1 On Monday, June 22, 2009 at 5:00 pm in Room 250 of City Hall there will be an opportunity for members of the public to comment on the Fiscal San Francisco Police Department Budget. The Monterey Heights Neighborhood Association meets on Tuesday, June 23, 2009 at 7:00 pm at Taraval Police Station, th Avenue. On Friday, June 26, 2009 at 1:00 pm there will be a groundbreaking ceremony for the New Ortega Branch Library at 3223 Ortega. Dignitaries in attendance will be Mayor Newsom, Supervisor Chu and City Librarian Luis Herrera. ARRESTS: 06/12/09 10:00 am 2100 block of 24th Avenue Officer Randy Ly admonished a foreman of a San Francisco Unified School District project for blocking sidewalk access and vehicular access. Case # /12/09 11:00 am 800 block of Taraval Street 1

2 Officer Randy Ly admonished employees of a construction project who were in violation of city rules regarding traffic controls that were causing a hazard to motorists. Case # /12/09 1:07 pm Capitol and Farallones Officer Dean Lee stopped a driver for an equipment violation. The driver, who lives on the 200 block of Farallones, was unlicensed. He was cited and his 1994 Honda was towed. Case # /12/09 2:55 pm Sloat and Junipero Serra Officers Brendan Gardiner and John Laffey stopped a vehicle for a turn violation. The driver, who lives in Livermore, was driving with a suspended license. He was cited and his 2002 Ford was towed. Case # /12/09 5:15 pm 3200 block of 20th Avenue Officer Mari Noguchi went to Macy's and cited a resident of the 700 block of Goettingen for shoplifting. Case # /13/09 2:50 am 300 block of Stratford Officers Jennifer Orantes, Michael Ferraresi, Wayne Wong and Andrew Kavanagh as well as Sgts. Julian Ng and Deborah Gizdich responded to an address on Stratford to conduct a well being check. When they arrived a woman was screaming in the street. The officers conducted an investigation and found multiple illegal narcotics and paraphernalia. One subject was given medical attention and another, who lives in the residence, was arrested on a number of narcotics charges. Case # /13/09 2:15 pm 3200 block of 20th Avenue 2

3 Officer Nanci Stockwell went to Macy's where security was detaining a shoplifter. The suspect, who lives in Daly City, was arrested for felony theft, due to a prior theft conviction. Case # /13/09 4:30 pm 3200 block of 20th Avenue Officers Thomas Chu and Fernando Leiva went to Macy's where security had detained a shoplifter. The suspect, who lives on the 4000 block of 18th Street, had entered the store with a backpack, removed sensors from clothing, secreted the clothing in the backpack and left the store without paying. He was arrested for burglary, possession of burglar tools and for giving false identity. Case # /14/09 3:30 pm 200 block of West Portal Officers Jamie Hyun and James Johnson went to the 200 block of West Portal where a dog owner had not controlled his dog, thereby the dog bit a woman on the leg. The owner, who lives on the 300 block of Hazelwood, was cited. Case # /14/09 8:00 pm 100 block of Margaret Officers Rolando Escobar and Rex Calaunan went to a halfway house on the 100 block of Margaret where a watch had been stolen and the suspect detained by the halfway house authorities. The suspect, a resident, was arrested for receiving stolen property and for two misdemeanor warrants. Case # /15/09 12:30 pm 3200 block of 20th Avenue Officer Sam Martin went to Claire's store in Stonestown and cited a resident of the 200 block of 3rd avenue for shoplifting. Case #

4 06/15/09 12:40 pm 9th Avenue and Judah Officer Neil Fanene stopped a driver for a registration violation. The driver, who lives in Millbrae, was unlicensed and uninsured. He was cited and his 1991 Toyota was towed. Case # /15/09 3:01 pm Kirkham and Sunset Officer Charles Chan stopped a vehicle for a turn violation. The driver, who lives in South San Francisco, was driving with a suspended license. He was cited and his 2008 Toyota was towed. Case # /15/09 3:30 pm 2500 block of 21st Avenue Officers Michael Mitchell, Thomas Abrahamsen, Chris Oshita and Scott Biggs investigated an assault by a suspect involving his wife and child. The officers, with the assistance of South San Francisco officers, arrested the suspect in South San Francisco for domestic violence and assault. 8 The West of Twin Peaks Council meets tonight, Monday, June 22, 2009 at 7:00 pm at 381 Magellan Avenue The Monterey Heights Homeowners' Association meets on Tuesday, June 23, 2009 at 7:00 pm at Taraval Police Station, th Avenue. ARRESTS: 06/16/09 10:45 am 1500 block of Judah Officers Joseph Everson, Nicolas Pena, Thomas Abrahamsen and Michael Mitchell responded to the 1500 block of Judah where a brother had threatened to damage his sibling's car with a baton. The suspect, who lives in the area, was arrested for possession of an illegal weapon. Case # /16/09 11:05 am Judah and 23rd Avenue Officers Thomas Ly and Nicolas Pena stopped a vehicle for a license plate violation. The officers determined that the Montara resident was driving with a suspended license and was uninsured. They also determined that the registration on the vehicle was fraudulent, and that a license plate was reported stolen from San Mateo. The suspect was arrested on numerous charges. Case #

9 06/16/09 4:00 pm 200 block of Thrift Sergeant Mark Im as well as Officers Chris Oshita and Scott Biggs received a report from Ingleside Station officers that a suspect in an assault case was on the 200 block of Thrift. They responded to that location and arrested the suspect for criminal threats, and three assault charges. Case # /17/09 2:05 am 2400 block of 19th Avenue Officers Jarome Winesberry and Richard Cibotti went to an address on the 2400 block of 19th Avenue where a cohabitee had struck a victim and was threatening the victim with a knife. The suspect was arrested for assault. Case # /17/09 8:25 am 200 block of Hanover Officers Juan Gala, Chris Oshita, Scott Biggs and Jose Guardado received credible information that a suspect had threatened to shoot a victim. The officers responded to the 200 block of Hanover and arrested the suspect. Case # /17/09 1:55 pm 600 block of Capitol Officers Jose Guardado and Juan Gala received information that a suspect was wanted on a robbery case from April The officers proceeded to the suspect's address and then saw her walking on the street. 10 Officer Michael Mitchell stopped a driver for a stop sign violation. The driver, who lives on the 4000 block of Kirkham, was driving with a suspended license. He was cited and his 2004 Lexus was towed. Case # /17/09 4:40 pm 3200 block of 20th Avenue Officers Patrice Scanlan and Christina Pena went to Macy's and cited a resident of the 600 block of King for shoplifting. Case # /17/09 9:01 pm 19th Avenue and Ulloa Officers Leroy Thomas and Khang Do observed an intoxicated man staggering in the middle of the street. The man, who lives on the 300 block of Peru, was arrested for public drunkeness. Case # /18/09 8:14 am Ocean and Capitol Officer Lori Peltier stopped a driver for a stop sign violation. The driver, who lives on the 600 block of Darien, was unlicensed. She was cited and her 2006 Ford was towed. Case # /18/09 10:40 am Lowell High School Numerous Taraval officers including Lindsey Suslow, Sam Martin and Ronald Gehrke responded to a disturbance. When the officers attempted to investigate the incident, one suspect assaulted an officer and resisting arrest. That juvenile, who resides on the 1600 block of Eddy, was cited. Case # /18/09 11:11 am 1900 block of 35th Avenue Officers Scott Biggs and Chris Oshita received information about a large marijuana growing operation at a house on the 1900 block of 35th Avenue. 10

11 They investigated and prepared a search warrant. The warrant was signed by a Superior Court Judge and then the officers along with Sgt. Mark Im and other officers executed the warrant. A large marijuana growing operation was found and the occupant was arrested on numerous charges. Case # /18/09 5:30 pm 2700 block of Ortega Officers Khang Do and Leroy Thomas responded to a vehicle accident. One of the drivers, who lives on the 1500 block of 30th Avenue, was clearly under the influence of drugs. He stated that he had been taking a substance and fell asleep. The suspect failed field sobriety tests and was arrested for driving under the influence of drugs. Case # /18/09 6:23 pm 1500 block of 46th Avenue Lieutenant Michael Caplan along with Officers Carmen Batan, Erik Maher, Alan Mulliken, and Eric Tindall responded on a call of a man destroying plants in front of a residence. The officers located the suspect walking on 47th Avenue. The suspect, who lives on the 4500 block of Mission, stated, "I am sorry, I was mad and took it out on the flowers". The suspect was cited for malicious mischief. Case # /18/09 7:00 pm Noriega and 39th Avenue Sgt. Paul Weggenmann observed a couple fighting in the street. 16 Taraval Officers Arrest Strongarm Robber/Parolee From 30th Avenue in Sunset With Speedy Response to Crime--- See Below. The Monterey Heights Homeowners' Association meets tonight, Tuesday, June 23, 2009 at 7:00 pm at Taraval Police Station, th Avenue. Police officers will be in attendance to answer questions. Supervisor Carmen Chu invites neighbors to participate in the second community planning meeting for the Sunset Playground. It will be held tonight, Tuesday, June 23, 2009, from 6:30 to 8:00 pm at the Sunset Recreation Center, 2201 Lawton. The Pinehurst Blockwatch will be held at 98 Pinehurst on Wednesday, June 24, 2009 at 7:00 pm. Police officers will be in attendance to answer questions. 17 ARRESTS: 06/19/09 1:30 am Capitol and Grafton Officers Jeffrey Fortuno and Peterkent DeJesus were on patrol when they spotted a driver speeding and losing traction as he skidded around a corner. They stopped the vehicle and asked the driver for his driver license and registration. The driver said "I don't know what you are talking about". The officers noticed the driver was inebriated. He failed a field sobriety test and then was found to be twice over the legal limit on a chemical test. The driver, who lives on the 300 block of Faxon, was arrested on a multitude of charges. Case # /19/09 10:00 am 300 block of Junipero Serra Officer Randy Ly observed a construction project where a sidewalk was completely blocked. The foreman, who lives in San Mateo, was admonished regarding local ordinances and the Americans with Disabilities Act. Case # /19/09 11:00 am 500 block of Faxon Officer Randy Ly observed another construction project where a traffic lane was closed and was a hazard. The foreman, a resident of Tracy, was admonished. Case # /19/09 11:10 am 7th Avenue and Judah Officer John Taft stopped a driver for an equipment violation. The driver, who lives in San Jose, was unlicensed. She was cited and her 2000 Jeep was towed. Case #

18 06/19/09 12:50 pm Santa Clara and Portola A motorcyclist collided with another vehicle. Officers Darwin Naval and Lori Peltier responded to the scene. The motorcyclist, who lives on the 700 block of Page, was under the influence of alcohol. He failed field sobriety tests and was arrested for drunk driving. Case # /19/09 9:40 pm 2100 block of 32nd Avenue Officers Michael Ferraresi and Andrew Kavanagh went to an address on 32nd Avenue where a man had beaten a woman. The suspect was arrested for domestic violence. Case # /19/09 10:44 pm 1500 block of 30th Avenue A woman was in front of her residence attempting to unlock her front gate with her keys in her hands. Suddenly a suspect appeared from behind her, grabbed her and held one hand over her mouth and pulled her to the ground. The suspect stated "give me your money!" and forcibly took her purse containing various personal items. The suspect fled on foot northbound on 30th avenue. The police were called with numerous Taraval officers responding to the scene. The officers had a specific description of the suspect. Officers John Taft and Erik Maher spotted a suspect matching the description of the robber in a vehicle on the 1300 block of 30th avenue. He reversed the vehicle from a driveway and accelerated at a high rate of speed northbound on 30th avenue. The officers pursued the suspect to 25th avenue and Irving where he was stopped. The suspect, who lives on the 1800 block of 25th Street, and is on parole for robbery, was determined to be the robber. The victim's property was located in a stairwell between the scene of the robbery and where the suspect and vehicle were spotted. The suspect was arrested for robbery, driving unlicensed, driving uninsured and for a parole violation. Case #

19 06/20/09 4:30 am Randolph and Beverly A woman observed a man acting suspiciously by running back and forth at 19th avenue and Beverly. She then saw the man put his fingers through a passenger window attempting to enter the vehicle. When the man did not succeed he took a tree branch and tried to stick it through the window. When that didn't work, he took some rocks and smashed them against the window and then took a large rock and smashed that against the window. The woman flashed her headlights at the man and so he took off on foot. Officers Andrew Kavanagh and Jeffrey Fortuno responded to the woman's 911 call and located the suspect on Junipero Serra. The suspect, who lives on the 300 block of Monticello, was on parole for auto theft. He was arrested for attempted burglary and a parole violation. Case # /20/09 11:30 am 3200 block of 20th Avenue Officers Darwin Naval and Charles Chan went to Macy's where security was holding a theft suspect. The officers arrested the resident of the 700 block of Van Ness for burglary. Case # /20/09 12:20 pm LaPlaya and Irving Officers Jamie Hyun and James Johnson stopped a vehicle for an equipment violation. The driver, who lives on the 2400 block of 43rd Avenue, was driving with a suspended license and was in possession of marijuana. He was cited and his 1996 Ford was towed. Case # /20/09 5:00 pm 1000 block of Great Highway Officers Eric Tindall and Allen Mulliken responded along with Richmond District officers to a long lasting road rage incident that started in the East Bay and ended up at Lincoln and Great Highway. 20 been arguing about their relationship with the woman following the man in a vehicle and continuously striking her vehicle against his. The officers arrested the resident of Oakland for five counts of felony assault. Supervisor Carmen Chu's package of massage parlor legislation passed the Board of Supervisors on June 23, This legislation will facilitate a more public process for permits for massage establishments and will also amend the Health Code to make it easier to suspend and revoke licenses for violations. Members of the Taraval Station have been working with the Vice Crimes Division to 22

23 eradicate prostitution operations in massage establishments. Due to the work of Supervisor Chu and her colleagues on the Board of Supervisors our collective tasks will be made easier. 2. The scheduled summer movie night in the Sunset District for Thursday, June 25, 2009 has been CANCELLED. ARRESTS: 06/21/09 2:40 am 900 block of Holloway Officer Jarome Winesberry responded to an address on the 900 block of Holloway where a man had strangled a woman after a dispute. The man was arrested for felony assault. Case # /21/09 2:41 am Lake Merced and Font Officers Wayne Wong, Peterkent DeJesus and Jeffrey Fortuno as well as San Francisco State University officers responded to a traffic collision. One of the drivers, who lives on the 1700 block of 30th Avenue, was obviously intoxicated. He failed field sobriety tests and was arrested for drunk driving. Case #

24 06/21/09 4:02 pm 19th Avenue and Wawona An off duty Fremont police officer was enjoying a concert in Stern Grove. When he walked back to his car, he observed a suspect breaking into a parked car. The officer yelled at the suspect and the suspect took off on foot. The officer called the police with Officers Henry Ha, Joseph Chang, Ronald Gehrke, Benny Lew, Erik Maher, Moli Finau, Jamie Hyun, James Johnson, Thu Viang, K. Alvaro and Sgt. Paul Weggenmann responding to the area. Officer Ha spotted the suspect on 21st avenue but the suspect ran away. A local resident advised the officers that the suspect was hiding between residences on the 2500 block of 21st Avenue. Officer Finau then spotted the suspect walking on 22nd Avenue. The suspect was taken into custody and was positively identified by the off duty officer. The suspect, who lives in Pinole, was arrested for burglary, a parole violation and for resisting arrest. Case # /21/09 11:20 pm 1700 block of 43rd Avenue Officer Andrew Kavanagh and Michael Ferraresi responded to an address on the 1700 block of 43rd avenue where a man had dragged a woman out of a house and caused injuries to her leg. The officers arrested the suspect for domestic violence. Case # /22/09 10:22 am 100 block of Shakespeare Officers Jamie Hyun and James Johnson responded on a complaint of persons smoking marijuana in a car. The officers detained three persons, arrested one, a resident of Daly City, for possession of suspected hashish and admonished two others, residents of Daly City and South San Francisco. 25 Officer Juan Gala stopped a vehicle for a turn violation. The officer conducted an investigation and found that the driver was in possession of a large amount of marijuana. The suspect, from Oakland, was arrested. Accordingly, I have asked all of the neighborhood watch leaders in the Taraval District if they would like a liaison police sergeant to be assigned to their group as a point of contact. The sergeant will be available to answer inquiries, receive community policing projects and attend scheduled neighborhood watch meetings or send a subordinate to those meetings. He captured one of the suspects and turned her over to Stonestown security. Officer Moli Finau arrived and cited the resident of Harbor Road for theft. 31 Officers Scott Biggs and Chris Oshita stopped a suspect who was entering a camper and acting suspiciously. The suspect was on active parole and was standing next to suspected methamphetamine. The suspect, who gave an address on the 800 block of Hayes, was arrested on narcotics and parole charges. Case # /23/09 11:00 pm 11th Avenue and Irving Officers Timothy Whatley and Jessica Nantroup stopped a driver for driving with no headlights. The driver, who lives on the 200 block of West Portal, was driving with a suspended license. He was cited and his 1999 Honda was towed. Case # /23/09 Midnight Orizaba and Farallones Officers Chris Oshita, Scott Biggs and Sgt. Mark Im were on patrol when a driver left a parking space narrowly missing the officers' car. The officers attempted to stop the vehicle but he drove away and then came to an abrupt stop. When the officers approached the driver he attempted to discard suspected cocaine. ARRESTS: 06/25/09 8:32 am 200 block of Winston Officers Jerry King and Darwin Naval responded to McDonald's where an employee had observed a juvenile suspect making permanent etching marks 33

34 on a counter top. The suspect, who lives on the 100 block of Precita, was cited for malicious mischief. Case # /25/09 9:22 am 200 block of Miramar Officers Scott Biggs and Chris Oshita conducted surveillance of a residence where a wanted suspect resided. The suspect emerged from the residence and was taken into custody by the officers without incident. He was wanted on a pimping and pandering warrant with five hundred thousand dollar bail. Case # /25/09 9:46 am Lincoln and 27th Avenue Officers Maria Donati and Nicolas Pena observed a trailer with registration expired by three years. They stopped to investigate and located a man inside the trailer. The man, who has no permanent local address, was wanted on a no bail parole warrant from the Department of Corrections. Case # /25/09 11:30 am 20th Avenue and Buckingham Officer Kevin O'Leary stopped a driver for a registration violation. The driver, who lives on the 2600 block of 46th Avenue, was driving with a suspended license and was uninsured. He was cited and his 1986 Honda was towed. Case # /25/09 11:40 am Ocean and Capitol Officer Randy Ly stopped a driver for a cell phone violation. The driver, who lives on the 1500 block of 32nd Avenue, was unlicensed.
