1 OFFICE OF THE CITY MANAGER August 29, 2014 TO: FROM: Subject: Honorable Mayor and City Council Alan Tandy, City Manager AT / al General Information City offices will be closed on Monday, September 1 st, in observance of Labor Day. Good News! Bids were opened for the State-Route 99/Hoskings Interchange project this week. The apparent low bid is from Granite Construction at $20.7 million, which is less than the engineer s estimate of $21.7 million. The bids will be checked and verified, and the award will appear on the September 10 th Council meeting agenda. It has taken some time, but it is good to see the finish line ahead! This past Tuesday, we attended the groundbreaking ceremony for the long-awaited Mill Creek Courtyard project. This project will provide 62 units of low-income affordable housing for seniors on S Street, just north of California Avenue. Attached is an artist s rendering of what the facility will look like when completed, which we anticipate in Summer, A new employee will be joining the City Manager s staff next week. Christopher Gerry was recently hired from a pool of very capable candidates for the positon of Administrative Analyst III, and we expect to see great things from him. Christopher is coming from the City of Anaheim, where he most recently worked in the Community Development Department as a Workforce Development Supervisor. Prior to that position, he gained experience as a Human Resources Analyst, Project Manager, and an Administrative Analyst. We are very pleased to welcome him to our team.

2 General Information August 29, 2014 Page 2 Other News: California Water Service (CalWater) notified us recently about the results of their latest rate review before the California Public Utilities Commission. Rates for CalWater customers will increase, and discounts for low-income customers will also increase, effective today. There is a 12.4% increase for 2014, 2.3% for 2015, and 2.2% for We learned that they treat metered and non-metered customers, and different types of services, differently, so the percentages noted represent overall system increases. The attached letter provides more detailed information. Of note - this pertains to the CalWater territory east of Wible Road, not the City service area that is generally west of Wible. Council Referral Responses: Attached is a response to Councilmember Maxwell s request for staff to meet with a citizen regarding the Underground Utility District on 34 th Street. 5 CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: FROM: Alan Tandy, City Manager Nick Fidler, Public Works Director DATE: August 25, 2014 SUBJECT: Underground Utility District on 34th Street Referral No. 516 Councilmember Maxwell requested that the Public Works staff meet with Mr. Oxley to discuss questions he had regarding the Underground Utility District on 34th Street. Staff spoke to Mr. Oxley regarding his questions about this undergrounding project. He was interested in how it would affect his property, which fronts on 34 th Street but is served from the alley in the rear. He was informed that this project was only to remove the power lines along 34 th Street, not the alleys. The only effect this project would have on him is the construction in front for the trench. He was satisfied with that answer and was very excited that the City was doing this to clean up the area.
