3 INTRODUCTION As agreed at the Annual Cngregatinal Meeting in February, 2011, the Cuncil cntacted Bruce Presbytery t ask that a Jint Needs Assessment prcess be initiated at Kincardine United Church. The Presbytery agreed and appinted tw representatives t the JNAC (Jint Needs Assessment Cmmittee): Reverend Herb Klaehn f Walkertn and Charles Clarke f Teeswater. Cuncil then named the cngregatinal representatives wh are: Marin Byd, Rd Cates (Secretary), Liz Dillman, Jan Leaning (C-Chair), Rad Michielsn and Caitlin Rsce (Bailey) (C-Chair). The JNAC held its initial meeting n April 18, 2011, and determined that future meetings wuld be held mnthly. The JNAC agreed upn an pen prcess in which all ideas were up fr cnsideratin, all infrmatin aggregated t ensure individual cnfidentiality, and any issues f cnflict f interest declared and dealt with prperly. Unlike many JNAC prcesses, which result frm an annunced change in Ministry Persnnel, urs was part f ur nging effrt t define wh we are as Kincardine United Church and clarify ur ministry and missin. We apprached ur task with ptimism and hped that this wuld be a psitive and creative exercise fr all invlved, built n trust and rted in faith. The JNAC prcess is defined by sectins f The Manual, United Church f Canada, and is set ut in a Handbk which prvides a step-by step guide t cngregatins undertaking a Needs Assessment. The Handbk refers t the relevant sectins f The Manual and a JNAC is required t fllw each step t the end f the prcess. The Handbk sets ut the fllwing terms f reference: The purpse f the Jint Needs Assessment Cmmittee (JNAC) is t cnsider and review the ministry and missin f yur pastral charge and yur relatinship with the cmmunity yu serve. The JNAC then cnsiders hw these affect the ministry persnnel needs f yur pastral charge. i. Sectin 052 (c) f The United Church Manual states that the JNAC is t study and reprt n the ministry persnnel needs f the pastral charge thrugh an pen and participatry prcess f infrmatin gathering and analysis. This prcess cncludes with the adptin f a reprt t the church cuncil The jb descriptins f Ministry Persnnel are required t be based n the mst recent JNAC Reprt. Our mst recent Reprt was accepted in Much has changed in ur church since then. We have changed ur Missin Statement, which at that time read: Kincardine United Church is determined t prvide the highest quality and bradest pssible range f Christian Wrship, educatin, fellwship, and service that it is capable f supprting within its membership, cmmunity and the Page 1 f 46

4 wrld, in accrdance with ur calling as a Church f Jesus Christ within the United Church f Canada. On Nvember 16, 2010, Bruce Presbytery apprved ur new rganizatinal structure fr Kincardine United, which evlved ver an eighteen mnth prcess f study and discernment. The Missin Statement was revised t read as fllws: The Cngregatin f Kincardine United Church seeks t fster a jurney f spiritual grwth thrugh hspitality, service, fellwship and study, and, in cmmunity, t build up the ministry f every persn and tgether experience Gd s abundant lve and grace. We must discern whether ur current Missin is adequately supprted by financial resurces, Ministry Persnnel and lay ministries. The new rganizatinal structure anticipated a greater lay invlvement in gvernance, practical tasks, missin and utreach thrugh a variety f Ministry Teams, made up f and led by lay vlunteers. Under United Church plicy and ur wn rganizatinal rules, jb descriptins f Ministry Persnnel must be based in the mst recent JNAC Reprt. Because the jb descriptins f the Ministry Persnnel set ut in the previus JNAC were based primarily n the divisin f duties between nine Cmmittees, the current jb descriptins d nt match the current needs f the church under ur new rganizatinal structure. The previus JNAC described a team ministry mdel, whereby the tw Ministry Persnnel were assigned primary respnsibility fr specific ministries and shared respnsibility fr thers. Cuncil identified prblems with this mdel that needed t be redressed. Hence, the impetus t create a new JNAC. Many ther things have als changed in the six years since the last JNAC Reprt. As a Church, we have been examining ur wn base f supprt. Thrugh the wrk f the Huse Leaders and the Membership and Missin Cmmittee, peple wh were nminally n ur membership rles have been engaged t cnfirm their cmmitment t ur church. This prcess has determined that sme did nt wish t cntinue their relatinship with ur church and as a result ur active membership base has declined. A number f stalwart members f ur cngregatin have died and their presence is srely missed. We have attracted new members, including yung families. But as membership declines, s d expected revenues t supprt the missin f the church. As part f the prcess f infrmatin gathering, JNAC cnsulted with each f the Standing Cmmittees f Cuncil, as well as the Ministry & Persnnel Cmmittee, and staff. Additinally, a cngregatinal survey was cmpleted in fall f 2011 and the results analyzed and presented t the cngregatin in tw meetings in July With the infrmatin gathering cmpleted, the JNAC Reprt has been prepared in accrdance with The Manual. 5 RECOMMENDATIONS 1. That Kincardine United Church accept the JNAC and prpsed staffing mdel f: 1.0 FTE Ordained Minister f Wrship, Sacrament and Pastral Care 0.6 FTE Persn (Order f Ministry r Lay) Crdinatr f Ministry Teams. 2. That, while the jb descriptin fr the Minister f Wrship, Sacrament and pastral care has changed in a number f respects, the JNAC recmmends cntinuing the pastral relatinship with the current incumbent under the revised jb descriptin. 3. That Bruce Presbytery accept the prpsed staffing mdel and declare a vacancy at Kincardine United Church fr: 0.6 FTE Cngregatinal Designated Minister (Lay r Order f Ministry willing t accept a CDM designatin) as Crdinatr f Ministry Teams. 4. That the Kincardine United Church Organizatinal Handbk be updated t reflect the rles and respnsibilities as identified in this JNAC reprt. 5. 6 Brief Histry When Jesuit missinaries and French explrers arrived in the Kincardine area in the early part f the seventeenth century, Indians f the Tbacc and/r Wyandtte natins were hunting and fishing in the area. The treaty by which the Indian title was surrendered in this part f Bruce Cunty was cncluded by Sir Frances Bnd Head at Manitwaning, n August 9, The Kincardine area was settled in 1848 under the name f Penetangre, by a small grup f Scttish immigrants. They built a dam and sawmill at the muth f the Penetangre River, and were sn jined by settlers frm Ireland, England and Germany. The wded land was then cleared fr farming and the harbur develped fr fishing and trading. These industrius immigrants started mining peratins after the discvery f lcal salt depsits and began t manufacture furniture and ther necessities. The Twn f Kincardine was incrprated in The lighthuse was built in 1880 t service the busy harbur. The area just suth f Kincardine had substantial depsits f clay, and limestne was plentiful alng the cast t the nrth. Lime kilns were cnstructed and the limestne was reduced t quicklime, used in mrtar fr bricklaying. A vibrant brick and tile industry flurished; bth bricks and quicklime were exprted by ship t utside cmmunities. The remnants f lime kilns are still fund alng the beach nrth f Kincardine, and hundreds f lcal huses and businesses in the area were built frm lcally prduced bricks and mrtar. By 1873 the first train steamed int Kincardine, serving the agricultural and manufacturing industries, which were t dminate the lcal ecnmy fr nearly a century. The current municipality was created in 1999 by the amalgamatin f the Twn f Kincardine, the Twnship f Kincardine, and the Twnship f Bruce. Lcal Industry and Businesses The primary private sectr industries in the area tday are agriculture, energy and turism. In the energy field, Bruce Pwer, which perates the Bruce Nuclear Generating Statins with a ttal f eight reactrs, is the largest emplyer in the area, and (including its predecessr Ontari Hydr) has been fr ver 40 years. Enbridge Pwer, a large scale wind turbine farm peratr, is a mre recent player in the lcal energy ecnmy. Cmmercial Alchls, a divisin f Greenfield Ethanl, als perates a crn-t-ethanl plant in the Tivertn-Bruce Energy Park area. Superheat, which ffers specialized heat treatment technlgy, emplys many lcal persnnel as well as maintaining several branch peratins wrld wide. Public sectr industries such as lcal gvernment, Bruce Telecm (the municipal-wned telecmmunicatins services prvider) and the lcal schl district, as well as healthcare - bth public and private - als cntribute significantly t the lcal ecnmy. The lcal hspital ffers 24x7 Emergency Department facilities, Cardiac Care Unit, Diagnstic Imaging, Labratry and Surgical O.R., including clnscpic and endscpic examinatins, while the adjacent Medical Clinic ffers physician services alng with the Family Health Team services. Ambulatry Services at the Hspital include cardilgy, gyneclgy, urlgy, plus ther services prvided frm physicians whm have their primary health care practice utside the Kincardine area. Majr surgery is referred t Gderich, Lndn r Owen Sund; Obstetrical services are available in Walkertn. Many ther medical, health and scial services are available within the cmmunity, and are listed in Appendix B. Kincardine has an active BIA grup, a vital dwntwn area and several utlying plazas and stre grupings, which tgether prvide retail access t mst necessities. There are many lcal Page 4 f 50

7 restaurants, including several in the mderate-t-high-end Nrth American fd fferings categry, as well as specialty Chinese-Canadian (2), Krean/Japanese and Italian cuisine, plus pizza shps (3), wraps and breakfast/lunch-nly establishments, fast fd utlets, well-knwn and lcal cffee shps and a few chain restaurants. The immediate area basts tw large chain htels and a number f smaller mtels and numerus bed-and-breakfast establishments. The neighbring twns f Prt Elgin, Walkertn and Gderich prvide additinal shpping and service pprtunities less than an hur away by autmbile. Large-scale shpping and services can be fund in Owen Sund, Kitchener-Waterl and Lndn, all within a tw-hur drive. Lcal Heritage and Cultural Activities Kincardine s Scttish Heritage is celebrated tday, primarily in the summer mnths, in nightly celebratins f the Lne Piper legend and the weekly Pipe Band parades, and in ur annual Scttish Festival and Gathering f the Bands events. There are many buildings and private hmes designated as Heritage sites, and recgnizable by the displayed plaque. Kincardine hsts several turs f hmes/buildings annually, as well as an annual summer private garden shw. Until recently, the Twn f Kincardine and Village f Tivertn cmpeted in the Cmmunities-In- Blm prgram (perating thrughut Canada), and wn every available award at the prvincial and natinal level fr their size categry. Kincardine cntains a wealth f cultural and cmmunity activities - with several chirs and instrumental grups, lcal as well as summer stck theatre grups, a tw-week-lng summer music festival, an active car club, many special interest grup and lcal service clubs, a hrticultural sciety, summer cncert venues - t name just a few. A mre cmprehensive list f lcal clubs, grups, activities and services can be fund in Appendix B. Lcal Turism and Envirnmental Attractins Kincardine has always been, and cntinues t be a ppular turist and vacatin destinatin. A unique & picturesque natural envirnment, well articulated histrical and cultural identities, and an excellent hspitality industry and gardens are majr attractins. The twn s appeal stems frm its array f shpping amenities, restaurants, reasnable husing prices and excellent medical facilities, all lcated in a uniquely beautiful natural setting alng Lake Hurn s shre. Beach walking and sunset viewing are majr activities fr ur residents and visitrs. Lake Hurn s sunsets are acknwledged t be amng the finest available n the Great Lakes. Lcal Ppulatin and Land area Tday Kincardine is the majr twn in the Municipality f Kincardine, lcated in the suthwest crner f the municipality, with a ppulatin f apprximately The village f Tivertn and the hamlets f Bervie, Armw, Inverhurn, Underwd, Millartn & Glammis are als part f the Municipality f Kindardine, giving the municipality a ttal ppulatin f 11,174, representing a percentage change f 0.0% frm This cmpares t the natinal ppulatin grwth average f 5.9% 1. With a land area f square kilmeters, the ppulatin density f the municipality is 20.8 persns per square kilmetre 1. Page 5 f 50

8 Lcal cmmunity ppulatin statistics by brad age grups & sex In 2011, the percentage f the ppulatin aged 65 and ver in Kincardine, municipality was 18.9%, the percentage f the wrking age ppulatin (15 t 64) was 66.7% and the percentage f children aged 0 t 14 was 14.3%(Table 1). In cmparisn, the natinal percentages were 14.8% fr aged 65 and ver, 68.5% fr the ppulatin aged 15 t 64 and 16.7% fr the ppulatin aged 0 t These lcal vs. natinal figures have becme mre disparate when ne cnsiders the 2006 figures fr these same age grups (Table 2). In cmparisn, the median age f Ontari was 40.4 years and that f all f Canada is 40.6 years (Tables 4 & 5) 1. The median age in all three categries is up vis-a-vis the 2006 census data. The neighbring Municipality f Hurn-Kinlss als prvides nearby vcatinal & residential pprtunities t a number f area residents wh fcus their livelihds and lives (spiritual and therwise) in the Kincardine area. While ppulatin data fr this nearby area is nt presented, it Page 6 f 50

9 is likely that the age & sex distributins are similar. All these data shw that the ppulatin lcally in Kincardine is lder that the ppulatin natinally in Canada, and getting lder, and is cnsistent with the recgnitin that Kincardine has been and is cntinuing t be a ppular retirement destinatin. 10 In 2011, the three mst cmmn nn-fficial mther tngues were German (3.1%), Dutch (0.8%) and Tagalg (Pilipin, Filipin) (0.5%), in Kincardine 1. Lcal Faith Cmmunity Kincardine is hme t many expressins f Christian faith, including Rman Cathlic, Anglican, United, Presbyterian, Lutheran, Baptist (2) and Pentecstal churches, and sme newer, mre fundamental denminatins. There is als an active Muslim cmmunity meeting regularly in the area fr prayer and study. There is an active interdenminatinal Ecumenical grup in twn, which spnsrs r supprts many interdenminatinal activities, including an ecumenical bazaar, shared services (such as Gd Friday, Wrld Day f Prayer, and Hly Week), and many mre. The church buildings are frequently hst sites fr cncerts and ther civic and cmmunity grup meetings The ppulatin age and sex statistics presented earlier in this prfile are but previews f thse available t describe the faith cmmunity here in Kincardine and als natinally in Canada and the USA. 2 The United Church f Canada (UCC) recently cnducted a United Church Identity Survey, and fund that the median age f the active members f United Church cngregatins wh respnded t the Survey was All f the churches in the Rman Cathlic and traditinal Prtestant denminatins are experiencing declines in their membership and adherent ppulatins thrughut Nrth America. The UCC s 2010 statistics shw a clear drp in church participatin and membership in the last 50 years. Fr example, in 1960, the church welcmed 66,226 peple (adult and children) int the church by baptism, and 40,482 by prfessin f faith. 11 PASTORAL CHARGE PROFILE Our Histry The Methdist Church f Kincardine was funded in The present church building was cmpleted in 1876 and became Kincardine United Church in 1925 when the United Church f Canada was funded. The sanctuary was remdeled in A large additin in 1991 prvided an expanded facility t serve ur membership & cmmunity utreach. Our Missin Statement The Cngregatin f Kincardine United Church seeks t fster a jurney f spiritual grwth thrugh hspitality, service, fellwship and study, and, in cmmunity, t build up the ministry f every persn and tgether experience Gd s abundant lve and grace. Our Behaviural Cvenant Our Prmises t Gd We are called t be the church at Kincardine United. We gather in Gd s name and, in all ur interactins, celebrate Gd s presence. We prmise t wrship and wrk tgether, seeking t fllw Gd s will with grace and humility, always mindful f Gd s wisdm and abundance. Our Prmises t the Church We are called t lve and serve ne anther. Our cmmunity f faith depends n ur living in right relatinship with ne anther. Church Structure Frm 1980 t 2003, Kincardine United Church was served by Rev Dr. Nrman Perry as the full time rdained minister. During that time we had three yuth staff wh wrked with Rev Perry at varius times and a lay pastral minister in training fr three years. The three yuth staff were all wrking n varius frms f ministerial educatin within the United Church and left as their educatin was cmpleted. Rev Perry versaw all aspects f the Church and was an incharge minister. During much f this time the Church was verseen by Elders and Stewards. Rev. Perry intrduced and effectively implemented the Cuncil mdel f gvernance, which at the utset included representatin f arund twenty cmmittees within the church. In 2004, Kincardine United Church revised its cmmittee structure within the Cuncil mdel f gvernance. The JNAC mdel under which the current incumbent was called in 2004, envisaged tw full time equivalent (FTE) Ministry Persnnel, ne f whm wuld be primarily respnsible fr a ministry f Wrd and Sacrament, and the ther divided between Pastral Care and Christian Educatin (2 half-time appintments.) The mdel was based n a team ministry apprach. In the JNAC mdel accepted in 2007, the secnd Ministry Persnnel psitin was reduced t.6 FTE; the team apprach was retained and sme tasks were assigned primarily t each with the rest t be shared. The existing rganizatinal structure included nine Standing Cmmittees reprting t the Church Cuncil; these Cmmittees varied in size and there were n limits n the terms f ffice f Cmmittee members. The chairs f the Standing Cmmittees r their designates were the members f Cuncil and, with the additin f the Ministry Persnnel, a President, Vice-President and Secretary, the Cuncil cmprised furteen members. The structure had prved t be unwieldy and time-cnsuming, especially fr the Ministry Persnnel, wh were expected t guide and mentr all the grups. Members f the varius Cmmittees were verwrked, while many in the cngregatin seemed excluded frm the ministry f the church. Kincardine United Church began a prcess f discernment in the fall f 2009 t answer the questin, Wh Are We Anyway? We discussed ur missin, cnsidered ur rganizatinal structure and identified issues that needed t be addressed t strengthen ur faith cmmunity. We recgnized that we had fewer peple wh were willing t cmmit the time and effrt t the rganizatinal structure then in place. Many members f the cngregatin identified a serius Page 10 f 50

13 issue with burn-ut and expressed a desire t be able t devte themselves t specific task areas in which they culd perfrm cncrete service rather than spend their energies n plicy r administrative issues. Wrkshps were held t help cngregants determine their gifts and talents; it was clear that there was an abundance f knwledge, experience and ability that culd be emplyed t carry ut a new missin, fcusing n the ministry f all believers. Cuncil set up a small wrkgrup t develp a revised rganizatinal structure which wuld streamline the administratin f the cngregatin and encurage the develpment f specific Ministry Teams t carry ut ministry tasks amng the cngregatin. The Wrking Grup decided t cncentrate n a mdel that wuld supprt the visin f the ministry f all believers, encuraging a wider invlvement f the cngregatin in ministry tasks particularly suited t their talents and their interests. This visin, as ne member f the JNAC reminded the cngregatin, means that Ministry is 20% the respnsibility f the ministry persnnel and 80% the respnsibility f the whle cngregatin. The Wrking Grup prepared a reprt recmmending that the number f Standing Cmmittees be reduced t three: Prgramme, Administratin, and Membership and Missin and that the Cmmittees wuld include n mre than seven members each. The chair r a designate f each Standing Cmmittee, wuld represent that Cmmittee n Cuncil, in additin t a President and a Secretary and the ministry persnnel fr a ttal f seven Cuncil members. In additin, as required by the Manual, there wuld be a Ministry and Persnnel Cmmittee and a Bard f Trustees that wuld undertake the specific and independent tasks utlined in the Manual. The Standing Cmmittees were assigned the task f develping plicies and recmmending actins t the Cuncil. Each Standing Cmmittee was t have respnsibility fr the develpment, versight and mentring f Ministry Teams wrking within the Cmmittee s area f cncern. Ministry Teams are grups frmed t undertake specific tasks. Ministry Teams may cnsist f ne r mre members r adherents. Ministry Teams may be self-generating r may be recruited by Cuncil r a Standing Cmmittee t meet a perceived need. Sme Ministry Teams may meet regularly while thers will functin n an as needed basis. These grups are designed fr thse in the cngregatin wh are called as ders rather than plicy makers r administratrs. Participatin n Ministry Teams is unlimited and based n persnal interest. When Ministry Teams discern that their missin is fulfilled r that there is n nging need fr their activities, they may disband. Ministry Teams may frm r disband withut any frmal applicatin t Cuncil r Cmmittees; hwever, when a Ministry Team frms r disbands, Cuncil shall be infrmed s that their versight functin is fulfilled. Cuncil shall infrm the relevant Standing Cmmittee when a new Ministry Team is frmed. In sme cases, these difficulties have resulted frm lack f cmmunicatin; in thers, Cmmittees and Ministry Teams have lacked the cnsistent mentring required fr their develpment. Althugh the rganizatinal mdel is clear, there have been gaps in implementatin that have resulted in difficulties with crdinatin. The JNAC has determined that cnsistent mentring, supprt, facilitatin and crdinatin fr Ministry Teams is essential if the mdel is t be effective. Althugh the JNAC anticipates that the spirit f cllabratin and cperatin envisined by a team ministry apprach can be maintained and strengthened, JNAC recmmends a Ministry Persnnel mdel that wuld make the full-time Ordained Minister primarily respnsible fr all aspects f Ministry and accuntable t the Cuncil and the Presbytery as utlined in the Manual. Fr many years Kincardine United Church maintained a manse but in 2003 it was sld and the prceeds invested. A husing allwance is prvided in its place. Our Staff 1. Music Our music prgram is a blend f traditinal and cntemprary prgramming and is supprted by a highly trained and talented Minister f Music and substantial lay invlvement. Our Chir sings weekly ten mnths f the year; in the summer, vlunteer musicians and singers frm the cngregatin prvide musical presentatins. Music prgramming includes Sunday Wrship, special events and musical/drama prductins. The Kincardine United Church Instrumental Ensemble (KUCIE), the Kincardine Brass, and ther guest musicians perfrm regularly thrughut the year. 18 2. Yuth/Sunday Schl At this time there is n ministerial staff dedicated t a Yuth/Sunday Schl prgram. The Sunday Schl is run by a Ministry Team made up f dedicated vlunteers. Kincardine United Church als has a Ministry Team prviding sharing time fr the children during the weekly wrship service. The Prgramme Cmmittee versees these activities with guidance frm the Minister f Wrd, Sacrament & Pastral Care. 3. Office T assist with administratin tasks there is an Office Crdinatr currently wrking 14 hurs per week. Respnsibilities include dcument preparatin (bulletin, annual reprts, phtcpying), facility bking, answering and respnding t phne calls and s, sme supprt t Ministerial staff. 4. Custdial Care T ensure the Church is maintained t the highest standards custdial service f 14 hurs per week is prvided. Additinal hurs are wrked as required t supprt special events. A dedicated Prperty Ministry Team versees utside maintenance, minr repairs, and majr capital prjects. 5. Cngregatinal/Lay Supprt The Cngregatin f Kincardine United Church is a diverse ppulatin, cvering a range f ages. We are cmmitted t carrying ut the wrk f Jesus Christ. There is a cre grup f vlunteers rganized int Ministry Teams wh are very active in supprting the Church. There is recgnitin that additinal vlunteers are needed frm the Cngregatin t supprt existing and new ministries. We believe that if vlunteers are given the prper crdinatin, supprt and training, that we will be better able t leverage the brad variety f talents and skills in the Cngregatin. The Cuncil has dne skill and gifts surveys in the past but have lacked the crdinating leadership t put many f the skills and gifts identified t wrk in the Church. Financial Resurces The 2013 apprved budget fr Kincardine United Church is $240,418 (including M&S). Fr nine f the past twelve years the Church has had a financial deficit at year end. In rder t be fiscally respnsible many f the sub-cmmittees d nt spend their budget each year. Direct Sunday dnatins, PAR giving, UCW dnatins, memrials and fundraising accunt fr apprximately 95% f revenue, the balance cming frm interest incme and dnatins fr the use f ur facilities. Currently there is ne lan payment f apprximately $6400 utstanding fr the brick pinting t the building which will be paid ff in As can be seen in Table 7 (fllwing page), if the Cmmittees had spent their actual budgets each year the Church wuld be in a large deficit psitin. The financial cnstraints f the Church have limited the Church s ability t becme mre invlved in utreach prjects. Page 16 f 50

19 As membership declines, s d expected revenues t supprt the missin f the church. The previus JNAC Reprt nted the fllwing: Kincardine United Church has been and is running mnth t mnth deficit cash flws in that ur expenses exceed ur revenues. Special appeals [have enabled us] t blster ur bank balance and cntinue peratin withut btaining a bank lan. Hwever, ur bank balance is being depleted and at ur current 2007 rate it will be exhausted by the end f this calendar year. In the intervening six years, the Finance Cmmittee, nw part f the Administratin Cmmittee, cntinued t sund warnings f impending financial instability. In the 2010 Annual Reprt, the fllwing cncerns were stated: We had a psitive balance at the end f the year. Hwever, expenses cntinue t exceed revenue, leaving us with a deficit fr the year 2010 [f $4,560], in spite f the fact that all Cmmittees perated in an effrt t keep expenditures t a minimum. We were able t meet all ur financial bligatins fr 2010, including the bank lan and the lan payments t the cngregatin. Hwever, the bank lan is nw paid ff and we are anticipating the cngregatinal lans will als be retired in 2013 per the payment schedule. We have cntinued t raise funds thrugh such initiatives as the Fish Dinner and the Memrial Hymn Sing, and the UCW has cntinued t cntribute generusly t Missin and Service givings and general fund. In 2012, the M&S givings frm Kincardine United Church were the secnd highest in Bruce Presbytery. We have received bequests and directed dnatins. Naturally, the largest prtin f ur budget, set at $212,148 fr 2013, is dedicated t pay salaries, benefits and expenses t ur staff in the prjected amunt f $135,282. Every Cmmittee in 2012 under spent the budgeted amunt, which cntributed t a surplus f $10,731. Unfrtunately, as can be seen in the Annual Reprt, in rder t achieve this financial bttm line, we had t curtail the wrk and missin f ur church. Despite the financial cncerns, as evidenced by Chart 1, the cngregatin has actually increased its per capita level f givings during the past 15 years. The # f identified givers in 1997 was 345, declining t 217 in 2011 (37% decline); the average cntributin per giver in 1997 was $680, increasing t $1464 in 2011 (115% increase). A significant increase was als nted fr the years when a successful appeal fr funds t supprt the brick repinting prject was cnducted. As nted at past cngregatinal meetings, financial supprt prvided by the cngregatin has histrically been generus when a demnstrated need was identified. Page 17 f 50
