1 NORTH COLLEGE HILL POLICE DEPARTMENT MONTHLY POLICE ACTIVITY REPORT FOR NOVEMBER 2016

2 This monthly report is a review and summary of our activities. The summary of activities is reflective of not only the calls for service and other actions we complete, but is indicative of the effort and professionalism the members of the police department continue to put forth in our daily mission to deliver exemplary police service to our community. 3 ARRESTS MADE IN NOVEMBER 2016 There were a total of 52 arrests made within the City of North College Hill in NOVEMBER of the arrests were recite arrests (the person arrested was not physically taken into custody but issued a citation and told to appear in court). 18 of the arrests were physical arrests (the person was physically taken into custody). Of the total arrests made within the month of NOVEMBER 2016, 19 were residents of North College Hill and 33 were nonresidents. Page 3 of 22

5 VEHICLE CRASHES REPORTED IN NOVEMBER 2016 There were a total of 61 auto accidents within the City of North College Hill in NOVEMBER of these crashes involved injuries of the auto accidents were on public roadways of the auto accidents were on private property of the auto accidents were Hit/Skip related. 6 TRAFFIC CITATIONS ISSUED IN NOVEMBER 2016 The North College Hill Mayor s Court had year-todate receipts totaling $113, as of NOVEMBER There were a total of 89 traffic citations issued within the City of North College Hill in NOVEMBER of the citations were for moving offenses (OVI, Speeding, Fail to Obey a Stop Sign, etc.) 11 of the citations were for non-moving offenses (Expired license plates, not wearing a seatbelt, etc.) Page 6 of 22

7 12 of the citations were for parking related offenses (Parked where prohibited by signs, etc.) 21 of the citations were written warnings (the person cited was not required to pay a fine or appear in court). Page 7 of 22

8 VEHICLES TOWED OR IMPOUNDED IN NOVEMBER 2016 There were a total of 4 vehicles either towed or impounded within the City of North College Hill in NOVEMBER (These vehicles were towed or impounded at the request of the police department) Page 8 of 22

9 FALSE ALARMS RECEIVED IN NOVEMBER 2016 There were a total of 31 false alarms received that required a response by the North College Hill Police Department in NOVEMBER of these false alarms were to businesses. 18 of these false alarms were to residences. 306 Total false alarms have been received in Page 9 of 22

10 The following narratives are a small sampling of the various calls for service the North College Hill Police Department routinely receives. CALLS FOR SERVICE Forged Prescriptions On 11/01/2016, a doctor responded to the North College Hill Police Department to report a patient who attempted to pass a false script at the North College Hill Walgreen's. The doctor stated the patient made two attempts to pass a false script at Walgreen's in August and October of this calendar year. The doctor was notified by Walgreen's staff to confirm the script as valid on the October 4th incident. The doctor reported on both occasions she identified the scripts as being false and were not issued by her. The doctor reported she was leaving the country on vacation for several weeks when she received the call from Walgreen's. She had just returned back in country today and responded to file the report. The doctor has both copies of the false scripts used by the patient at her Office if the documents are needed. The ofender had used her daughter s name on the scripts in both incidents. Theft ( ) On November 2, 2016 PO Kilgore was called to NCHPD for a report. The complainant said her bank accounts were drained of all funds Page 10 of 22

11 after she had cashed a check from a company she began working for. She stated she replied to an ad for a "secrete shopper". When she was approved the company "PO Research Group, LLC" sent her a check for $2, They then instructed her she would have to place the check in her bank account and would receive $ out of that check after she completed the "tasks" she was instructed to do. Ms. Evans stated the company would text her and her to get money orders and send 3 recipients $ each. Today Ms. Evans said she had about $ in her checking account with a few bills pending. When she looked again she noticed her accounts were in the negatives. Domestic Violence ( ) Officers were dispatched to a panic alarm. Upon arrival, PO Brown was met outside by a female, who looked at me and said, "He's gone now". He then asked what happened. She went on to state that her children's father, who did reside with her until around two weeks ago, came to her apartment, looking for a necklace. The two argued about the location of the necklace. The suspect continued to ask where the necklace was. The suspect then asked her where her car keys were, so he can look through her car to find his necklace. Before she could tell him that her keys were under the waistband of her pants, he grabbed a kitchen knife and took her to the floor. She said he placed his knee into her chest, smacked her on the left side of her face, while holding the knife, stating that if she didn't give him the keys, that he is going to stab her. She gave the keys to him and he got up and threw the knife in the laundry basket next to the door and then walked out the door. She followed him out the door as he was checking her car. He walked back in the apartment and locker her out of her apartment. She pushed the door in, causing damage to the door. The suspect picked her cell phone up from the floor as it was charging and threw it against the wall, not damaging the phone, but leaving a hole in the drywall. He then walked back outside and threw her keys into the lot and then left. Although he hit her in the face, there were no marks or signs of an assault; however, she felt that he is capable of doing serious physical harm to her. She said that she is Page 11 of 22

12 going to stay with family at least until her door is repaired. Burglary ( ) The complainant came home after being gone to find her house a mess as it had been gone through. She immediately noticed that a lot of her larger electronics were gone. She found her rear/basement door kicked open also. The complainant was missing two 32 inch TVs, one being a Vizio and one an LG. She was also missing a PS4 and Xbox 360. Her newer large IPad was missing from her room also. The complainant had been gone for some time and returned home around 3:00 to find her house like this. As the complainant and PO Elston went outside, a couple of juveniles were talking about someone that PO Elston recognized from several other burglaries. They were saying that it may have been this person, but they do not know for sure. Auto Theft ( ) The complainant advised that her daughter had parked her 2013 Nissan Altima, gray in color, on Bake Ave., just south of Goodman Ave. on 11/18/16 in the morning time. The complainant was asked by the owner to go out and check the tire pressure on the tires and at around 1150 hrs, the complainant went out to observe the vehicle. She advised that the vehicle was not there. The complainant advised that according to her neighbor, that the vehicle was still there as of 0330 hrs, at the time her neighbor returned home from work. The owner has the only set of keys with her and she is currently out of the state. She advised that no one had permission to use the vehicle and that she is current on her loan. The complainant was advised that a report would be generated and the vehicle would be entered as a stolen vehicle. Criminal Damaging ( ) The victim was traveling east on West Galbraith. As she neared the Page 12 of 22

13 area of 1281 West Galbraith, her vehicle was struck from several BB's. Near this address is a pathway that leads from West Galbraith in NCH to Cherrywood in CPD. After hearing the BB's hit the vehicle she pulled over to check the damage. Additional callers advised of the same however did not require a report. Officers did respond to the area however could not locate any suspects. Criminal Damaging ( ) On 2029 hours, PO Kodish was dispatched to Lois Dr. for a criminal damaging report. Upon arrival, he was met by the complainants, who stated that an unknown person(s) had thrown approximately 8 to 10 eggs at the front of their residence. More specifically, the female complainant stated that she was upstairs in the living room when she suddenly heard what sounded like someone banging on the front door. She stated that she called for her husband, who was downstairs in the basement at the time the incident occurred. While calling for her husband, she heard what sounded like a vehicle driving away from the area at a high rate of speed. When her husband came upstairs and looked out the front door, he stated that he didn't see anyone on the front porch. It was when he opened the front door and began to step out onto the porch that he realized that someone had "egged" the front of their residence. The complainants first took pictures of the "egging" incident and then proceeded to spray off their front porch to clean it and prevent the eggs from drying and damaging any of the exterior paint on the house. Fight/Obstructing Official Business ( ) Lt. Petrocelli was traveling south on Savannah Ave towards the Grown Folks bar when I observed several subjects rolling on the ground in the doorway of the bar. As he drew closer, the subjects scattered and departed. Lt. Petrocelli looked down the street and observed the door to Good Brotha's bar swing and several people scuffling in the open doorway. As he approached the subjects also Page 13 of 22

14 scattered, except for one subject who was standing over some fresh blood spatter on the ground. He quickly departed after Lt. Petrocelli arrived. Lt. Petrocelli could not identify any of the subjects involved in the fighting at either establishment. Lt. Petrocelli then returned to Grown Folks to talk to the manager about her security choosing to allow known troublemakers into the bar. As he was returning he observed more fresh blood spatter on the hood of a car just outside the front door of Grown Folks Bar. Lt. Petrocelli attempted to enter and found the front door locked. He knocked on the door and it was opened by security. He asked who the manager on duty was; he stated that he was the manager on duty. He provided a name, DOB: , Social Security Number. I asked if he had his ID, he said he did not and started to walk away. I ordered him back as I had not finished with him. Lt. Petrocelli had another officer run his information to verify his ID in the police computer. As he did this the subject turned around with his cell phone and stated that he was calling the manager. Lt. Petrocelli said fine. He walked away to be able to hear better and stepped just inside the doorway to the backroom to talk on the phone. PO Kilgore returned to the bar and stated that he was unable to locate the subjects ID with the information provided. Lt/ Petrocelli went the backroom area and found the subject was gone, presumably through a back door which opened onto the alley. He was able to locate the subject s identification in the police computer. He had provided a false middle initial, false social security, false DOB: instead of A warrant was entered on Mr. Jones for Obstructing Official Business in the NCH Mayor's Court for providing false information. Trafficking in Drugs ( ) Officers on patrol observed a subject seated in a car behind the steering wheel in an area known for drug abuse and dealing. They drove around the block and observed the same vehicle with a subject exiting the same vehicle from the passenger side. Page 14 of 22

15 Officers then walked up to the car without identifying themselves. An officer looked in and observed the subject behind the wheel preparing a marijuana cigarette. The officer then turned on his flashlight and knocked on the window to get the subject's attention. The other officer was standing just outside the driver's door. The subject opened the driver's door and exited, the officer observed a large wad of cash and a small baggy of white substance believed to be drugs. The officer grabbed the subject by the arm and told him to put his hands behind his back, the subject pulled away and tried to run. The officer tripped the subject and he went down and was immediately taken into custody by both officers. A search incident to arrest was conducted and revealed Grams of Crack Cocaine,.95 Grams of Marijuana, $ in US Currency and two cell phones. The subject was charged with Drug Trafficking F3, Drug Possession F3, the cash will be held for forfeiture, the cell phones are held until such time that a search warrant can be obtained and served to obtain further evidence of drug trafficking. The subject was transported to CJC. The Vehicle was towed by Northgate Towing. Page 15 of 22
