1 1. The San Francisco Police Commission meets in the Taraval Police District on Wednesday, July 30, 2008 at 6:00 pm at the St. Anne's Parish Auditorium. 2. The Sunset Neighborhood Beacon Center will sponsor "National Night Out", an event intended to heighten crime and drug prevention awareness, strengthen neighborhood spirit and police-community partnerships and to send a message to criminals that neighborhoods are organized and fighting back. The event will be held from 7:00-9:00 pm, Tuesday, August 5, 2008 at the Beacon Center, 3925 Noriega, with the full participation and support of the members of the. Please come on August 5th! ARRESTS: 07/26/08 9:35 am 1800 block of 30th Avenue Officers Ron Gehrke and Kevin O'Leary responded to a domestic dispute amongst three parties. The officers found that one of parties, who has no permanent local address, was in violation of a restraining order. The suspect was arrested. Case # /26/08 9:57 am 1200 Irving Officer Kevin O'Leary went to Andronico's market where security had detained a shoplifter. The suspect, who lives on the 500 block of 37th Avenue, was charged with a felony as he had numerous prior convictions. He also was in violation of a stayaway order and was wanted on an arrest warrant for grand theft. Case # /26/08 2:50 pm 1500 block of Sloat Officer Kevin O'Leary responded to the 1500 block of Sloat where a suspect had forged and was attempting to cash a stolen check. The officer detaind the suspect and subsequently found that she was on probation from San Mateo County. The resident of South San Francisco was arrested on two felonies and a probation violation. 3 07/27/08 2:20 am 20th Avenue and Ocean A driver hit three parked cars and continued driving until his vehicle would not continue. Officers Aaron Foltz, Peterkent DeJesus, Joaquin Borromeo and William Derro responded to the scene and observed the driver in the vehicle with the gear in reverse. They detained him and found him heavily under the influence of alcohol. The resident of the first block of Rossmoor failed field sobriety and chemical tests, the latter by three times over the legal limit. He was arrested for drunk driving. Case # /27/08 7:09 am 20th Avenue and Judah Officers Joseph Everson and Kevin O'Leary stopped a vehicle for speeding and a license plate violation. The driver, who lives in Eureka, was wanted on a narcotics warrant from Culver City and was also in possession of marijuana. Case # /27/08 11:25 am Plymouth and Grafton Officer John Cvetovac stopped a driver for a stop sign violation. The driver, who lives on the 400 block of Orizaba, was driving with a suspended license. He was cited and his 1997 Ford was towed. Case # /27/08 12:47 pm 500 block of Gonzalez Officer Kevin Wong went to an apartment on the 500 block of Gonzalez where a girlfriend had struck her boyfriend several times causing an injury to his arm. The suspect was arrested for domestic violence. Case # /27/08 4:30 pm 1515 Sloat Officers Ron Meyer and Jesse Oropeza went to Lucky's market and cited a juvenile, who resides in South San Francisco, for shoplifting. Case # /27/08 5:00 pm 1515 Sloat Officers Justin Quintero and Yukip Oshita were dispatched to 1515 Sloat where a disoriented young girl covered in sand with a ripped shirt was standing by a pay phone. The girl was evasive and uncooperative. A sister who wanted to make a missing persons report on the girl was located at 37th Avenue and Kirkham. Officers Scott Biggs and Joseph Soares transported the girl to her sister's location. Officers Joe Chang and Tigran Antonian arrived to assist. During the course of the investigation, the girl rushed at the officers screaming incoherently. She then bit Officer Oshita on the forearm and she had to be subdued after a struggle. The suspect, who lives in Hillsborough, was cited for assault and resisting arrest. Case # CRIMINAL INCIDENTS: 3

ARRESTS: 07/28/08 12:25 pm 1900 block of 11th Avenue Officer Nelson Yu responded to the 1900 block of 11th Avenue where a dog had bitten a man on the leg. The officer located the owner, who lives on the block, and cited her. Case # /28/08 2:32 pm 100 block of Margaret Officers Juan Gala and Gregory Pak went to the 100 block of Margaret on a report of a domestic disturbance where a woman had beaten her boyfriend with a metal rod causing lacerations to his body. The boyfriend had previously brandished a knife. The officers cited the boyfriend for brandishing and arrested the woman for domestic violence, assault and possession of narcotics. Case # /28/08 4:28 pm 2300 block of Irving Officers Rex Calaunan and Danny Barajas responded to the 2300 block of Irving on a report of a man with a knife. When they arrived a man started advancing towards the officers with his hands in his sweatshirt pocket. The man stated, "I am heavily armed and I called because I want to hurt somebody". The officers detained the suspect and found him armed with a dirk knife under his sweatshirt, a switchblade knife in his waistband as well as a dagger and metal knuckles in his shirt pocket. The suspect, who has no permanent local address, was arrested on weapons violations and $ worth of misdemeanor warrants. Case # /28/08 5:30 pm 1515 Sloat Officers Alan Levy and Dennis Jeong went to Lucky's market and met with security. They had detained a resident of the 2000 block of 24th Avenue, who had entered the store, taken several items and then fought 5

6 with security before being subdued. The suspect was arrested for robbery and for attempting to destroy a cell phone. Case # /28/08 6:50 pm Ocean and Capitol Officer Jesse Oropeza stopped a vehicle for a stop sign violation. The driver, who lives on the 700 block of Monterey, was driving with a suspended license and was uninsured. He was cited and his 2001 Pontiac was towed. Case # /28/08 7:04 pm 25th Avenue and Irving A female victim had broken up with her boyfriend for over one year. Since that time the boyfriend had been harassing her and stalking her and making threats. On this date the woman was walking near Walgreen's on Irving street when the suspect drove up in his car, got out of the car and blocked the victim from walking on the sidewalk. He also put his hands on the victim's shoulders to detain her. The victim screamed for help. Lieutenant Michael Caplan was walking in full uniform as he does every night on Irving street when he heard the screams. Lt. Caplan rushed over to the scene and saw the suspect enter his car and start to drive away. The lieutenant yelled to the suspect to stop but the suspect accelerated and drove off, thereby forcing the lieutenant to push off from the car to avoid being hit. Lt. Caplan obtained the address of the suspect and sent Officers Gregory Pak, Ronald Choy, Juan Gala, Francisco Perez and Sgt. Robert Padrones to the residence. The officers arrested the suspect in the foyer of his building. Inspector Richard Quesada and Officers Tigran Antonian, Aaron Lozada and Matthew Seavey assisted in the investigation. The suspect, who lives on the 1300 block of 20th Avenue, was arrested for assault, stalking and resisting arrest. There is ample parking in the school lot off of Irving. Pedestrian access is at 1351 Funston. There will be an opportunity for open time for anyone who wants to speak to the Police Commission. 2. We have had multiple vehicle vandalism cases in Ingleside Terrace, particularly on DeSoto. We have increased patrols at night. Please report anyone or anything suspicious. 3. 8 Officers Ronald Choy and Francisco Perez went to the Rite-Aid store where security was holding a shoplifter. The suspect, who lives on the 300 block of McAllister Street, had prior convictions for theft so he was charged with a felony. Case # /29/08 6:46 pm 200 block of Broad Taraval officers have received numerous complaints and made a number of arrests relating to a notorious address on the 200 block of Broad. Officers Scott Biggs and Chris Oshita prepared a search warrant which was signed by a Superior Court Judge. The officers were then joined by Officers Gregg Gotelli, Gregory Pak, Juan Gala, Duane Elzey, Jose Guardado, Ronald Choy, Francisco Perez, Aaron Lozada, Matthew Seavey, Vincent Manalang, Darren Wong, Amanda Cordoba and Sgt. Robert Padrones. Entry was denied at the residence so the officers used a battering ram to enter the residence. Inside they found suspects attempting to secrete and destroy suspected crack cocaine. They located a significant amount of cocaine and other evidence indicating packaging for sale. Three suspects, who reside on Broad, Minerva and Lobos, were arrested for various narcotics violations as well as one for a warrant for driving with a suspended license. Case # /29/08 8:49 pm 33rd Avenue and Vicente Officers Matthew Seavey and Aaron Lozada were on patrol when they spotted a vehicle doubleparked at 33rd and Vicente with the passenger door open. The driver and three passengers took off in the vehicle upon seeing the officers. The vehicle sped down Vicente at a speed of 60 miles per hour and was finally stopped several blocks away. The officers detained the four persons and a search of the trunk revealed a fully loaded automatic hand pistol with 30 rounds of ammunition. The officers also confiscated an illegal knife. The suspect, the driver, who is 17 years old and lives on Florentine, was arrested on mutliple firearm charges and for reckless driving. His passengers were released to their parents. This is an example where simple police work can lead to an outstanding arrest. We have intensified patrols in both areas. Please call if you see anything or anyone suspicious, particularly from 7:00 pm until 7:00 am. 9

10 ARRESTS: 07/30/08 1:55 am 12th and Irving A woman looked out her window and observed a man driving a car, crash into a parked car, stumble out of his vehicle, start arguing with his passenger, and then get into the car and drive one block away but then stop again as his vehicle was inoperable. The woman called the police with Officers Jordan King and Justin Erb arriving on the scene. The officers made contact with the driver, who was quite inebriated. He stated that he had not been driving at all and that he was feeling "euphoric". The suspect, who lives on the 1400 block of 48th Avenue, failed field sobriety and chemical tests. He was arrested for drunk driving and hit & run. His euphoria may have dissipated. Case # /30/08 7:52 am 19th Avenue and Sloat Officer Matt Friedman stopped a vehicle for an equipment violation. The driver, who lives in Daly City, was unlicensed and uninsured. She was cited and her 1995 Lexus was towed. Case # /30/08 1:27 pm 100 block of Sagamore Sgt. Robert Padrones along with Officers Gregory Park and Juan Gala observed a woman driving on the 100 block of Sagamore who was known to them. The officers were aware that she had a suspended license and had a warrant for her arrest. They stopped the resident of the 200 block of Broad and found suspected narcotics paraphernalia on her person. She was arrested for driving with a suspended license, the paraphernalia and a warrant for driving with a suspended license. Her 1988 Acura was towed. Case # /30/08 2:40 pm Judah and Great Highway Two women were walking along the beach when they noticed a strange man staring at them. The man then walked over to one of the women and suddenly grabbed her privates. The suspect then left and shortly thereafter started following the women again. The women hurried over to a group of men and called 911. Officer Michael Evans responded and saw the suspect running across the Great Highway near Judah. He pursued the suspect and detained him. The suspect, who was positively identified, stated that he was sleepwalking and the woman "made him do it". The resident of the 800 block of Turk was arrested for sexual battery. Case # /30/08 3:20 pm 40th Avenue and Vicente Officers Jamie Hyun and Matt Friedman were patrolling a public park. As soon as a man saw the officers, he quickly walked in the other direction. When the officers stopped him, they located narcotics paraphernalia. The officers asked the resident of the 100 block of Howard if he had any narcotics and he stated "no". The officers then found suspected methamphetamine in his pocket. He was arrested. Case # /30/08 3:57 pm 2300 block of Noriega 10

11 Officers Matthew Seavey and Aaron Lozada went to Safeway and arrested a person being held by security. The suspect, who has no permanent local address, had been shoplifting. The suspect was charged with a felony as he had prior theft convictions. The suspect was also on parole and had narcotics paraphernalia on his person. Case # /30/08 7:50 pm Harding and Skyline Officers Christina Pena, Nathaniel Manalang and Mari Noguchi were on patrol checking the Lake Merced Boathouse due to complaints of theft and vandalism. They observed two women acting suspiciously in a vehicle with no license plates. They stopped and found that the women were using marijuana. One suspect, who lives on Hazelwood, was cited for possession of marijuana. The other, who lives on Fuente, was cited for the license plate violation and for having an uninsured vehicle. Case # /30/08 8:25 pm 2600 block of 30th Avenue Officers Danny Barajas and Rex Calaunan went to a rehabilitation facility where a woman was to be admitted but refused to comply with some basic rules at the institution. A dispute occurred and the employee started to call the police on her cell phone. The woman then struck the employee twice with her fist, tried to grab the cell phone, and stated "if I get arrested, I will kick your butt and burn this place down". The suspect then fled on foot. Officers Nanci Stockwell and Latanya Kellogg obtained a description of the suspect and located her at 18th and Taraval. The suspect, who lives on the 200 block of Turk, was identified and arrested for threats, dissuading a witness and battery. She also had an arrest warrant from Alameda County for malicious mischief. 13 ARRESTS: 07/31/08 1:35 pm 300 block of Plymouth Officers Scott Biggs and Yukio Oshita were working plainclothes when they spotted a known drug dealer, who is on probation, waving down cars and people. The officers stopped, detained the suspect, and then conducted a search of the suspect's nearby residence. The officers found a significant amount of suspected methamphetamine, two illegal knives and two other weapons. The suspect was arrested on a multitude of charges. Case # /31/08 2:55 pm 20th Avenue and Santiago Officer Charles Chan stopped a vehicle for expired registration and for violating a stop sign rule. The driver, who lives on the 4000 block of Lawton, was driving with a suspended license and was uninsured. He was cited and his 2001 Porsche was towed. Case # /31/08 4:34 pm 28th Avenue and Ortega Officers Aaron Lozada and Matthew Seavey were advised by a resident that he wanted to make a citizen's arrest on a suspect selling fruit on the street without a permit. The officers cited a resident of San Jose. Case # /31/08 7:12 pm 20th and Irving A driver struck three vehicles and then fled the scene. Witnesses obtained the vehicle description and it was broadcast over the police radio. Officers Travis Pitcher, Thomas Chu, Francis Feliciano and Christina Pena responded to investigate the case. The vehicle and suspect were last seen going slowly west on Irving. Officers Pena and Feliciano spotted the vehicle parked on the 1300 block of Great Highway. When they approached the vehicle they observed an occupant trying to cover up some beer. The occupant was identified by a witness as the driver of the vehicle in question. The suspect, who gave a post office box as an address, failed field sobriety and chemical tests. He was arrested for driving under the influence and for being unlicensed. Case # /31/08 11:05 pm Sunset and Lake Merced Boulevard Officers Dean Lee and Dennis Jeong stopped a vehicle for a registration violation. Due to the length of the expired registration, the officers had the authority to tow the vehicle. An inventory of the vehicle revealed six explosive devices, tubes with caps and wicks for flammability. The suspect, who lives on the 200 block of Hazelwood, was arrested. 14 A woman called the police and stated that she saw a suspect on the 500 block of Grafton use a knife to slash the tires of four vehicles. The suspect was in the company of two other subjects. Officers Allan Wong and Paul Wilbus sped to the scene, as they were aware that there had been a repetitive tire slasher who had been operating in the Ingleside Terrace neighborhood a few blocks away and in adjacent areas in recent days during the late night and early morning hours. The officers obtained a description of the suspects and began a methodical search of the area. They located three persons on the corner of Holloway and Capitol who matched the description of the suspects. Officers Antonio Cacatian and Jarome Winesberry arrived and drove the witness close to where the suspects had been detained. The witness positively identified one of the detainees as the man with the knife who had slashed the tires. The officers recovered a knife on the suspect and also elicited information from him that he slashes tires on a regular basis. The suspect, who is 17 years and 11 months old and lives on Jules, was cited and released to his mother. The other detainees, who live on Diamond Heights Boulevard and the 100 block of Miramar, were admonished and released. We have increased patrols due to vandalism and loitering in the Ingleside Terrace and Golden Gate Heights neighborhoods. 3. Remember the Taraval scofflaw program. If you see a vehicle on a public street with registration expired by six months or more, me and we will tow the vehicle within 48 hours. Keep in mind that many of those vehicles may have had their fees paid and or folks forget to put the tabs on the license plates. In those instances we cannot tow but in all others we will remove the clunkers from the streets. 4. Taraval residents have called us about two prostitution houses in the Sunset. Our Vice Crimes Division has made arrests at these locations after hearing from the residents. You are our eyes and ears--- thank you. 15

True or False?--- Ulloa and Wawona intersect. ARRESTS: 08/01/08 12:35 am Noriega and 41st Avenue Officer Orit Samson stopped a vehicle for a stop sign violation. The driver, who lives on the 1800 block of Felton Street, was driving with a suspended license. He was cited and his 1991 Lexus was towed. Case # /01/08 12:45 am Plymouth and Lobos Officer Matthew Seavey stopped a vehicle for driving on the wrong side of the road. The driver, who lives in Daly City, was unlicensed and uninsured. One person had an air gun secreted in his sweatshirt. Other detainees were unarmed. The suspect, who lives on the 5300 block of Diamond Heights Boulevard, was arrested. Case # /01/08 8:22 pm Sunset and Pacheco Officers Yukio Oshita and Justin Quintero stopped a vehicle for a license plate violation. When they approached the vehicle, they smelled marijuana.
