1 MINUTES KAMAS CITY COUNCIL MEETING TUESDAY, AUGUST, 0 :00 p.m. Kamas City Hall, 0 N. Main Kamas, UT 0 Mayor Marchant opened the meeting welcoming those in attendance: COUNCIL MEMBERS: Councilor Dan Littledike, Kevan Todd, Diane Atkinson, Rod Smith and Mike Crystal. STAFF: City Recorder, Kim Peacock; City Planner, Jackie Blazzard; Public Works Director, Gary Siddoway and Chief of Police, Brad Smith. OTHERS IN ATTENDANCE: Jack Walkenhorst, Pete Gillwald, Joe Evans. OPENING CEREMONY, INVOCATION/READING/THOUGHT Invocation/Reading/Thought by Mayor Lewis P. Marchant Mayor Marchant led the public in the Pledge of Allegiance. HIGH STAR RANCH: APPROVAL REQUEST OF THE ND AMENDMENT TO THE RANCH CABIN SUBDIVISION Jackie Blazzard read through her staff report which read a site plan for the High Star Ranch Cabin Subdivision was submitted and approved in August 0. This was a lot subdivision that would be built on Super Lot on the High Star Ranch. At that time, all lots were to be built east and northeast of the lake with access coming from Cabin Way looping around the Great Lawn, in front of the Indoor Arena and connecting back in with High Star Drive. The first amendment to this subdivision was approved in November of 0. At this point, three of the cabins east of the lake were relocated to the west side of the lake and accessed from High Star Drive. High Star Ranch has submitted a nd amended plat for the Ranch Cabin Subdivision. This amended plat reduces the total number of cabins from to. There are still three cabins west of the lake. The shared driveway between and has been eliminated and the lot line has been adjusted. Cabin Way currently has a temporary turn around north of the lots east of the lake. The Kamas City Planning Commission has forwarded a positive recommendation to the Kamas City Council for approval of the nd amended preliminary plat for the High Star Ranch Cabin Subdivision. 2 Pete Gillwald explained the reason for changing this is because of the location near the event barn. They felt this was not a good area for cabins. Councilor Atkinson asked if lot would access the road the same as lots and. Gillwald stated yes it would be the same access. Mayor Marchant asked Gillwald to briefly review the Western Cabin, Phase subdivision. Mayor Marchant clarified this agenda item is to amend lots down to lots. Scott Kettle asked what note # means. Gillwald stated it was an idea a long time ago to have lots share amenities. They will not be doing this. Note # will be taken off. Kettle pointed out note # presented by Gillwald is not the same given to the council. Gillwald found the right drawing and reviewed the notes. Note # will be removed instead of Note #. Councilor Todd asked that it be labeled and recorded with the title nd amendment so we can keep track of this for the future. MOTION: Councilor Mike Crystal moved to approve the nd amendment to the Ranch Cabin Subdivision with the elimination of note # and nd amendment added to the title. Councilor Kevan Todd seconded the motion. The vote was unanimous, all council members in favor. HIGH STAR RANCH: APPROVAL REQUEST FOR AN AMENDMENT TO THE WESTERN CABIN, PHASE OF THE RANCH CABIN SUBDIVISION. Scott Kettle reviewed the items from his staff report that will need to be addressed prior to final approval. Submit construction plans showing the location of the existing utilities and the proposed laterals. The plans will also need to show how the storm drainage along High Star Drive will be maintained at each driveway. A driveway detail showing the required culvert will be required as part of the construction drawings. The culvert needs to be sized to maintain the storm drain flow along High Star Drive and will be a minimum of. The sewer main in High Star Drive will need to have a video inspection after the new connections are made. The developer will be required to post a bond for the required improvements if the plat is recorded prior to the improvements being installed. Jackie Blazzard read through the staff report which read the High Star Western Ranch Cabin Subdivision was approved by the Council in November 0. High Star has now submitted an amended plat for this subdivision. This subdivision lies east of High Star Drive and west of the lake in Super Lot. Water and sewer lines are already in existing right-of-ways, although laterals will need to be installed. The road has been constructed. The original plat numbered these cabins 0-. They are now -. It also showed a shared driveway for Lots &. Lots & will now have separate accesses off Page of August, 0
3 High Star Drive. An easement for the driveway for Lot 0 (now Lot ) is not shown on the plat, but Note # states that Army Corps of Engineers approval would be necessary to build the driveway across the wetlands north of the lot prior to obtaining a building permit or else the driveway would need to be accessed from High Star Drive. Addresses for the lots are as follows: Lot High Star Drive Lot High Star Drive Lot High Star Drive Horrocks Engineers has reviewed the plat. A copy of that report is included in your packet. The City Engineer requests the following: Submission of construction plans showing the location of the existing utilities and proposed laterals. Plans showing storm drainage along High Star Drive and how that will be maintained at each driveway, including culverts to maintain storm drain flow. Culverts need to be sized a minimum of. Bonding for required improvements will need to be posted if the plat is recorded prior to the improvements being installed. It will be required that a video inspection of the sewer main be performed after the connections have been made. (This condition was part of the previous approval of the Western Cabins.) The Kamas City Planning Commission has forwarded a positive recommendation to the City Council for approval of the amended final plat for the High Star Ranch Western Cabin (Phase ) Subdivision provided all items listed in the staff report from Horrocks Engineers are met MOTION: Councilor Diane Atkinson moved to approve the request for the amendment to the Western Cabin, Phase of the Ranch Cabin Subdivision with the recommendations made by the Planning Commission and Horrocks Engineering. Councilor Rod Smith seconded the motion. The vote was unanimous, all council members in favor. Gillwald updated the council. They are in the process of getting a redline Development Agreement amendment ready to present to the council, hopefully by the end of this week. Mayor Marchant would like to hold off on the discussion of the amendment until they have more time to review it. KAMAS VALLEY FIESTA DAYS DISCUSSION Mayor Marchant thought Rex Mitchell was going to be here to talk about the Rodeo and Bull Wars. Councilor Todd explained Rex contacted him and needed to know if we were going to keep the same rodeo announcer and clown. If not, he needs to start finding Page of August, 0
4 someone new. The Mayor and Council would like to keep the same announcer and clown. Councilor Atkinson explained we would have the Rodeo, Bull Wars, and Demolition Derby Thursday Saturday again. The th will fall on a Sunday next year. The council would like the motocross bikes back for the derby next year. Gary Siddoway told the council we will need to get a new clean-up crew for the celebration. The council agreed to have the same fireworks company for our celebration next year. DEPARTMENT REPORTS MAINTENANCE Scott Kettle told the council the pavilion will be delivered on Thursday to start construction. This is part of the RAP Tax project. Gary Siddoway asked if we can get prices from Diamond Rental for our tents next year instead of buying new ones. The council liked this idea. Gary Siddoway will get pricing. Scott Kettle informed the council the CDBG water line may not happen this year. The funds may not be released so we cannot put out to bid. Scott Kettle is getting ready to put the roads project out to bid. POLICE Brad Smith updated the council on the activities of the Police Dept. APPROVAL OF THE JULY, 0 CITY COUNCIL MEETING MINUTES MOTION: Councilor Diane Atkinson moved to approve the City Council meeting minutes dated July, 0 with a correction.
