1 WINNETKA LANDMARK PRESERVATION COMMISSION NOTICE OF MEETING January 16, :00 p.m. On Monday, January 16, 2017 the Landmark Preservation Commission will convene a meeting on their alternate meeting date at 7:00 p.m. in the Council Chamber at the Winnetka Village Hall, 510 Green Bay Road, Winnetka, Illinois. 1. Call to order. AGENDA 2. Approval of December 5, 2016 meeting minutes. 3. Preliminary Review of the Application for Demolition Permit of the single family residence at 1232 Westmoor Rd. 2 DRAFT LANDMARK PRESERVATION COMMISSION DECEMBER 5, 2016 SUMMARY MEETING MINUTES Members Present: Non-Voting Member Present: Members Absent: Village Staff: Louise Holland, Chairperson Laura Good Anne Grubb Paul Weaver Brian Wolfe Andy Cripe Chris Enck Beth Ann Papoutsis Ann Klaassen, Planning Assistant Call to Order: Chairperson Holland called the meeting to order at 7:30 p.m. APPROVAL OF NOVEMBER 7, 2016 MEETING MINUTES Chairperson Holland asked if there were any comments or changes to be made to those minutes. No comments were made. Chairperson Holland stated she had corrections in the first and second paragraphs of the discussion related to the 630 Rosewood HAIS. She explained those changes. Chairperson Holland then asked for a motion to adopt the minutes as amended. A motion was made by Mr. Weaver and seconded by Ms. Grubb. A vote was taken and the motion was unanimously passed. Continuation of the Review of the Historical Architectural Impact Study (HAIS) for the Single Family Residence at 630 Rosewood Ave. Case No Gary Frank, architect for the project, introduced Matt Van Arkel the owner of the property. Mr. Frank explained that the owners spent thousands of dollars to have the HAIS completed and they do not want to spend thousands more to study alternatives. He stated saving pieces of the existing residence would add significant costs. Mr. Frank stated the owners want to build a home for their family. Chairperson Holland noted that the plat of survey included with the application materials doesn t represent any trees. She asked which trees will be impacted with the proposed demolition. Mr. Frank stated no major trees would be impacted with the new residence.
3 Draft Landmark Preservation Commission Minutes December 5, 2016 Page 2 Chairperson Holland explained her concern related to the removal of significant trees. There was discussion concerning the Village protecting heritage trees. Mr. Frank explained that they will have a tree preservation plan that will identity all of the trees, the species as well as the size of the trees. Chairperson Holland stated this is a very special home and that there are only two left in the Village in the Spanish Revisal style. She then asked if there were any comments from the Commission. No additional comments were made by the Commission. Chairperson Holland asked if there were any comments from the public. No comments were made by the public. Chairperson Holland asked if there was a motion to grant the demolition application for 630 Rosewood. Mr. Wolfe moved to approve the demolition application. The motion was seconded and unanimously passed. AYES: Good, Grubb, Holland Weaver, Wolfe NAYS: None Preliminary Review of the Application for Demolition Permit of the Single Family Residence at 1203 Whitebridge Hill Road. Case No Austin DePree, architect, stated he is representing the owners. He stated Ted Berghorst, the owner is also present. Mr. DePree stated they are proposing to restore the site due to the tax implications of having a vacant home in Winnetka and removing the residence will enable them to study the bluff better. He stated they are proposing a traditional Colonial home. Mr. DePree went on to briefly describe the proposed residence. Chairperson Holland asked if the owner of 1175 and 1199 Whitebridge Hill own this property as well. Mr. DePree stated, no, the owner, Ted Berghorst, is present. He explained that they are designing a new home for Berghorsts and that they will be using the same contractor that built 1175 Whitebridge. Mr. DePree explained that they are very professional and are very aware of the concerns of the neighborhood. Ms. Good asked about the date of original construction. She stated the information provided indicated it was built in Mr. DePree stated there was a major remodel of the residence much later so he isn t sure how much of the original structure remains. He stated that he went through the home with four or five or other architects from his firm and they determined that renovating the existing residence was not an option. Chairperson Holland asked if the driveway to the immediate neighbors would be impacted with the proposed work at 1203 Whitebridge Hill. Mr. DePree stated no, the driveway locations would remain the same off of Whitebridge Hill.

Mr. DePree explained that the trees they will be removing are not native trees. He stated they will be preparing civil engineering plans that will identify all of the trees. Chairperson Holland asked if there were any additional comments. No additional comments were made by the Commission. She then asked if there were any public comments. No comments were made by the public. Chairperson Holland asked for a motion. A motion was made by Ms. Good and seconded by Ms. Grubb to approve the demolition request for 1203 Whitebridge Hill. A vote was taken and the motion was unanimously passed. AYES: NAYS: Good, Grubb, Holland, Weaver, Wolfe None Preliminary Review of the Application for Demolition Permit of the Single Family Residence at 900 Burr Avenue. Case No Bohdan Kaminski, the applicant and owner of the property, introduced himself to the Commission. He stated that he is also the architect. Chairperson Holland asked if any trees would be removed. Mr. Kaminski stated that there aren t trees on the property that would be impacted. He stated that the two large trees are in the parkway. Mr. Kaminski stated those will not be removed. A Commissioner asked how large the new home would be. Mr. Kaminski stated it will be a small home, approximately 2,800 s.f. Ms. Good asked if he had any idea when the home was originally built. She stated since it was moved to this site in the 30 s maybe there was some history to home that they wanted to preserve. Mr. Kaminski stated he didn t know anything more than what was provided in the agenda materials. There was discussion regarding moving structures in that time and that it was more prominent then than it is now due to the cost materials compared to the cost of labor. Chairperson Holland asked if there were any additional comments from the Commission. No additional comments were made by the Commission. Chairperson Holland asked if there were any comments from the public. No comments were made by the public. Chairperson Holland asked if there was a motion to grant the demolition application for 900 Burr. Mr. Weaver moved to approve the demolition application. The motion was seconded by

AYES: Good, Grubb, Holland Weaver, Wolfe NAYS: None OLD BUSINESS Chairperson Holland discussed the demolition that is currently taking place across the street from her. She expressed her frustration with the contractor and his use of her neighbor s water, as well as the method of demolition Mango was using. Chairperson Holland stated things have fallen off of her walls due to the demolition. She stated earlier in the week there were four or five trucks lined up and running. Chairperson Holland stated she couldn t breathe because of the diesel fumes. The discussion continued regarding the contractor and issues on their construction sites. Chairperson Holland stated the Village needs a bluff ordinance. She stated Winnetka is the only village on the north shore without one. Mr. Cripe explained that the Council is really focused on storm water. He suggested that maybe the Environmental Commission could look at the possibility of a bluff ordinance. NEW BUSINESS Ms. Klaassen informed the Commission that the next meeting is scheduled for the third Monday in January due to the New Year s holiday being observed on the regular meeting date January 2. There was no further discussion. Mr. Wolfe made a motion to adjourn the meeting. The motion was seconded by Ms. Grubb and passed unanimously. The meeting was adjourned at 8:10 p.m.
6 VILLAGE OF WINNETKA DEPARTMENT OF COMMUNITY DEVELOPMENT NOTICE OF DEMOLITION APPLICATION PRELIMINARY REVIEW TO: FROM: Landmark Preservation Commission Ann Klaassen, Planning Assistant DATE: January 6, 2017 REFERENCE: 1232 Westmoor Rd. Case No An application for demolition was received December 8, 2016 for the removal of the single-family residence at 1232 Westmoor Rd. The residence was built in The owners at the time of construction were Mr. and Mrs. Harry A. Handler. The architect of record is Ray Stuermer. The structure is not a national, state, or local designated landmark. The Winnetka Historical Society does not find that this property has historic significance or evidence of significant ownership. In accordance with Section of the Village Code, the Commission is required to determine whether the building and/or property is of sufficient historic or architectural merit to warrant conducting an HAIS prior to issuance of the demolition permit. Upon completing the preliminary historic and architectural review, the LPC shall enter preliminary findings on the issue of whether the demolition permit application affects a building or property that has sufficient architectural or historic merit to warrant conducting a full HAIS prior to issuance of the demolition permit. In making its determination, the LPC shall consider the following: 1. The preliminary property history study (information on the original building, date of construction, name of property, architect and owner, current photographs of the property, list of work on the property for which the Village has issued a permit); 2. Comments of the Winnetka Historical Society; 3. Any other information, comment or evidence received by the LPC at the preliminary review meeting. If the LPC finds that the HAIS is warranted, it shall so notify the Director of Community Development and shall order the applicant to conduct such study. If the LPC finds that an HAIS is not warranted, it shall notify the Director of Community Development that it finds no historic or architectural grounds for delaying the demolition. The preliminary determination of the LPC shall be supported by findings of fact based on the record. The findings of fact shall include statements as to whether or not the building or property has architectural merit, historical significance, both, or neither. The LPC shall require an HAIS for any demolition permit application that meets any of the following LPC Agenda Packet p. 1
7 criteria: 1. The property or structures have been designated a landmark pursuant to Chapter of the Village Code; 2. The property or structures have been included in the most recent Illinois Historic Structure Survey conducted under the auspices of the Illinois Department of Conservation; 3. The property or structures have been listed on the National Register of Historic Places or the Illinois Register of Historic places; and 4. The property or structures have sufficient architectural or historical merit to warrant a full HAIS prior to issuance of a demolition permit. The Director of Community Development may delay the issuance of a demolition permit for up to 60 days if one or more building or demolition permits for primary structures have been approved for properties, for which work is continuing, on either side of the right-of-way block face and/or alley along which the property is located, or if the Director determines that a delay is necessary to prevent undue congestion and noise impacts in the neighborhood. Currently, there are no building or demolition permits for new primary structures on the block. The Director has determined that a delay is not necessary to prevent undue congestion and noise impacts within the neighborhood. LPC Agenda Packet p. 2
