2 City of Murfreesboro Historic Zoning Commission Staff Comments III. New Business: H East College Street, Steve and Molly Poleskey - Requesting to remodel exterior of home along with several additions: adding a porte-cochere, adding screened in porch, and adding a workshop This property is located on the south side of East College Street just one lot from the intersection at North Academy Street. The house was constructed circa 1855 in the Arts and Crafts style architecture with patterned shingling and a gabled roof. This house is a contributing structure in the East Main Street Historic District of the National Register of Historic Places. The property was recently purchased by the applicants in November The home is currently in a gutted condition and the home owners would like to do several alterations to the exterior of the home. The alterations include the following: Add a porte-cochere to the east side of the home Add screened in back porch with workshop addition to the rear and west side of the home Add flower boxes to some of the windows Replace the stucco with natural cut stone veneer Restoring original windows and add screens to windows Complete remaining cedar brackets Paint exterior of the home Refinish the front porch and add stairs leading to driveway Replace concrete walkway leading to the front porch Add landscaping around the entire property Add fence around the rear of the property that is 3 ft tall Photographs of the house as it exists today as well as the neighboring structures on both sides of the subject property have been submitted for the Commission s review. The applicants will be in attendance at the meeting in order to answer any questions the Commission may have regarding the request.

13 HISTORIC ZONING COMMISSION Regular Meeting May 15, 2018 MEMBERS PRESENT: Jim Thompson, Chairman David Becker, Vice-Chair Rick Cantrell Marimae White Gib Backlund Bill Jakes ABSENT: Linda Anderson Debra Belcher Jennifer Garland STAFF PRESENT: Joe Ornelas, AICP Planner David Ives, Assistant City Attorney Brenda Davis, Recording Assistant Chairman Thompson called the meeting to order at 3:30 p.m. Mr. Jakes made a motion to approve the minutes from the December 19, 2017 meeting as submitted. The motion was seconded by Ms. Belcher and carried unanimously in favor. New Business: H East Main Street, Dianne and Chris McVetty Requesting to replace and center the rear door, replace front door, remove two existing windows and replace with a single window on the rear, repair sidewalk, and remodel front porch. Mr. Ornelas reviewed the application and the Staff comments contained in the HZC agenda package. He said the applicants, Dianne and Chris McVetty, were present and available to answer questions. Mr & Ms. McVetty that live at 1000 East Main Street came to the podium to answer questions. Mr. Thompson suggested the house description be revised to reflect the house is not brick and has siding. He asked Ms. McVetty if the siding was aluminum. Ms. McVetty said the siding is vinyl.

14 HZC Minutes May 15, 2018 Chairman Thompson suggested the Commission review each item separately. Ms. McVetty said there is a kitchen renovation on the rear that will be separate from the front porch. She said the front porch and sidewalk repair will probably not happen until next spring. Mr. Ornelas suggested she bring it to the Commission today, along with the other requests, if they were planning to do it within the next 18 months. Chairman Thompson started with the first bullet: Replace front door with a Craftsman Mahogany wood door without sidelights on the front of the house. Chairman Thompson noticed a storm door on the front of the house and asked Ms. McVetty to describe what the front door looks like now. Ms. McVetty said the front door is not original to the house. She said it is made of wood, painted black with panels and an arch. Chairman Thompson verified Ms. McVetty wants to go to a Craftsman-style door which has six lights above and shown in the agenda package. Ms. McVetty said yes. Chairman Thompson said mahogany is a great material as it is decay resistant. He asked if she planned paint or stain the door. Ms. McVetty said she would like to stain the door. Chairman Thompson asked if there are currently inside lights on either side of the door. Ms. McVetty said no adding there is a panel but there have never been sidelights there. She thought maybe the panels were decorative. Mr. Backlund asked Ms. McVetty how long they have lived in the house. Ms. McVetty said they have lived in the house for 18 years. Mr. Backlund asked if the condition of the house (vinyl siding, the door and everything) was as it is when they moved in. Ms. McVetty said yes. Chairman Thompson said the current front door is not likely original to the house. 2

15 HZC Minutes May 15, 2018 Vice-Chair Becker made a motion to approve a new door with a Craftsman Mahogany wood door without sidelights on the front of the house. The motion was seconded by Mr. Backlund and carried unanimously in favor. Chairman Thompson referred to the second bullet pertaining to the front of the house: Repair the front sidewalk leading to the home; replace the existing wood porch with pressure treated wood decking and stairs; add two ceiling fans to the front porch and replace the ceiling porch light. Chairman Thompson asked Ms. McVetty to describe the scope of work on the sidewalk repairs. Ms. McVetty pointed out there is a large tulip poplar tree in the front yard that she does not want to remove. She said the sidewalk is broken due to the tree roots growing underneath it. Ms. McVetty would like to repair the area by adding a step. She said the bottom step off the porch is about 2-inches high, so raising the sidewalk would eliminate that step. Chairman Thompson said the vertical surface of the set of steps is called a riser, so there are three risers approximately the same height. He said the bottom step is a short one and not according to code. He said the original sidewalk would have originally been a flat sidewalk. He verified Ms. McVetty is requesting the break the sidewalk where the tree roots are and put a step at that location to avoid cutting the roots out. Ms. McVetty agreed stating she wants to save the tree. Chairman Thompson asked if the applicant would be going back with similar concrete. Ms. McVetty said yes. Vice-Chair Becker asked the height of the riser. Ms. McVetty said she is waiting for an estimate from a concrete company. She said the height will be as minimal as possible. She said she would not be opposed to adding flagstones or something similar as opposed to strictly concrete. Ms. McVetty said it looks like other sidewalks on Main Street are concrete. Chairman Thompson said if the height of the riser is within code, there is no concern. Vice-Chair Becker commented if the riser were too small, it would become a trip hazard. He recommended at least 4-inches. 3

16 HZC Minutes May 15, 2018 Chairman Thompson asked if it would be feasible to raise the sidewalk 2-inches at the step to eliminate that one step, then grade it to meet at some other point in the sidewalk so there is no step in the middle of the sidewalk. He was not sure if that would cover the root area. Ms. McVetty said the sidewalk shown in the picture is on both sides like that. Mr. Jakes agreed the sidewalk looked lifted off the ground quite a few inches. Ms. White asked if the steps were painted black. Ms. McVetty said her steps are indoor-outdoor carpet with wood underneath the carpet. She said there are areas starting to decay in the corners and one of the steps. Ms. McVetty would like to remove the indoor-outdoor carpet. Chairman Thompson asked Ms. McVetty when the indoor-outdoor carpet is removed from the treads and risers of the steps, what would she replace it with. Ms. McVetty said pressure-treated wood, back to the way it was originally. Chairman Thompson asked Ms. McVetty to replace the front porch with the same width board as original and decay-resistant wood. He suggested pitching the steps ¼ to prevent water from standing which would cause rot. Mr. Backlund asked if Ms. McVetty planned to replace the entire decking on the porch along with the steps. Ms. McVetty said yes, adding the only decay on the porch is in the corners where the rain blows in. She would prefer to repair the porch, if possible. Chairman Thompson asked if Ms. McVetty planned to paint or stain the porch and steps. Ms. McVetty said she plans to stain the porch and steps. Mr. Jakes commented he would like to figure out how to not have a step in the middle of the sidewalk. He said is there was a need to raise the level of the sidewalk and the bottom riser isn t enough, the applicants could check into reframing the stair risers when the porch is redone. Ms. McVetty proposed an extra step at the street as there is one step at the street now. Chairman Thompson asked if the one step currently there is on the outside of the public sidewalk or on the inside. 4

17 HZC Minutes May 15, 2018 Ms. McVetty said it is on the outside of the public sidewalk. Chairman Thompson said that is going to be in the City s right-of-way. Ms. McVetty said the step is on her property. Chairman Thompson said adding the additional step would accomplish the goal of avoiding the step in the middle of the sidewalk. He felt that was a good decision and added more of the yard would need to be graded on both sides of the sidewalk. Ms. White asked if more concrete would be added. Chairman Thompson recommended top-soil. Mr. Backlund asked if the tree was a tulip poplar. Ms. McVetty said yes. Mr. Backlund suggested the applicants plant another tulip tree on the other side of the sidewalk because the roots will probably be damaged. Ms. McVetty said they took down a Bradford Pear tree last year because of decay and splitting that was located on the other side of the sidewalk. Mr. Jakes suggested a structural company might be able to lift the section and realign instead of taking them out completely. He said there is some foam they can spray underneath to lift them a certain amount. Mr. Jakes said this is common and would be more cost-effective than replacing the entire sidewalk. Ms. McVetty pointed out they don t plan to do the sidewalk until next year but is open to looking at something that is more cost-effective. Chairman Thompson asked if Ms. McVetty wanted to come back later for the sidewalk or go ahead with it today. Ms. McVetty said she is ok with coming back as the sidewalk repair will probably not happen this year. Chairman Thompson suggested tabling the sidewalk and voting on the steps and porch today. Vice-Chair Becker made a motion to approve the existing wood porch and wood decking as submitted. 5

18 HZC Minutes May 15, 2018 Ms. White asked if fans needed to be added to the motion as that was part of the request. Chairman Thompson said he would do a separate motion on the front porch fans. The motion was seconded by Mr. Jakes and carried unanimously in favor. Chairman Thompson referred to the ceiling fans on the front porch and asked Ms. McVetty to explain the request. Ms. McVetty referred to a picture included in the agenda package. She expressed interest in white flush-mount ceiling fans. She is not sure if the fans will be visible from the street. Chairman Thompson asked if the applicant wants to remove a ceiling light and replace it with a ceiling fan. Ms. McVetty said no, she wants to leave in the ceiling light. Chairman Thompson verified she wants to put ceiling fans on each side of the ceiling light. Ms. McVetty agreed. Chairman Thompson recommended an exterior-rated fan, not an interior-rated fan. Ms. McVetty agreed. Mr. Backlund made a motion to approve the porch ceiling fans. The motion was seconded by Ms. White and carried unanimously in favor. Chairman Thompson referred to the request for a Craftsman Mahogany wood door with prairie grid windows as reflected in the agenda package. He described the proposed door as being Mahogany with a small panel below and six panes of glass above for a French-door sort of look. Chairman Thompson asked the applicant to describe how this door will fit in the window as they are part of the same area. Ms. McVetty said the door will have the same grid in it as the windows. She said the picture does not show the exact door adding the chosen door would have a prairie look to it. Chairman Thompson referred to the existing door and how Ms. McVetty would like to change it. Chairman Thompson said from looking at the picture provided in the agenda package, there are two windows with six or six panes of glass. He could not tell what the door looked like because a screen door was covering it. 6

19 HZC Minutes May 15, 2018 Ms. McVetty said the existing door is not original to the house adding it is a black painted door with six panes, just like the windows to the right of the door. Chairman Thompson thought there was some further history to the house about the rear of the house that might be interesting for the Commission to see. Ms. McVetty showed a picture of the back of her house which shows the windows that are there now were not original with the house. Chairman Thompson said the picture shows a recessed outdoor porch so the door and windows are not original to the house. He pointed out the siding covers the changes made to the area so it looks original. Ms. McVetty agreed it is not original. She said the door does not fit the opening as there is a gap of 2-inches on each side. Chairman Thompson verified the applicant also wants to change the pair of windows to a single window because of a kitchen renovation taking place. Ms. McVetty said in the kitchen renovation, she plans to install a double-oven which will take part of the space where those two windows are located. She would like to put a window, like the ones in the corner end of the house. Ms. McVetty said inside the house has the framing that is common with the era, three or four inches around the window. She wants the new window to have the same on the inside, as well as the door. Ms. McVetty said there are wrought iron rails on the porch and the current door is not centered between the rails. She would like the new door to be centered. Chairman Thompson verified Ms. McVetty plans to raise the new window to match the elevation of the other windows and add some uniformity to match. Ms. McVetty said yes. Chairman Thompson asked what material is being proposed for the window. Ms. McVetty is proposing wood window adding she has talked to Home Building Supplies and assured they can match the vinyl windows that were approved in Chairman Thompson verified the two windows Ms. McVetty is replacing are vinyl but everything else is wood. Ms. McVetty said no, adding all the other windows in the house are vinyl. 7

20 HZC Minutes May 15, 2018 Chairman Thompson verified the two windows that are being removed are wood and the applicant plans to put them back as wood. Ms. McVetty said yes. Vice-Chair Becker said the sketch of the proposed door does not reflect the same number of panels as the applicant is applying for. Ms. McVetty said the sketch was not correct adding the new door will have six panels in the prairie-style. Chairman Thompson referred to the lanterns and asked where they would go. Ms. McVetty said the lantern replaces an existing light. Mr. Ornelas pointed out the applicant also requested to replace the ceiling porch light on the front porch as well. Ms. McVetty said the current ceiling porch light looks like it could have been an indoor light. She is requesting a pendant light that is similar to the back-porch light. She would like to have the porch light approved because they will have the electrical light changed out due to the kitchen repairs. Chairman Thompson verified the chain-hung pendant light reflected in the agenda package will be installed on the front porch. Ms. McVetty agreed. Chairman Thompson verified the new light will be placed at the same location as the existing light. Ms. McVetty said yes. Chairman Thompson verified the rear light is a bracket light. Ms. McVetty said she had trouble finding a light that was the right size because there is not very much room between the top of it and the soffit. Chairman Thompson asked if both lights would be black. Ms. McVetty said yes. 8

21 HZC Minutes May 15, 2018 Mr. Cantrell made a motion to approve the rear door, window and lights as proposed. The motion was seconded by Vice-Chair Becker. Ms. McVetty verified the replacement window was being approved for a wood window. Chairman Thompson said the replacement window would be approved as a wood window, as proposed. Chairman Thompson asked Mr. Cantrell to edit the motion made to define the type of window. Mr. Cantrell amended the above motion to approve the rear door, wood window and lights as proposed. The motion was seconded by Mr. Jakes and carried unanimously in favor. Chairman Thompson concluded everything in the list was discussed and approved except the sidewalk which will come back to the Commission as a later date. Staff Reports and Other Business None Mr. Cantrell made a motion to adjourn. Vice-Chair Becker seconded the motion and carried unanimously in favor. The meeting adjourned at 4:05 P.M.
