1 NORTH COLLEGE HILL POLICE DEPARTMENT MONTHLY POLICE ACTIVITY REPORT FOR JANUARY 2017

2 This monthly report is a review and summary of our activities. The summary of activities is reflective of not only the calls for service and other actions we complete, but is indicative of the effort and professionalism the members of the police department continue to put forth in our daily mission to deliver exemplary police service to our community. 3 ARRESTS MADE IN JANUARY 2017 There were a total of 67 arrests made within the City of North College Hill in JANUARY of the arrests were recite arrests (the person arrested was not physically taken into custody but issued a citation and told to appear in court). 23 of the arrests were physical arrests (the person was physically taken into custody). Of the total arrests made within the month of JANUARY 2017, 18 were residents of North College Hill and 49 were nonresidents. Page 3 of 21

5 VEHICLE CRASHES REPORTED IN JANUARY 2017 There were a total of 26 auto accidents within the City of North College Hill in JANUARY of these crashes involved injuries of the auto accidents were on public roadways. 6 - of the auto accidents were on private property. 2 - of the auto accidents were Hit/Skip related. 6 TRAFFIC CITATIONS ISSUED IN JANUARY 2017 The North College Hill Mayor s Court had year-todate receipts totaling $11, as of JANUARY There were a total of 115 traffic citations issued within the City of North College Hill in JANUARY of the citations were for moving offenses (OVI, Speeding, Fail to Obey a Stop Sign, etc.) 20 of the citations were for non-moving offenses (Expired license plates, not wearing a seatbelt, etc.) Page 6 of 21

7 14 of the citations were for parking related offenses (Parked where prohibited by signs, etc.) 29 of the citations were written warnings (the person cited was not required to pay a fine or appear in court). Page 7 of 21

8 VEHICLES TOWED OR IMPOUNDED IN JANUARY 2017 There were a total of 10 vehicles either towed or impounded within the City of North College Hill in JANUARY (These vehicles were towed or impounded at the request of the police department) Page 8 of 21

9 FALSE ALARMS RECEIVED IN JANUARY 2017 There were a total of 16 false alarms received that required a response by the North College Hill Police Department in JANUARY of these false alarms were to businesses. 8 of these false alarms were to residences. 16 Total false alarms have been received in Page 9 of 21

10 The following narratives are a small sampling of the various calls for service the North College Hill Police Department routinely receives. CALLS FOR SERVICE Criminal Damaging ( ) Officers were dispatched to Sundale Ave. for a criminal damaging that just occurred. Upon arrival, they were greeted by the victim and her current boyfriend. The victim stated that she and her boyfriend were in their bedroom when a brick came crashing through her bedroom window. The boyfriend stated that he got up and looked out the window and saw a heavy set, lightskinned, male subject wearing a green coat/jacket fleeing north on Betts. He got dressed and went out to look for the subject in the victim's vehicle, but found that the driver's rear tire had been slashed. Both subjects believe the perpetrator is the victim s exboyfriend and father of her kids. According to both of them, the subject seen running matched the exboyfriend s description and that he also owns/wears a green coat/jacket. The victim stated that her exboyfriend has made threats in the past of damaging her property but had never filed a report. The officers photographed the scene and attempted to locate the suspect at his Page 10 of 21

11 address, but received no answer at the door. Criminal Trespassing ( ) The owner of an apartment building came in to advise that a previous tenant, who had been physically evicted on 12/28/16 at 0900 hrs., has repeatedly come back to the apartment several times after being evicted. The suspect had been advised that she was not to come back onto the property on 12/30/16, by the owner of the property. According to the owner, damage had been done to the door to the actual apartment vacated by the evicted tenant. The owner wanted to file a police report for criminal trespassing and advised that she would go forward with a charge if the evicted tenant returns. PO Brown also made phone contact with the suspect via telephone and advised her to not return to the property or risk being charged and arrested for trespassing. Theft ( ) PO Wilber responded to the Burger King for a theft report. When he showed up, he spoke with the victim, who was a customer. She stated that she had her wallet stolen. PO Wilber asked her when she last had it. She stated that she last had it around hours inside Burger King, when she paid for her food. PO Wilber asked more questions to try and figure out exactly when she lost it, but was unable to determine an exact time. He asked the Burger King Manager that was working at the time if there was video he could watch to try and see what might have happened. The manager stated that the General Manager would be in at 1700 hours and she can play the video. PO Wilber informed the victim and told her that he could come back at 5 or she could wait and watch the video, it was up to her. The victim stated she would wait and watch the video. PO Wilber told the victim to call him if they found anything. PO Wilber was then later called for a supplemental report to Burger King. When he arrived, the manager stated that you could see a F/B pick up the victim's wallet from the ground and leave with it. PO Wilber watched the video and you can see the F/B waiting and soon as the victim gets Page 11 of 21

12 up from her seat the F/B goes over and picks up the wallet. The F/B then walks outside past the victim and appears to walk into the North Creek Apt complex. The time lapse on the video shows that the F/B definitely knew who's wallet that was and that she was intentionally waiting for the victim to leave. Disorderly Person A complainant, an employee of the Finneytown Local Schools, was at Kroger and walking to her vehicle when she heard some yell at her, "You fat ass bitch". She turned and looked around and observed an expelled student, who is an 8th grader in Finneytown. He was staring at her when she saw him. The following Tuesday, she spoke with another student, who said that he saw the complainant at Kroger last Friday. The complainant asked who was with him and he replied that it was person in question. The other student also advised that he asked the suspect on that day who he yelled the obscenity to and he told him the complainant. Finneytown who advised her to file an incident report regarding the situation. Assault ( ) On January 13, 2017, a complainant responded to the North College Hill Police Department to report his son was assaulted by another student while at school. The complainant states he was advised of the incident when his son came home from school. He also states he went to the school and spoke to the School Secretary but most of the staff was already gone for the day and he was advised to come back on Tuesday after the long break. Lt. Maus advised the complainant to speak to Officer Manning on Tuesday as well and he could get with the school and conduct an investigation on the incident. The complainant stated he would like to file criminal charges as he went and spoke to the suspect's grandmother about the incident and she stated he should file charges against her grandson as he has been causing problems. The complainant then spoke with the School Resource Officer at Page 12 of 21

13 Vehicle Tampering PO Wilber was dispatched to the address for a vehicle tampering. When he arrived, he made contact with the victim. She stated that she came outside and saw a M/W in a Bengals winter Russian style hat, aviators, black hoodie and sweatpants inside her car. The victim then called the police and did not touch anything inside the car. She stated the M/W ran towards W. Galbraith Rd., got into an unknown type car and fled towards Pippin Rd. PO Wilber put on gloves and opened the door to victim s car. Once the door was open you could see the glovebox open and papers were tossed around. The victim stated that the suspect must have done that because her car was not like that before. PO Wilber took DNA swabs to the handle of the glovebox in attempt to send to the lab and get a DNA hit. The victim will call PO Wilber if she discovers that anything was taken. Aggravated Robbery ( ) Officers were dispatched to Skally's Restaurant for a robbery that had just occurred. The unknown suspect entered the side door and approached the counter. The subject then instructed the employee to "come here." The suspect displayed what appears to be a silver colored handgun. Fearing for his safety, the employee retreated to the rear of the store. The suspect then fled out of the side door and south toward "A" Alley. The suspect then ran east, down "A" Alley. The suspect was described as a m/b wearing a white shirt, black mask and displayed a handgun. The suspect fled without obtaining any property (cash, etc.) from the robbery. Officer Six and Lt Maus were the first on scene and quickly relayed the most current information to dispatch. The information was obtained via two truck drivers that had observed the subject running away. Officer Six went inside to speak with management and view up to date video. The camera footage produced additional information on the suspect s description. Officer Six updated the description on County radio. The new description showed the suspect was wearing a white coat, with a grey hoodie underneath. The suspect had on a grey beanie hat and black mask, gloves and shoes. The suspect also had on darker blue, Page 13 of 21

14 stone washed jeans and "Aviator" style sunglasses. Officer Kodish and a SPTP Officer attempted to set up a perimeter. Additional units were requested however none seem to be available. Delhi K9 was requested in an attempt to track. Once on scene the K9 was cast in the rear of Skally's. Almost immediately, the K9 started to track east in "A" Alley. This Alley is directly behind Skally's. The dog tracked hard, pulling the handler down the alley. The K9 continued to track to "2nd" Alley then pulled hard down (south) on "2nd" Alley, leading to Shollenberger Avenue. The K9 continued to pull hard west on Shollenberger. The dog then darted toward a house on Shollenberger. The K9 went on to the porch and did not appear as he wanted to leave the pouch. The K9 handler pulled the dog away and the K9 pulled back onto the porch. The K9 did finally come off the porch however did not want to leave the immediate area of the house. The dog was recast away from the area. The K9 lead Officers to the area of Beast Works, on the north side of the building. The dog was recast here again. The dog went to the fence behind the initial house, then over it. Once over the fence the dog pulled hard again and tracked to the rear door of the house. The dog then quickly went around the east side of the house and back on to the front door. Again the K9 did not want to leave this area. The K9 was pulled away and recast in the northern, rear yards of Shollenberger. The dog did not really get a good "hit" until reaching another house on Shollenberger. Officers were aware the employee's father lived at this address. The father had left the residence via the rear yard of the residence and had come up the alley to check on his son. The K9 was recast in the area behind Skally's and continued to pull over to the area in the rear of the first house on Shollenberger. After recasting several times more times in different areas with no positive result, the track was called. This incident is still under investigation. Burglary ( ) Page 14 of 21

15 On January 18, 2017, PO Kilgore was called to Mearl Ave for a burglary report. The complainant said someone had got in her house and took items. She stated she returned home at around 6pm and noticed items missing from her residence. She said she noticed her TV missing in her bedroom then noticed jewelry and an X box game system missing in the living room. However, the TV's in the living room and in her son's bedroom were still in place. The complainant believes her son's father may have gotten through the basement door knowing the lock is broken and took the items. She said he has done this in the past and took the items to a local pawn shop. She also advised the suspect and her had broken up and he moved out of her residence on December 1 st of 2016 and does not have any keys to the residence. The items taken were a 55"- 60" Phillips TV worth approximately $ , a Pandora bracelet worth $500.00, Pandora ring worth $100.00, a heart neckless worth $200.00, an X box 360 game system worth approximately $200.00, and a Samsung J7 touch screen cell phone worth approximately $ The complainant also noticed a Nabi Tablet worth $ and $ missing from her son s bank his in room.
