1 NORTH COLLEGE HILL POLICE DEPARTMENT MONTHLY POLICE ACTIVITY REPORT FOR MAY 2018

2 This monthly report is a review and summary of our activities. The summary of activities is reflective of not only the calls for service and other actions we complete, but is indicative of the effort and professionalism the members of the police department continue to put forth in our daily mission to deliver exemplary police service to our community. 3 ARRESTS MADE IN MAY 2018 There were a total of 80 arrests made within the City of North College Hill in MAY of the arrests were recite arrests (the person arrested was not physically taken into custody but issued a citation and told to appear in court). 34 of the arrests were physical arrests (the person was physically taken into custody). Of the total arrests made within the month of MAY 2018, 27 were residents of North College Hill and 53 were nonresidents. Page 3 of 21

5 VEHICLE CRASHES REPORTED IN MAY 2018 There were a total of 40 auto accidents within the City of North College Hill in MAY of these crashes involved injuries of the auto accidents were on public roadways of the auto accidents were on private property. 7 - of the auto accidents were Hit/Skip related. 6 TRAFFIC CITATIONS ISSUED IN MAY 2018 The North College Hill Mayor s Court had year-todate receipts totaling $81, as of MAY There were a total of 181 traffic citations issued within the City of North College Hill in MAY of the citations were for moving offenses (OVI, Speeding, Fail to Obey a Stop Sign, etc.) 28 of the citations were for non-moving offenses (Expired license plates, not wearing a seatbelt, etc.) Page 6 of 21

7 23 of the citations were for parking related offenses (Parked where prohibited by signs, etc.) 47 of the citations were written warnings (the person cited was not required to pay a fine or appear in court). Page 7 of 21

8 VEHICLES TOWED OR IMPOUNDED IN MAY 2018 There were a total of 18 vehicles either towed or impounded within the City of North College Hill in MAY (These vehicles were towed or impounded at the request of the police department) Page 8 of 21

9 FALSE ALARMS RECEIVED IN MAY 2018 There were a total of 32 false alarms received that required a response by the North College Hill Police Department in MAY of these false alarms were to businesses. 16 of these false alarms were to residences. 134 Total false alarms have been received in Page 9 of 21

10 The following narratives are a small sampling of the various calls for service the North College Hill Police Department routinely receives. CALLS FOR SERVICE Inducing Panic/Weapons Under Disability ( / ) At approximately 1637 hrs. on 5/1/18, officers were dispatched to investigate for a person with a shotgun on the front porch of a residence on West Galbraith Rd. Prior to this, at approximately 1540 hrs., the same person had fired one to two rounds in the air with a hand gun from his front porch. According to the witness the person then reentered the residence and then came back out onto the porch with what he stated appeared to be a rifle. The witness stated he heard the person say, "I told them or you to keep your mouth shut." The witness stated that the person said something else to a young man walking down the street but could not hear what he said. The young man appeared to be unfazed by whatever he said and continued walking down the street. The person then re-entered the residence. Upon officer's arrival the person had already gone back inside the residence. The outer screen door was shut, but the interior door was open. Officers made several attempts to make contact with the person Page 10 of 21

11 with no response. Officers surrounded the residence and stopped traffic on West Galbraith Rd in front of the residence. The Hamilton County SWAT team was called and responded to the scene. The SWAT team made several attempts to contact the persons by phone. They deployed a flash-bang device in the front yard of the residence, and gave numerous commands via loud speaker in front of the residence. The front door was breached and a Robot was deployed. Ultimately a police canine was taken into the residence and a search of the residence was conducted. The person was eventually located in the attic that was converted to a bedroom. He was taken into custody. The suspect complained that he was bitten by the dog on the left arm and lower leg. He could not remember which leg. He was unable to say which leg was bitten based on any pain he was experiencing. His arm was checked by SWAT personnel and no injury was observed. He was transported to the Hamilton County Justice Center and charged with having Weapons under Disability, Inducing panic and Discharging a Firearm over a Public Roadway. The SWAT team then cleared the remainder of the residence and turned the house over to the North College Hill Police Department for a search for evidence of the crimes charged. Domestic Violence ( ) Officers were dispatched to Grace Ave. for a domestic trouble where the female had been assaulted and the male had fled in a vehicle. When we arrived on scene officers found the victim inside the residence. The victim stated that she had been assaulted by her adult son, who had fled the scene in her vehicle. She stated that her son wanted a ride home and she refused which caused him to become irate. An argument ensued and the son demanded her car keys. When the victim refused to hand over the keys the argument turned physical, when the son grabbed the victim by the throat and started Page 11 of 21

12 choking her while trying to grab the keys. The victim threw the keys to her daughter, while she was still fighting with her son. No longer in possession of the keys, the son pushed the victim down and then went after his sister. He pushed his sister down and took the keys from her and fled in the vehicle. The victim did have visible signs of abuse. Her neck was red and she had scratches on her neck and chest area. The altercation occurred in the kitchen and items could be seen knocked over or on the floor. The victim indicated that she wanted to file charges against her son. She was advised that domestic violence would be filed against him; however as the car belongs to the victim's brother who was not on scene, the victim was advised that her brother would have to file the charges relating to the vehicle. Burglary ( ) Officer Six was dispatched to Salmar Ct. by the Police clerk to see a complainant reference a burglary that had just occurred. Officer Six arrived on scene and spoke with the listed victim. She stated after arriving home early from work she entered the front door and walked into the kitchen. When she passed the hallway she saw a flash of what she thought was a person. She dismissed this in her mind thinking it was only her hair. The victim then goes into the bathroom to get changed. She exits the bathroom and goes into her bedroom to start making the bed. As she approached the bed she saw the suspect crouched down on the floor next to her bed. She stated she immediately recognized the suspect as her next door neighbor. The victim confronts the suspect and demands him to leave. The suspect does leave however while leaving the suspect allegedly stated several times he had a drug problem. Entry was made via the rear screen door which was cut or torn to gain entry. The rear window was then forced open allowing the suspect to make entry. Shortly after the incident occurred, the suspect contacted the victim begging her not to call Police. He even went as far as to send her a message via Facebook requesting her not to involve Police. Officers Henn and Six did make several Page 12 of 21

13 attempts to locate the suspect at his residence. The suspect obviously did not answer the door. Warrants for Burglary were filed on the victim s behalf. Theft ( ) The complainant reported that she observed a F/B standing near the cash register of Dollar General, looking at some paper towels. She stated the F/B was carrying a large style purse that looked like it was packed full of items. The F/B put down the paper towels and left the store. She stated she followed the F/B out the store to the north side of the store. She saw the F/B get into a silver car, and provided a license plate. The complainant stated she confronted the F/B and informed her that she knows she had taken items out of the store, and asked her to return them. The F/B stated "I did not take anything." About that time a M/B came walking toward the car. The complainant stated the bottom of his pants were sticking out, looking like items were stuffed inside. She stated the M/B got into the car, along with the F/B, and drove off turning north on Hamilton Ave. PO Kilgore asked the complainant if she saw them put any items in the purse, or in the pants. She stated "No, I did not see any items, but I know they were full." She also stated she can identify the two persons. The complainant was shown a picture of the registered owner. She stated that was not the M/B. A F/B was also attached to the license plate, no picture would show up of the suspect to be able to show the complainant. An estimate of $ was placed on the missing product. The complainant was asked to provide the PD with a copy of the video tape of the suspects entering/leaving the store. Assault ( ) PO Chaney responded to Fricker s for a trouble with a customer run. As PO Chaney pulled into the lot, the manager of Fricker's stated that the blue SUV that just pulled out of the lot, contained the subject that had assaulted him. PO Chaney pulled out Page 13 of 21

14 of the lot and headed east on Goodman. He observed the Blue SUV going east on W. Galbraith. PO Chaney was able to catch up to the Blue SUV as it went around a vehicle stopped at the Red Light at Marvin and W. Galbraith. PO Chaney conducted a traffic stop on the vehicle and with the assistance of Officer Miller; all three parties were detained for investigation of assault at Fricker's. Officer Miller contacted the manager who stated the individual who assaulted him was wearing a white T-Shirt and white shorts which matched the clothing of a suspect, who was detained in PO Chaney s vehicle. The female driver of the SUV was cited for running the Red Light and released along with the other male subject. The suspect was transported back to Fricker's where he was identified as the subject that assaulted him inside Fricker's. The suspect was then transported back to the PD where he was arrested for assault and criminal trespass. Aggravated Robbery ( ) Officers were dispatched to Walgreen s for a subject who robbed the store, the fled on foot unknown direction. PO Cole arrived on scene and talked to the manager. He stated a male black with red hat, Black UC zip up sweatshirt, and black pants grabbed several items in the store then proceeded to check out. Once he rang the items up and placed them in the bag. The subject pulled a small pistol (black small pistol with a rainbow pearl finish on the upper) out of his pocket and told him to take the money out of the register and place it in the bag. The manager followed his commands by emptying the register. The suspect then proceeded out the front door. Officers watched video footage of the suspect who walked on the business sidewalk from the south side of the business and enter the store. There was no camera footage in the isle he walked down. He then reappears at the main register where after checking out he pulls the pistol out of his pocket and aims it at the manager from his hip. Footage outside shows him walking Page 14 of 21

15 eastbound, on the south side of the business, where he walks off camera. $35.06 of merchandise was taken from the incident and $ was taken from the register. No one was injured. The manager stated the morning manager will make a copy of the video footage for investigations. Theft ( ) PO Henn was dispatched for a theft report. Upon arrival, he was met by the reporter, who is also the property owner. The reporter states an unknown person or persons removed (2) two outside central air conditioning units from the north side of his apartment building. The reporter states he received a call from his lawn service reporting tire marks in the grass on the north side of the building, and when the reporter arrived on scene, he found the two A/C units missing. The suspect(s) appear to have driven a vehicle onto the yard, removed the circuit breakers for the A/C units, and then cut the refrigerant lines and power lines to the units. There were, what appeared to be, recent smudges in the oxidation on the outside of the power boxes, however, there were no usable latent fingerprints located after dusting those boxes. The reporter believes the units may have been taken to sell, as opposed to recovering the copper contained within the units, as they are virtually brand new. The reporter was advised a report would be on file with our department to document the incident as well as the procedure to follow for obtaining a copy of that report. The victim advised he will attempt to obtain the serial numbers for the units for possible identification should the units be recovered. Assault ( ) Officers were called to Burger King for an assault report. Upon arrival, PO Henn was met by the victim, who states she was assaulted by a known female, and that female has since left the scene, traveling west on W Galbraith Rd toward Hamilton Ave in a black Cadillac Escalade. The victim states she was in the drive thru of the restaurant when the offender approached her vehicle, yelling and stating she wanted to fight. The offender then opened the passenger door, where the victim was seated, and struck the victim. The victim was able to fight the Page 15 of 21

16 offender off. The victim did have an apparent minor injury to the left side of her face, and EMS was refused. After obtaining information from the victim, PO Henn was traveling west on W Galbraith Rd at Hamilton Ave, when a black Dodge Charger stopped next to his vehicle. The female in the passenger seat advised she had just been in an altercation. That female immediately identified herself as the named offender, at which time PO Henn requested the vehicle drive to the Greater Cincinnati Federal Credit Union parking lot so we could discuss the incident. The offender stated she had been exiting the restaurant when she observed the victim's vehicle enter the lot. The offender and victim began yelling at each other and the offender approached the victim's vehicle and the two began fighting. The offender did have apparent minor scratches to her arms that would be consistent with having been in an altercation. The offender was advised we do have a report on file for the victim, and the offender will be issued a court date to appear in the NCH Mayor's Court. Grand Theft of M/V ( ) The victim came to our station to report his vehicle was removed from the lot of his girlfriend s apartment complex some time over night on 27 May 2018, without his knowledge or consent. The victim states he was visiting his girlfriend, the suspect, and went to bed on the evening of the 27th. He states he woke up at approximately 2200 hrs on that date, and found his keys missing. He went out to the lot and found his vehicle missing. At approximately 0630 on 28 May 2018, the victim made contact with the suspect on the phone. At that time, he states the suspect told him she was at Thornton's Convenience Store on Colerain Ave. and would be home shortly. The suspect did not tell the victim she had his vehicle. At approximately 1200 that same date, the victim states he received a call from the suspect's son. The victim states the son told him the suspect was in Chicago, IL with the victim's vehicle. The son reportedly went on to say that the suspect "doesn't care about" the victim anymore. The victim has not been able to make contact with the suspect since speaking with her on Page 16 of 21

17 the 28th, and cannot positively confirm that the suspect took the vehicle or that she is in possession of the vehicle. The victim was advised a report would be on file with our department to document the incident. He was further advised the vehicle will be entered as stolen, and should the vehicle return or should he locate the vehicle himself, he would need to contact our department to have the entry canceled. He was also advised our prosecutor will be contacted and advised of the situation to determine if criminal charges can be filed against the suspect for the theft. Page 17 of 21
