson Pool for the month of April was 1,810. Only 3 high school swim meets were hosted this month compared to 5 last year. Silver Creek Pool: Stockdale and Ridgeview High School s Swim Teams attendance at Silver Creek Pool for April was 3,113 which included 3 swim meets. We enhance the quality of life through a variety of programs, parks, and partnerships.

18 Department of Recreation and Parks April 2017 Monthly Report Page 4 ATHLETICS First 5 Kern Make A Splash Program: On April 19th, staff presented a Make A Splash Water Safety presentation to a Head Start parent group at Franklin School this month. Parents received valuable information on drowning prevention and the value of swim lessons. Staff also had a water safety and healthy beverage booth at the Pioneer Elementary School s Health Fair. April 28 th First Day of Swim Lesson Registration: April 28th was the first day of registration for the First 5 Kern and Kaiser Permanente Operation Splash discounted swim lessons. The 840 discounted swim lessons were quickly filled along with 75 Kaiser Permanente s Splash Passes. These Splash Passes are good for recreation swim at all 4 City pools. Donations: $ Monthly attendance decreased by 8% as compared to the same time last year. Total attendance for April was 29,806; last April s attendance was 32,513. Attendance decreased due to softball game rainouts in April and a decrease in pee wee t-ball attendance. Adaptive Programming/Adaptive Softball: o o Adaptive Softball continued during the month of April. Seven teams from local adult day programs play each week in this modified softball league. League of Dreams-Adaptive T-ball o League of Dreams did not have to charge anyone to participate in t- ball for a fourth year in a row due to their fund raising efforts. o 357 Angel Volunteers donated 1,428 hours this month for a total value of $14,994. Athletic Programming/Adult Softball: o The Spring Adult Softball League continued this month with 141 teams participating. Softball Tournaments o Mesa Marin hosted a National Softball Association (NSA) youth fast pitch tournament on April 22 nd & 23 rd. A total of 24 teams participated in the tournament. Pee Wee T-Ball and T-Ball League o There are 29 volunteer coaches working in this program with 111 participants. o The coaches meeting was held on April 17 th o The 1 st practice was held on April 18 th at Silver Creek Park Donations: $17, Dr. Martin Luther King, Jr. Community Center Total Attendance: o Overall attendance for the month was 6,411 as opposed to last year s total of 4,454. Attendance at the center was up 43% from last April due to the Springtime Egg Hunt. We enhance the quality of life through a variety of programs, parks, and partnerships.

19 Department of Recreation and Parks April 2017 Monthly Report Page 5 o Springtime Egg Hunt was held in conjunction with Stay Focused Ministries on Saturday, April 15 th. There were over 1,500 participants in attendance. Over 7,000 stuffed eggs were handed out along with prizes including Easter baskets donated by Assemblyman Rudy Salas. Other prizes/gifts such as bikes, toys and other various items were given out as well. Stay Focused Ministries provided 100 five dollar gift cards and 100 free pizzas for the event. Mayor Goh was asked to do the countdown for the Easter egg hunt! o Free Breakfast, Lunch & Snacks The Martin Luther King, Jr. Center is working with the Superintendent of Schools to provide free food to children ages 2-17 years old. Free breakfast and lunch will be provided to the community this summer. With the free snack program, the center is feeding between snacks a day to participants. o Spring Camp Approximately 30 participants a day attended the Spring Camp. Lunch was provided at noon followed by various activities such as dodge ball, sports activities and a variety of craft projects. o Donations: $2, PARKS Alfred Harrell Hwy Staff worked overtime on 4/15/17 to remove tumbleweeds on the north side west of Lake Ming Rd. per Rio Bravo HOA request. Area 1 Staff trenched and installed a new irrigation main line on Reina between Stageline and Tahoe Pines. Staff removed a tree and repaired the irrigation mainline and wires on Etchart and Redcliff Way. Central Park at Mill Creek Staff relocated irrigation system due to installation of new sidewalk by streets division along 21 st street (R Street to Mill Creek canal) on 4/20/17 to 4/26/17. Gopher Control Staff performed gopher control at the following locations: Tevis Park 9 treated holes Greystone Park 5 treated holes Allen Road 14 treated holes Maxicom White Lane W. of Buena Vista 9 treated holes. Adjustments were programed at the following sites: Quailwood Park, Bill Park Greens, Amberton Park, Westwold Park, Corvallis Park and Garden Park to reduce run off. We enhance the quality of life through a variety of programs, parks, and partnerships.

20 Department of Recreation and Parks April 2017 Monthly Report Page 6 MLK Staff assisted with grading for concrete slab installation for new electrical switchgear next to the ball diamond on 4/18/17 and 4/26/17. The electricians installed the new electrical switchgear on 4/21/17. Mesa Marin Staff removed tumbleweeds from un-landscaped areas throughout the facility from 4/19/17 to 4/21/17. Silver Creek Park Staff painted the lines in preparation for T-Ball season. Sports Village The Sewer Department delivered a generator to this site to provide electricity to the pumps. Tree Maintenance o Staff trimmed all the myoporum bushes in the newly acquired streetscape on Stockdale Ranch Rd. o Staff installed 156 Cubic yards of wood chips in the flower beds and around Spectrum amphitheater at TPRW. o Staff delivered mobile stage to MLK Park for the Easter event. They also delivered the stage to Yokuts Park for the Great American Cleanup. o Tree staff assisted Code Enforcement with the homeless encampment cleanup. Staff removed 42 encampments over a 3 day period. o Tree staff assisted Area1 with a mass pruning project. Camp Silver Creek Sign up for a full day or half day of fun activities planned this summer.
