3 CITY OF CAMPBELL PARKS & RECREATION COMMISSION CAMPBELL, CALIFORNIA June 3, 2015 MINUTES The Parks and Recreation Commission convened in regular session on Wednesday, June 3, 2015, at 6:30 pm, at Hyde Park, 90 S. First St., Campbell, California. ROLL CALL PRESENT: Absent: STAFF: Johnson, Ptaszynski, Scholberg, Davidson, Walker, Gibson, Hughes, and Scholberg None Recreation Director Maurantonio, Public Works Superintendent Mordwinow, Parks, Parks Lead Worker Bob Siudzinski, Tina Wong Erling, Senior Services Supervisor and Joy Francois, Recording Secretary APPROVAL OF MINUTES: MSC Davidson/Scholberg to approve the minutes of the May 6, 2015 Parks and Recreation meeting with one correction adding grandchild to Commissioner s Gibson Good of the Game comment. Tree Removal Appeal -210 Carlyn Avenue Bob Siudzinski read from the report that was submitted by Public Works staff, recommending that the Parks and Recreation Commission deny the appeal to remove the Yarwood Sycamore at 210 Carlyn Ave. Staff does not feel any of the previously discussed construction had an impact on the tree. 4 Parks & Recreation Commission Minutes June 3, Page 2 of 4 2. Water Conservation Update Mr. Siudzinski reported that staff implemented changes to irrigation systems to reach the 30% reduction. The City is just below target and staff is carefully monitoring the water usage. Staff has been aerating, mowing a little higher, light fertilization and watering at the correct times. Commissioner Gibson asked if the City is subject to the same penalties as residents. Superintendent Mordwinow responded that yes the City is subject to the same penalties, but he is trying to get clarification regarding if the reduction is per site or per customer. Commissioner Hughes asked if this reduction will affect the availability of the sports fields. Mr. Siudzinski replied no, if the fields are not playable due to the water reduction staff would see where some adjustments could be made in other areas. New Business 1. Recreation Plan Update Tina Wong- talked about the focus group summary that she distributed to the Commissioners. There were comments about whether this is a Recreation Plan or a Master Plan, how many people attended the focus groups (approximately 100 total), is there a set budget for this work (no there is not), there should be an RFP sent out to hire a professional company to look at this and do the community input, similar to the Civic Center Master Plan, this sounds more like a Community Center Master Plan, not a Recreation Plan. Director Maurantonio responded that she does see the value for the bigger items having an outside company, but would like to have staff take care of the smaller items. Staff will come back and talk more about how to take a bigger picture look and growth for the future. This has been a great discussion and she realizes that staff is not ready for a community meeting yet. 2. Summer Concert Update Director Maurantonio reported staff is working out the location of food and drink booths. The first concert is June 18 th. Committee Reports: Parks and Creek Trail: Commissioner Gibson has not been out on the Trail but the parks look good. He took down one item from the kiosk. Trees: No Report. Special Events. No Report Recreation Plan Subcommittee: Already covered. Staff Reports:

5 Parks & Recreation Commission Minutes June 3, Page 3 of 4 Work Plan Updates Director Maurantonio Youth Engagement 22 students were interviewed for the Youth Commission by representatives from the Library, Campbell Unified School District and the City. 15 students were selected and will be introduced at the June 16 th City Council meeting. Recreation Plan Update presented earlier this evening. Athletic Field Use Policy approved by Council on June 2 nd. Council amended the recommendation to indicate that groups may lose the ability to rent fields should they not turn in paperwork on time, fail to prove residency, etc. Parks: Bob Siudzinski The Community Garden expansion is going well. Bob Carlson will lead some volunteers in creating the new beds. They will also be painting the storage shed. Have done some research on par course exercise stations. One priority they found is that metal is important because you don t want to put chemically treated wood into the ground. They also want few moving parts. Staff is currently developing some recommendations. Superintendent Mordwinow will bring a diagram next month showing placement. Signage will be updated as well. Completed the Creek Trail fire suppression program. Staff is looking at raising some of the trees at Campbell Park. Last weekend staff worked on the cleanup of a homeless encampment on Creekside by Garrett Pizza. The Orchard City Green was reseeded in preparation for the summer concerts. The Community Center has a green house. There are plants installed at the Community Center that were grown in the green house. Delphi Academy has also been using it to grow herbs and lettuce. There are some stressed trees at John D. Morgan Park, unfortunately some didn t make it. Staff is looking at purchasing a 5,000 gallon water tank to place at the Service Center and use it to fill the City s water truck as well as the contract street sweeper truck. Recreation and Community Services: Director Maurantonio Summer Camps start on June 15 th. Next week is in-service training. Natasha Bissell will be taking part in the Management Talent Exchange program from September early December. Her assignment will be with the Santa Clara Valley Water District. Recreation Supervisor Mariah Dabel will backfill as the Recreation Manager during this time period. The next Parks and Recreation Commission meeting is set for Wednesday, July 1 st. Given that this date is close to the holiday, she wants to check in to make sure there would be a quorum that evening. All Commissioners stated they would be available for the meeting.
