1 NORTH COLLEGE HILL POLICE DEPARTMENT MONTHLY POLICE ACTIVITY REPORT FOR SEPTEMBER 2014
2 This monthly report is a review and summary of our activities. The summary of activities is reflective of not only the calls for service and other actions we complete, but is indicative of the effort and professionalism the members of the police department continue to put forth in our daily mission to deliver exemplary police service to our community. 3 ARRESTS MADE IN SEPTEMBER 2014 There were a total of 85 arrests made within the City of North College Hill in SEPTEMBER of the arrests were recite arrests (the person arrested was not physically taken into custody but issued a citation and told to appear in court). 48 of the arrests were physical arrests (the person was physically taken into custody). Of the total arrests made within the month of SEPTEMBER 2014, 39 were residents of North College Hill and 46 were nonresidents. Page 3 of 21

5 VEHICLE CRASHES REPORTED IN SEPTEMBER 2014 There were a total of 42 auto accidents within the City of North College Hill in SEPTEMBER of these crashes involved injuries. 38 of the auto accidents were on the public roadways. 4 of the auto accidents were on private property. Page 5 of 21
6 TRAFFIC CITATIONS ISSUED IN SEPTEMBER 2014 The North College Hill Mayor s Court had year-todate receipts totaling $145, as of SEPTEMBER There were a total of 188 traffic citations issued within the City of North College Hill in SEPTEMBER of the citations were for moving offenses (Speeding, Fail to stop at a Stop Sign, etc.) 20 of the citations were for non-moving offenses (Expired license plates, not wearing a seatbelt, etc.) Page 6 of 21
7 28 of the citations were for parking related offenses (Parked where prohibited by signs, etc.) 69 of the citations were written warnings (the person cited was not required to pay a fine or appear in court). Page 7 of 21
8 VEHICLES TOWED OR IMPOUNDED IN SEPTEMBER 2014 There were a total of 10 vehicles either towed or impounded within the City of North College Hill in SEPTEMBER Page 8 of 21
9 FALSE ALARMS RECEIVED IN SEPTEMBER 2014 There were a total of 23 false alarms received that required a response by the North College Hill Police Department in SEPTEMBER of these false alarms were to businesses. 17 of these false alarms were to residences. 293 Total false alarms have been received in Page 9 of 21
10 The following narratives are a small sampling of the various calls for service the North College Hill Police Department routinely receives. CALLS FOR SERVICE Burglary ( ) On 09/02/2014, Officers were dispatched to W. Galbraith R. for domestic trouble. Officers were advised of the identity of the suspect and that he was leaving the area in a black Nissan towards North Creek Apartments. PO Maus arrived at the scene and observed the defendant standing on the front porch knocking on the door. He asked the defendant his name and the defendant gave the name of person involved. The victim opened the front door and stated the defendant had broken into to the residence. The defendant denied breaking in and stated he resides at the residence. The victim stated the defendant did not reside with her anymore, as he moved out a few months ago. PO Maus asked the defendant for his identification. The defendant gave him his Ohio Identification card showing an address in Colerain Township. The defendant's Identification card was issued on 04/2014. The victim stated she wanted to file criminal charges. PO Maus placed the defendant in his patrol vehicle and went back to speak to the victim. The victim stated she was upstairs in her residence when the defendant began to call her Page 10 of 21
11 cell phone. The victim states she talked to the defendant and told him she did not want to talk to him and hung up. The victim states a few minutes later she observed the defendant walk into the second floor of her residence. The victim states she told him to leave and asked how he got into the residence. The victim states the defendant did not reply and she called 911. The victim stated the defendant then walked down stairs and left the residence. The victim states she then observed the rear kitchen window open next to the rear door. The victim states the rear door was found open. The victim states the defendant had opened the rear kitchen window and reached in to unlock the door. There was a male friend in the residence and confirmed the victim's statements. Theft ( ) The victim came to our station to report an unknown person or persons entered her unlocked vehicle and removed her wallet without her knowledge or consent. The victim states she had been to the UDF at 6813 Hamilton at approximately 0045on 9/3/2014. She went directly home from there, and believes she left her wallet in her unlocked vehicle. She confirmed with UDF management who reviewed the video surveillance that the victim did leave the store with her wallet. At approximately 1100 hrs., the victim found her wallet missing. The wallet contained several credit cards, her Ohio Operator's Permit, an IPOD, as well as a note pad containing her account numbers and PIN numbers. The victim has already contacted her financial institutions to advise them of the theft. The victim was advised a report will be on file with our department to document the incident as well as the procedure to follow for obtaining a copy of that report. She was further advised to keep track of her accounts and notify our department should she find any unauthorized transactions have occurred. Assault ( ) Complainant responded to the North College Hill PD to report she had been struck in the head with a water bottle the previous day. She stated she was finishing with some yard work and felt something hit her in the head. She heard people laughing and when she turned around, she saw a green Page 11 of 21
12 SUV going west on W. Galbraith Rd. toward Hamilton Ave. She looked down and saw a half full water bottle by her feet. She believes the bottle was thrown by an unknown subject that was in the SUV. I asked the complainant of she needed EMS personnel to look at her and she said "No." Robbery ( ) On 09/05/2014 at 2005 hours, a victim and his mother responded to the police department to file a theft report. More specifically, the victim stated that he was walking his bicycle on 1st Alley, behind the JK3 Mini Mart (1833 W. Galbraith Rd.) when approximately six (6) male blacks in their late teens approached him and demanded he give them his bicycle. The victim stated that one of the suspects approached him and stated "I have a gun and if you don't hand over your bike, I'm gonna shoot you". It was reported that he immediately handed over his bicycle to them and proceeded to try and walk away from them. He stated that he continued walking west on 1st Alley towards Betts Ave in an effort to get away from the suspects and to get home to tell his mother what had happened. As he walked away from the suspects, he stated that they started following him and that they began to throw rocks at him. When he reached Betts Ave from the alley, he stated that he immediately started running home and that the suspects did not follow him. The suspect who stated he had a gun was described as a male black, in his late teens (possibly at a student at NCH High School) wearing a red polo shirt and khaki pants (NCH School uniform). The bicycle was described as a BMX style bike - Mongoose Mode 90, primarily red in color with a black seat and black handlebars. Domestic Dispute On 09/06/2014, at approximately 2113 hours, officers were dispatched to Prospect Pl. for trouble between a boyfriend and girlfriend. While enroute, officers were updated that the complainant was intoxicated and in possession of a firearm. Officers located the complainant at the Page 12 of 21
13 intersection of Prospect Pl. and Clovernook Ave, where he had told the dispatcher he would wait for police. After the complainant s firearm was secured, he stated to officers that he had been arguing with his girlfriend for the last several days but that earlier today, they both had been getting along just fine. It wasn't until they both started drinking this evening that he noticed she had been consuming a larger amount of alcohol than him. When he told her that she needed to stop drinking so much, the argument started between both of them. The argument escalated when he told her that he was going to call her mom about the excessive drinking issue. When he grabbed for his cell phone, it was reported that she slapped the phone out of his hands causing it to fall to the ground and break. That was when he stated that he grabbed her cell phone and called the police. Officers spoke with the female who stated that the argument had indeed started just how the complainant had described. She admitted to damaging his cell phone and then told officers that she probably had a warrant out of another Police Department for a theft charge. The warrant was confirmed and she was transported to meet an officer from that department and turned over to them. Theft ( ) On 09/09/2014, the complainant responded to the North College Hill police Station to report a theft. The complainant states a Samsung Chromebook was left on a table in the school conference room located in the Middle School. The complainant states there were 550 of these items on the table being stored when one came up missing. The complainant states there is a contract cleaning crew that responds to the school in the evening hours to clean the facility. The complainant believes someone from the cleaning crew took the item without permission. The complainant states the item has software locator system on it. The complainant states there was a GPS location where the devise turned on September 4th, 2014 at 1915 PM. The GPS located the device on Colerain Ave between Jonrose and Cameo Ln. The device was used to Page 13 of 21
14 search an automotive part at O'Reilly's Auto parts. The suspect who was an employee of the cleaning crew allegedly operates an automotive garage in the area where the device was used. Domestic Violence ( ) On 9/14/14 at 9:54 PM, officers were dispatched to investigate a fight in progress in the street on Shollenberger Ave. While en route to the scene, an update on the dispatch screen stated that a father was now fighting his son in the street. Upon arrival on scene, we observed a middle aged m/b sitting on the chest of a young m/b, attempting to physically restrain his movement. PO Smith grabbed a hold of the male on top to separate the combatants, and detained him for questioning. Officer Ryan took control of the young m/b, and detained him for questioning. being disrespectful to some of the elders who live on the street. The victim then stated that he arrived on Shollenberger Ave shorty after receiving the phone call, and confronted his son about his behavior. He stated that the defendant began to scream at him, and pushed him away. He then attempted to grab a hold of his son, and the defendant punched him twice in the face. The victim grabbed the defendant, and they began to tussle, eventually going to the ground. The victim stated that he was laying on top of the defendant attempting to get him calmed down just as police arrived on the scene. While questioning the defendant, he stated that he didn't want to live, and was tired of being accused for things he did not do. At that time, officers agreed that it was in defendant s best interest to seek psychiatric evaluation, and transported him to Children's Hospital. Further charges for Domestic Violence are pending. While in the back of PO Smith s cruiser, the victim stated that he received a phone call from a friend who resides on Shollenberger Ave, advising him that his son, the defendant, was in the area, and was Page 14 of 21
15 Aggravated Menacing ( ) The complainant advised she was awoken at approximately 0230 hours when she heard whom she believed to be a known subject, kicking at the door to her apartment and yelling "Come out here bitch! I gonna show you something!" He also was allegedly yelling "I shoot through all this shit!" Neither the complainant, nor any other residents actually saw the suspect, but they recognized his voice. There are marks on the complainant's door that appear to be from someone kicking on it to either gain entry or get attention. There are also gouges in the wooden door that may have been made by the barrel of a gun. When the suspect was not able to get the complainant to come to the door, he banged his gun on the glass sliding door of the porch and also the complainant's bedroom window. The glass in the window did break, but no one entered the apartment. The complainant did make contact with a neighbor and went to her apartment. Two people that also live near the complainant stated they did hear what they thought was a gun shot at approximately 0200 hours, but no one called the police at that time. PO Lasonczyk and the manager of the apartment complex made contact with suspect s mother and advised her he was no longer welcome on the complex grounds. Vehicle Tampering On 2109 hours, officers were dispatched to the parking lot W. Galbraith Rd. to investigate for vehicle tampering in progress. Upon arrival, officers were met by the victim, who stated that a group of unknown juveniles had entered her unlocked vehicle and had rummaged through it without permission to do so. More specifically, the victim stated that she normally locks the doors to her vehicle each time she arrives home but was unable to do it this time due to having her hands full when she exited her vehicle. She stated to officers that everything appeared accounted for and that the juveniles only rifled through her belongings. The suspect information was provided by another neighbor who Page 15 of 21
16 advised officers that she had noticed at least one black male juvenile and possibly two female black juveniles near the victim's vehicle when she pulled into the parking lot. The suspects were last seen walking away from the vehicle, through the parking lot, and then east bound on Galbraith Rd towards Clovernook Ave. The area was searched by officers but the juveniles in question were not located. A report was generated for documentation purposes and the victim was advised to contact our department should see notice anything missing out of her vehicle at a later date. Aggravated Assault ( ) At approximately 1930 hrs. on 9/26/2014, the victim was standing near the outside entrance of NCH High School closest to Hamilton Ave. As he was talking to two girls an unknown male walked up to him and asked to borrow his bike. The victim let him and shortly thereafter, the unknown male picked up the bike and hit the victim in the head with it knocking him out cold. When Brandon came to he did not know where the suspect was gone. A good Samaritan witnessed the whole thing and stayed with the victim and eventually took him home. The victim stated that the subject most likely goes to NCH High School. He also stated that the suspect is friends with one of his friends. The victim and his mother stated that they are going to try and get a name for the suspect and they will also be talking to Mrs. Brinkley about this incident. Page 16 of 21
