1 NORTH COLLEGE HILL POLICE DEPARTMENT MONTHLY POLICE ACTIVITY REPORT FOR MARCH 2016

2 This monthly report is a review and summary of our activities. The summary of activities is reflective of not only the calls for service and other actions we complete, but is indicative of the effort and professionalism the members of the police department continue to put forth in our daily mission to deliver exemplary police service to our community. 3 ARRESTS MADE IN MARCH 2016 There were a total of 93 arrests made within the City of North College Hill in MARCH of the arrests were recite arrests (the person arrested was not physically taken into custody but issued a citation and told to appear in court). 36 of the arrests were physical arrests (the person was physically taken into custody). Of the total arrests made within the month of MARCH 2016, 41 were residents of North College Hill and 52 were nonresidents. Page 3 of 21

5 VEHICLE CRASHES REPORTED IN MARCH 2016 There were a total of 36 auto accidents within the City of North College Hill in MARCH of these crashes involved injuries of the auto accidents were on public roadways. 8 - of the auto accidents were on private property. 5 - of the auto accidents were Hit/Skip related. 6 TRAFFIC CITATIONS ISSUED IN MARCH 2016 The North College Hill Mayor s Court had year-todate receipts totaling $42, as of MARCH There were a total of 144 traffic citations issued within the City of North College Hill in MARCH of the citations were for moving offenses (OVI, Speeding, Fail to Obey a Stop Sign, etc.) 23 of the citations were for non-moving offenses (Expired license plates, not wearing a seatbelt, etc.) Page 6 of 21

7 14 of the citations were for parking related offenses (Parked where prohibited by signs, etc.) 56 of the citations were written warnings (the person cited was not required to pay a fine or appear in court). Page 7 of 21

8 VEHICLES TOWED OR IMPOUNDED IN MARCH 2016 There were a total of 4 vehicles either towed or impounded within the City of North College Hill in MARCH (These vehicles were towed or impounded at the request of the police department) Page 8 of 21

9 FALSE ALARMS RECEIVED IN MARCH 2016 There were a total of 28 false alarms received that required a response by the North College Hill Police Department in MARCH of these false alarms were to businesses. 21 of these false alarms were to residences. 86 Total false alarms have been received in Page 9 of 21

10 The following narratives are a small sampling of the various calls for service the North College Hill Police Department routinely receives. CALLS FOR SERVICE Burglary ( ) PO Wilber was dispatched to a burglary report Simpson Avenue. When he arrived, he was met by the complainant, who has power of attorney from the home owner, and permission to be there to get it ready to sell. The complainant stated that she left the house around 1200 hours and when she came back around 1600 hours she noticed the back door was kicked in. She stated she walked through the house and didn t see anyone inside but noticed a lot of things that were missing. PO Wilber did a walk through with the complainant. Taken was a dining room table and chairs, sink, mirror, toilet, TV stand, coffee table, maroon leather recliner, desk and chair, shower head, stove from the backyard, corner shelf, black futon and an A/C unit to the house. The complainant stated the things that were out of place and what she did not touch for evidence purposes. She stated that the bedroom in the northwest corner had been gone through. PO Wilber asked her if she had touched the door or the light switch and she stated No. PO Wilber swabbed the door handle and the light switch for DNA. He then took a metal tin and movie Page 10 of 21

11 case from the same bedroom to dust for prints. Attempted Aggravated Robbery ( ) On 03/01/2016 at approximately 9:45 PM a juvenile victim was transported to the North College Hill Police Department by his Baseball Coach to report an attempted robbery. The victim states while leaving baseball practice at the North College Hill Middle School Gymnasium; he was approached by three male black teens, who attempted to rob him and his friend. The victim states he and his friend were walking from the rear of the "Old Gym" towards Bising Ave. The victim states the three suspects walked over to them from the rear of the fenced in generator area, near the baseball fields behind St Paul Church. The victim states one of the three suspects stated "give me everything" and then pulled a pistol from his waistband pulling the slide back. The victim states he began to walk backwards and yelled for his coach, who was sitting in his motor vehicle in the parking lot. The victim states he then ran towards his coach's motor vehicle and was chased by two of the suspects. The victim states he got into his coach's motor vehicle and the suspects turned around and ran towards Hamilton Ave, towards St Paul's Church. The Baseball Coach stated he observed the incident happen and observed the handgun from his location. While talking to the first victim on station, the second victim responded to the North College Hill Police Department with his father. The second victim reported the same incident and stated when the first victim ran towards the Coach's motor vehicle, he ran towards his residence across the street. The second victim states while being chased by one of the suspects; the suspect chasing him pulled a pistol out of his waistband and pointed at him. The second victim stated he ran faster and when he made it to his residence across the street he hid behind his father's motor vehicle. He states the suspect stopped and ran down Bising Ave towards Hamilton Ave. The area was searched by additional Officers and no one was located matching the suspect s description. Page 11 of 21

12 Vandalism ( ) On 3/4/16 at 11:13 pm, PO Smith was dispatched to Prospect Pl. to investigate damage to property. Upon arrival, contact was made with the complainant, who stated that she parked her rental car, a 2015 Nissan Altima in front of the residence at approximately 7:00 pm. The complainant then stated that at approximately 10:45 pm, she found the rear, left tire flat, and upon further observation, discovered that the tire had been cut by an unknown object. PO Smith examined the tire while on scene, and a thin, approximately two inch long slash mark consistent with a sharp cutting object was observed on the tire. Theft ( ) Officer Six responded to United Dairy Farmers for a theft that had just occurred. Officer Six spoke with management who stated three suspects had stolen an unknown amount of merchandise from the candy isle. The suspects were described as three m/b approximately years of age, all wearing blue jackets. One had a grey and black beenie, one a red beenie and one had no hat. After reviewing the in store video PO Six gave an updated description to officers in the area. Officer Brown spotted the suspects in front of Dollar General. Once identified, the suspects were detained and transported to UDF for identification. The suspects were identified with the aid of the store employees and in store video. The suspects were placed under arrest and transported to NCHPD for processing then released to their respective parents. All the participants were charged with theft and cited into unofficial juvenile court. Breaking & Entering ( ) Officers were dispatched to the Four Seasons Car Wash for a breaking and entering in progress. Officers were updated that a male subject dressed all in black broke the window next to the pop machine and entered the business. When officers arrived on scene, a single garage pane window was broken out. Before officers had a chance to check the business they were updated that the subject was seen going north down the alley next to the business commonly referred as the "Dummy Page 12 of 21

13 Tracks". Officers checked the alley and didn't immediately see anybody. Additional units were requested along with a police K9 unit. A perimeter was setup and Springfield Township's K9 performed a track. The dog tracked from the business to the alley and continued north until about Bising Ave where the track ended. The dog had trouble following the scent due to the heavy rain. Officers responded back to the business and checked the scene. It appears the perpetrator entered through the window and exited out the front door because it was found unlocked. At the time of this report it is not known what item(s) were taken; however officers believe a TV was taken that was mounted on the wall. A TV wall mount was present and officers know that a TV used to be mounted on the mount from performing prior business checks. The scene was unable to be processed for prints. Most of the surfaces were textured and the inside and outside of the door was wet. Officers attempted to notify a key holder but were unable to contact anyone. Officers locked the front door and put signs in front of the broken window. PO Miller contacted the caller, who stated that he was inside a building on W. Galbraith Rd (upstairs) and heard glass breakage. When he looked out the window he observed a possible male white with a mask or shirt wrapped around his face and dressed in all dark clothing enter the car wash. He stated the subject exited out the front door carrying a flat rectangular item covered with towels and was last seen going down the "dummy tracks". He stated police missed the subject exiting the store by seconds. Disorderly Conduct ( ) Officers were dispatched to Fricker's for a report of trouble with a customer. The customer was reportedly yelling at employees and refusing to leave. On arrival, PO Lasonczyk found the suspect inside. He did appear to be intoxicated, and he admitted to have been drinking. PO Lasonczyk took the suspect outside to speak to him while PO's Wilber and Shumate spoke to the manager. The suspect advised he had paid for his drinks, using his cash. He had another drink and was going to pay for it with a credit card, Page 13 of 21

14 but the card was denied. He was permitted to use the telephone to try to get money or approval on the card. The manager approached the suspect and he reportedly started to yell at manager, and "took a swing at" him. While PO Lasonczyk was speaking to the suspect, he continued to raise his voice and yell at PO Lasonczyk. He also interrupted PO Lasonczyk several times. PO Lasonczyk then began to yell at him about interrupting him and PO's Wilber and Shumate placed him in custody. The suspect was transported to his residence, where he was cited into Mayor's Court for DCI and released to the custody of his neighbor. Assault ( ) On 03/22/2016, officers were dispatched for a female injured in an assault. Officers arrived on scene and located the victim sitting in a white Dodge mini-van. The victim stated she was in the local bar when she came in contact with her ex-boyfriend, who is the offender. The victim stated the offender pulled her hair and stated "it's going to be like that". The victim stated the offender believed she was looking at another male in the bar. The victim states later she left the bar and while she was walking to her motor vehicle the offender followed her. The victim states she entered her motor vehicle and the offender entered on the passenger side. The victim states an argument occurred and the offender punched her in the right side of her face with a closed fist. The victim also stated the offender began to choke her and "slammed" her in the back of the seat causing minor scratches to the left side of her neck. The victim stated the offender then exited her motor vehicle and left the area. The victim stated she wanted to document the incident only and requested a protection order to be file. She was advised to respond to the Hamilton County Clerk of Courts Office to file the Protection Order. The victim was evaluated by Mt Healthy Squad ad refused treatment and stated she would drive herself to the hospital to be looked at. Aggravated Menacing ( ) Officer's Six and Wilber were dispatched to NCHPD to see a complainant for an aggravated menacing report. Officer Six arrived at Page 14 of 21

15 the station and spoke with the complainant. The complainant stated her ex-boyfriend had come to her sister's residence to drop off her personal property. The suspect had arrived at approximately 7:45 pm. According to the complainant, the suspect had an additional 2-3, unknown female parties with him. These additional suspects had started an altercation with another sister of the complainant. The complainant was not aware the suspect was even there and was sitting in a vehicle close by, speaking with some friends. Once being confronted, the sister had called for the complainant to aid her. The complainant then confronted the suspects and asked them to leave. According to the complainant, there was an exchange of words between the involved parties when the suspect displayed a firearm. The firearm was described as a small handgun, black in color. The suspect then stated he would "spray the house right now." This is a term commonly used to say the person will shoot the house. After hearing this, the complainant picked up a brick to defend herself. The complainant stated she would throw the brick and cause damage to the suspect s vehicle if he didn't leave. Allegedly the suspect then ran to his car, got in and quickly left the scene. The suspect is believed to live on Lantana Avenue in CPD District 5. An All County Broadcast was provided for officer safety reasons. Charges are pending investigation. Robbery ( ) Officers were dispatched to the Thornton s gas station on Galbraith Rd at Colerain Ave for a robbery in progress. Upon arrival the victim stated she was robbed in North College Hill. She stated she was dropping off the suspect in the lot of Tom's Drive Thru when the robbery occurred. While sitting in the vehicle, the suspect punched the victim in the face and took $79 out of her breast area. He also took the victim s Samsung cell phone that was tucked between her legs. The suspect fled on foot in an unknown direction. The victim then drove to the Thornton s gas station on Colerain to call police. The victim gave the suspects name, description, approximate age and street that he supposedly lived on. After a name search, the victim positively identified the suspect from Page 15 of 21

16 a mug shot on PO Jones police terminal. Officer's checked the suspect s listed address and the residents stated no person by that name lived there. After turning down medical attention, the victim filled out a sworn affidavit pressing charges for robbery. When asked what her relationship was with the suspect, she stated she didn't know him that well. She recently met him on a dating app and had only hung out with him a few times. Tonight she picked him up and took him back to a hotel where they became intimate. Later when she was dropping him off he became upset that he couldn't stay with her and that's when she was robbed by him. Page 16 of 21
