We were informed this week that Pacific Gas and Electric Company (PG&E) will once again be a sponsor for this year s community 4 th of July celebration at The Park at Riverwalk. PG&E s $15,000 sponsorship and continued support is very much appreciated by all and is integral to putting on a successful celebration. The popularity of this communitywide event continues to grow as thousands attend the festivities each year which, for the past four years, have culminated in a spectacular professional fireworks display. Additional sponsorships are currently being sought and those interested in sponsorship opportunities for this event can contact Sam Williams with AEG at (661) or at swilliam@rabobankarena.com. Between June 2016 and June 2017, the City will have held three elections the mayoral primary, general election (three council seats and the mayor), and a special election for Ward 5. Cumulatively, these elections will result in an estimated $600,000 in electionrelated costs. As we mentioned a few weeks ago, a portion of the recent positive sales tax receipts will need to go to cover a part of these costs. The budget was prepared based on normal circumstances, however the 25 Mayoral candidates and a special election for Ward 5 has changed the original assumptions. Legislative leaders and Governor Brown announced a tentative agreement on a new transportation package this week. Under the proposal, an assortment of new gas taxes and vehicle registration fees are anticipated to generate $52 billion over a 10-year period for a variety of road maintenance programs. Included in the proposed bill is funding for local counties and cities. We have seen multiple estimates that range from $8 million to $12 million in new annual roads funding for Bakersfield under this plan. There is also a component of the plan that will provide CalTrans with funding that may be applicable to TRIP projects. The group has set an April 6 th deadline to approve the package and if history provides any perspective, there is likely to be changes to what has been proposed. Staff will continue to monitor.

2 General Information March 31, 2017 Page 2 The Community Development Department hosted an open house on Thursday evening to highlight the ongoing efforts and progress of the "Making Downtown Bakersfield" Vision planning process through the Downtown Bakersfield High-Speed Rail Station Area Plan. More than 140 residents attended the event at the Fox Theatre in Downtown Bakersfield and were welcomed by Councilmember Gonzales and Mayor Goh. The event included a revolving presentation by the project team, information boards, an interactive model, a video comment station and more. Residents were provided an opportunity to review conceptual renderings of what Bakersfield could look like in the next 10, 20, and 30 years, discuss the technical reports put together to date, learn about the results of the visioning workshops held in Spring 2016, and more. The community feedback received at the event will be used for preparation of the final Vision Plan, which is expected this fall. The Plan will serve as the guiding document for future development of Downtown Bakersfield and is an exciting opportunity to establish specific goals for the future. The Kern County Water Agency has completed the necessary repairs to the berm on the south side of the Kern River just west of Allen Road. The section of the Kern River Multi-Use path previously closed to allow for the work is once again open for use. The City thanks the public for their patience as these critical repairs were completed. Guests from Wakayama, Japan, one of our Sister City members, visited Bakersfield this past week. 3 General Information March 31, 2017 Page 3 56 years ago, the City of Bakersfield and Wakayama, Japan established official ties through the Sister City program. The Cities of Bakersfield and Wakayama have shared various exchanges throughout the years that include homestays and performances. Mayors of both cities have visited each other s communities and have exchanged many gifts; some of which are displayed at City Hall South. Additional Sister Cities include: Bucheon, Korea; Cixi, China; Amritsar, India and Santiago d Queretero, Mexico. More information on each of these cities can be found on the Bakersfield Sister City website, and by visiting the Bakersfield Sister City Gardens at 18 th Street along the Mill Creek walk. Traffic Advisories New Intersection Opens Next Week at State Routes 178 and 184 Paving Work on State Route 178, between Masterson and Alfred Harrell Highway Motorists traveling on SR 178 will need to stop for a new signal beginning Monday, April 3 rd. The signal is located at the new alignment of the State Route 184 intersection at SR 178, just west of the existing SR 184 intersection. The new intersection is expected to open on Tuesday, April 4 th. Traffic will be stopped as needed as crews work to open the intersection. On Wednesday, April 5 th, the old State Route 178/184 intersection will be closed to allow the contractor to finish work in this area and is expected to extend through mid-may. Motorists will be able to access the east side of the gas station/mini mart and the mini storage via the new SR184 alignment and Kern Canyon Road during this time period.

4 General Information March 31, 2017 Page 4 The contractor will also be working on the SR178 roadway, between Masterson Street and Alfred Harrell Highway/Comanche Drive, next week. The contractor plans to grind the pavement on Monday and Tuesday, and pave this section Wednesday through Friday. Cone-separated lanes will provide for two-way traffic during these operations, but flagging personnel will need to stop traffic intermittently. Vehicles will not be stopped longer than 10 minutes. All work will take place between 8 a.m. and 4 p.m. Streets Division work schedule for the week of April 3 rd Event Notifications The Animal Control Division would like to invite the community to a low cost Dog Vaccine/Licensing and Microchipping Clinic Saturday, April 1 st from 9 a.m. Noon at Wilson Park. This also applies when a large number of street sweepers are in Fleet for repairs. Areas that have been missed during this time will be swept at the end of the month only when possible. 7 Dog Vaccine/Licensing and Microchipping Clinic! When: Saturday, 4/1/17 Time: 9 am-noon Where: Wilson Park The City of Bakersfield Animal Control Division would like to invite the community to a low cost vaccination, licensing and microchip clinic for dogs living within the city limits. The clinic will be at Wilson Park at 2400 Wilson Road, on Saturday, April 1st, 2017, from 9:00 a.m. until noon. Vaccinations offered: Rabies vaccines can be given to puppies as young as 3 months of age as well as adult dogs. A dog license must be purchased in conjunction with the rabies vaccine. The DAPP vaccines are for puppies beginning their vaccination series or adult dogs needing boosters. The Bordetella (kennel cough) vaccine is usually required for admittance into boarding and/or grooming facilities. The vaccines are offered at a reduced cost; however, all licensing fees are regular price. Microchips will be offered FREE to all city licensed dogs!
