Mr. Islam said that the th recetly cocluded 4 BIMSTEC Summit called upo Member States to move faster to realise the objectives of promotio of trade, ivestmet ad coectivity which is at the heart of BIMSTEC activities. The importace of trade ad ivestmet as oe of the major cotributig factors for fosterig ecoomic ad social developmet i the regio was discussed. The BIMSTEC Leaders reewed their commitmet to a early coclusio of BIMSTEC Free Trade Area (FTA) egotiatios, ad directed the BIMSTEC Trade ad Ecoomic Miisterial Meetig (TEMM) ad its subsidiary bodies icludig the Trade Negotiatig Committee (TNC) to expedite fialisatio of all related Agreemets of the BIMSTEC FTA as early as possible. It was agreed upo to revitalise the activities of BIMSTEC Busiess Forum ad BIMSTEC Ecoomic Forum. Fialisatio of the modalities for the BIMSTEC Visa Facilitatio was tasked to the Expert Group o BIMSTEC Visa Matters. Idia has recetly provided ew iputs o the issue of Product Specific Rules (PSR), which has paved the way to resume egotiatios o the Trade i Goods after it was stalled i Optimism was show to sig the Agreemet o Trade i Goods ad Customs Cooperatio Agreemet withi BIMSTEC is presetly developig a BIMSTEC Trasport Coectivity Master Pla with Techical Assistace of ADB with a visio to promote seamless coectivity betwee ad across BIMSTEC coutries, through the use of differet trasport modes, to achieve ehaced trasport ad trade likages for faster ad more iclusive growth. BIMSTEC Member States are also fialisig a BIMSTEC Coastal Shippig Agreemet ad a BIMSTEC Motor Vehicle Agreemet. Mr. Suresh Prabhu, Ho ble Miister of Commerce & Idustry ad Civil Aviatio, Govermet of Idia preseted a goodwill video message o the occasio. Mr. Prabhu said that Idia s Prime Miister has recetly atteded the BIMSTEC Summit i Nepal. The bloc is a huge market that ca emerge for all the member coutries i the regio. The member coutries must esure that ideas are shared, which will brig i ew busiess opportuities for each other. M r. V i j a y K a l a t r i, V i c e Chairma, MVIRDC World Trade Cetre Mumbai delivered the Welcome Address. Mr. Kalatri advocated that a lot more ca be doe to ehace Itra-BIMSTEC trade which is a mere USD 40 billio. He suggested settig up a BIMSTEC Bak, o the lies of New Developmet Bak ad Asia Ifrastructure Ivestmet Bak (AIIB) to fiace developmet projects i member coutries. The Fourth BIMSTEC Summit laid out a forward lookig declaratio to revitalise this regioal cooperatio. A key outcome of this Summit is the decisio to stregthe the BIMSTEC Secretariat i order to make it capable of spearheadig itegratio of a regio which is set to reach US$ 4 trillio i ecoomic size. To reduce the cost of shippig operatios, a pragmatic stadard for vessel kow as Coastal Vessel Rules ca be used istead of the IMO iteratioal rules ad regula- tios. BIMSTEC coutries will be sigig a Agreemet ad a Stadard Operatig Procedure (SOP) to operatioalise coastal shippig. Coastal Shippig Agreemet will eable a huge savig i logistic costs of EXIM trasport betwee the BIMSTEC coutries. Stroger maritime coectivity will spur global ad regioal value chais. Mr. Saugata Bhattacharya, Seior Vice Presidet, Busiess ad Ecoomic Research, Axis Bak Mr. Bhattacharya was optimistic that BIMSTEC will emerge as the key vehicle to effect Idia s Act East policy, i close partership with its South Asia eighbours. The debate over export subsidies has resurfaced at the WTO with Idia occupyig a place i the spotlight. th O May 4, 2018 the Uited States Trade Represetative filed a complait (referred to as a couter otificatio) agaist Idia with the World Trade Orgaizatio (WTO) Committee o Agriculture (COA). I their joit statemet, the US Trade Represetative ad the Departmet of Agriculture alleged that Idia had uderreported its market price support for wheat ad rice thereby violatig the framework of domestic support that the WTO permits. I July 2018, the dispute etered a stage of pael proceedigs (a stage preceded by cosultatios). Of late, the EU ad 11 other coutries icludig Caada, Republic of Korea, Russia ad Brazil have joied the dispute as 3rd parties. The case ow has both substace ad weight. The dispute calls ito play a pivotal dilemma of multilateral trade policy egotiatios: to subsidize or ot to subsidize.
