3 RENÉE S REPORT WARD 3 COUNCILOR Happy spring everyone! May your gardens grow healthy and quickly. As I said in last month s newsletter the Rural Service Delivery Review was on the April 27 th meeting of council. I was not entirely happy with the recommendations as it was to be a service standard for only communities existing at the time of amalgamation. I feel very strongly that all of our communities need to be treated equitably. The way the recommendation was written would have eliminated Draper and any possible new communities that may appear within our every growing region. I ended up making an amendment to the motion to include all growing communities with a population over 250, which was passed. The Fort McMurray Today published an article April 29 th about my physical absence from Council meetings since the fall. I had been traveling back and forth to attend Council meetings from a second home in Salmon Arm, where my youngest daughter is attending school. When I couldn t travel I participated by teleconference. However, I have not been well due to complications with scoliosis since Christmas. I had surgery May 20 th to remove parts of the broken rods and brackets along my spine and have them replaced. Heaven only knows how I managed to break them doctors have no idea! It was a four-hour surgery but I am healing well and hope to be back in person soon. I am deeply committed to representing you, the residents of Ward 3, and hope that you ve seen my commitment these past (almost) 6 years. May 11 th meeting of council saw the Tax Rate Bylaw 2 nd and 3 rd readings. The Chamber and OSDG as well as residents spoke out in favor of the revenue neutral/zero increase and praised the consultation between them and administration. There was much debate and discussion with Councilor John Vyboh leading the pack to increase taxes, followed closely by Councilors Sheldon Germain, Mila Byron and followers. They feel that we need to put money away for a rainy day and reduce our debt. The piece that the 3 of them continually miss (even after some being on council for 10+ years) is that; We have money in operating budget for rainy day fund, reserves and capital budget reserves/projects. We have had surpluses in the neighbourhood of $40 million for the past three years, which we are applying to new capital projects and sound debt management. Yes, usually reducing your debt is a good idea, however, do you as a TAXPAYER want to pay today for an infrastructure project to be used over the next 10 to 25 years? First example that comes to mind are the water and waste water treatment plants, which are designed to a population of 160,000. We are constantly being told the communication between administration and all stakeholders is improving on a daily basis. Also, on the agenda were 1 st readings (Land Use Amendments) for a Campground along Highway 69, Parsons Creek Development, Stonecreek (Parcel F) and the Roads and Transportation Bylaw. The May 24 th meeting of council was full of debate; this time on the Parsons Creek Land Use Bylaw Page 3
4 RENÉE S REPORT WARD 3 COUNCILOR Amendments. The land use bylaw places the restrictions on what may be built where and what the building shall look like. A representative of UDI Fort McMurray wanted council to request administration to consult with them as they have concerns with the amendments. During the public hearing we received commitment from the administration and the developers to sit down and discuss the issues; as a matter of fact the developers stated they have since (original review) decided that they would also like to see changes. Even though UDI said it did not want to delay the process, merely be involved as the land use bylaw was refined, Councilors Vyboh and Byron wanted to defer the bylaw to permit more consultation. This process could take up to 6 weeks and would cause major delays. The developer is ready to start clearing and grubbing, to ensure that lots would be ready for construction of housing in 2012 the bylaw amendments need to be approved as soon as possible. What these Councilors couldn t seem to understand is that the land use bylaw is designed to monitor construction and that this will not happen until Both the representative from UDI and the developers said please do not delay, we have time to consult. Finally at 10:30 pm the amendments passed, unfortunately at that time I was not feeling well and had to sign off. The Land Use amendments for the development of a new campground along Highway 69, Stonecreek, Abrams Land, Transportation bylaw all passed, as did reports for the Uniform and Fire Quality Management Plans Safety Codes and a Capital Budget Amendment for the South Municipal facility. Due to the lateness of the hour the balance of the agenda items were deferred to the next meeting. There are 2 very important meetings coming up on June 8 th and 9 th at Vista Ridge. The 8 th (7:15pm) meeting is being hosted by a developer of new lots for Saprae located behind Weiss Drive and the east end of Community Lane. I have not been given any details on what they are proposing or will be presenting. June 9 th open house (2 to 6pm) is being hosted by Alberta Oilsands, who wish to develop 3 SAGD plants in the Saprae/ Airport Area. Again, I have not been privy to any information. If you are concerned about either of these items, I would strongly suggest attending see the newsletter or web site for information. Have a great month. 7 AROUND THE CREEK SUMMER PROGRAMS IN SAPRAE CREEK The Regional Municipality of Wood Buffalo will be bringing THREE Summer Programs to Saprae Creek this summer: MONDAYS 1:30-3:30pm Roll and Stroll (location starts will be announced closer to the date). THURSDAYS 4:30-6:30 pm - Games/Movies/Themed Nights will be held at the Spruce Valley Room at Vista Ridge. Fun for all ages. FRIDAYS 10-11:30 am Saprae Creek Kids Craft Club ($2.00 fee per child) to be held at the Spruce Valley Room at Vista Ridge. These programs will commence Friday July 2nd and end the last week of August. This will be in addition to the two Programs held by the HUB on Wheels which include: Mondays 10:30-12:00 (Interactive Play) and Thursdays 10:30 11:30 (Kids Rock). Sag D Developments On June 9th from 2:00 to 6:00pm at Vista Ridge Alberta Oilsands will be presenting their development plans for 3 potential Sag D projects in the Saprae Creek area.
