1 NORTH COLLEGE HILL POLICE DEPARTMENT MONTHLY POLICE ACTIVITY REPORT FOR APRIL 2015

2 This monthly report is a review and summary of our activities. The summary of activities is reflective of not only the calls for service and other actions we complete, but is indicative of the effort and professionalism the members of the police department continue to put forth in our daily mission to deliver exemplary police service to our community. 3 ARRESTS MADE IN APRIL 2015 There were a total of 116 arrests made within the City of North College Hill in APRIL of the arrests were recite arrests (the person arrested was not physically taken into custody but issued a citation and told to appear in court). 39 of the arrests were physical arrests (the person was physically taken into custody). Of the total arrests made within the month of APRIL 2015, 71 were residents of North College Hill and 45 were nonresidents. Page 3 of 25

5 VEHICLE CRASHES REPORTED IN APRIL 2015 There were a total of 33 auto accidents within the City of North College Hill in APRIL of these crashes involved injuries of the auto accidents were on public roadways. 9 - of the auto accidents were on private property. 4 - of the auto accidents were Hit/Skip related. 6 TRAFFIC CITATIONS ISSUED IN APRIL 2015 The North College Hill Mayor s Court had year-todate receipts totaling $60, as of APRIL There were a total of 132 traffic citations issued within the City of North College Hill in APRIL of the citations were for moving offenses (Speeding, Fail to stop at a Stop Sign, etc.) 19 of the citations were for non-moving offenses (Expired license plates, not wearing a seatbelt, etc.) Page 6 of 25

7 8 of the citations were for parking related offenses (Parked where prohibited by signs, etc.) 44 of the citations were written warnings (the person cited was not required to pay a fine or appear in court). Page 7 of 25

8 VEHICLES TOWED OR IMPOUNDED IN APRIL 2015 There were a total of 10 vehicles either towed or impounded within the City of North College Hill in APRIL (These vehicles were towed or impounded at the request of the police department) Page 8 of 25

9 FALSE ALARMS RECEIVED IN APRIL 2015 There were a total of 32 false alarms received that required a response by the North College Hill Police Department in APRIL of these false alarms were to businesses. 13 of these false alarms were to residences. 136 Total false alarms have been received in Page 9 of 25

10 The following narratives are a small sampling of the various calls for service the North College Hill Police Department routinely receives. CALLS FOR SERVICE Indentity Fraud ( ) PO Shumate met with a complainant, who was instructed by Duke Energy to file a report to show identity theft of her information. The complainant discovered this when she moved to her first apartment, and while having the electric put in her name, she was advised that person(s) unknown who at the time resided in North College Hill, had opened an account, and used her information when she was but 8 years old. The complainant filed the report, and understood that should an investigation locate a person involved, she will assist in the prosecution of said subject. Assault ( ) On 4/9/15 at 8:42 PM, officers were dispatched to investigate an assault involving a male, black juvenile struck in the face with a stick. Additional dispatched updates advised that the female neighbor fled the scene in a minivan, traveling in an unknown direction. Upon arrival, we made contact with the complainant and her ten year old son. The complainant stated that her son came into the house crying. She then asked her son what happened, and he told her that he and another juvenile were throwing Page 10 of 25

11 water on each other, when the other juvenile s mother mother hit him with a stick. PO Smith asked the victim if he threatened or swung at the suspect, he stated no. PO Smith then asked the victim if she struck him first with the stick, and he stated yes. A welt mark was observed below the victim s right eye. At approximately 9:00 PM, the suspect arrived back on scene. She admitted to striking the victim with the stick. She stated the boys were outside playing, and her son came inside the residence to get a stick. She then asked her son what was wrong, and he told her that the victim threw mulch on him. She told her son to throw water back at him. She stated she followed her son outside, and her son threw water at the other juvenile. She stated the victim ran up to punch to her son, and she swung the stick at him, striking him in the back. She stated that once again, the victim ran towards her and her son, and she swung the stick, striking him in the face. She then stated that she and her son went back into their Apartment. They then left the complex to defuse the situation. Both mothers provided written statements while on scene. Both were advised that officers would investigate possible surveillance footage at the complex, and a report of the incident would be referred to the NCH Mayor's Court Prosecutor for further action. Menacing ( ) Officers were requested to respond to the Ohio Pain and Injury Clinic for trouble with a customer. Upon arrival, it was found that the customer is the father of an adult patient of the complainant. The patient's mother was there as well. The customer was irate for the fact that the office would not refund $250 that had been paid for a consultation with the doctor and the daughter of the customer allegedly causing trouble. According to the doctor, the patient had a consultation with him and he determined that she was possibly doctor shopping. There was a $250 or so charge for the consultation alone, so the money that was paid was non-refundable. Ultimately, the doctor issued a "discharge" for the patient and refused to further see her as a patient. While the doctor had gone Page 11 of 25

12 into his office, after going back and forth about refunding the money, the patient's father said, "Have him come out here, so I can kick his ass". He said this in the presence of an unrelated patient of the doctor's, who was sitting in the waiting room. What the suspect had said was confirmed by this patient. The complainant was adamant that he wished to pursue charges of menacing against suspect. Subsequently, the patient and her parents were issued trespass notices upon request of the doctor and the suspect was arrested for menacing. He was transported to the PD for processing and released with a court date. Criminal Damaging ( ) On 4/11/15 at approximately 10:24 PM, officers were dispatched to Devonwood Dr. to investigate a possible burglary in progress. While enroute to the scene, a group of approximately 10 juveniles were seen walking westbound on Telford Ave. Upon arrival, officers made contact with complainant. He stated that he heard a loud banging sound at the front door. He then stated that upon opening the front door, he discovered that he door was damaged, and footprint was present. The complainant advised that he did not observe any subjects on the porch, or fleeing from the residence. The outside perimeter of the residence was inspected, and no signs of attempted forced entry, excluding the front door, were observed. Obstructing Officical Business ( ) On 04/13/2015 at approximately 1908 hours, North College Hill units responded to a Walgreens for a fight in progress. Upon arrival, Officer Wilber and Officer Elston encountered a group of young adults walking in the middle of Hamilton Ave. They attempted to stop to them and a male black took off running down Claretta Dr. and then ran behind the privacy fence near the Walgreens pharmacy drive through. Officer Kodish saw him and gave a better location. PO Elston ran around the most southern point of the privacy fence and encountered the suspect. The suspect then ran south behind the houses on Claretta, jumping several fences. Officer Kodish ran in the woods, parallel to the suspect. The suspect jumped one last fence and then dove into the pond on the west side of Northcreek Page 12 of 25

13 Apartment Complex. He then swam around for a minute or two before exiting on the east side of the pond. While the suspect was swimming around in the pond, Officer Kodish kept eyes on him, while PO Elston made his way over several more fences to get into a better position to flank the suspect. The suspect then exited the pond running to the northern side of Northcreek Apartment Complex, cutting through into Pies Park. This is where suspect gave up and laid on the ground. He was arrested and taken back to NCHPD. Once at NCHPD, the suspect vomited several times due to running and just eating dinner. He was taken into NCHPD and given a cup of water and a trash can while proper Mayor's court paperwork was completed. He was charged with Obstructing Official Business. Theft of an Auto ( ) On 1721 hours, officers were dispatched to 6805 Marvin Ave for an auto theft that had just occurred. Upon arrival, officers were met by the complainant, who stated that an unknown person(s) had stolen her Budget rental car without her permission. More specifically, the complainant stated that she had responded over to her cousin's residence on Marvin Ave. to pick up a few things. She further stated that she had pulled into the driveway, exited the vehicle while it was still running and then entered her cousin's house for approximately 15 minutes. When she exited the residence to leave, she immediately noticed that the vehicle was gone. The complainant stated that one of her friends had contacted her a few minutes later to see where she was headed, since they had seen her rental car traveling west bound on Galbraith Rd. away from Marvin Ave. She also advised officers that she had left her cell phone in the vehicle at the time of the incident and she was able to perform a "locate" on her phone which showed that the vehicle was near the intersection of W. Galbraith Rd. & Mulberry Ave, approximately 10 minutes after the vehicle had been stolen. Officers responded to that area but the vehicle was not located. The complainant s service provider (Sprint) "pinged" the phone a short while later and it showed that the vehicle was in the area of Kipling Ave. in Cincinnati District# 5. Officers again responded to that area Page 13 of 25

14 as well but the vehicle was not located. The vehicle in question was entered into the database as a stolen vehicle. Robbery ( ) On 2150 hours, PO Kodish was dispatched to 1539 St. Clair Ave to assist Mt. Healthy officers with a trouble run. Upon arrival, PO Kodish observed Officer Joe Powell from MTHL talking with a male subject. As he approached Officer Powell and the complainant, he immediately noticed a maroon colored Ford Fusion with Minnesota license plates, directly behind the complainant. PO Kodish also noticed that the front passenger side door of said vehicle was standing wide open. PO Kodish immediately recognized that vehicle as being one that had been reported stolen out of NCHL around 1720 hours on that date, from Marvin Ave. PO Kodish asked the complainant if the vehicle he was standing in front of was his, or if he had been driving it at any time today. The complainant stated that the Ford Fusion was not his and that whoever was operating it earlier in the day had robbed him while he waited for his own vehicle to be cleaned at the Four Seasons Car Wash in NCHL. More specifically, he reported that he was at the Four Seasons Car Wash around 1700 hours, having his vehicle cleaned when he noticed two (2) male blacks sitting in a maroon colored vehicle with out of state license plates. He stated that the 2 male subjects in the vehicle were conversing with one of the male employees of the car wash while he was sitting in the waiting room of the establishment. After approximately 20 minutes or so, the complainant stated that the 2 male subjects exited their vehicle and began walking towards the waiting area where he was sitting. He stated that he began having a weird feeling about sitting in the waiting area with the 2 younger male subjects so he decided to stand up and start walking to the exit door so he could wait outside. He stated that when he reached for the door to walk outside, he was met by the subjects in the doorway. One of the subjects stated to the victim "Is that your car out there because it sure is nice". It was at that time that one of the subjects "bumped" the victim in the chest and when he looked down; he noticed that the subject had brandished a firearm Page 14 of 25

15 and he was now pointing at his chest. When the complainant noticed the firearm in the subject's hand, he stated that he immediately looked up and noticed that the other subject had pulled out a firearm as well and that both subjects now had a firearm pointed at him. Both subjects immediately told the victim to give them everything he had or they would bust him right then and there. The victim stated that one of the subjects took his cell phone out of his hand and ripped his Rolex watch off of his wrist. The other subject reached over and took his Louis Vuitton wallet out of his back pocket and some cash out of another pocket. The complainant/victim stated that after the subjects took his personal property, they immediately told him to get on the ground. He stated that he refused to get on the ground and it was at that time he decided to push both subjects backwards and out into the parking lot of the car wash with the hopes that someone would see what was happening to him. After he pushed the subjects backwards, it was reported that they turned around and ran back to their car. Once in their vehicle, they sped out of the parking lot and proceeded west on Galbraith Rd towards Pippin Rd. The complainant/victim stated that he ran to his vehicle and took after them to hopefully get their license plate number. He continued by stating that once he caught up to them, he noticed that both subjects started shooting at him with their firearms. All of this was alleged to have occurred during rush hour traffic but not one 911 call was made by anyone with regards to the car chase or the shots being fired. After following the subjects for a short time, the complainant/victim stated that he returned to the car wash and began asking the employees if they knew who the 2 subjects were and if they had seen what had happened to him there. It was reported that the employees told him that they had no idea who the 2 subjects were or what had happened to him while he was at the car wash. During this alleged incident, PO Kodish was patrolling that exact area looking for a stolen vehicle that had just been reported a short time earlier on Marvin Ave. The vehicle that had been stolen was a Budget rental car and it had been described as an orange/maroon colored 2014 Ford Page 15 of 25

16 Fusion with Minnesota license plates. He was in the area of the car wash for approximately 40 minutes, checking all the side streets and alley ways for the stolen vehicle. He was never flagged down by anyone, including the complainant, with regards to the Robbery incident. The complainant stated that while he was questioning everyone at the car was, he noticed that PO Kodish was in the area and he even stated that he saw him and his cruiser parked in the alley, which was approximately 100 feet from where he was standing. He told PO Kodish he wanted to yell for me at that time but the employees from the car wash asked him not to get the police involved because it would look real bad for their business. He agreed to not call the police at that time, so after he spoke with the car wash employees, he decided to drive back to the hotel he is staying at and park his vehicle. After arriving at the hotel in downtown Cincinnati, the complainant contacted some of his friends and family and asked them to come and pick him up so he could go out and look for the 2 subjects and the vehicle they were operating. He stated that he had been driving around town the entire evening and at approximately 2150 hours, he noticed the maroon colored Ford Fusion, parked on St. Clair Ave in MTHL. He stated that he and his cousin parked their vehicle and then walked up to the Ford Fusion. After discovering the vehicle was unoccupied, the complainant stated that he opened the front driver side and the front passenger side doors to see if any of his property was in the vehicle. When he couldn't locate any of his personal property, he exited the vehicle and then called for police to respond to the scene. A report was generated for documentation purposes and the vehicle was towed by OKI Towing and held at their impound lot for processing. Person with a Gun Officers were dispatched to Dallas Ave. for a person with a gun. They were advised by Hamilton County Communications Center that the son had pulled a revolver on his father (the complainant) and threatened family members before retreating into the house. While enroute, Lt. Page 16 of 25

17 Schrand told responding officers not to pull up directly in front of the house and to station their cars in a perimeter. Lt. Schrand went towards the front of the house from the East side. Officer Wilbur came from the West (Savannah Ave.) and also covered the front of the house. Where, Officer Six went to the rear of the house (North). Upon arrival, Lt. Schrand observed a male black in a green Ford Explorer in the driver's seat parked in front of the house. He was arguing with a female black, who was outside of the vehicle in the grass of the front yard on Dallas. There was a male black teenager standing in the doorway to the residence. Lt. Schrand ordered the male black out of the door way and ordered him to show him his hands. He complied and the female standing in the yard (mom) yelled that is not him that is my other son. The male in the car got out and said "He is inside, he had a gun." Lt. Schrand asked her repeatedly "who else was home". She answered my kids are all in there. She said that her son was inside and that she didn't see him have a gun but that his father had caused this. The teenage male standing in the doorway was ordered out of the house and he said that his younger sisters were right inside the living room. So Lt. Schrand had him bring them out of the house with him to a safe location. He had mom and dad move down the street to Savannah and Dallas, out of the way and to safety. Officer Wilbur spoke with the complainant, who advised that his son had pulled a revolver on him and walked out of the house towards him in his vehicle. He yelled at his father, " I'm not afraid of any you mother fuckers" as he showed off the gun to his father in a threatening manner. The father said that his son then ran back into the house when he called 911 and was inside with the other kids and the weapon. The younger teenage brother told officers that when he exited the house with his sisters and police were out front that his brother was running throughout the house, still. Officers surrounded the house and used a police cruiser and the Public announcement system to call the suspect out of the house, in an attempt to peacefully end this situation. The sspect did not respond to commands after approximately 10 minutes of calling. At that time, believing that the suspect was still inside the residence and armed with a revolver, Lt. Schrand called for the Hamilton County Police Association Swat team Page 17 of 25

18 to respond for a barricaded subject with a gun. Based on the information at hand, a search warrant was written and signed, along with arrest warrants for weapons under disability and domestic violence. After several hours, HCPA Swat entered the residence and learned that the suspect had escaped sometime prior to police arrival and setting up of the perimeter. The revolver was not located inside the house. Attempted Aggravated Robbery ( ) Officers were called to respond for an Aggravated Robbery that had just occurred at Wireless-A. Initial description was given of a "male white with a mask covering his face." According to the dispatch, an involved party had fired at least one shot. Officer Six requested responding officers take a perimeter post and requested a K-9. Mutual aid was also used to help establish perimeter positions. Once on scene, Officer Six observed the front door of the business was shattered. Glass had projected into the parking lot. Officer Six then made entry after establishing the scene was safe. Officer Six was met with the victims. One victim readily admitted to taking cover after seeing the suspect pull a concealed firearm from his waistband. He retreated into a small room behind him. Once behind cover, Mr. Alomar (after retrieving his firearm during his retreat) fired one round, at the suspect who continued to point a firearm at the victims. The round seemed to miss the suspect and strike the door. The suspect continued to point the gun for several seconds. The suspect then fled on foot, running west, to the side of the building. The suspect then ran south, toward Carpenter Drive. Theft From a Vehicle ( ) PO Brown responded to Clovernoll Dr. for a report of a theft from a motor vehicle. The complainant advises that someone, between the times of 04/28/15 at 2300 hrs. and 04/29/15 at 0830 hrs., entered his 2001 Lexus, and removed a few child trinkets and about $6.00 in loose change. The vehicle was parked in his driveway. The complainant stated that all of his vehicle doors, other than the left rear door were locked. The left rear door has a lock malfunction that prevents it from locking at times. Page 18 of 25

19 The complainant also believed that the same subject(s) may have tried to get into his daughter's vehicle that was parked in the driveway, in the rear of the house. He advised that all the doors were locked and that it doesn't appear entry was made in that vehicle. No suspects are known at this time. Page 19 of 25
