The Top Unit Leader duties include: Ensuring the pack maintains two deep leadership at all times. Please contact the Camp Director, Camp Registrar, OR the Camp Staff Advisor as soon as possible if changes are made. Pack Camp Coordinators The Pack Camp Coordinator is your Unit s primary point of contact for all Pack camping activities; to include Day Camp, Bear Camp, and Webelos Camp. They will assist the Day Camp Top Unit Leader with your Pack s Day Camp Registration and Fees. Walking Leaders All adults attending Day Camp for their unit to fulfill two-deep leadership requirements are referred to as Walking Leaders. Per National Camp Standards, each unit should have one adult leader per 4 Cub Scouts and one parent/adult per Tiger Cub Scout. If you are unable to find enough adult leaders, please contact the Day Camp Staff so we can help. Walking Leaders: Must be at least 21 years of age SHOULD complete Youth Protection training, however, it isn t required. 5 Camp Fees and Registrations Golden Eagle District, HOAC The Heart of America Council sets the early-bird rate and camp rates. Any newly registered cub scout that joins on or after June 1 st will be given the Early bird rate when they register for camp. Each pack will need to ensure that all Cubs and full-time adults attending day camp are registered with BSA. Day Camp rosters will be verified against Pack charters and an updated charter should be obtained from the Scout office. If new boys registered since May 15 th, please have their stamped registration form with you for verification. When completing any forms for day camp, please be sure to list all scouts the way they are listed on the charter. The majority of paperwork errors occur when a scout is listed on the form with their nickname and not their full name. It will save everyone time and frustration if they are listed the way that they are listed on the charter. Health Forms REQUIRED DAY CAMP FORMS EVERYONE who attends Day Camp must complete an ORIGINAL Health Form. New this year, the only exception for health forms is the family members visiting us on family night. PLEASE DO NOT MAIL ANY HEALTH FORMS TO THE COUNCIL OFFICE! WE WILL NOT ACCEPT ANY HEALTH FORMS BEFORE THE DESIGNATED REGISTRATION TIME! Per BSA Policy all Health Forms must be originals (no digital copies). We will be accepting Health Forms starting at April s Roundtable, where there will be a quick drop for Health Forms. Please have your Pack s Health Forms in an envelope with Pack#, Top Unit Leaders name, phone number, and an address. We will be happy to look over Health Forms at Round Tables to ensure they are completed correctly. Be sure that your health forms are complete and accurate. The 2014 Annual Health & Medical Record can be found at the HOAC website. (See Appendix) In order for a Health Form to be considered complete parts A and B must be completed. (Part C is not required for day camp) Please ensure that these items are complete: Parent s signature on Parent/guardian signature for youth" Who is authorized to take the child from camp (if your name is not on the authorized to take child from camp list, you will not be able to take the child, period) Completed immunization record on Part B, including month and year Emergency phone numbers and contacts - preferably cell phone number so we can obtain immediate contact in case of an emergency- Health insurance information. See "Forms & Examples" Daily Attendance Sheets There are two separate forms; one for Cubs and one for Adult Leaders/Den Chiefs. (See Appendix) It is very important that you carefully complete one original attendance sheet for the Cubs and one original attendance sheet for the Adult Leaders/Den Chiefs. Alphabetically PRINT one name per line in order by last name. (Full names as on the Pack s Charter) The online form allows you to enter names and then print a complete copy 5

6 Check In Check Out DAILY ATTENDANCE SHEETS Golden Eagle District, HOAC The Daily Attendance Sheets are used each day, except on family night, to list the Cubs and Adult Leaders/Den Chiefs that attend Day Camp. There are two separate forms, one for Cubs and one for Adults/Den Chiefs. Please download and type names alphabetically, by last name, and a copy to Sarah Reynolds (sarahjean.bsa@gmail.com). If someone on your roster is absent for a day, the Walking Leader must indicate they are absent with an A in the in/out slot. All rosters are for Packs, not the individual Dens. Your Pack will need one Youth Protection trained adult traveling with each group of Cubs every day. On the Adult and Den Chief Daily Attendance Sheet, there is a place to indicate if an adult has been through Youth Protection Training. The Heart of America Council requires one adult trained in Youth Protection and HIGHLY recommends all adults have Youth Protection Training. Youth Protection Training is available at every Roundtable and on for immediate certification. Each day you will need to pick up your attendance sheet after lunch in your mailboxes for Check Out purposes that afternoon. Use this attendance sheet as you load your cars to check that each boy has a ride home. Write a pack contact and cell phone number on the back of your roster each day before you turn it in so we can contact you in case there are any issues. DO NOT LEAVE WITHOUT CHECKING OUT. On the evening of Family Night please take your checkout roster to the registrar by 5:00 PM as the Day Camp is officially over at 4:30 and you are free to leave anytime. Late Arrivals As per National Policy, when arriving at Day Camp, Cubs, FV Girls, or Tots must Check In before joining with their Unit or taking part with any activities. Day Camp Staff need to know who is and who is not on the property during camp hours in case of emergencies. Wrist Band Requests For security reasons and per National Policy, all adults in camp must have either a current year Day Camp T-shirt or be wearing a wrist band at all times. Wrist Band Requests forms are available at Registration (See Appendix). Any campers who are not in their camp uniform will also need to be issued a wristband. The wrist band colors change daily so a new form will need to be completed each morning. Any adult who is CPR certified, should be listed at registration and given an emergency responder band. The Wrist Band Request form also has a place to indicate how many CPR wristbands the Pack will need. Scouts or Children that aren t allowed to have pictures taken will also receive a wristband. EARLY RELEASE PROCEDURES Early release is defined as anyone leaving the campgrounds any time after 45 minutes prior to the closing flag ceremony. ANY camper (Youth or Adult) leaving camp early will need to follow the early release procedure. 6

7 Golden Eagle District, HOAC This is a security issue and there will be NO EXPECTIONS! Please take the time to explain the policy to your parents so there are no misunderstandings at camp. Every camper leaving camp early must have an Early Release form signed by a parent or guardian AND the Top Unit Leader. A separate note will be required for each day (see appendix and online for a copy). The requirement for both signatures ensures that the Top Unit Leader is aware that a parent is checking their child out and is not reporting them as missing when the parent took them home. This form also contains the time the Cub is expected to leave and who will be picking him up. You will find the early release form at registration, online, and in the appendix, please complete and turn this form in with your morning paperwork. The latest time you can pick up your child and departed is 45 minutes before closing ceremony, plan accordingly. This helps ensure we do not have moving vehicles while children are making their way to the closing flag ceremony and gives the staff time to sign the child out and be on time for closing flag ceremony. When it is time for the Cub to leave: 1. A Walking Leader from the Pack will escort the Cub to registration for pick-up. 2. The Scout s Health Form will be pulled to verify authorization to pick up and Early Release form is on file. 3. The person picking up the Cub will be asked to present a photo ID and a copy made and attached to Early Release Form before the Cub will be allowed to leave camp. This rule will apply to everyone including parents. 4. An early release form will need to be completed and signed by the Top Unit Leader and Registration Staff. 5. The adult picking up the scout will be given a gate pass. They will need to give this pass to our security person at the camp gate in order to be let off the campgrounds. NO adult will be allowed to leave with a CHILD without a Gate Pass. These procedures are set by National Camp Standards and we cannot make exceptions. Please understand that these rules are for the safety of our Cubs. Remember that we don't know your parents and these rules are to ensure the safety of all our young Cubs, so please, cooperate with our staff. GETTING READY FOR CAMP THE SUNDAY BEFORE CAMP The Sunday before camp starts, the Den Home can be set-up by Packs between 1pm - 4pm. If there is a conflict please contact the camp Director so we can work out a solution together. We will Schedule a time for your pack to turn in your Health Forms and Youth Protection Training Certificates and get your t-shirts. At this time, packs that will be doing flag ceremonies will be posted and Pack Den Home Map will be available to fill in. It is highly recommended that each pack take advantage of this time so they are ready to go on Monday morning. (If you are a LDS Pack and cannot set up or turn in forms Sunday Please contact Tom Valencic) 7

8 SETTING UP YOUR DEN HOME AREA Golden Eagle District, HOAC Your pack will be assigned a Den Home area. The Den Home areas will be mapped out, numbered, and marked with paint on the grass and a map with the location of your pack s den area will be available at registration. Your Den Home campsite areas SHOULD have the following items: A storage area for equipment and supplies Hand Washers A dining fly or other item for shade Paper Towels Coolers with plenty of ice to store food Trash bag plenty of extras Waterproof ground cover or blanket Den Home Craft Supplies Free Time Activities Decorations and Pack Signs Please flag all ropes, guide lines and other potential hazards to make them visible. Your den home can be as simple as a small Pop-up sunshade or use larger covers. Some Packs choose to put up a Small tent for changing clothes, storing Supplies and resting. One option for storing supplies could be brining 5 gallon buckets with lids for the cubs to individually store their camp items since they are waterproof, can be left in camp, and make a terrific seat! Remember: Please mark all items with the Cub s name and Pack number so the Day Camp staff can help lost items find their owners. There will be a lost and found box at registration that can be checked for misplaced items. This will be your home away from home for the week. The shade and seating that you bring along will be all that you have. Please bring a pack cooler for water and a cooler with ice to keep things cold (Water spigots are available for refills.) We will be assigning group names to your walking group that may be combined with another pack. We will try to accommodate special requests as best as we can. Please stay with your assigned group this is important so we can find where you are in case we need to get a hold of you. DAILY SCHEDULES Each day you will be given a schedule of the day s activities. This schedule will indicate your walking group and what activities your pack is scheduled for that day. (For an example see Appendix) Please be respectful of the schedule and only attend the activity that you are scheduled to attend. We have hundreds of scouts at camp each year and this is the only way we can be sure everyone gets to experience all of the activities. STORMY DAY ENTERTAINMENT Should severe weather force us to go inside the Gymnasium/Cafeteria at the elementary school we will count on YOU for help controlling the boys. This is a small building for the number or people we will have inside. It is important that the adults set an example by staying quiet and participating. Remember that this is an emergency plan and we HOPE we don't have to use it. But let's BE PREPARED! TRASH Each night please take home your trash from the den home area. PLEASE DO NOT PUT YOUR TRASH IN THE SCHOOL DUMPSTERS. The school donates the use of their facilities and ground; please don't expect them to pay to haul off YOUR TRASH. Family Night please bring extra trash bags to handle the extra trash. It's your camp - be proud of it!! Help keep it clean and practice Leave No Trace. Have a trash sack at your den home site. Trash bags will be available at activity areas. Please police each area after you are finished and dispose of any trash found. Please do not leave your trash it needs to be packed out and taken with you. TRANSPORTATION Each pack is responsible for transporting Cubs to and from Day Camp. For your protection, we suggest you have a permission slip for each boy, signed by the parent(s). It should inform the parents of the mode of transportation to and from camp. National Boy Scout Policy states, "Each boy MUST have a seat, and WEAR a seat belt." Transporting boys in the bed of a pickup is Strictly Prohibited. This policy will be strictly enforced and everyone in camp will adhere. *Due to limited parking at Camp, please Car Pool.* OPENING AND CLOSING CEREMONIES Packs are offered the opportunity of conducting either an opening or a closing flag ceremony and grace for Day Camp. If you are interested, please volunteer, otherwise Packs will be chosen at random and the schedule will be available the Sunday before camp starts. One of your Leaders or Day Camp Staff will provide the flag ceremony commands for the packs. If you have any questions please contact the Camp Director or Program Director, they will be happy to help. 10

11 LUNCH TIME Each person is responsible for providing his or her own lunch daily. Top Unit Leaders please be sure to have an ice chest and plenty of ice to keep lunches cold. Individual zip lock bags work great in keeping lunches cold and dry. Please remember no mayonnaise, fish or other items that can spoil easily in the heat. DON'T FORGET to have a lunchtime drink! Golden Eagle District, HOAC REFUND POLICY Please refer to the Golden Eagle District Day Camp website for more information or contact the council office OFF LIMITS AREAS There will be areas marked off with bright orange streamers and yellow caution tape. Please observe these areas for the safety of everyone. NO SMOKING/TOBACCO There is absolutely NO SMOKING OR TOBACCO use allowed on school property (this includes e-cigarettes). If anyone needs to smoke while on the premises they will need to do this inside their vehicle, well out of sight of the youth! (Behind the dumpster next to the program area does not count!!) If you smoke in the activity area, a staff person will ask you to leave the area. Please remember you are a role model for these boys! CAMP PRAYER: Philmont Grace For food, for raiment, For life, for opportunity, For friendship and fellowship, We thank thee, O Lord. Amen GROUP YELL AND/OR SONG There will most likely be several packs assigned to a single group that rotates throughout the activity programs. We encourage the group to come up with a yell and/or song together that you can use as you gather together in the morning and as you travel between the program areas. Be creative and try to use the current theme-we ll have special spirit beads to hand out to the scouts when they share what they ve created with the key camp staff. Whatever your boys come up with, we d love to hear it throughout the camp! 11

12 Golden Eagle District, HOAC PACK FLAG Who are you? Let everyone know with your pack flag. You can carry your flag from area to area and show it off or display it prominently at your Den Home. Let your boys use their imagination and be creative to make a flag that represents you den home theme. You must furnish your own materials and there are no camp specifications in size or fabric (as long as it is age appropriate). This flag is also a great place to display your FLOODLES. YOUTH STAFF Every year we have several Boy Scouts and Venturing Scouts sign up as youth staff for the week. These young men and women will be assisting the adult staff throughout the week. Their weeklong commitment truly shows their leadership skills in action. Let s give a big cheer to these young men and women... we could not do it without them. Likewise if you know of a Boy Scout or Venturing Scout, 14 years or older, who likes to use their Scouting skills please let the camp directors know who they is as we are always looking for more help. DAY CAMP CLOSING PACKETS Be sure to pick up your pack s closing information packet from the registrar on Thursday afternoon. It is filled with lots of great things: health forms, patches, coups, evaluation forms, advancement sheet etc. EVALUATION SHEETS Evaluation forms will be handed out during the week. Please take a moment and help us make next year s Day Camp even better! We value your opinion and ask for your honest evaluation of our time at camp. Unfortunately, we cannot control the weather, bugs, or Mother Nature. Sorry! Please ask the Cubs for their opinion, too. Return the forms when you pick-up your packets on Thursday. We do read each and everyone and take into account all the suggestions and ideas. INFORMATION BOOTH Please check registration for any needed information. Take your questions to the registration staff for pack location, lost and found, and daily schedules. Any information needed will be found there! LOST AND FOUND Unfortunately, all sorts of things will lose their owners during the week. So be sure to have everything marked with your name and/or pack number. Any found items will be kept at registration during the week. Please check there. YOUTH PROTECTION Child abuse is a crime against young people. Child abuse can involve mental, physical, and sexual victimization of children. The Boy Scouts of America has made it a policy that the Scout Executive of each council as well as key members of professional and volunteer staff becomes familiar with child abuse and its various manifestations. If you suspect that a child in camp is a victim of child abuse you must report this to the Camp Director, Program Director or Professional Advisor. Heart of America Council Policy on Youth Protection states that each unit must have your Top Unit leader trained in Youth Protection in attendance daily. HOAC Highly Recommends all Adult and Den Chiefs take Youth Protection Training. 12

13 Golden Eagle District, HOAC STRESS MANAGEMENT Camp may create stress in staff and unit leaders. The most important thing is that the boys have fun let s relax and have a good time, too. Please monitor your own leaders and take a break if necessary to cool off. Please help the staff as requested, keep an eye on your boys and address situations appropriately. Please remember to thank our program Volunteers they are also volunteering for the week too. We are all here to help the boys have a great time. Above all, please try to keep a positive attitude. TELEPHONE and Cell Phone Use There is NO PHONE service at the elementary school except for those you bring. The emergency phones available to key staff are for the event a boy gets sick or injured. This phone is not for personal calls and none can be permitted. Please bring your own cell phone. We are asking that Cub Scouts do not bring their cell phones to camp. They may get lost and we aren t responsible for lost items. Adults attending camp we are asking you to limit your cell phone usage. We all are very busy - let s take this week to enjoy having fun!! TOT-LOT Day Camp provides a safe, secure place for younger siblings. Absolutely no siblings will be allowed to accompany parents into the Day Camp program areas or Den Homes. All Girls ages 14 and younger will be in tot lot. Boys 12-14, unless helping a parent or are a Den Chief, will be in tot lot. This is a safety and insurance issue and there can be NO EXCEPTIONS! There are a limited number of spaces available in our Tot-Lot and pre-registration is required. Please Contact the Camp Director for more information and registration. The children will participate in fun games, crafts and activities and will eat lunch as a group inside Tot-Lot. (Lunch is not provided; a sack lunch will need to be sent. We do have refrigeration available.) Tot-Lot Registration includes four days of fun activities, games and crafts and a Tot-Lot T-shirt. There are opportunities for you to volunteer in our Tot-Lot program and help our little campers enjoy their week at camp. CAMPER SECURITY We take Camper Security very seriously and the staff has been trained in emergency procedures for the safety of all Campers, Den Chiefs and Adults attending camp. Ultimately the staff is responsible for the security of the camp. They will be checking all groups to ensure that all Cubs and leaders are wearing the Day Camp shirt or appropriate wristband. Anyone without one of these should be reported to Staff immediately. These individuals will then be escorted to registration and appropriate action will be taken there. If the person becomes aggressive, back off, watch/follow if possible, and have a runner contact administration immediately. Anyone wandering without proper identification will be challenged and escorted back to registration. If they shouldn t be at camp they will be escorted off property. Please remember the buddy system and two-deep leadership. Most situations are dealt with properly by knowing the emergency procedures and by using common sense and maintaining the use of those procedures. Please help us keep our boys safe by following the rules and procedures. 13

INSURANCE COVERAGE Please remember that only the Boy Scouts of America's general accident and liability insurance policies cover THOSE CUB SCOUTS, BOY SCOUTS, AND ADULT LEADERS REGISTERED WITH BSA, as well as children who are registered for the Tot Lot. This is secondary to the family's primary health insurance. For this reason ONLY REGISTERED CUB SCOUTS are allowed to attend Day Camp with an exception at family night after Day Camp is over for the day. In other words, younger brothers and sisters can only be allowed in the Tot Lot (if registered) and cannot be allowed to accompany parents who are adult leaders. Younger brothers and sisters cannot be allowed to attend the activities outside Tot Lot because of our insurance and possible liability in case of an accident. Any younger brothers or sisters discovered on the grounds during a time other than family night will have to be taken home immediately for their own safety and protection. This rule has come down through Council from B.S.A.'s insurance carrier and is not negotiable. Therefore, the camp staff can make no exceptions. Please let your parents know about this before they bring siblings to camp with them. A copy of your unit roster can be obtained from the scout office. Please check and make sure all attending are registered. Anyone not registered will need to be registered immediately. These registrations must be turned in prior to, or the first day the boy attends day camp. The daily attendance sheet for your pack will be checked the first day of camp against these rosters. If any unregistered boys are found, the walking leaders will be notified by the Professional staff to rectify the situation. A completed application and prorated registration fee will be due or the copy of the packs receipts showing registration payment. (Council usually stamps the application form when registration is paid.) Remember... that Day Camp is a time for the boys to have FUN!!!! The quality of the fun at camp depends on the program plus the leaders and parents. Let the boys yell, get dirty, etc. Join them and let your hair down.
