2 INVITATION FROM THE PRESIDENT On behalf of the Local Government Finance Professionals of Queensland executive, it is my pleasure to warmly invite you to the 39th Annual Conference of the LGFP. This year the conference will be held at the RACV Royal Pines Resort on the Gold Coast from Wednesday 21 to Friday 23 November, with the conference to be preceded by a Masterclass on Tuesday 20 November. This year s conference theme Keeping The Lights On - The challenge of managing rising expectations continues the focus on Council sustainability in the context of managing increasing community demand for higher service levels including future infrastructure investment. There is an increasing list of assets that are being constructed and maintained by Council as part of our service delivery expansion. At the same time real incomes of Councils may not be growing at the same rate. Some Councils have actually experienced a real shift downward in revenues due to reduced road contract works, completion of flood programs and developer contribution payments not reflecting the cost of trunk infrastructure responsibilities. The theme also reflects the reality of the challenge to find and retain the financial and human resources to manage these rising expectations within our communities. We are privileged this year to have several fantastic speakers sharing their knowledge and experiences, with Dr Jason Fox Making Clever Happen and Olympian Anna Meares providing a truly amazing story on motivation and dedication. An impressive list of sponsors and service providers will be available to share their experiences and demonstrate how they can assist and support local government in meeting our community s expectations. The next phase of sustainability will be explored with more transparency expected on the assumptions used to prepare budgets, long term financial forecasts and rating pricing paths. To enable better long term planning, Council s require more certainty around future funding programs and the Department of Local Government, Racing and Multicultural Affairs will be discussing plans to assist Local Government in this area. You will have the opportunity to discuss the recommendations coming out of the recent performance audit on managing local government rates and charges with the Queensland Audit Office and gain some insights into the Department s response. The challenge of information security continues to grow with ever increasing connectivity and smart communities. We will explore these risks and consider some control measures Councils can implement to not only protect data but maintain community confidence in how we manage information. For more than 30 years he hosted a variety of programs on 4BC and for the last decade was a regular member of the Sunrise program where he won a wide audience. For the five years ( ) before stepping out of the spotlight, Greg hosted a current affairs program that was networked across Queensland and helped shape opinion on a variety of issues. He has championed many causes and remains trusted by all sides. In his radio career, Greg was the only person to have been a finalist in national awards for both sport and current affairs, whilst winning the best Program Director award. In his time in radio he interviewed and knew every Prime Minister from Gough Whitlam and every cricket captain since Ian Chappell. Greg s interests are many and his curiosity undimmed. He is a voracious reader and book reviewer, loves sport and is a keen surfer and golfer (where his passion somewhat outweighs his skill). Greg is the Patron of the Just Let It Go Foundation and is writing a book on the nature and causes of violence and a better approach to addressing it.

5 KEYNOTE SPEAKERS DR JASON FOX Dr Jason Fox is a modern day wizard-rogue and leadership adviser, often sought after for his pioneering philosophies and expertise in motivation design. Jason is the bestselling author of The Game Changer and How to Lead a Quest, and in 2016 was awarded Keynote Speaker of the Year. When not liberating the world from the delusion of progress, Jason partakes in extreme sports such as reading, sun avoidance and coffee snobbery. His research has been featured in the likes of Smart Company, Huffington Post, BRW and The Financial Review. And, while thoughtfully inept at social media or marketing, his monthly museletter is read by more than 10,000 people around the world. ANNA MEARES Anna Meares OAM is considered by many to be the greatest Australian cyclist of all time and made Olympic history in Rio in 2016 by being the first and only Australian athlete to have ever won individual medals at 4 consecutive Olympic Games. Anna grew up in the small Queensland mining town of Middlemount and was inspired to become a cyclist by her sister Kerrie after they watched Kathy Watt win the cycling gold medal at the 1994 Commonwealth Games. Anna started cycling competitively the same year, aged just 11, with the nearest cycling track around 300kms away in Mackay. Two years later, the family moved to Rockhampton, making the training schedule far easier. During her 15 year career as an elite athlete, Anna collected 18 gold medals, 16 silver medals and 10 bronze medals at Olympic, World and Commonwealth Games level. Anna was named Australia s flag bearer and Team Captain at the 2016 Rio Olympics. Anna retired post Rio after 22 years involved in the sport, 15 years of those representing Australia at the elite senior level. 6 HOW TO REGISTER Complete the enclosed conference registration form, post or it together with the appropriate fee or credit card authorisation to the conference organisers, Handy Events & Conferences. Registration and accommodation deposits are payable to Local Government Finance Professionals of Queensland Inc. Registration is not valid until full payment is made. If paying by EFT, registration will be confirmed once payment is ed to the conference secretariat. A confirmation letter will be sent upon receipt of your fees. Your registration form is a tax invoice. No shared registration forms will be accepted. Please photocopy the registration form for multiple registrations. The Executive reserves the right to restrict the numbers if registration exceeds available spaces. Attendees must be Level Six (6) or lower, and have never attended an LGFP Conference previously. CANCELLATION POLICY Should a delegate be unable to attend the conference after having paid the registration fee, a substitute delegate will be welcome. If cancellation is received (via or in writing) before the 1st November 2018, a $150 administration fee will be deducted from the applicable refund. For cancellations made after the 1st November 2018, no refund will be made. Delegates will be responsible for any fees or charges associated with the cancellation of travel and/or accommodation.
