6 Comment - World merchant fleet by ownership patterns TOTAL WORLD MERCHANT FLEET At the beginning of 2017, the global merchant fleet comprised 42,486 vessels (merchant vessels above 1,000 gt) with a combined 1.76 billion dwt, up 3.3 % year on year in tonnage terms (the same growth as a year before). Within 15 years, the world merchant fleet s tonnage has more than doubled. Despite occasional initiatives by some shipping nations to promote their national flags, the proportion of vessels flying a flag that is different from the nationality of their owner (foreign-flagged vessels) has grown continuously from 22 % in the 1970s to 75.2 % at the beginning of Almost 57 % of this foreign flagged tonnage is registered in only three major open ship registers, namely Panama, Liberia and the Marshall Islands. Looking at the ownership, the world shipping scene is controlled by a few shipping countries. The three largest shipping nations control 45 % of the world merchant fleet tonnage. Greece remains the largest owner country globally, accounting for 19.5 % of tonnage in the fleet, followed by Japan (13.7 %) and China (12.2 %). Top ten open registry flags close to one billion dwt The analysis shows an increasing concentration on the top open registry flags. At the beginning of 2017, 1.32 billion dwt equal to 75.2 % of the total merchant fleet were registered under foreign flags that is, the nationality of the vessel s owner was different from the flag of registration. Five of the top ten flags of registration in the world merchant fleet are major open registries (Panama, Liberia, Marshall Islands, Malta and the Bahamas). At the start of 2017, tonnage registered under the top ten open registry flags totalled 975 million dwt, compared to 853 million dwt at the start of 2013 (see table 2). Panama remains the world s largest flag state with 333 million dwt (19 % of the world s tonnage). However, the annual growth rate during the past five years is negative for Panama, while all other top 5 flags show positive growth. Liberia followed in second place with 214 million dwt (13 %) and the Marshall Islands with 209 million dwt (11 %). Together, these top three registries accounted for 43 % of the world merchant fleet s tonnage (ships of 1,000 gt and over). During the period , the average annual tonnage growth of the top 10 open registries reached 3.4 % per year, whereas the tonnage growth of the Marshall Islands registry is remarkable with an additional 75.7 million dwt in the mentioned period (11.9 % p.a.). Greek ship owners boost Marshall Island registry Table 2 illustrates the considerable growth of the Marshall Islands ship registry (RMI) fleet since 2013 with an average annual growth rate of 11.9 %. According to Clarkson, RMI has been the third largest in the world since Last year, the RMI fleet increased by 8.2 % (16 million dwt), which again was the largest percentage growth among the top ten registries. At the start of January 2017, the registry comprised nearly 2,900 merchant vessels with a combined 208 million dwt. 7 Comment - World merchant fleet by ownership patterns commands by far the youngest overall fleet with an average age of 7.7 years. The impressive development of the RMI fleet is largely attributed to its Greek ship owners. Nearly 45 % of the bulk carriers in the RMI fleet are Greekowned vessels. At the start of 2017, the Greek-owned fleet consists of 856 RMI flagged vessels totalling 63 million dwt. Besides Greece, mainly U.S. (23 million dwt), Korean (21 million dwt) and German (12 million dwt) ship owners use the flag of the Marshall Islands. Owner countries specifications At the beginning of 2017, the top 10 leading shipping countries represented nearly three quarters of the total world merchant fleet (based on dwt). The top 10 shipping nations have an especially strong position in the dry bulk carrier and container segments with shares of over 70 % in both markets. The Japanese, Greek and Chinese ship owners alone hold 59 % (458 million dwt) of the world bulk carrier fleet in terms of deadweight tonnage. Considering all ship types, Greece is still the leading shipping nation with a controlled tonnage of 342 million dwt, at a distance followed by Japan (242 million dwt), China (215 million dwt), Germany (114 million dwt) and South Korea (86 million dwt). Over the last decade, Japan, Germany, Norway and the United States lost market shares, while especially China and Greece improved their positions. Since the beginning of 2008, the Greek owned fleet grew by 7.7 % per year. In absolute figures, it was the strongest growth among all shipping nations: 167 million dwt since The German controlled fleet continued to decline for the third year in succession row. As of January 2017, it is down to 3,173 vessels with a combined 114 million dwt, compared to 131 million dwt at the start of Five of the top 10 ship-owning countries are from Asia, four are European and one is from the Americas (see table 3). The second placed Japanese owned fleet is dominated by large companies such as MOL, NYK and K Line. They predominately move Japanese imports and exports. As a highly industrialised nation with small natural resources, Japan is reliant on oil, iron ore and coal imports to fuel its industries, transported by the Japanese controlled shipping companies. Since a number of years, China is the leading shipbuilding nation and is as whole country extremely dependant on well-oiled supply chains. Consequently companies such as COSCO Group, China Shipping Group and China Merchants have large diversified fleets and rank in the top ten lists of ship owners regarding tankers, bulker, general cargo vessels and container ships. In the first decade of the second millennium, Chinese fleet growth has evolved parallel to the huge increase of China s seaborne trade. But more and more, the Chinese fleet expansion has fallen behind the growth of the country s import and export cargo movements. Fundamental measures are growing investments of the mentioned shipping companies in port developments along the major seaborne trade routes. Consequently, investments into a dense network of harbours across the globe have made Chinese port operators the world leaders. In this chapter merchant fleet data refer to ships of 1000 gt and over. Country of registration and country of control Country of registration indicates the country of the port of registry of a country (flag). The country of control indicates where the controlling interest of the fleet is located, i.e. the home country of the interests behind the primary reference company. Major Open Registries Countries permitting the registration of ships owned by non-residents. In general, ISL figures on open registry flags are restricted to the top ten major flags: Panama, Liberia, the Bahamas, Marshall Islands, Malta, Cyprus, Antigua & Barbuda, Gibraltar, Vanuatu and Cayman Islands. 8 Comment - World merchant fleet by ownership patterns Development of the Greek owned merchant fleet Almost one fifth of the world fleet capacity in terms of dwt belongs to Greek owners. Since 2008, the size of the Greek-owned merchant fleet has doubled to 342 million dwt at the start of 2017 (see table 3). This includes 1,589 tankers and 2,054 dry bulk carriers. This strong growth has been the result of a firm level of new building deliveries to Greek owners and pronounced activities in the secondhand market. During 2016, a total of 186 new merchant vessels (1,000 gt and above) with a combined capacity of 19 million dwt entered the Greek-owned fleet, equivalent to a market share of 19 % of the global deliveries last year. During the last five years, 975 new ships with a combined 88 million dwt entered the Greek-owned merchant fleet, next to Japan the second highest level. At the start of 2017, Greek ship owners in total are first in the tanker and bulk carrier segment, and second in the container sector. Furthermore, Greek owners have shown a growing interest in the container fleet during the past years and pushed the Greek s share up to 10 % of the global capacity. The average age of the Greek controlled fleet in terms of ships now stands at 11.3 years, against 14.3 for the world fleet. Looking towards the future, Greek ship owners currently have contracts for 297 new merchant vessels with a combined capacity of 30 million dwt, equivalent to a market share of 25.5 % of the global new building market. Noteworthy Greece is the leading country of control, but none of the top five ship owning companies across all ship types are greek, but Japanese like Mitsui in the tanker sector or NYK and Kawasaki in the dry bulk sector and Chinese like China COSCO and China Merchants Group, while the leading container ship operators are Danish (Maersk) or from Switzerland (MSC). Leading Greek shipping company is the Angelicoussis Group, running 61 tankers totalling 12.6 million dwt and 52 bulk carriers with a total capacity of 9.2 million dwt. Eye-catching is the fact, that the Chinese controlled fleet shows a foreign flag share of nearly 66 %, but three quarters of this 142 million dwt are not registered under one of the major open flags but mostly run the flag of Hong Kong (83.6 million dwt equal to 40 %) or Singapore (15.5 million dwt equal to 7.2 %) (see figure 7). Merchant Ship Type Structures Based on An International Classification of Ships by Type (ICST (1994) Definition of terms used in merchant ship structures type classification. Tanker: Single-deck vessel constructed and arranged for the carriage of liquid cargoes in tanks integral to the hull and include crude oil or non-hazardous (IMO code) refined products. Chemical tanker: Vessel constructed and arranged for carrying hazardous (IMO code) cargoes in special tanks.
