4 Chair s Foreword O February 14, 1998, Sir Peter Blake led two childre through the doors of Te Papa. Thousads had gathered to be the first to experiece this radical ew cocept: a bicultural istitutio that icorporates both the atioal museum ad atioal art collectio. As the biggest sigle ivestmet i New Zealad culture ad heritage, ad oe of that decade s biggest museum projects globally, Te Papa was the subject of extraordiary scrutiy. From the 35,000 visitors who saw Te Papa o its opeig day, to the more tha two millio who visited i its first year, the experimet was embraced. Two decades later, Te Papa has secured its place as a touchstoe of our atioal idetity. It has truly delivered o its fouders visio, to be a forum for Aotearoa to explore its past, preset ad future. Ad so it is with particular sadess that, as we approached our twetieth aiversary, we marked the passig of both foudig Chief Executive Dame Cheryll Sothera ad foudig Kaihautū Dr Cliff Whitig. I creatig this uique place for all New Zealaders, these two visioaries helped chage the way we see ourselves, ad our place i the world. As a Board we hoour their legacy, which Te Papa has marked with the foudig of two ew scholarships that bear their ames. The opeig i September of Ko Rogowhakaata: The Story of Light ad Shadow, was a historic momet for Rogowhakaata iwi, ad for Te Papa. At the heart of the exhibitio is the meetig house Te Hau ki Tūraga, wrogfully cofiscated by the Crow i 1867, ad retured to Rogowhakaata i 2012 with the Crow s apology. Havig Rogowhakaata as Te Papa s eighth iwi i residece creates a powerful opportuity to work together, ad forge ew pathways of recociliatio. As a Board we are hooured to play our part i cofrotig past wrogs, ad workig o behalf of New Zealaders to put them right. We are committed to do whatever we ca to esure Rogowhakaata ca achieve their aspiratios for Te Hau ki Tūraga. As society, techology, ad our audiece s expectatios chage rapidly, Te Papa flexes to stay at the cuttig edge. Our curret reewal programme is redefiig oce agai what a museum ad gallery ca offer, ad the opeig of Toi Art i March was its first major milestoe. Te Papa is uiquely placed to tell the story of art i New Zealad, ad this vast ew space offers the chace to do just that. Gerait Marti came to Te Papa i July after a distiguished career i the health sector. As well as his talets as a leader, he brought to Te Papa his deeply-held belief that culture has power to trasform the lives of commuities. As a Board we cogratulate Gerait o all the team have achieved i his first year at Te Papa. With a strog leadership team, ad drawig o the talets of a skilled ad dedicated staff, Te Papa is well placed for the future. The first major milestoe i this reewal was the March opeig of Toi Art, a ew home for the atioal art collectio, ad a game chager for art i New Zealad. While Te Papa cotiues to be a maget for visitors, we also have a strog focus o reachig beyod our walls. I February we bega deliverig Raraga Matihiko, a ew programme that works with museums i Northlad, Aucklad ad Hawke s Bay to brig iovative learig to schools i their regio. This three-year cotract from the Miistry of Educatio is specifically focussed o digital equity, brigig cuttig-edge learig programmes to studets who might otherwise miss out. Makig collectios accessible digitally remais a key focus, with millios of people i New Zealad ad aroud the world coectig with Te Papa s collectios olie. I the last year we accelerated our digitisatio programme to share 25,000 everbefore-see collectio items with audieces worldwide. Rich ew multi-media cotet o our website is reachig more New Zealaders tha ever before, with Matariki cotet i Eglish ad te reo leadig the way. Te Papa has ever bee about playig safe. This year we welcomed the Rogowhakaata tribe of Tūragaui-a-Kiwa to Te Papa as our eighth Iwi Exhibitio sice we opeed i The Rogowhakaata Iwi Exhibitio Ko Rogowhakaata: The Story of Light ad Shadow. For Rogowhakaata to be able to tell their histories ad stories for the first time icludig the pai ad sufferig from whe their tribal meetig house Te Hau ki Tūraga was cofiscated by the Crow i 1867 is both sigificat ad vital. We look forward to workig i partership with Rogowhakaata to retur Te Hau ki Tūraga back home ad to actively assist their cultural heritage developmet aspiratios. Despite closure of some exhibitio spaces our high visitatio has bee sustaied, partly due to the cotiuig success of Gallipoli: The scale of our war. Still a strog drawcard, especially amogst overseas visitors, it has ow bee experieced by well over two millio visitors, ad is a highlight for 50% of our visitors. Opeig of Ko Rogowhakaata Iwi Exhibitio O Friday 29 September approximately 450 Rogowhakaata iwi members atteded the karakia ad opeig blessig of the Ko Rogowhakaata iwi exhibitio. The sigificace of this date ackowledged the 144th aiversary of the passig of Raharuhi Rukupo, Master Carver of Te Hau ki Tūraga whare. Also o this day, Rogowhakaata coducted a pōwhiri i frot of Te Hau ki Tūraga for approximately 200 mauhiri ad ivited guests. A formal pōwhiri had ot bee held i frot of Te Hau ki Tūraga for almost 20 years. Maa Wheua iwi parters, Te Ātiawa ad Ngāti Toa were also i attedace to support the aspiratios of Rogowhakaata iwi ad Te Papa at this mometous occasio. Through the work of Maui Woodbie Pomare ( ), Coucil Chair of the Natioal Museum i the 1980s, New Zealad s atioal museum became oe of the first istitutios i the world to chage its museum practice from seeig acestral remais as exhibitio objects, to offerig them digity ad respect by implemetig tikaga Māori practice. I Jauary Te Papa, i collaboratio with Caterbury Museum, repatriated a Rapa Nui acestor who came to Aotearoa New Zealad as part of the Oldma Collectio shortly after World War Two, ad i Jue a acestor with proveace to Tsetesetse (Sa Jua Islad) i Washigto State (USA) was welcomed home by the Lummi Natio. The Foudatio is a Charitable Trust, which is required to be cosolidated with the Museum etity for fiacial reportig purposes oly. The Foudatio ad the Museum are operated idepedetly. Te Papa is a Crow etity as defied by the Crow Etities Act 2004 ad is domiciled ad operates i New Zealad. The relevat legislatio goverig Te Papa s operatios icludes the Crow Etities Act 2004 ad the Museum of New Zealad Te Papa Togarewa Act The Museum of New Zealad Te Papa Togarewa Act 1992 sets out the pricipal fuctios of Te Papa s Board. Stadards issued ad ot yet effective ad ot early adopted I Jauary, the Exteral Reportig Board issued 2016 Omibus Amedmets to PBE Stadards, pursuat to sectio 12(a) of the Fiacial Reportig Act The amedmets apply to PBEs with reportig periods begiig o or after 1 Jauary. Te Papa has applied these amedmets where appropriate i preparig its 30 Jue fiacial statemets. The two stadards most likely to impact Te Papa have bee listed below. Fiacial istrumets I Jauary, the Exteral Reportig Board issued PBE IFRS 9 Fiacial Istrumets. This replaces PBE IPSAS 29 Fiacial Istrumets: Recogitio ad Measuremet. PBE IFRS 9 is effective for aual periods begiig o or after 1 Jauary 2021, with earlier applicatio permitted. Goods ad services tax (GST) Items i the fiacial statemets are preseted exclusive of GST, except for receivables ad payables, which are preseted o a GST-iclusive basis. Where GST is ot recoverable as iput tax, it is recogised as part of the related asset or expese. The et amout of GST recoverable from, or payable to, the IRD is icluded as part of receivables or payables i the statemet of fiacial positio. The et GST paid to, or received from, the IRD, icludig the GST relatig to ivestig ad fiacig activities, is classified as a et operatig cash flow i the statemet of cash flows.
