3 I. General Information The Boy Scout Camporee is a Game with a Purpose!!! It is an event, that will help you gauge the quality of your units overall program, thru earning points for the Troop based against a National Standard on uniforms, campsite set up, participation and Scout Spirit. It also provides an opportunity for your individual scouts and patrols of 6 to 8 scouts, to show their stuff, by participating in several patrol and individual skill competitions, based on the trail to First Class. Where: UH Maui College Campus (by the recycling center) When: 2 4 March 2017 (second night on the 4 th is optional) Cost: $12 per participant (youth & adult) fee covers facility rental, awards, insurance and one patch per youth participant All Troops and participants, must be registered on line or at the Scout Office, and paid in full No Later Than 23 Feb 2017 No Refunds, only Transfers for this event No money or late registrations will be accepted at the Camporee Extra patches and for adults are available for $3.00 Troop Check-in begins at 4PM at the Camporee Headquarters Tent. Only the Scoutmaster is needed to check. At check in, you will turn in a copy of your roster and show your medical part A,B, for all participants. The Camporee Staff will then assign your Troop to a camp site. Your Troop can do their uniform inspection before or after setting up camp, but must have the inspection completed before 8pm on Friday. The Senior Patrol Leader for each Troop, must also turn in their camp fire skits or songs by 8pm, and be prepared to explain the skit or song to assure it complies with acceptable BSA content. The Camporee officially opens at 8:30pm with a campfire put on by the participants Events & Competitions: The Troops are scored against a National Standard. The Troop events that are scored are Uniform Inspection, Scout Spirit, Camp Site Inspection, Boy Run Camp Site set-up, Campfire Participation and Breakfast. There are 5 Patrol, Flag Pole Raising, Knot Tying Relay, First Aid Relay, Alligator Pit, Pan

Participation in the 2 nd night is optional, and is not part of the Camporee. To stay the 2 nd night, arrangements must be made with the Camporee Chairman No Later Than, Friday, 2/23. All units must depart the UH Maui Campus No Latter Than 12noon.

5 III. Supervision, Medicals and Youth Protection The Boy Scouts of America requires two adults (one must be 21 or over) to accompany each troop, the entire time at camp. Generally, this is the Scoutmaster and Assistant Scoutmasters, but other leaders or parents may also serve as camp leadership, if necessary. Scouts attending as a guest with another troop, do not need to provide an adult. The Maui County Council and the Boy Scouts of America require all adult leaders be Youth Protection trained within the last 2 years. We also recommend that the (acting) Senior Patrol Leader for each troop also have Youth Protection training. (Youth Protection Training Certificate can be earned on-line at At all times at the Camp-o-ree and while traveling to and from the Camporee, troops should follow the Youth Protection Guidelines set forth by the Boy Scouts of America. For more information about BSA Youth Protection Guidelines, please go to or contact your Boy Scout Council for assistance. Please remember that it is the number one priority of the Boy Scouts of America and the Camporee Staff, that youth are protected from harm and abuse. In Scouting we use the term, Safe Haven to describe the environment Scouting should provide. Please be sure all adults and youth attending this event understand the Youth Protection Guidelines. We recommend troops and parents view the Boy Scout-age youth protection awareness video, A Time to Tell, for boys and Personal Safety Awareness, for youth age 14-17, and hold a discussion, prior to attending. Youth Protections Guidelines Specific to Camporee 1. Two adults should be in the camp at all times. If two adults are not available, no less than one adult and two youth can be left alone. 2. Adults and youth, men and women, have separate sleeping and bathroom facilities. Privacy is and must be respected at all times. 3. Youth must always use the buddy system, in their campsite and when around the Camporee. 4. The location of Scouts should be monitored through-out the day (periodically) and throughout the night. 5. Any Scout or adult who displays or is suspected of unsafe or threatening behavior (words, actions, or otherwise) should be discretely removed from the situation, and immediately reported to the Camporee Chairman. 6. ALL LEADERS AND CAMP STAFF ARE MANDATORY REPORTERS OF CHILD ABUSE. As such, when a situation of abuse or suspected abuse is reported or witnessed, the leader or staff member MUST report it to the Camporee Chairman or Scout Executive. When the report is made to the Camporee Chairman, he/she next reports it to the Scout Executive and then to the Maui County Police Department and CPS, when applicable. Contacts for suspected, reported or witnessed abuse:

6 1. Report all incidents or suspicion to Scout Executive, Duc Buttons, immediately at 1(425) , or to on-site Camporee Chair. 2. Maui Police Department: Dial 911 or (808) Maui Child Welfare Services: Each Troop attending the Camporee, must have in their possession every participants Health form parts A, B and review the following: Receiving and reviewing the person s BSA Health Form Parts A, B with parent signatures Reviewing the person s allergies listed on health form Review and check-in medications listed on his health form. Emergency medications that need to be kept on the person, will remain with the person or the leader, depending on preference. Reviewing the person s restricted activities listed on the health form and Participation Consent Form At Check-in, we will ask the Scoutmaster, if he has everyone s Health Forms and also ask for a list of everyone that has any allergies or serious health issues. You will retain possession of all health forms for your unit. The Camporee will not be collecting them, we just need to make sure that you have them with you. All troops will be responsible for bringing your own first aid kits, and for providing your own first aid at the Camporee to your members. The Camporee will not have a medical staff, so it is important that every troop comes prepared. All injuries and/or illness that you treat, should be reported to the Camporee chair for records/insurance purposes.

7 IV. Events/Competitions There are 5 Patrol and 3 Individual competitions. Every patrol from each Troop in attendance, must compete in all 5 of the Patrol competitions. To win any competition, they have to try all 5. All Scouts, from every Troop, are encouraged to participate in the individual competitions, but failure to do so will not affect their Patrol. There will be 3 placings for all Patrol & Individual competitions, 1 st, 2 nd & 3 rd place. The Troop awards will be determined by a cumulative score of their uniform, camp set-up, camp inspection, breakfast, campfire & scout spirit. Extra points can be earned by tarp tenting and building pioneering projects. The awards are Presidents, Proficient, Standard & Camporee. This not a competition. All scoring is based upon a National Standard, and not judged against other units. Refer to the score sheets for more detail. The uniform and camp inspection will be based on the attached score sheet. The Camp set-up score will be based on how much the adult leaders and parents are involved This should be a boy run activity! The less adult involvement observed, the better the score. The Campfire score is based on participation, not content. The Breakfast competition is based on participation, content and presentation. Your entry (one per troop) must be brought to the Camporee Headquarters no later than 7:30am for judging. The Breakfast, must be prepared and cooked, by the Scouts on site See the attached score sheet for details. Scout Spirit is based upon your Troops overall cooperation, participation and behavior from check-in thru breakdown. This is an arbitrary score, the more your Troop cheers for everyone, helps others who are struggling and exhibits Scout Brotherhood, the better your score. The observations of all of the Camporee Staff will be used to determine your score. General Rules 1. All rulings by Judges are final and can only be over ruled by an appeal to the Camporee Chair. 2. Rulings may be appealed to the Camporee Chair only by the Senior Patrol Leader. No appeals will be accepted from any adult leaders. 3. All patrols must participate in all 5 patrol competitions, to place in any event. Failure to comply will result in disqualification in any competition they may have placed in. All Camp Sites must remain set-up until the Camporee Events/Competitions are over. Early breakdown, without permission from the Camporee Chair will result in penalties being applied to your Troop score. 4. All Individual Competitions, a Scout is allowed to have 3 chances, after every Scout has had a 1 st attempt, time permitting.

8 Flag Pole Raising The object of this event, is for a Patrol of 6 to 8 scouts (no more than 8) to assemble a 4 piece flag pole with 3 guy lines and raise vertical without touching the pole with your hands during the raising process, the fastest. Directions: Patrol places all of their equipment in a pile 20 feet from the starting line. Patrol stands at the starting line. After the Judge says GO, the Patrol races forward to equipment. They lash the three 10 foot spars and the patrol flag together using 6 round lashings, attach the 3 guy ropes to the pole and place 3 wooden stakes at least 10 feet from the base of the pole. When ready, the patrol raises the flag pole using only the 3 guy ropes and a foot holding the base of the pole at its' base. The Patrol leader gives directions to make the pole as straight as possible before tying the guy ropes to the stakes with a taunt line hitch. When Patrol Leader is satisfied, he orders his patrol to sit and hands off equipment. When Judge see s all patrol members seated and hands off equipment, time is stopped. Winner: fastest time (tie breaker determined by straightest with lease penalties) Equipment: All Equipment provided by Patrol!! 3 each 10ft x l inch (2 inch maximum) wooden spars 1 each patrol flag attached to a 6 to 8ft pole 3 each 6"wooden stakes 6 each lashing ropes 3 each at least 30ft guy ropes 1 each rubber mallet Rule 1. All round lashes must have at least 8 wraps 2. All guy ropes attach to pole using a two half hitch and to the stake with a taunt line 3. All stakes are checked by Judge before start for length & are buried 4 inch deep 4. All stakes must be at least 10ft from base of pole 5. All incorrect knots, lashings & stakes are assessed a 30 second penalty 6. 3 penalty maximum, 4th penalty = disqualification Rules: 1. Log must be at least 12 inches off the ground second penalty added for each incorrect knot and log not 12 off ground 3. 3 penalty maximum, 4 th penalty = disqualification

9 Equipment 1. End post, pegs, guy lines and log provided by Camporee 2. 6 each 7 to 8 ft ropes provided by Patrol

10 First Aid Relay This event is for a patrol of 6 to 8 Scouts (the victim may be borrowed from another patrol or troop). The victim will be marked with blue tape (breaks & sprains) and red tape (cuts/bleeding) to mark the location of the wounds. Wounds: sprained ankle, broken forearm, cut hand, cut on head, broken lower leg and dislocated shoulder The location may be different on each victim, example: wound on left hand for one patrol and on right hand for the next patrol The Patrol, after approaching the victim 15 feet away, exam the victim, locate injuries and treat/bandage correctly. All cut/bleeding injuries must have gauze under the bandages. All Breaks must be splinted. All bandages must be correctly folded, rolled and tied with loose ends tucked in. Patrol stands by starting cone. Time starts when judge says go. The patrol races to victim 15 feet away near second cone. The patrol treats and bandages the victim. Then one scout lifts victim into a fireman or over the shoulder carry, then carries victim to starting cone. Victim is handed off to 2 scouts to perform a 2-man or 4-hand carry back to the second cone. The victim is then laid on a stretcher (patrol made), then 4 scouts carry the victim back to the starting cone and set stretcher on the ground. Time is stopped when all hands are off victim and Patrol Leader yells time. Judge will inspect all bandages correctness. No bandages may be removed until told to by the Judge. Equipment Provided by Patrol 12 each triangle bandages 2 each 2 x2 gauze 1each tarp 2 each 6 poles colored marking tape Provided by Camporee 2 cones Rules 1. All bandages are tied with a square knot, sling must have an overhand knot at elbow second penalty for each incorrect bandage 3. If Victim is dropped or touches the ground during a carry or transfer, patrol is disqualified 4. 3 penalty maximum, 4 th penalty = disqualification

11 Alligator Pit The object of this competition is for a patrol to lash an A Frame using a diagonal lash on top and 2 square lash on the bottom. Attach 4 each 20 guy lines, stand the frame up and one scout stands on the A Frame on one side of a 20 x 20 pit (marked off area). Then using the 4 guy lines to help keep the A Frame upright, the scout on the A Frame attempts to walk the frame across the 20 pit, without dropping the scout or him touching the ground. The Scouts holding the guy lines can not step into the pit. The lashes will not be judged, because incorrect lashes will not work as you attempt to cross the pit. Winner is determined by the fastest time from assembly of A Frame until pit is successfully crossed. A Scout on a guy line or the Scout on the frame can fall or touch ground 3 times before a Patrol is disqualified. Every time a Scout on a guy line or the Scout on the frame falls or touches the ground, they must return to the start line and begin the crossing attempt again. In the event that no Patrol successfully crosses the pit, the winner will be the Patrol that got the farthest across the pit, closes to the finish line. In this case the tie breaker will be fastest time plus closes to the finish line. Equipment: Patrol Provided 3 each poles at 6 to 8 feet long 4 each 20 guy ropes All equipment to mark the pit provided by the Camporee There are no penalties for this event, and is the only Patrol event that you can do more than once to try and improve your time. Re-try s will only be allowed if there are no other patrols waiting for their first attempt, time permitting.

12 Pan Cake Making The Object of this even, is for a Patrol, to light a fire, in a metal drum (provided by council) using an official BSA Hot Spark. Then place a tin can stove, How to make a tin can stove see link over your fire and cook 2 pan cakes for judging. All batter must be used. How to: The Patrol places all their gear by the fire drum. When the Judge says begin, the time starts. The patrol places fire starter in the drum and lights fire using an official BSA Hot Spark, then builds up the fire for cooking using only clean, dry, accelerant free wood. When ready, place tin can stove on fire and place batter and begin cooking. Patrol must use all of the batter and present on a plate 2 fully cooked pan cakes for judging. There can be no batter left in the bag or bowl that they mixed the batter in. The winner is determined by fastest time. Time is stopped when the Patrol leader presents 2 pan cakes to the judge. The tie breaker for this event is most IHOP quality pan cakes. Patrol must extinguish the fire without using water after they are finished cooking Equipment Provided by Camporee Cooking drum and Fire proof pallet Fire extinguisher (for safety) 1 cup bisquick Equipment provided by Patrol Tin can stove All starter and fuel for cooking Official BSA Hot Spark All gear for cooking, mixing and presentation of pan cakes Water for mixing batter Rules: minute time limit 2. Wood must be clean and dry. No accelerants like alcohol, kerosene, gas, ect. If your fuel has an odor or creates a flame with purple and green colors, your fuel will be inspected and the patrol may be disqualified. Dryer lint is not allowed. 3. Only official BSA Hot Sparks may be used 4. The 2 presented pan cakes must be fully cooked, not wet in the center 5. All of the batter must be used, but not necessarily cooked completely 6. 1 minute penalty added if all batter is not used 7. 1 minute penalty added for each pan cake not fully cooked

13 Individual Knot Tying This is a competition that allows a Scout, to show his individual skill at tying 9 scout knots. The scout will lay his 9 tying ropes over a pole, approximately chest high. When the judge says start, the scouts begins tying the knots in no particular order. When he is done, he raises his hands and says time. The Judge will then inspect the knots. Fastest Time, with penalties (if applicable) applied determines the winner The 9 knots are; Square, Sheet Bend, Bowline, Two Half Hitch, Taunt Line, Clove Hitch, Timber Hitch, Girth Hitch, Sheep Shank is a link on how to tie these knots Equipment provided by Scout 9 each 40 inch ropes to tie knots Rules 1. A 15 second penalty is added for each knot incorrectly tied 2. 3 penalty maximum, 4 th penalty = disqualification Individual Hot Spark This competition allows a Scout to show how fast he can make a fire to accomplish a task. The scout will lay his official BSA Hot Spark, starter and fuel next to the fire drum. When the Judge says begin, the scout builds and starts a fire, using the hot spark under a string that is tied approximately 6 to 7 inches above the drum. Time is stopped after the string burns and breaks. The scout then puts out the fire with out using water. Equipment provided by Camporee Cooking drum and Fire proof pallet Fire extinguisher (for safety) Equipment provided by Scout 1 each official BSA Hot Spark All starter material and fuel Rules: minute time limit 2. Wood must be clean and dry. No accelerants like alcohol, kerosene, gas, ect. If your fuel has an odor or creates a flame with purple and green colors, your fuel will be inspected and the patrol may be disqualified. Dryer lint is not allowed. 3. Only official BSA Hot Sparks may be used
