2 Up the River Rain, rain go away, give us a dry riding day. As I write this the rain has been stopped for the past hour and we are enjoying the sunshine. It is once again time to start planning for the chapter s annual fundraiser. Our Harvest Run will be held on Saturday, October 1, The place and time of the run are in the works. This year, Scot Smith and Mary Kimbell-Smith have graciously agreed to co-chair this event. We thank them for immediately saying yes when asked. Scot and Mary will be needing many helping hands and we hope that everyone they ask to assist will step forward and reply as graciously as they did. Keep watching and listening for additional information in the upcoming months. This year the Region Convention will be held in Pueblo, CO during May 27 29, Those interested in attending or who would just like information on the convention will find it on the Region Website. Speaking of websites, have you seen CA-C s website lately? Bill Palmer, CA-C s new webmaster has been busily making updates to the site. The calendars are up and so is the current newsletter. Bill is currently working on getting all the chapters pictures together and getting them posted onto the site. We thank James Collins for all the time and effort he put into the website and welcome Bill. We know he will do a great job. We hope the weather changes to sunshine soon so that we can get some riding in. Once it does, watch for such events as: rides to Yosemite to see the Frazil Ice, Daffodil Hill, and other all day rides. Dinner/dessert rides in the planning stages are: Nations in Vacaville, Buttercup Pantry in Placerville, Big Al s in Sheldon and Judy s Grinder in Woodland. As a special treat, the chapter is planning a day of fun and education. The plan is to meet at a park, possibly Elk Grove Park, for a demonstration of the proper way to perform a TCLOCK on your bike. During which, we will be offering an opportunity for you to have a photo taken of you and your wing and to top it all off, a BBQ. This event is currently scheduled for Saturday, April 16th. We hope many of you can make this special event. Keep an eye on the Meetup site and the CA-C website for details. From up the river, Rick and Marilyn Kaspar, Chapter Directors

3 I THOUGHT THEY SAID DUCK Then I looked at my feet. Or When is it going to stop raining? Seems that we have been in for another month of the El Nino weather pattern or is that La Nina? What ever it is it has not been pleasant. I have had plans changed time a time again because of rain, wind and leaks and other mishaps. I hope your month has been better. A planned ride to San Francisco Bay and surrounding area was canceled as was the most recent ride planned for Bodega Bay. With the wind, mud and sand on the roads and the rivers at flood stage we may be in for a bit more delays for the riding season. The local golf course is half under water, and I guess those golfers are diehards because I saw them out there in the midst of all of this weather hitting those balls and them swimming to the next green. God bless them all. Bill, Rick and I have been spending our down time sprucing up the web site and you all ought to go take a gander at it. For those of you that get the newsletter you might already be on the site. Click on a few links and take a look at the few changes so far. Mostly on secondary pages right now but we are working our way to the front page. If you have pictures to share, send them to us and we will attempt to place them on the web. We are trying to get lots of pics up and viewable. Some go back quite a ways. Now if you re up for an adventure, you might consider putting up with me for twelve days in mid September on a ride to the Colorado Rocky Mountain West and the high desert of Colorado, New Mexico, Arizona and a little bit of Utah. The trip is limited to about five to six bikes plus mine and can be singles or with co-riders. Accommodations will be in medium priced hotels and lodges along the route with one or two nights in really special places. The trip will include areas like Grand Canyon, Monument Valley, the Golden Circle Route, which includes Telluride, Ouray, Silverton and Durango, Mesa Verde National Park, Taos and Santa Fe New Mexico, and a couple of real Indian trading posts along the route. Possible activities could be a 4 wheel drive trip over the top between Ouray and Silverton, or a ride on the train from Durango to Silverton. This is the area I grew up in and worked for many years at Mesa Verde and traveled and learned to ride in the mountains of Southwestern Colorado. This will entail about eight to nine days of riding with four of playing tourist or lounging around. Costs will be determined soon but I do need to know if anyone is interested. Approximately nine nights of lodging, three or more excursions from guides by train or jeep or bus and gas costs for 3,100 miles of travel plus meals, souvenirs, and miscellaneous expenses. If you ve never been to this part of America, you shouldn t miss the chance. We would leave Friday September 16 th and return home the evening of the 28 th. 4 Official U.S. Code of Federal Regulations Governing Motorcycle Headlight Modulators Official U.S. Code of Federal Regulations Governing Motorcycle Headlight Modulators. This Federal law supersedes all state laws and makes motorcycle headlight modulators legal in all 50 states. FMVSS 108 (Federal Motor Vehicle Safety Standards) (49 CFR Part S7.9.4) allows motorcycle headlight modulation systems in all 50 states provided they comply with the standards set forth in this section. Title 49 USC (b1) (US Codes) prohibits any state from forbidding a system that conforms to FMVSS 108. Code of Federal Regulation - Title 49, Volume 5, Parts 400 to Revised as of October 1, From the U.S. Government Printing Office via GPO Access [CITE: 49CFR ] [Page ] TITLE 49: TRANSPORTATION - CHAPTER V, NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRA- TION, DEPARTMENT OF TRANSPORTATION PART 571, FEDERAL MOTOR VEHICLE SAFETY STANDARDS - Subpart B--Federal Motor Vehicle Safety Standards - Sec Standard No. 108; Lamps, reflective devices, and associated equipment - S7.9.4 Motorcycle headlamp modulation system. S A headlamp on a motorcycle may be wired to modulate either the upper beam or the lower beam from its maximum intensity to a lesser intensity, provided that: (a) The rate of modulation shall be 240 <plus-minus> 40 cycles per minute. (b) The headlamp shall be operated at maximum power for 50 to 70 percent of each cycle. (c) The lowest intensity at any test point shall be not less than 17 percent of the maximum intensity measured at the same point. (d) The modulator switch shall be wired in the power lead of the beam filament being modulated and not in the ground side of the circuit. (e) Means shall be provided so that both the lower beam and upper beam remain operable in the event of a modulator failure. (f) The system shall include a sensor mounted with the axis of its sensing element perpendicular to a horizontal plane. Headlamp modulation shall cease whenever the level of light emitted by a tungsten filament light operating at 3000 deg. Kelvin is either less than 270 lux (25 foot-candles) of direct light for upward pointing sensors or less than 60 lux (5.6 foot-candles) of reflected light for downward pointing sensors. The light is measured by a silicon cell type light meter that is located at the sensor and pointing in the same direction as the sensor. A Kodak Gray Card (Kodak R-27) is placed at ground level to simulate the road surface in testing downward pointing sensors. (g) When tested in accordance with the test profile shown in Figure 9, the voltage drop across the modulator when the lamp is on at all test conditions for 12 volt systems and 6 volt systems shall not be greater than.45 volt. The modulator shall meet all the provisions of the standard after completion of the test profile shown in Figure 9. (h) Means shall be provided so that both the lower and upper beam function at design voltage when the headlamp control switch is in either the lower or upper beam position when the modulator is off. S (a) Each motorcycle headlamp modulator not intended as original equipment, or its container, shall be labeled with the maximum wattage, and the minimum wattage appropriate for its use. Additionally, each such modulator shall comply with S (a) through (g) when connected to a headlamp of the maximum rated power and a headlamp of the minimum rated power, and shall provide means so that the modulated beam functions at design voltage when the modulator is off. (b) Instructions, with a diagram, shall be provided for mounting the light sensor including location on the motorcycle, distance above the road surface, and orientation with respect to the light. Thanks to George Woodside (GWRRA NV-E) and webbikeworld.com, here is a printable, concise version of the Headlight Modulator Law for the United States and is now also a federal law in Canada.

5 Well its official, Spring is finally here, and none too soon. Up here in the northern end of the state we are running about 25% over normal rainfall, so are getting tired of not seeing the sun on a daily basis. This past month several chapters (CA-1M, CA-1R, & CA-1S) have already held their fundraisers, and though the weather did interfere with the turnout, it appears they all did fairly well. Unfortunately, due to some personal health issues, Rene & I didn t get to make all the events, but are mending very quickly and looking forward to get back on the road very soon. While you re traveling, don t forget to send in those Pre-Registrations to earn your points towards this year s District Rally Games. Even if you don t compete yourself, your points do contribute to your chapter s high point totals and really help the chapters you are supporting. Speaking about games & points, don t forget to take your GWRRA Passport with you. It s a cool way to document your travels and may just pay off in the end. On to some GWRRA news. As you may be aware, GWRRA has been on a campaign to enhance the membership experience, and has even promoted the Membership Enhancement position to Officer status. We are attacking this on many fronts, and it appears that it is having some success. The most important thing we can do for New members is to reach out and actually invite them to attend a Chapter meeting then let the GWRRA family do its thing. On a related note, we can t lose sight at the health of our chapters. Successful Chapter stay active and Ride. You ll hear that everywhere you go, but its true. Just ask yourself, would I have joined GWRRA had it not been for my desire to ride. Then there is the Chapter life itself. As noted in the GWRRA March 2011 Insight article, when a chapter has too many positions being filled by one person, either that person will burn out, or the chapter will get tired of doing the same thing over & over. It s important to incorporate the talents of all the Chapter members to help keep Chapter life F un. Many times a Chapter Director simply asks for volunteers at a Chapter Gathering or lists the vacancy in the Chapter newsletter. When no one volunteers, a successful Chapter Director will reach out and interview their members to see where their talents would help contribute to the success of that chapter. So don t just sit around thinking you have to do it all yourself, interview your members, you may just find that diamond in the rough you have been looking for. As members we all need to remember that our Chapter leaders are all members just like us, and need all of the help they can get. Just ask yourself, had they not stepped in to do what they are doing, where would your Chapter be today. So jump in and see where you can help, even if its just to help greet members at your next Chapter Gathering. Until next time, Hang on we re going for a ride. As your Newsletter Editor, I would like you to please remember our newsletter is what we, the Chapter members, make it. So you can help with the creation of an interesting, informative and fun newsletter by submitting articles about your favorite ride, bike accessory, travel adventure, or a just plain funny story. Your submitted articles may be edited depending on space available. For the next newsletter, the deadline is the 20th of this month. It s not too late to submit your story. Pictures in.jpg format are always welcome. Again, thanks Hugs to all of you, Karen Coleman

6 OPPORTUNITIES TO LEARN Here are some thoughts from Terri Kozlowski Chapter Director from GA-D that were found in a GWRRA s Newsletter. These newsletters can be viewed by going online to and click on the Newsletters tab, you can go back several years, or read the latest information; this is a really good way to know what is coming around the bend in the road, and there are some really great stories about rides that other members have taken. ACTION vs. INACTION -- Membership Retention Spending time with your Gold Wing family is a great way to start the year. Those who are active in their home Chapter are happy GWRRA Members who are having a lot of FUN! Those GWRRA Members who are inactive are missing out on all the FUN. Action is about living fully. Inaction is the way that we deny life. ~ Don Miguel Ruiz Inactivity is most often a choice made by the Member. Why are Members inactive? Sometimes they are present but grumbling about something. Give them the ability to act on the problem...ask them for a resolution...get them active in helping the situation. Sometimes, they were not asked to get involved and they are timid in a group setting... so ask for their help in a small way...this action helps overcome their fears that the group may not accept them. Sometimes, they are not even aware there is a Chapter for them to be active in...how sad it is that we have not reached out to these Members to show them the FUN they are missing out on. So...how do we help these inactive Members have FUN? The best way is to show them. To show them you need to know them...so you must greet them with a warm and sincere "hello" and a hug. That hug will do wonders for you, as well as that Member. Now that you have met one another, find out a little about the other and show them the kind of FUN you have at a gathering, ride, event, rally...whatever you find FUN, you need to share. Fun or action is a powerful antidote to the stagnation of inactivity. Being creatively alive by having FUN involves giving up inactivity. How many inactive people have you seen having FUN? The name of the game is FUN... and acting silly and having FUN will give any Member a whole new lease on being creatively alive and active in GWRRA. "There are risks to a program of action, but they are far less than the long-range risks and costs of comfortable inaction." ~ John Fitzgerald Kennedy If you find yourself asking, "Yes, but what can I do?" The answer is very, very simple. Anything is a lot more effective than nothing. Action puts us in control of the future of our Association and our Chapter. Nike says, "Just Do It!" Call that inactive Member and ask them to come to the next Chapter ride or event or gathering. Go across the room and hug that Member you haven't seen in a few months and let them know you are glad they are here. Be sure that everyone you see feels welcome and glad they came...you can do a lot! "One person can make a difference and every person should try." ~ John Fitzgerald Kennedy
